STAGE 4:START PLANNING-Positions of each buildings and purposes. -Streets, numbering, areas. -Come out with layout plans, master plans
STAGE 5:PLAN PROPOSAL-Propose plans to partners, stake holders etc. -Includes the plan map with its specifications -Come out with a plan report
STAGE 6:APPROVAL OF THE PLANThe city planning board approves town plans.
STAGE 7:ENTRY INTO FORCE OF THE PLAN.-After approval, the plan becomes effective -Announced in the newspapers -Move on if no appeals made
STAGE 8:CONSTRUCTION STARTSMonitoring and review: *If there are sudden changes, additions or adjustments to the plan.
