生部审查批准后方可生产或者进口。未经卫生部审查批准的转基因食品不得生产或者进口，也不得用作食品或食品原料。

The “RR soybean safety certificate” official document submitted by Monsanto to Ministry of Agriculture of China “mainly to prove RR soybeans don’t form harm to human health or environment” are suspected of fraud;

• 农业部主管转基因进口审批部门官员丧失原则无异议接受孟山都提交这样的涉嫌欺诈的文件至少涉嫌渎职；

• The officials of the Ministry responsible for examination and approving GMO import are suspected of misconduct, as they accepted the documents submitted by Monsanto without question, thus violating principles of their responsibility;

• 而且，农业部主管转基因进口审批部门官员对孟山都提交的涉嫌欺诈的文件的关键性内容故意进行歪曲性翻译，欺骗误导农业部部级领导，涉嫌滥用职权罪。

• Furthermore, the officials of the Ministry responsible

for examination and approving GMO import are suspected of intentionally falsifying translation of the documents submitted by Monsanto, thus misusing their authority to cheat and mislead the senior officials of the Ministry.
