Spearheaded by the Contrado-Novamen Joint Venture, it is the first programme of its type at high school level. Professional engineer Gareth Gates ex- plains: “As there is a severe shortage in South Africa of people in the STEMM (sci- ence, technology, engineering, mathematics and medical) fields, which impacts on the overall economic growth and competitive advantage of the country, we believe that learners need to be exposed to this technolo- gy at high school level already.” Getting learners excited The programme developed by mechanical and electrical engineers is unique in that it can take a student from any academic back- ground and train them in 3D printing. “Also, the learners at school level do not see a direct link between their academic sub- jects and STEMM related careers. Therefore the programme also aims to get the learners excited about careers in STEMM fields and improve their academic performance at school through a higher level of motiva- tion,” says Gates. “It equips learners with the vital skills needed in the technology driven economy and provides them with problem solving skills.” A further aim, he said, is to create societal pull for a faster adoption of 3D printing tech- nologies. But what exactly is 3D printing technolo- gy? At first glance it reminds one of a space age replicator that can magically recreate any object. But in essence it can be described as additive manufacturing by “building a three dimensional object layer by layer” from a computer file. The school does not pay any fees towards the training programme as it is provided free of charge by the public-private Contra- do-Novamen joint venture. Conducted on Saturdays, the course is open to all learners in Grades 10 to 12 and no prior knowledge or training is required. Confident “Novamen provides the technological de- velopment and intellectual property while Contrado provides the operational conduit for the implementation of the programme through their network in the education sec- tor,” he says. Gates says the progress thus far has been satisfactory, with an average mark of 82%. “I am very confident with the outcome of this course and am especially overwhelmed to see how children who don’t have a strong background in academics take to the pro- gramme,” he says. After completing the foundation course, learners will be able complete various cus- tomised 3D printing courses developed for specific skills such as the conversion of MRI scans into 3D printed models. A Northpine family returning homefrom church was held at gunpoint forhalf an hour during a house robbery

last week.The father and son also narrowly escapedbeing shot.According to the Kraaifontein police, sixmen, four of whom were armed, arrived atthe family’s house in Almeria Way at about21:30 on Wednesday.“My brother just got home from churchwhen he was apprehended in the drivewaywhile opening the garage door,” a familyspokesperson toldTygerBurger onMonday.“Four of themen tookmy brother into the

house through the garage wheremymotherwas waiting for him. They were then bothtaken to a room and covered in blanketswhile guns were pointed at them and thehouse ransacked,” he said.Half an hour later his father also arrivedat home from church, alerting the two menwaiting outside in the getaway car.They reportedly phoned the robbers in-side the house to warn them.“The robbers ran outside and ordered mydad out of his car at gun point. In the confu-sion and shock of it all he resisted, uponwhich two shots were fired at him, bothmissed.“He screamed at my brother who camerunning out to help him. He too was shot attwice, but again they missed,” he says.

The robbers fled the scene in a white VWPolo with a flat screen television, two lap-tops, phones, shoes, clothing and many oth-er household items, said police spokesper-son Lieutenant Thembi Gwe.“Police are still looking for the suspectsand anyone who might have informationthat can lead to their arrest can contact De-tective Constable Siyabonga Mthembu on079 894 0058 or our police crime stop line on08600 10111,” she said.In Northpine and neighbouring Bracken-fell many fearful residents reported on sev-eral social media pages that they heard thefour gunshots that night.Following the incident, Anton Peacockfrom the Northpine Neighbourhood Watchurged residents to be more vigilant.

Hoewel die uitvoerende burgemeestervan Kaapstad, Patricia de Lille, dieaanval op twee hawelose mans deur

sekerheidswagte sterk veroordeel het, houdie gemeenskap vol dat owerhede nie ge-noeg doen om probleme aan te spreek watdeurdie grootskaalse instromingvanhawe-loses in woonbuurte veroorsaak word nie.

“Die skerp ligte van die flitse in my oë hetmy wakker gemaak. Ek het net gehoor hoeskreeu die wagte vir mekaar, ‘daar’s hulle!’en die volgende oomblik toe begin hulleskiet,” vertel ’n erg getraumatiseerde ArielDelie (31).

Delie en sy vriende, Ralf Jafta (18) en Ja-son Moore (23), sê hulle slaap die afgelopevyf jaar al tussen die koejawelbome op diestadsgrond in Jakarandastraat.

Hardloop“Ek het gehoor hoe reën die balletjies op

en deur die seil en toe begin ek hardloop.Hulle het aanmekaar geskiet op my bene enrug, my hele lyf, tot ek later meters verderinmekaar gesak het,” vertel hy en wys nadie groot rooi ronde rowe en ander kneus-plekke oral op sy rug.

“Ek voel glad nie lekker oor wat gebeurhet nie. Hulle het my baie seergemaak – nienet fisiek nie, maar ook in my hart. Dis on-regverdig wat hulle gedoen het en daar isnou so baie woede binne-in my. Geen geldkan dit ooit regmaak nie!” het hy gesê.

“Ons skarrel maar om aan die lewe te bly,doen hier en daar tuinwerk en krap in diedromme. Werk is skaars en ons sukkel om’n bestaan te maak,” voeg hy by.

Die drie wagte wie se name nie bekend ge-maak is deur die Brackenfell-polisie nie, hetverlede week op 8 April in die Kuilsrivier-landdroshof verskyn op ’n aanklagte vanaanranding met die opset om ernstig te be-seer. Die saak is uitgestel vir verdere onder-soek.

“Baie van die haweloses se gedrag is ’n er-gernis vir inwoners. Hulle ontlas in die par-ke waar kinders speel, word gereeld dronk,dreig soms die kinders en slaap dan netdaar,” sê hy. “Dan is daar ook die oneindigeprobleme met hoe hulle die area bemors ennie skoonmaak nie,” voeg hy by.

“Dit maak nie saak wat die gemeenskapdoen om van die mense te bemagtig of tehelp nie, hulle val baie vinnig weer by hulou patrone in,” sê hy.

Charl duToit, eienaar vanSJCSekuriteit,sê dat die wagte ter sprake die betrokkeaand gereageer het op ’n situasie en dat syondersoek in dié stadium dui dat die wagtenie skuldig is aan enige misdaad nie.

“SJC kan nie in hierdie stadium ’n volleverklaring gee nie, omdat die saak nog on-dersoek word.”

An investigation into alleged abuse ofpower by a local traffic officer whowreaked havoc in front of Bastion Pri-

mary in February, was finally launched bythe City’s traffic chief last week.During the incident on 11 February, resi-

dent Christiaan Wessels alleges he was ver-bally abused, harassed and then unjustlyfined by a traffic officer from Bellville.On the morning, Wessels drove his chil-

dren to school, as he has for the past fouryears. Traffic was especially congested onthe morning in question.“I eventually stopped on the left shoulder

as everyone else does and has been doing formany years to off-load my children. I handedthem their suitcases and leaned over to kissthem goodbye,” he says.When Wessels tried to get back into the

traffic, he noticed a traffic officer was block-ing the road in an attempt to pull off motor-ists who were dropping off their children.

forcement, or someone to assist, but this traf-fic officer was in fact making it ten timesworse,” he says.“The two vehicles in front of me that

moved to the left of the road were being toldto move along. They were shaking theirheads and explaining to him that they weredropping kids and not parking. He wantednothing of it and persisted. I was at this stagetrying to get back into the traffic.“At this stage I had been in my vehicle for

±20 minutes trying to get to the front. I thenasked the officer in a polite manner if it wasindeed necessary to block the traffic the wayhe was doing,” says Wessels.In the events that unfoldedWessels says he

was harassed, asked to get out of his car toshowhis licence,whilst the officer continuedto block the road.“I suggestedhemove along to about 100me-

tres further where we could sort this matterout, but he just carried on harassing me. Inorder to get him out of the way of the by nowangry growingmob behind us, I told him thatIwill bemoving forward to the spot I suggest-ed,” said Wessels.At this point havoc broke out.According toWessels, theofficer “wentbal-

listic”.“He ran over to his vehicle, which was

parked on the other side of the road, switched

on his sirens, and stopped all traffic in bothdirections in order to get his vehicle in frontofmine, blocking bothmeand oncoming traf-fic, and this in peak hour traffic alreadymov-ing at a snail’s pace.“At this point he also started shouting at

me and only moved out of the way when herealised that by this time half of the schoolwas standing next to the fence to see whatwas going on,” Wessels recalls.He says the traffic officer continued badg-

ering him.“What did I do that was so wrong? I merely

asked him a question. I never shouted or in-sulted him in any way. He was the one doingthe shouting,” he says.The officer then proceeded towrite out two

fines, one for not lawfully stopping the vehi-cle when prompted and one for not wearinga seat-belt.“My vehicle was not evenmoving when he

started his interrogation and I had justleaned over to pass my children’s belongingsto them, so no, I had not putmy seat-belt backon yet as I was still stationary,” saidWessels.

Drop­and­go zoneWessels said he was later informed by the

school’s principal that the area concernedwas a drop-and-go zone where parents canlawfully drop their children off as long asthey don’t park their vehicles.“I am a law abiding citizen and when an

officer of the law treats innocent citizens likethis it comes down to nothing but abuse ofpower,” Wessels added.Eyewitness André Gerber said he was “to-

tally appalled” at the traffic officer’s behav-iour.“His whole demeanourwas not of someone

who earns the respect of the public – quitethe opposite. He sounded and acted like acowboy who wears a uniform that will showthe rest of the townwho is boss … Then placehim into a stressful situation as laid outabove and you have the recipe for disaster.”Wessels lodgeda formal complaintwith the

City of Cape Town only to be informed by anofficial that the City ruled the matter “final-ised” after deeming the traffic officer’s ver-sion as conflicting.Only after media intervention was the is-

sue escalated to Richard Bosman, the City’sexecutive director for safety and security.Bosman last week said the City takes alle-

gations of this nature very seriously.“The matter has since been referred to my

office and to the traffic chief for further in-vestigation,” he said.He urges people who experience negative

behaviour from traffic officers to lodge theircomplaints with the traffic chief directly oremail [email protected] tosubmit their complaints in writing.

There’s no way to prove her water me-ter “went berserk”, leaving a Bellvilleresident with an exceptionally pricey

water bill, so now she hopes to warn othersabout what she believes may be a potentialglitch in municipal meters.

Violet Smit from Vredenberg says shewill pay the municipal account for 138KLof water usage, even though her householdwater account has never exceeded 38KL permonth.

Violet fears her water meter might have“jumped an extra 100 units at some point”,but trying to prove this is futile, she says.

“I had my insurance company comecheck for water leakages, which seemed tome the only plausible explanation for thehigh meter reading.

‘They spent two hours examining my ho-me’s water pipes but could find no leaks,”she says.

Violet says what bothers her is that if itwas a fault on her water meter, the Citycharges R1400 to go out and “examine theirown meter!”

“It’s not about the amount I’m now indeb-ted for, but if there’s nothing wrong withmy meter, I would like to know why I amliable to have the council’s product evalua-ted.”

Violet’s accountwas formore thanR3300.“In the 18 years I’ve lived at my current

address, my monthly usage has never ex-ceeded 38KL. Is this some sort ofmoney-ma-king scheme by the City? Why should peo-ple pay to have their meters checked?” sheasked.

“The account wasn’t an estimated meterreading, theCity confirmed itwas an actualreading. So if the meter had some technicalfault, why should I be held accountable forsuch an error?”

Vredenberg Ward Councillor BrendanvanderMerwe said there is nopossiblewayin which a meter can “jump” to excessivereadings.

“The meter reading was a true reading ofthe meter, found by her own plumber to bereading accurately. Therefore, logic saysthat the water would have been used at thepremises,” Van der Merwe says.

Regarding the call out fee charged by theCity, he said: “In the event that a meter isreported as faulty, remembering that endusers oftenwhen receiving ahighwater billafter having used the water, try to blamethemeter in order to avoid payment, the Ci-ty will charge a call-out fee,” he says.

This fee is fully refundable should theme-ter be found to be faulty.

“The complainant (Violet) refused to usethis option as she had already apparentlyhad her meter tested privately and found itto be fully serviceable and reading accura-tely.

“Water meters are not ‘intelligent’ devi-ces and are extremely simple in nature,me-asuring the flow of water through the me-ter.

“They are usually fully reliable. Whenthey fail, they tend to fail permanently andremain faulty. Therefore, if a meter is faul-ty itwouldbe easy to identify the faultwheninspected,” he said.

He likened the working of a meter to thatof a car’s odometer.

Van der Merwe said he had never heardof a meter ‘jumping’ before.

The dial turns when water flows throughthe meter, very similar to the action of anodometer on a car, measuring distance. A‘jump’ would be extremely unlikely if notimpossible.

“I have had no other similar complaintsbrought to my attention from any house-hold in the area, or in the entire ward forthat matter.”

monwealth South Africa competition.Megan Coetzee (18) from Summerwood

Estate in Pinehurst took a gap year thisyear to fulfil herdreamof takingpart in thiscompetition.Her dreamwas fuelledwhen shewas cho-

sen as one of the top five in theMiss Durbiecompetition in her 2014 matric year at Dur-banvilleHighSchool. Shewas also awardedthe titleMissPhotogen-ic.This led her to enter

theMissWinelands Pe-tite 2015, and on 28 Feb-ruary she was crownedas the winner in thetown hall in Paarl.Megan took part in

the first round of thesemi-finals in Johan-nesburg this pastweek-end and will fly back toJohannesburg on 2May for the secondround of the semi-fi-nals, after which the 20finalistswill be chosen.On 27 June a boot

camp will be presentedin Johannesburg. Thegrand final is sched-uled to take place on 12September.The winner will de-

part for London on 9November to take partin the Miss Teen Com-monwealth Interna-tional competition.“I always wanted to

work with charity andthat is why I have de-cided to take a gap yearto fulfilmydreamtogetinvolved with charitywork,workwithpeopleand develop myselfthrough experience,”she explained.She has already de-

cided on the Sunfield Home in Wellingtonfor intellectual disabled adults as her focusproject.Megan has visited this home with its 80

residents andday-care visitors. Shehandedout lucky packets and did face painting ina combined effort with the charity projectBietjie Liefde.“I really do believe in hard work and live

with a simple motto of ‘Believe in yourselfand have a little blind faith’.”As a Miss Teen Commonwealth SA semi-

finalist she needs to raise R1 000 cash spon-sorships each month.This money is used to cover Common-

wealth Pageants SA’s production and ad-ministrative costs, her charity projects andto assist the winners to travel and competein London in November.The Sunfield Home in Wellington has

many needs to fulfil. The most importantneed to meet is breakfast foods such asWeetbix, oats, mieliemeel, maltebela andyoghurt. They also require plates both bigand small, cutlery, plastic coffee and cooldrink mugs, and a microwave oven. Othernecessities include duvet covers, sheets,pillowcases, pillows, towels and wash-cloths, curtains, clothing (new and used)and men’s pyjamas.Megan, who finished matric with six As

and one B, plans to study humanities atStellenbosch University next year. She isinterested in languages.“My interests include painting, product

design and teaching myself Italian. I hopeto major in psychology and French. There-after I wish to further my studies and do adiploma in art direction, for I believe I ama successful art or creative director in themaking,” she said. She is currently doingmural paintings at a local coffee shop.Megan has also taken karate for six years

and achieved her green belt.Standing only 1,53 m tall, Megan is proof

torists who have children under the ageof three unrestrained in a vehiclewill beissued a heavy fine.“Several motorists still refuse to take

seriously the constant warnings andcalls by emergency services and autho-rities to have children properly restrai-ned in vehicles,” says ER24 spokesper-son Chitra Bodasing, adding that theywelcome this legislation.“On a daily basis while on the road

youwill find young children jumping onback seats, hanging out of windows andsitting on passenger’s laps. Parents mayalso tell you that their children do notlikebeing restrainedandcry constantly.Some parents insist you not tell themwhat to do with their children,” shesays.

Horrific accidentsShe says the number of vehicles on the

road today has increased drastically.“With thenumber of cars, buses, bikes

and othermodes of transport we are sur-rounded by everyday, and the numberof distractions on the road, there is nobetter and safer option but to have yourchild restrained. If your child does notlike being restrained, take responsibili-ty and make them understand it is notup for discussion,” she says.The sad truth is ER24 and other emer-

gency services attend to horrific collisi-ons involving children every week.“The majority of unrestrained chil-

dren are flung out of vehicles and either

sustain critical injuries or die in collisi-ons. For thoseparentswhocannot affordnew car seats, remember there are orga-nisations that sell second hand car seatsor hand them out for an affordable dona-tion,” says Bodasing.“While the law forces parents to use

child car seats for childrenunder the ageof three, this does not mean adultsshould ignore the need to restrain olderchildren.

Life and death“Remember you cannot undo death.

The choice you make could be the diffe-rence between life and death.”What is the appropriate restraint for

your child?•Infants should ride rear-facing at le-

ast until they are a year old. Once theyexceed the weight or height limit set bythe manufacturer, they should continueto ride rear-facing ina convertible safetyseat. It is best to keep toddlers rear-fa-cing as long as possible.•When they have outgrown this seat,

they should use a forward-facing safetyseat with a full harness. This should beuseduntil theyexceed theweight and/orheight limit set by the manufacturer.•Children who have outgrown a con-

vertible safety seat should use a boosterseat until they are at least four feet.•Children tall enough to wear an adult

seat belt should still ride in the back seatuntil they are 13 years old. Adjust the se-at belt so the lap belt crosses the child’supper thighs and the diagonal belt cros-ses the upper chest at a point betweenthe neck and shoulder.

Invasive plants in the City of Cape Townwill now be destroyed by their naturalenemies.Some 80 000 bugs reared by the Invasive

Species Unit’s Insect Mass Rearing Facili-ty will soon be released city wide to curbinvasive plants.

“I am incredibly pleased with the grow-ing success of this initiative which hasmade use of innovative approaches to cre-ate a more sustainable future. Pro-grammes to mitigate against the ecologicaland other damage believed to be caused byinvasive plants, which can spread aggres-sively, are an important facet of amore sus-tainable tomorrow. This exciting facility,which offers inclusive job creation for peo-ple with special needs, has been focusingon insects to control prickly pear and dev-astating infestations of invasive aquaticweeds, such as water lettuce, parrot’sfeather, water hyacinth and Kariba weed,which are considered the worst weeds inSouth Africa,” said the City’s mayco mem-ber for energy, environmental and spatialplanning, Johan van der Merwe.

Biological controlTo date, five employees have reared over

80 000 insects, which have been releasedsince operations begun at the facility.

A well-known biocontrol agent, the coch-ineal insect was reared and later releasedon the invasive drooping prickly pear(Opuntia monacantha), with much suc-cess, says Van der Merwe.

The plant on which the insect was re-leased was destroyed within six months.

This scale insect from the dactylopiidaefamily is used widely across the dry East-ern and Northern Cape to control pricklypear (Opuntia spp.) invasions on farms.

The cochineal insect thrives on the mois-ture and nutrients of prickly pear.

“Treating prickly pear with cochinealbiocontrol is a vastly superior method to

removing the plant manually, which is dif-ficult and dangerous for City workers asit has many thorns. Another problem withthe manual removal of prickly pears is thatbits of the plant, especially the cladode,will drop to the ground and grow. The riskof unintended introduction of prickly pearplants is eliminated when using the biolog-ical control cochineal insect,” he said.

University inputThe Cape Town Biological Control Pro-

gramme is a partnership between the De-partment of Environmental Affairs andRhodes University’s Department of Ento-mology, led by Professor Martin Hill.

Rhodes University is an internationalleader in the field of biological control andguides the City on rearing and releasinginsects to control selected invasive plants.

Last year, the City’s biological controlteam was trained by experts from RhodesUniversity.

“Biological control is increasingly be-coming a cost-effective method of controlin the war against infestations of invasiveplants,” he adds.

The City’s Invasive Species Unit plans toincrease the awareness of the applicationof biological control by working withschools.

“The aim is to show learners how biocon-trol insects are reared for release, therebycreating awareness about this excitingpart of invasive plant management.

The school outreach programmes willnot only raise awareness, but will also pro-vide learners with the opportunity to seefirst-hand how these highly specialised in-sects are reared,” he says.
