Prior to NMCI, the Department of the Navy IT infrastructure consisted of stove-piped networks independently procured and operated by individual commands throughout the country. The Next Generation of Intranet

The department embraces the use of Web 2.0 collaboration and working from anywhere we can connect to the network. Web 2.0 does not use new technologies; it is primarily different applications of current technology. Web 2.0 tools present many opportunities for collaboration and information sharing that support becoming a transparent organization, and they are becoming vital to keeping pace in today's environment. So yes, the NGEN infrastructure will support it, just like the NMCI infrastructure today supports it. My hope is that commands will come onboard and fully exploit the use of Web 2.0 commensurate with necessary security requirements. I mention security because the implementation of any new tools in the DoD requires a cautious risk management approach for ethical use and to protect the confidentiality, integrity, and availability of the data. * Develop semantic "sweeper" to search social networks on NGEN* Require emerging technologies training for DoN personnel* Frequently evaluate guidelines on social networking and OPSEC to keep up with changes caused by new trends* All sensitive OPSEC related social network broadcasts are required to be used under the appropriate platform's privacy settings

* Develop collaborative wikis to write policy - reduce travel costs for inter-command requirements; reduce time costs for completing a policy project* Create secure virtual worlds for training exercises, and meetings* Reduce calling-tree costs through broadcasts via email, tweets, or SMS text messages

Three Main Outcomes of Network Integration of Emerging Technologies

all written policies and procedures will be worked on through collaborative technologies, be they wikis or Sharepoint-like software available through an organizational intranet.

all DoN personnel will participate in bi-annual training sessions on protecting OPSEC when using social networking.

the DoN will shift a to-be-determined percentage of training from live-action to virtual in order to save costs.

Priority for the implantation time table is to training personnel in effective and safe use of emerging technologies. This means that before NGEN goes live, DoN must create training modules – both synchronous and asynchronous to allow for personnel located in every world time zone to participate – before the start of Fiscal Year (FY) 2011, on October 1, 2010.

Collaborative writing requirements will be implemented on an experimental basis starting Annual year 2011, or January 1, 2011. Action research will be conducted during this time as to satisfaction and time-costs when utilizing emerging technologies for collaborative writing.

All personnel will be required to conduct collaborative writing projects in emerging technologies the start of FY 2012, or October 1, 2012. Finally, test platforms will continue research into the unclassified use of virtual worlds until the end of FY 2011.

Timeline: Fiscal Year 2012

A formal evaluation as to effectiveness and OPSEC of virtual worlds in R&D and mission training will be done in FY 2012.

Full implementation of virtual worlds for R&D and mission training is projected for implementation across all classification levels in FY 2013.

Personnel RequirementsExisting active duty and GS personnel will be reorganized as follows:

Team of 40 for research, writing, graphic design, editing, and IT support of the training module about social networks and OPSEC.

Staff of 100 to evaluate the collaborative writing experiment and subsequent implementation

Staff of 15 will be needed to contact commands and coordinate participation in the experimental phase of this project

DoN will contract out work for action research to create survey studies, time-cost structuring, and overall experimental analysis

Staff requirements for the virtual worlds R&D and mission training proposal is as yet undetermined. The DoN will continue allowing test groups to conduct command research at an unclassified level until the end of FY 2011. True personnel requirements will be determined during the formal evaluation FY 2012
