The speakers on the panel will provide different perspectives on how ballast water regulation and technology has created the current state of invasive species in the Great Lakes. This workshop will also enable participants to understand the regulatory challenges facing ballast water today while fully appreciating the current state of technology that is rising to the challenge of invaders. This presentation was given by Allegra Cangelosi, President, Northwest-Midwest Institute.

Why  Not  More  Cert  Tes9ng  at  GSI?  

•  Issue  1:    US  Discharge  Requirement    End  Point  =“Live”    –  UV  Systems  designed  to  reduce  “viable”  organisms  i.e.,  those  able  to  reproduce;  

–  Many  early  BWMS  employ  UV,  await  revision  of  U.S.  end  point;  •  Issue  2:    Alterna)ve  Management  System  program  gives  

BWMS  with  foreign  TA  a  5  year  “buy”  on  US  TA;  •  Issue  3:    GSI  (like  MERC)  rela)vely  transparent  with  

findings;  foreign  Test  Facili)es  offer  complete  confiden)ality  –  o`en  more  aWrac)ve  to  BWMS  vendors  for  early  tes)ng.  

•  Non-­‐Issue:    Fresh  water  is  unique  to  GL  –  US  Type  Approval  for  FW  requires  tes)ng  in  FW  –  Many  important  harbors  throughout  the  world  are  FW

What  is  to  Come?  

•  More  GSI  Cert  Tes)ng:  Meritorious  BWMS  that  achieve  AMS  will  next  seek  solid  US  Type  Approval  

•  Non-­‐Regulatory  Shipboard  Valida)ons:    Self-­‐monitoring  of  BWMS  performance  post-­‐installa)on  will  give  early  detec)on  of  weaknesses  and  boost  confidence  in  BWMS  standard  effec)veness  

•  Con)nued  Risk  Release  Inves)ga)on
