In the latest in the spate of armed rob-beries at shopping malls in Cape Town,three armed robbers held up a familyrestaurant on Sunday night.The robbery at the Spur restaurant in
the CapeGate Shopping Centre tookplace after closing time at about 00:15,Warrant Officer Erica Crous, spokes-person at the Brackenfell police stationsaid.“Amall cleaner spotted the three sus-
picious-looking men at the bottom ofthe escalator, but before he could getaway to warn security, they held himup,” Crous said.According to Crous the robbers, with
the cleaner in tow then proceeded to therestaurant on the top floor of the mall.“The doors were already closed, but
the robbers gained entry by jumpingover the open railing on the side of theshop.”Inside, they ordered one of the three
managers to open the safe, while theother two managers and the cleanerwere tied up in the storeroom.“No shots were fired and no-one was
injured.”According to Crous the men escaped
with an undisclosed amount of money.Crous said the men wore hoodies and
their faces were veiled under scarves.“Police have studied the video sur-
veillancematerial and the case is underinvestigation.”This was the fourth time a restaurant
in this chainwas targetedbyarmedrob-bers in the Brackenfell area over thelast two years. Anyone with informa-tion is requested to contact the nearestpolice station.

Some 72 out of 92 school drop-outs decid-ed to go back to school after interven-tion by a local programme initiated by
the City of Cape Town in Kraaifontein.TheCity’s district office for social develop-
ment, which is situated in Kraaifontein, ini-tiated the programme inMarch this year aft-er staff noticed many children were loiter-ing on the street when they were supposedto be at school.
“This was cause for concern, so staff madecontact with the various schools in the areaand introduced the truancy prevention pro-gramme,” says Suzette Little, Mayco mem-ber for social development and early child-hood development.
Ongoing project“The school drop-out prevention and
awareness programme started at ParkdenePrimary School and is currently still run-ning at eight primary schools and three highschools in the area,” she says.
These learners were identified throughnetworking with the schools.“The schools supplied us with the names
of the learners who are absent for long peri-ods of time or who repeatedly play truant.”After being identified, the learners are
monitored by the teachers, parents, the dis-trict office’s community family officer andthe truancyworkers, on their current statusof attending school and their performance.As part of the programme, learners attend
variouswork sessions facilitated by the fieldworkers.
They address various topics with thegroup, teaching them life skills thatwill helpthem in school as well as within their com-munity and homes.
Support given“These children have not only been given
a life-line back to school, but the programmehas also provided them with support andpractical solutions for the various challen-ges they face,” she says and adds the depart-mentwill continue tomonitor these learnerswhen the schools reopen.

pe Canaveral in 2006 and is on approach fora dramatic flight past the icy dwarf planetPluto and its moons on 14 July,” she says.When itwas first launched,Plutowas still
classified as a planet, but has since been re-classified as a dwarf planet, when other ob-
jects bigger than it was found in similar or-bits at the edge of the solar system. “Thistruly marks a new golden age for space-flight and exploration as New Horizons be-comes the first spacecraft to visit Pluto.”Kingdom Skies invited a selection of
schools in the Kraaifontein area to be partof the first mission to the last planet this co-ming holiday. “Our target audience is Gra-de 7 to 8 and includes a registration fee ofR50 per learner.” The programmes are ap-proximately three hours long with 40 lear-ners per session from the various schools.Students will be in charge of selecting a

Police are warning the public about anew scam targetting recipients of so-cial grants that may be spreadingacross the Western Cape.According to police spokesperson
Captain Marie Louw, the fraudstershave identified a way in which to de-fraud receivers of Sassa grants of theirincome. “A call is made by a person,giving a fictitious name, but acting asif he/she is officially employed by Sas-sa. They ask to identify yourself andto confirm it and also to give the lastfour digits of your Sassa card number.The person is told they will be receiv-ing a food parcel after supplying theinformation. This clearly never hap-pens and the victim later finds thatwithdrawals have beenmade from theaccount. to start work at various provincial traf-fic centres this week after graduating
from a year-long training course at GeneLouw Traffic College in Brackenfell onThursday.Provincial traffic chief KennyAfrica, says
the officers were trained according to the re-quirements of the Safety andSecurity SectorEducation and Training Authority (SASSE-TA), the Local Government Sector Educa-tion and Training Authority (LGSETA), aswell as the Road TrafficManagement Corpo-ration (RTMC) guidelines on examining ve-hicles and licences.“They have successfully completed fire-
arm competency training, driver training,which includes articulated motor vehicleand motorcycle training, first aid trainingand training in fighting fires,” he says.In addition to their traffic diplomas, the
graduates also received their appointmentcards as peace officers.Roderique Daniels (23) from Brackenfell
scooped a number of awards. Hewon theNa-tional Road Traffic Act (NRTA) Unit Stan-dards TopAchiever award, as well as the Le-gal Unit Standards Top Achiever and RoadTransportation Unit Standard TopAchieverawards. Daniels was also recognised as bestoverall achiever, with a record-breaking fi-nal mark of 95,3%.Daniels, whowill be based at the Bracken-
fell Traffic Centre, was overjoyed.He said the traffic college experience has
had a profound impact on his life.“Although I am a qualified lawyer, I’ve al-
ways had a passion for traffic law enforce-ment. I grew up in a home of uniforms. Myfather is a police officer, and I have alwayslooked up to him. I am hoping to use myknowledge and skills to contribute to reduc-ing the death toll on our roads,” he said. Hesaid he intends studying for the National Di-ploma in Road Traffic and Municipal and
Traffic Policing next year after having re-ceived a bursary from the Tshwane Univer-sity of Technology.Jacqueline Gooch, head of the department

An estimated R59-million project willsee the upgrade of Old Paarl Road(R101) in Kraaifontein and the R304
between Old Paarl Road and Bloekombos.The Western Cape department of trans-
port and public works has started with thisrehabilitation, which is scheduled for com-pletion late next year.
The project will include the cleaning andshaping of existingdrains, excavation andconcrete lining of sidedrains; re-constructionof pedestrian sidewalksandproperty entrances;installation of new con-crete kerbs and chan-nels, and new pipe andportal culverts; andconstruction of a pas-sing lane and taper onthe R304.
Byron laHoe, a spoke-sperson for the depart-ment of transport saysmotorists should expectdelays during the win-ter season.
“There will be half-width construction
with Stop/Go operations during the dayand a traffic light system at night,” he adds.
A significant amount of employment op-portunities, quantified as 19 000 persondays, will be created for people located wit-hin the boundaries of Kraaifontein. Thir-teen percent (13%) of the contract value isexpected to go towards targeted enterprisesin the Western Cape.

A joint operation between the City’sTraffic Service and Metro Police in theScottsdene and greater Kraaifonteinarea on Sunday 5 July saw 26 motoristsarrested for drunk driving.
Three more were arrested for recklessand negligent driving, including an ad-ditional charge of drug possession forone person who was found with threebankies of tik on him.
Officers also issued a number of fines,including 55 to unlicensed drivers.
City traffic officers conducted variousoperations citywide focusing on publictransport and arrested twomotorists foroutstanding warrants and one more fordrunk driving.
The officers also impounded 33 taxisand issued awhopping 461 fines for vari-ous offences.
Roadblocks in Kuils River, Manen-berg and Langa resulted in a further 33arrests for drunk driving and one for thepossession of an unlicensed firearm.

’n Baie dankbare Horn sê die ondersteu-ning van die gemeenskap was oorweldi-gend.

A new traffic calming policy, aimed ataddressing a backlog of 500 projectsand protecting vulnerable pedestrians
such as children on their way to school, isbeing considered by the City of Cape Town.
According to a statement, residents are re-quested to air their views during the publicparticipation process that is currently un-derway.
City mayco member for transport, BrettHerron explains each year they receivemore than 400 requests for the implementa-tion of traffic calming measures.
There is currently a backlog of 500 trafficcalming projects to the value of R30 million.
Counting among these are requests forspeed humps, raised pedestrian crossings
and intersections, mini-traffic circles, roadmarkings and road narrowing as devices toforce drivers to slow down on residentialroads.
Increase in requests“Over the past years, we have seen an in-
crease in the number of requests for trafficcalming measures, which can be attributedto the deterioration in driver discipline anda general disregard for the rules of the roadby all types of road user.
Given the current backlog and the steadyincrease in requests, it has become necessa-ry to revisit the current regime. As such, anew policy which seeks to prioritise the im-plementation of these measures where pe-
destrians, and particularly children, aremost vulnerable at schools, parks and librar-ies is now on the table and ready for publiccomment.”
He explains the purpose of the new policyis to provide for a system that is financiallysustainable in the long-run; responsive tocritical safety problems on residentialroads; and that will assist in eliminating thebacklog within a reasonable time.
Fifty schools per yearPart of the new policy proposes that the
transport department implements trafficcalming measures on roads adjacent to exist-ing schools as a matter of priority with thebenchmark of at least 50 schools per year.
It also proposes that ward councillors mayidentify, motivate and fund traffic calmingmeasures in response to a proven history ofaccidents on a road or in response to a recentand very urgent incident that demands im-mediate intervention.
In addition the policy makes provision forindividuals or organisations may also fundtraffic calming measures, subject to the pre-scribed conditions

How can SASSA assist social grant beneficiaries with illegal deductions?

The South African Social Security Agency (SASSA), would like to provide communities with the
following information regarding social grant deductions:
The SASSA branded payment card, was introduced to allow social grant beneficiaries the convenience of
accessing their social grant anywhere and at any time. The SASSA payment card is a debit card and
allows for cash to be withdrawn from ATM's, purchases to be made from suppliers and legal deductions to
be made. The introduction of the SASSA payment card into the banking system unfortunately also
provided an opportunity for social grant beneficiaries to be exploited through unauthorized deductions.
Before the social grant is paid into the bank account of a beneficiary only deduction is allowed to be
made for a funeral policy, which may not exceed 10% of the total value of the social grant. This premium is
deducted by SASSA before the social grant is paid to the beneficiary and then paid over to the relevant
insurance company.
Once the social grant is paid into the bank account that is linked to the SASSA debit card, legal deductions
instituted by financial entities will take effect for purchases that were made ie: airtime, electricity, micro-
loans, credit instalments, policy premiums etc. Any disputes should be resolved directly between the social
grant beneficiary and the entity that instituted the deduction.
Social grant beneficiaries are requested to report any illegal deductions to the nearest SASSA
office/service point where they will be assisted to complete a claim form so that the matters can be
investigated. Alternatively beneficiaries can contact the SASSA call centre @ where
SASSA staff will record the relevant details and refer the matter for investigation. Where beneficiaries have
not authorized deductions or for their SASSA cards/account details to be used by others, the deducted
amounts will be paid back to them. This is usually done within a period of 3 working days. Should any
social grant beneficiary not receive the required assistance from a SASSA office or staff member this must
be reported to the office manager or the
• Do not to respond to SMS messages offering airtime, electricity and other services. By responding
to these messages, beneficiaries are actually taking on a "subscription" service and the amounts
will be deducted off the bank account through the EFT debit system every month.
• Do not use your SASSA payment card as security for loans and to purchase any financial services
products.
• Do not authorize deductions to be made against your card except for the one funeral policy

left-over pocket money from his trip over-seas to buy soccer boots and shin guards foran underprivileged deaf soccer team, thePhillipi Deaf Stars.This gesture was so well received that the
schoolboy swiftly launched a non-profit or-ganisation designed to assist township chil-dren with a passion for sports to receive therequisite equipment.The NPO, Katleho’s Give2Talent, also
knownasKG2T, has as its primary objectivethe donation of sports equipment to teamsand individuals from previously disadvan-taged areas. Others that have received fromKG2T thus far include u-15 soccer squadsfrom Klipheuwel FC, Naledi Stars FC andLiverpool-Portland FC.Kat has now progressed into the sport of
cricket, where in conjunction with DistrictNorth Cricket and the Peninsula CricketAcademy in Bellville, he has embarked ona drive to collect second-hand, unwanted orunused cricket equipment for re-distribu-tion to under-privileged schools.ThisGive2Talent cricket initiative, which
started about three weeks ago, is currentlydrivenbyDistrictNorthCricket,with sever-al second-hand kits having already beenfreelydonatedbyDistrictNorthyouth crick-eters. Besides the participation of severalnorthern suburbs schools in the drive, theEl Shaddai Christian School, Kat’s formerschool has also made a donation to the drivein the form of second-hand kits. The South African national darts champi-onship is currently underway in Johannes-burg. It ends on Friday.The first national championships were
held in Cape Town in 1993, which served asthe platform for Darts South Africa (DSA)to be formed through the unification of allthe darting districts and associations inSouth Africa.The Western Cape is represented by four
affiliated districts which form the federa-tion: Cape Town, West Coast, Cape Wine-lands and Eden.Cape TownDarts ismade up of nine asso-
ciations, including two-time defending in-ter-district champion Peninsula Darts As-sociation (PDA).The other associations are: Athlone,
Mitchell’s Plain, Northern Suburbs, OceanView, South Peninsula, Southern Suburbs,Stikland and theWestern Province district.The DSA tournament format consists of
an inter-regional and inter-district four-a-side competition in which players compete
in both doubles and singles play.The inter-district competition has seven
divisions.PDA will be leading the charge of the
Cape Town teams in the inter-district com-petition, where they will be chasing an un-precedented third title in a row.They have held the top spot for the past
