ENoLL Waves: Terms of Reference



ENoLL Waves 1-5



• 119 pre-registrations• 72 proposals submitted• 71 eligible proposals

6wave applications



• 6 evaluation teams of 3 members each– All ENoLL members– Team members from different countries– Team leaders with previous experience

• 12 proposals per team– 3 readers minimum for each proposal– None from same country

• X-Team cross-evaluations– 1 common and 1 specific from each team

Evaluation teams



• Scores of 0-5 for each of the 20 criteria• Aggregated averages for each of the 5 groups– Organisation, openness, resources, users and

reality, value

• Total score of aggregate values• Scores averaged for each team• Thresholds for both group and total scores

Evaluation scoring



1. Individual evaluators read and score2. Teams reach consensus and submit3. All results compiled, thresholds adjusted4. Team results compared with each other and

• 46 Living Labs selected• 31 EU members, from 7 countries• 15 Non-EU members (33%), from 8 countries
