II-2. Making a Solid Channel to Cooperate
We can consider two-step approach to the cooperation. The first step is to launch the cooperation in the small scale. The second one is to expand the cooperation to the large
scale.
Small-scale cooperation model Both organizations make a technical exchanges by holding the
KOCSEA technical symposium with a common goals. KOCSEA provides ETRI with more productive technological
discussion. Based on this network, ETRI obtains the technological trends
in USA and finds a clue to solve any problems met in the project.
ETRI supports the symposium steadily in budget. Problem: It is not easy to continue the cooperation long time.

II-2. Making a Solid Channel to Cooperate
Large-scale cooperation model After establishing the network of confidence, the process for
collaboration is launched. KOCSEA provides the new idea of R&D topic to make a
proposal to Korean government. But KOCSEA is not allowed to present any R&D topics. If the idea is shared with ETRI, ETRI presents the idea as a
demand on IT R&D. At this time the idea may become a subtopic in ETRI’s proposal to the government.
If the proposal is selected as a national project, ETRI outsources the topic to KOCSEA.
KOCSEA achieves a wonderful achievement. Problem: Is it possible to have so open mind?
