From the Chairman
Welcome Region IX VPPPA Safety Summit Attendees!
Thinking back to the beautiful setting of the Tucson
Starr Pass Marriott’s patio from last year’s Region IX
VPPPA Safety Summit, I remember discussing with
the Summit Planning Committee how to improve
upon an immensely popular Region IX Safety Summit
that had just ended. Although we were in the beautiful
high desert of Tucson, our thoughts quickly turned to the
enchanted lands of Disneyland. We started talking about all the famous
characters that have come from the wonderful world of Disney and the talk
rapidly turned to the subject of Superheroes.
It quickly dawned on us that our membership is made up of Superheroes that don’t wear capes, masks,
tights or costumes. Every day our Superheroes go to their worksites to coach, mentor and assist their
colleagues on matters of safety and health. This is done each and every day to ensure that everybody
walks through the door at the end of the day to see their families and loved ones. Superheroes also
do it in memory and honor of those who have been injured or lost in the workplace, hoping they can
make a difference and have an impact.
As we come back together this year, let's enjoy ourselves, but more importantly, let’s renew our
pledge to take something back to our organizations that can allow them to better manage the safety
and health of our worksites. If each of us does that, we will continue to show our colleagues, family
and friends that we are all everyday Safety Superheroes.
It is with great pleasure that I welcome you on behalf of the Region IX VPPPA Board of Directors to
this year’s “Superhero Safety Summit” where you’ll prove once again that not all Superheroes wear
capes!

Opening Keynote Speaker
Jeff “Odie” Espenship
While Jeff originally hails from Lake City, FL, he spent most of his childhood among the kudzu
and red clay of Georgia. Jeff chose the University of Georgia for his higher education and
enrolled in the prestigious Air Force ROTC program.
Due to his demonstrated leadership and officer ship skills in cadet corps officer training, Jeff
was awarded not only a full academic scholarship, but also a USAF pilot training slot. After
receiving his Bachelor’s degree in Political Science, Jeff spent a year cheating certain death and
destruction earning his USAF pilot wings. Having done this better than his classmates, he won
the coveted “Commanders Trophy” as the overall top graduate of his pilot training class. Jeff
also won the pilot training T-38 Talon’s “Hard Charger Award” for overall dedication to
excellence and training.
Jeff became a USAF fighter pilot flying the venerable A-10 Thunderbolt, also known as the “Warthog”. He was stationed
with the 18th Tactical Fighter Squadron at Eielson AFB in Fairbanks, Alaska. While there, he qualified as one of the
youngest 4-ship flight leaders in the entire squadron. He served as an instructor and was also combat search and rescue
qualified. He won numerous Top Gun awards for air-to-ground bombing and gunnery. Odie was selected to attend
The Air Force’s formal leadership training college for young officers, Squadron Officers School. Odie graduated in the
top 7% of the entire school of over 400 officers.
Due to Jeff’s outgoing, personable, always smiling, eager to please personality, his squadron mates quickly gave him his
call sign “Odie”, aptly named after the popular cartoon Garfield’s sidekick. Now, few people know Jeff by his first
name…but simply call him “ODIE.”
After 6 years of dedicated service in the Air Force, Odie decided to fulfill another lifelong dream by becoming an airline
pilot. He began his career with Delta Air Lines in 1992. He qualified on The Boeing 727, 757, 767, and McDonnell
Douglas MD-11. He also was a line-oriented flight engineer instructor on the Boeing 727. He also completed numerous
Crew Resource Management Courses, including “Cockpit 2000” given to pilots by United Parcel Service. Odie
continues to hone his flight skills as an international airline pilot, flying the Boeing 777.
Amid his tenure as an airline pilot, Odie also flew a 1943 T-6 “Texan” on the airshow circuit. A tragic accident took the
life of his brother, as well as the life of the pilot. This significant event in Odie’s life ignited the spark that helped create
what TargetLeadership is today. From those humble beginnings in 2003, Odie and his team has grown Target
Leadership into a well recognized brand for Culture-Leadership-Safety training among the nation’s top Fortune 500
companies including ExxonMobil, The Southern Company, John Deere, and Chevron.

Mark Norton, MAOM, RSP, CSSM
With over 30 years in the safety & health field, Mark is a multi award winning
safety professional, with such honors as the 2008 National VPPPA Chairman’s
Award winner, the 2009 ASSE Southern Arizona Chapter "Safety Person of the
Year" and Coast Guard Achievement Medal recipient for his work in
Occupational Safety & Health. Mark enjoyed 24 years as a State OSHA
representative holding positions in both safety and health as a compliance officer
with over 3,000 inspections, various management roles including VPP
Coordinator, Consultation & Training Manager, and ultimately Assistant Director.
Mark is an accomplished public speaker delivering his message of safety
responsibility to audiences across the United States and into Canada for such organizations as NASA,
Constellation Wines, Marine Corps Base Hawaii, Vincor Canada, University of Arizona, Honeywell,
Dairy Farmers of America and many, many more. He is a published author contributing articles to
various magazines and has published two books relating to safety management.
Recently retired from government service, Mark now has his own company working as a speaker,
consultant, author and trainer, coaching all types of organizations towards safety excellence. Mark
holds a BS in Business Management and a Masters in Organizational Management. Recently, Mark was
accepted as a faculty member at UC San Diego, as one of the Faculty OTI Instructors, teaching OSHA
510, 511, 500 and 501 classes.

Business Leader Roundtable
For all companies, achieving workplace safety and health success requires strong organizational
commitment, employee engagement and personal leadership. During this roundtable discussion,
executive leaders from several of Region IX’s finest VPP Star companies will share what having a world
class safety and health program means to them. Panel members will share how safety and health
management is viewed by those outside the safety profession and where they believe the value lies.
These perspectives are both important and invaluable in helping others understand the balance
maintained by senior leadership in organizations where world class safety and health programs are an
embedded value.
Discussions will surround organizational and leadership strengths that enable strong safety and health
management systems, such as VPP. In addition, leaders will share challenges that they have faced and
how they and their organizations have been able to successfully overcome them.
