OPPORTUNITIES FOR EU-ASIA BUSINESS CO-OPERATION:

Aims to support business partnerships and promote the internationalisation of EU and Asian SMEs, by facilitating direct business co-operation between the EU and Asia at a regional level

Aims for mutually beneficial co-operation Commenced in 1997, more than 320 projects supported to date

across a range of sectors, involving 1200 organisations

Asia-Invest 2006-2007 to build upon success of previous phases with a new Commission contribution of €20 million

OBJECTIVES OF THE PROGRAMME 2006-2007:

Strengthen mutual trade and investment flows between the regions Assist SMEs to internationalise their business strategy Reinforce private sector and new business development opportunities Promote European know-how and technologies within the private sector

and in intermediary business organisations Exchange best practices and experiences of European and Asian

intermediaries and/or companies with a strong regional dimension Promote investment and trade with regard to south-south business links Increase international market knowledge and access for LDCs Enhance Europe’s political and economic presence across Asia

ELIGIBLE BUSINESS ORGANISATIONS REPRESENTING SMES:

Chambers of commerce, government agencies, sector-specific trade, industrial and professional associations, employers’ federations and local agencies, administrations promoting or facilitating trade and investment, regulators, non-governmental organisations, relevant research institutes and university departments as well as sector-based agencies concerned with SMEs

A minimum of 3 organisations in partnership: 2 from different European countries + 1 Asian or vice versa

Final beneficiaries are SMEs, the wider business community and the Europe-Asia business network

REGIONAL/ASIA-WIDE CO-OPERATION:

Project proposals must have an Asia-wide dimension. They must ensure that the nature of the partnership and/or the scope of the project activities go beyond bilateral cooperation and brings in other Asian eligible countries/regions.

Asia-wide/regional dimension could be met by:

– Including partners from more than one Asian country

– Demonstrating content with a regional orientation

Priorities Priorities

PRIORITY ISSUES 2006-2007:

Enhancing the export capabilities and foreign direct investment prospects of the least developed countries (LDCs)

Ensuring involvement of less developed regions (LDRs) within China and India – Providing China: Western region: Sichuan, Guizhou, Yunnan, Shaanxi, Gansu and Qinghai

provinces; Tibet, Ningxia, Guangxi and Inner Mongolia Autonomous regions; and Central region: Anhui province.

– India: East & North East Region: States of Bihar, Jharkhand, West Bengal, Orissa, Assam; and Central Region: States of Madhya Pradesh and Chattisgarh

Promoting integration of Asian countries into the Information Society through business orientated information & communication technologies

A proposal will be considered very relevant if it demonstrates an Asia-wide dimension and addresses at least one of the priorities

1. Business to business match-making for companies– Providing opportunities for partnership between SMEs through

business events and face-to-face meetings aiming to facilitate long-term partnerships

internationalise AND improving the business environment by building the capacity of business intermediary organisations and creating opportunities for networking

– Collaborative workshops with Asian standards & quality management organisations; exchange of best practices, production techniques, technological know-how, corporate social responsibility, environmental Europe-Asia trade relations and co-operation

Partnerships– minimum of THREE partners: 2 different Europeans partners+ 1 Asian partner or 2

different Asian partners + 1 European partner

– optimum size will achieve the project objectives in the most cost-effective way

Associates– an associate can play a supplementary but real role in the project. However it may not

receive funding from the grant, with the exception of per diem and travel costs.

– Must be from an eligible European/Asian country or from the following non-eligible countries or territories: Brunei Darussalam, Chinese Taipei, Hong Kong, Japan, Macao, Singapore and South Korea.

Subcontractors– contracted to implement tasks within the project

Description of target groups & final beneficiaries with estimated number: Provide background, explain the current, pre-project situation and importance of the project in the context of the target regions/countries.

Reasons for the selection of the target groups & identification of their needs and constraints. How does the action contribute? Thorough understanding of needs and constraints must be demonstrated. Pre-feasibility study to be used for that purpose.

Concrete Outputs: Be specific and quantify as much as possible. Physical as well as immaterial outputs (in line with OVI and results presented in LFM).

Multiplier effects: Possibilities for replication and extension of outcomes. Can include potential for strengthening policies (regulatory conditions, open trade policy etc), sharing of best practices to as wide an audience as possible (communication strategy, production of brochures, website, participation in conferences and workshops etc.)

Sustainability: Distinguish between the following aspects of impact:– Financial: How will the activities be financed after the grant ends?

– Institutional: Will structures allowing the activities to continue be in place at the end of the present project? Will there be local “ownership” of project outcomes?

– Policy level: What will be the structural impact of the project e.g. will it lead to improved legislation, codes of conduct, methods etc?
