Health Prevention
Sağlığın Korunması
High-risk strategy
• Identify subject at risk
• Apply the subjects at risk only
• Reduces the incidence of a given disease in subjects at risk
• Benefit is limited to subjects at risk
Population-based strategy
• Identify the target population
• Apply the population as a whole
• Reduces the incidence of a given disease within that population
• The benefit may be large and shift a population’s characteristics
Health Prevention
Sağlığın Korunması
International Association for the Study of Obesity
A fundamental policy shift is required to widen responsibility for the
prevention of diet, activity and weight-related ill health across the
whole of Europe's population. Only such a comprehensive approach
offers any realistic prospect of averting a public health catastrophe
for Europe and indeed for the whole world.
Notably, nutritional factors and inactive
lifestyles are implicated in
– between 30-40% of cancers
– at least one third of premature deaths
from cardiovascular diseases (CVD) in
Europe
– the pan-European ‘epidemic’ in obesity
and overweight, which in turn is linked to
maturity onset diabetes mellitus, increased
risks of CVD and certain cancers, and
premature death
– osteoporosis and its consequences,
including the increasing number of hip
fractures in the elderly (382,000 in the EU
in 1995).
New, long-term demands
on health care systems• Populations are ageing
• People are increasingly living with
one or more chronic conditions
and diseases for decades
• Chronic conditions projected to be
the leading cause of disability
throughout the world by the year
2020
• They should be successfully
prevented and managed,
• Otherwise they will become the
most expensive problems faced
by our health care systems
• Tüm dünyada yaĢlanan bir nüfus
söz konusu
• Ġnsanlar bir veya daha fazla kronik
hastalıklar ile birlikte giderek daha
fazla yıl yaĢıyor
• Kronik hastalıkların 2020 yılında
dünya genelinde önde gelen
sakatlık nedeni olacağı
öngörülüyor
• Bu sorunlar baĢarılı bir Ģekilde
önlenmeli ve tedavi edilmeli,
• Aksi takdirde sağlık sistemlerinin
karĢılaĢtığı en pahalı sorunlar
haline gelecekler

• European Council has approved in
date 28th January 2011, the “Directive
for the patients and their trans-
boundary medical assistance”
• The decision was taken without any
discussion, unfavourable votes from
Austria, Poland, Portugal and Romania
and an abstaining from Slovakia.
• The member states have 30 months to
acknowledge the directive in national
legislation. Therefore from October
2013 it has to be operative in the
whole Union.
• Spa therapies could be obtained in a
free way from European citizens in
other member states, when they are
foreseen from their medical system.
• Avrupa Konseyi 28 Ocak 2011
tarihinde "Hastalar için sınır ötesi tıbbi
yardım Yönergesi“ni onayladı
• Karar herhangi bir tartıĢma olmadan
alındı, Avusturya, Polonya, Portekiz ve
Romanya olumsuz ve Slovakya
çekimser oy kullandı
• Üye devletler 30 ay içersinde ulusal
mevzuatlarını direktif ile uyumlu hale
getirecekler. Bu nedenle Ekim 2013’de
tüm Birlik’te geçerli hale gelecek.
• Avrupa vatandaĢları tarafından onların
sağlık sistemlerinde öngörülüyorsa
diğer üye ülkelerde, kaplıca
tedavilerinden ücretsiz bir Ģekilde
yararlanabilecekler.
