1. General 1.1 The following specification outlines are the main requirements of two types of Battery
Chargers. The Battery Chargers shall be used for Battery Charging Systems of Israel
Railways ("ISR") present Rolling Stock fleet.
a) The first type of Battery Chargers shall be of 180 [A] and it shall charge battery bank of 400 [Ah].
b) The second type of Battery Chargers shall be of 30[A] and it shall charge battery bank of 180 [Ah].
In addition the Battery Chargers shall use for charging a battery bank which provides
backup power during a main failure.
The manufacturer shall be responsible to deliver the Battery Charger according to
specification, including supply of all accessories, adapters and recommended spare
parts.

Technical requirements of the Battery Charger
3.1. Common requirements for the two types of battery charger (180[A], 30[A]).
3.1.1. Type of battery - Lead-acid batteries
3.1.2. Number of cells in series - 12
3.1.3. Typical and peak battery usage – for start and backup operation.
3.1.4. The Battery Charger front panel shall monitor parameters such as voltage,
current etc'.
3.1.5. The chargers shall have clean dc power to avoid interfering with other sensitive
electrical systems.
3.1.6. All the electrical Hi voltage connection needs to be finger proof.
3.1.7. All the electrical parts and connection should be according to the Israeli 1954
electricity laws and regulations.
3.1.8. The Equipment should be durable for long life in a Continuous work.

5. Safety

5.1. All the electrical Hi voltage connection shall be finger proof.
5.2. Load Current & Voltage indicators - Indicators of Current and voltage level for the purpose of alerting personnel to the presence of high values.
Lights and marks should be installed on the main operator panel.
5.3. The Battery Charger shall be fitted with covers to protect the operator and other workers in the vicinity from injury when Battery Charger
malfunctions.
5.4. The Battery Charger shall be designed to avoid damage to any components in the event of failure to the equipment.
5.5. The Battery Charger shall offer safety solutions (to avoid heavy damages due to incorrect use).
5.6. Emergency-stop buttons - Emergency-stop button should be placed on the main operator panel. The emergency-stop buttons enable to shut
down the power as quick as possible.

6. Applicable Standards
The battery charger shall comply with the following standards:
6.1. EN 50155 Electronic equipment used on rolling stock equipment
6.2. IEC 1287-1 Power converters installed on board rolling stock

6.6. The Battery Charger should have CE marking.
6.7. All the electrical part and connection should be according to the Israeli 1954 electricity laws and regulations.
6.8. EN 45545 fire protection.

7. Documentation Set of printed and CD of Installation operation and maintenance instructions will be included with the delivery of the equipment. In addition:
7.1. A signed Certificate of Technical Conformance (CTC) for the device and completed test documentation shall be provided upon delivery
7.2. Detailed drawings and specification of all interface requirements such as power supply, air supply, fixing arrangements for mounting the device,
etc.
7.3. Technical specification for all components & systems.
7.4. Electrical circuit diagram, including those for mounting the equipment.
7.5. Description of the main operator panel including connections diagram.
7.6. CD of software installation.
7.7. Spare parts catalog of supplier & subcontractors includes supplier's original catalog numbers.
7.8. Operation manual.
7.9. Details of special tools and/or equipment.
7.10. Trouble-shooting procedure.
7.11. Working safety regulations.
7.12. Calibration Instructions.
7.13. Training guide.
7.14. Installation procedure, detailing equipment setup.
7.15. EC conformity declaration including CE labeling
7.16. The documentation language shall be Hebrew or English.
