    used to test each route&s li%ely outcomes in terms of the measures of performance.

    " Stage 6:valuation (what are the li%ely outcomes?) - assessment of the li%ely outcomes of

    the various routes to the ob$ectives in terms of the measures of performance ta%ing into

    consideration possible deficiencies of the modelling.

    " Stage 7:*hoice of route(s) to ob$ectives (choose the best) - the point where un+uantifiable

    ob$ectives and constraints are li%ely to be reconsidered.
