PREPARATION WORK – PARTNERSHIP
During the Program preparation stage
MUB has invited Parliament members 4
times to City office to brief on the
Program.
ADB has conducted a series of
Procurement trainings to Mayor’s office
and PMO’s staff.
For the preparation and selection of
the Consulting services ADB, EA has
worked closely.
The administrative costs for PMO is
immediately funded from Mayor’s office
as the Program ratified and it provided a
smooth operation for PMO until ADB
funding started.

PARTNERSHIP BETWEEN ADB, GOM AND MUB:
MUB commitment to provide annual counterpart financing on a
priority basis (by timely allocation of counterpart funding needed
for resettlement)
Professional commitment and hard work of ADB, GOM and MUB
staff during preparation phase of the Project.
Project Imprest Account set up early to cover project expenses
ADB provided a series of Consulting Services trainings to MUB
and PMO staff
Relatively fast recruitment of Detail Design and Construction
Supervision consultants
Outposting of ADB project officer to Mongolia within 1,5 year from
project ratification
MUB’S ROLE IN IMPLEMENTATION:
The City Council is agreed that counter part funding
will be allocated as priority in annual budgets.
Project Steering Committee is meeting quarterly.
Emergency meetings will be organized when needed.
Holding a policy to coordinate with other projects
same time avoiding duplications.
Working closely with Community groups
Will be implemented in line with Ulaanbaatar city
Master Plan.
It’s been giving positive message to International
organizations and Foreign Investors.
