The goal in essence is to produce a Framework Plan for a character of place for Lindisfarne Village which is in accord with Council’s brief and Stakeholder collaborations.

To achieve the goal, firstly having greeted the key local government and local place clients, Debox_Degrid Architecture must;

Gather DESIGN INFORMATION.Manage LIAISON and URBAN ARCHITECTURAL TASKS.Negotiate LOCAL INITIATIVES and RESPONSES.Secure MUTUAL RESOURCES.

This will occur as follows …

The delivery to Clarence Council of the requested documents for an enhanced and developed character of place for the special values of this business and community

asset of local and broader profile in the Municipality of Clarence on behalf of all its Stakeholders;

Complete with colour illustrated framework design, justified by background and stakeholder consultation report documents addressing issues, inspirations and realities;

Will be achieved through the following designer research and considerations.

Up-to-date Familiarity Discussion with Council’s Planning and Development, Community Services and Landscape people and perusal of all pertinent documents and in-hand planning to achieve an up-to-date familiarity of extant development aspirations for the Project Place and its City. This is to understand the context of the future of Lindisfarne Village and the potentials for planning, traffic, boating, sporting, recreational, nightlife and business developments. Organised liaison with business stakeholders will complete this information.

Historical and Natural Heritage Discussion will be held with Council’s historical and natural heritage personnel.

This is to allow intrinsic aesthetics and iconography which highlight the special aspects of the area and the village to be fused with an expression of contemporary aspiration as a firm foundation for cultural design. The depth of considerations in this cultural design will be balanced by stakeholder desire and project pragmatics. This foundation will underpin the use, function, commodity and delight of the village locale – including horticulture, landscape, interpretations, the ‘nurtures of the land and bay’ and the intrinsics of its simple history. An assessment of any heritage whimsically valued by local people in particular will also be made.

Local Creativity and Product Discussion with Council’s Community, Cultural and Economic Development personnel to optimise the eventual use of local creativity and product by way of arts, manufacture and creative labour. Thus to focus on the psyche of local character and ownership of place.

Stakeholder CollaborationsOne on one discussion with each business will be followed by a half day forum open to all. The forum will allow the designer to consolidate a concept which will be circulated and discussed again on the one on one basis.

A final concept will be posted for general view and comments noted. Should further design deliberation be considered necessary and additionally funded by Council, the liaison process would be repeated, possibly as modified to circumstance.

Base Plan Council’s Engineering and Planning personnel will be approached for offered base plans for cadastre, topography, roadway and development proposals and extant urban items and places. Thus a complete base plan can be established, for the project area, showing all functional and use aspects – including traffic flows, trees, poles, signs, drains, rights-of-way, paths, buildings, water-edge functions, fort profiles, community uses etc.

Scale to suit an A1 format is suggested.

Urban Links and Hierarchies All of the above will be used to attain an understanding of preferred links and hierarchies within the project place, its immediate neighbouring urban realms and activities – including the river, bushland, recreations, sports, dalliance, arterial traffic links, the quirks of the street pattern and orientations, traffic and parking, built characters and limitations, pedestrian comfort and street-business interface, preferred use planning, visual character, signs, access, cycle/pedestrian tracks, outlooks, sociological concerns and opportunities, endemic and exotic plantings, acknowledgements etc. Physical, style and administrative aspects of these links and hierarchies will be addressed.

The DESIGN INFORMATION as outlined will be used for the Architect’s purposes to derive, report and draw-up the villagescape plan which properly satisfies the expressed values of the Council in conjunction with local Businesses and Services.

It is proposed for this project that best value for money can be achieved using a single urban architecture consultant well experienced in such work and supported by limited information and discussion with council’s in-house expertise. It is of value, in eventual

implementations and liaisons, for the Council staff to have this involvement. It will facilitate a cultural link between the implementers, the place and its people.

It is proposed that Artist involvement be allowed for in the plan and programmed for optimum advantage of Australia Council and other government support. This will promote use of local artists, community participation, full artist research as to best imagery and/or expression.

M. John Latham – architect will be the sole contractor potentially calling on landscape, historical, horticultural advice as necessary.

BACKGROUND REPORT

This report will show the sources and justification for the outcomes presented in the FRAMEWORK PLAN - Villagescape Plan. It will outline an encapsulation of the entire process and outcome. Subject to negotiation it will contain a scale-reduced Villagescape Plan.

The report will be furbished as a community user-friendly document and

to suit administrative requirements, with links to other documents, information and sources.

It will be A4 portrait format. Nominally 20 - 30 pages. 3 copies will be provided.

COLLABORATION REPORT

This report will be a matter-of-fact record of the liaisons, showing issues and

desires raised by stakeholders and the information and matters put to them.

It will outline the project evolution with regard to the liaisons.

The report will be furbished as a community user-friendly document and to suit administrative requirements.

Villagescape Plan

This hard-copy plan will consist of clearly delineated renovation (including additions) on the base plan. Within an overall enhancement and noted conservations on this plan, specific elements and places will be specified in such a way as to enable straight-forward capital-works implementations.

All aspects of the projected possible capital works and planning guidelines will be shown on this plan.

Sketch Detail;

Explanatory detail by notes and sketches will be provided, in conjunction with the over-all plan, of light standards, seats, paving, special constructions, toilets, vegetation, plantings, artworks, future collaborations, heritage interpretations, cycleway etc

This will be presented integrally with the main plan; or optionally as an A4 format in association with the BACKGROUND REPORT.

All designs Artist parameters will be coordinated by the architect.

COUNCIL PRESENTATION

An agreed form of presentation such as Power Point

will be mad to council as required.

COLLABORATION

It is envisaged that the agenda for collaboration will be developed in liaison with Council’s Project Manager. Some issues and concerns may have already been established through Councils administrations. These though will be conveyed as forum information. Additional issues and concerns, particularly those arising from new suggestions and ideas, will be sought and resolved during and following the forum. This will involve sketching over a base plan.

Some of the matters to be submitted firstly for Forum discussion are;What are the motives for urban renovation?What can be encouraged and what can be discouraged?Trendy glitz or down home character?

How do the surrounding community uses fit into plans?What business uses can be encouraged?What is needed?

FORUM RESOURCES CLARENCE CITY COUNCIL - Under this project bid it is recommended that the Council arrange and equip a Forum Venue in or near the Project Area. In addition it is recommended the Council provide advertising for the event. Also the Council or community may suggest specific invitees to enhance the workshopping with local commentators.

It may be deemed necessary to engage such as the Farley Consulting Group to facilitate the forum(s) subject to anticipation of any hard-going. Such facilitation is not nominated as a fait-accomplit as it may well be an unnecessary luxury; the money being better put into design and presentation.
