    前言

    水体污染控制与治理科技重大专项(以下简称“水专项”)作为

    一项重大的科技、民生工程,是落实生态文明建设和创新驱动发展战

    略的重要内容之一。水专项实施 8 年来,围绕国家水污染治理大局,

    在大江大河污染防治、排污许可证制度推行和国务院发布实施的《水

    污染防治行动计划》发挥了科技支撑和示范引领作用,体现了重大专

    项的应有价值。水专项第一阶段共研发 1000 余项关键技术,建设 500

    余项科技示范工程,申请专利 2300 余项,研发 100 余项快速检查方

    法,形成 300 余项标准和技术规范,已成为国家水污染治理、水环境

    监测和水环境管理政策制定的重要抓手,提升了国家环境应急监测的

    能力和水平,有力支撑了国家和地方污染减排。

    为推动水专项相关技术成果的社会共享和应用转化,水专项牵头

    组织部门环境保护部和住房城乡建设部对水专项第一阶段产出的论

    文及专著成果进行了评估筛选,整理出论文成果 2126 篇、专著成果

    156 部,编制形成《水体污染控制与治理科技重大专项第一阶段论文

    及专著成果汇编》(以下简称《论文及专著汇编》)。

    《论文及专著汇编》涵盖工业水污染治理、生活水污染治理、面

    源污染治理、河湖水质改善、水体生态修复、流域监控预警、饮用水

    安全、政策管理研究和其它九个方面,入选论文和专著来源于水专项

    下设的湖泊、河流、城市、饮用水、监控预警和政策六大主题。《论

    文及专著汇编》中论文成果包含论文名称、作者、期刊名称、作者单

    位和论文摘要等信息,专著成果包含专著名称、作者、出版社、作者
