Linondation Les diffrents types dinondationLinondation est la consquence de plusieurs situations : le crues des rivires, la remonte de nappes phratiques ou les ruissellements urbains.

les crues des rivires sont dues une pluviomtrie importante, aggraves par la prsence dun tapis neigeux (fonte rapide) exemple janvier 2011 sur lOise amont: crue centennale)

Les inondations occasionnent souvent des dgts considrables et laissent les victimes dsempares.

Environ 16 000 communes sont concernes par le risque inondation en France.

Il existe plusieurs types dinondations : lente, rapide, trs rapide.

Cest le dbordement dun cours deau ou la remonte de la nappe phratique qui est lorigine de la monte des eaux. Les inondations de plaine tant lentes sont rarement meurtrires mais, en raison de leur dure, elles ont des consquences lourdes sur les infrastructures, les biens, les activits conomiques et environnementales.

1er Cas :En temps normal, la rivire s'coule dans son lit mineur.Pour les petites crues, l'inondation s'tend dans le lit moyen et submerge les terres bordant la rivire.Lors des grandes crues, la rivire occupe la totalit de son lit majeur.Dbordement dun cours deau

En raison de limpermabilit des sols, les eaux de pluie envahissent les points bas transformant les rues en torrents. La quantit de matriaux charris par la crue peut dtruire btiments et infrastructures. Lorsquele dbordement du cours deau se combine des coules boueuses, cest dvastateur.

Des prcipitations intenses tombent sur tout un bassin versant, les eaux se concentrent rapidement dans le cours d'eau, d'o des crues brutales et violentes dans les torrents et les rivires torrentielles. Le lit du cours d'eau est en gnral rapidement colmat par le dpt de sdiments et des bois morts peuvent former des barrages, appels embcles. Lorsqu'ils viennent cder, ils librent une norme vague, qui peut tre mortelle.Crue torrentielle

Cause par des pisodes orageux violents sur de petits bassins versants, limpermabilisation du sol favorise ce type dinondation. En raison de limpermabilit des sols, les eaux de pluie envahissent les points bas transformant les rues en torrents. La quantit de matriaux charris par la crue peut dtruire btiments et infrastructures.

L'impermabilisation du sol (btiments, voiries, parkings, etc.) limite l'infiltration des pluies et accentue le ruissellement, ce qui occasionne souvent la saturation et le refoulement des rseaux d'assainissement et des eaux pluviales. Il en rsulte des coulements plus ou moins -importants et souvent rapides dans les rues.Inondation par ruissellement

Les inondations VerberieLe Plan de Prvention des Risques Inondation (PPRI)Verberie est concerne par linondation lente ou inondation de plaine.

Un plan de prvention des risques inondations (sigle : PPRI ) t mis en place par la prfecture sur la commune. Cest un plan de prvention qui limite en fonction de la hauteur deau atteinte en cas de crue, loccupation des sols et donc la constructibilit des terrains.

Le PPRI est actuellement en cours de rvision et la nouvelle version qui prendra en compte les effets de la crue centennale devrait tre valide pour la fin de lanne 2016.

Les travaux en cours dans le cadre de cette rvision ont dj produit une carte des alas des hauteurs deau correspondant aux effets de la crue centennale. Le prfet demande de prendre en compte cette carte ds maintenant pour lattribution des autorisations durbanisme.

19 dcembre 1993 au 2 janvier 1994 (Arrt de catastrophe naturelle du 11/01/1994)17 janvier au 5 fvrier 1995 (Arrt de catastrophe naturelle du 06/02/ 1995)5 janvier au 9 avril 2001 (Arrt de catastrophe naturelle du 27/01/2001)Des habitations et quelques entreprises inondes:alle des Soupirsrue de lOiserue du Port avenue Ren Firminrue des Moulinsrue de Verdunroute de CompigneZI de Verberie (pour partie)Lors des inondations de 1993 et 1995 les voiries inondes et interdites la circulation ont t la rue des Moulins (pour partie) et la rue du port (pour partie). Suite ces inondations, la commune de Verberie a rig des digues de protection qui ont considrablement limit les effets des dernires inondations. Cependant, la capacit de ces digues protger des quartiers dhabitation dpend de leur hauteur et donc se trouve limite en fonction de limportance de la crue. Dans le cas de Verberie, ces quartiers protgs ne le sont pas pour une crue centennale.

Les moyens dactionLe Plan Communal de Sauvegarde (PCS)Le Plan Communal de Sauvegarde est un vritable plan de gestion de crise lchelle communale. Il dfinit QUI fait QUOI, QUAND et COMMENT en cas de crise (notamment inondation).

Ses principes :le PCS organise la sauvegarde des personnes, dtermine, en fonction des risques connus, les mesures immdiates de sauvegarde et de protection des personnes, fixe lorganisation ncessaire la diffusion de lalerte et des consignes de scurit, recense les moyens disponibles et dfinit la mise en uvre des mesures daccompagnement et de soutien de la population.

Le PCS recense les risques, naturels ou technologiques, auxquels est expose la communeIl identifie des scenarii partir desquels seront dclins les mesures mettre en uvre pour y faire face dans les meilleures conditions.

Les vnements affectant la population et susceptibles de dstabiliser la commune peuvent avoir des causes trs varies :catastrophe majeure,accident courant (transport, incendie),dysfonctionnement des rseaux (transport, nergie, eau),phnomnes climatiques,problmes sanitaires (canicule, mningite, lgionelloses)

Les rponses apportes doivent tre rapides et adaptes pour viter dtre dbord par les consquences matrielles ou mdiatiques et ainsi ne pas basculer dans la crise.

Le PCS vient dtre mis jour sur la commune.

Les moyens dactionQue faire en cas dinondation ?Avant:obturer les entres d'eau : portes, soupiraux, arations,couper le gaz et l'lectricit,mettre au sec les meubles, objets, matires et produits,amarrer les cuves, prendre les mesures pour viter la pollution de l'eau (fuel, produits toxiques,...),faire une rserve d'eau potable,prvoir l'vacuation.Pendant :s'informer de la monte des eaux (radio, mairie...),couper le gaz et l'lectricit,n'entreprendre une vacuation que si vous en recevez l'ordre des autorits ou si vous tes forcs par la crue,ne pas s'engager sur une route inonde ( pied ou en voiture) : lors des inondations du Sud-Est des dix dernires annes, plus du tiers des victimes taient des automobilistes surpris par la crue.

Les moyens dactionQue faire en cas dinondation ?Aprssous-sols inonds: ATTENTION ! le pompage excessif peut entrainer une dstabilisation du sol pouvant engendrer des tassements du terrain et par voie de consquence, des dsordres dans la construction.arer et dsinfecter les piceschauffer ds que possible et ds que les conditions de scurit le permettentne rtablir le gaz et l'lectricit que sur une installation sche.

Remarque : en ce qui concerne les crues torrentielles, compte tenu du caractre brutal et trs rapide du phnomne, la meilleure solution consiste ne pas s'implanter proximit immdiate des rives, mme si le filet d'eau apparat sans danger.
