This paper upholds the position that in order for a particular political community to be defi ned, it is essential that the nature of what it factually rests upon be understood, that being its ethnic substratum, whereas, on the other hand, the shaping of a political community represents a decisive stage in shaping peoples. Not only that by establishing a political community is the threshold that divides the non-historic form the historic survival overstepped but the people shapes in history its par-ticular face not only by striving to survive but also if it aims to become a someone. The very event of shaping the political-ethnic community, as a multitude united by means of own be-ings unity, stands for an example of creating something ob-jective-minded, which until then having been loosely joined, the disparate multitude being joined together in a unique type of rationality underlying collectivity, in pre-intentional mind-edness (sbornost) of unity of togetherness. The presente treatise contains a discussion of the Marxist critical concep-tion of people/nation.

DEMOCRACY AND SURRENDER

Summary:In the following text, the answer to the question of transform-ing the political in postmodern times is sought. After pointing to communitariness (path to community) as the primary expe-rience of a person, which comprises openness to the Other, the author then turns to the analysis of its interior and exterior, its immanence and transcendence. The goal of the analysis is to understand the political phenomena of modern times, in which the paradigms of the political, passed on from the Greco-Ro-man antiquity and the Christian Middle Ages to modern times, begin to fade.

The categorical relation: democracy surrender is methodo-logically set as a plane intersecting the contemplation of the political and postpolitical condition from which the motions in postmodern social life arise. For this condition, the author uses the term democracy without borders. It is a request embedded in everyday opinions and offi cial opinions, which must not be rejected, because being a democrat today is a very serious ac-cusation that demands a justifi cation, and often excommunica-tion.

Democracy is a name looking for its notion, yet, in its wan-derings, it never seems to fi nd it. It is dangerous to reduce the political content of democratization to legal procedures and political techniques of legitimizing the rule. However, politics without the political is a path to a biopolitical disappearance of the subject. It is a dangerous road to loss of community and a free personality. It is a dismissal of the community and

the individual, the political and politics, power, and love, free-dom and responsibility, responsibility and guilt. This is largely enabled by marginalizing and excluding tradition and its deep remembrance and historical memory. Another big issue is the challenge our times face how to reverse this biopolitical di-rection and how to direct the politics towards the political on its way.

COUNCILLARITY AS THE EXPRESSION OF A SOCIAL CHRISTIAN CULTURE AND A DEMOCRACY TODAY

Abstract: Concept of a concillarity (catholicity) as the expres-sion of a prudence and disposionallity for the souverain speak-ing (prudence talking), always is connected with a competen-tion to discussing the things who related to the man alone, and also the universal works of the community and them relation-shipps. The Logos as contendion of a reason, and the center of a connectivity of common interests on that way is complex connected with a questions of a togetherness with a character of a nation and state, morality rules and lows. Responsibillity to the logos-logic things of events in that sence is that what in preposition of a concept of will defi nyated also a concept of a patriotism. He also by the prepositions of a europeaan politi-cal discourse means a needing for the respectation of us alone, excluding the democratic destructive works happened t us in a new millennia, being regulative for the intentions of a build-ing state low, and a main defi nitions dwelling to the sence of a state living. Historical sence for the fulfi lling of the prepo-sitions of building of civil society as a disseminative politic disscursus of a being, is a commpatibile in the ground of the building of a world-historical stateness, ie. with a graduate in-carnation of a Christian culture in all main points of her. When she is not related just with a spetial of the interests of a social dissemination, sed also to the common prepositions in the face of the personal heritrage and lows of a individuals, that culture makes a understanding of her horizon. Concillarity (catholic-ity) in that sence needs throw universal inhabitant of the insti-

tutions of a government of a nation by the estimate building of a culture man in the man (Plato), in the historical mediation by the Christian idea (Hegel), may take a powers of the spirit for the overcoming the contradictions. It is not surrogated by the some fyllakes of the constitution as an exclusive subjects who changed the politic community (strog party and her leader), because the surrogation of that is expression of a spa-tiality and in the essence exclusive (who excluded himself). Logos what grounded the society is on that way a logos-ity of a world history in the spatiality of a allnation element fi nding her homework of building and fulfi llness, responded in a full measure to the joining of a freedom taking to us by the creat-ing the man and the world. In the measure of a overcoming horizon of a intentions to the souverein dictature, democracy today will be able to be a prudence in the goverment of a low, and her inspect in a Serbian nation will be growth, as a inspect between similar slovenian people and in the world.
