Davos World Economic Forum Annual Meeting 2009 Davos-

Klosters, Switzerland published the report that the world is facing the

"water bankruptcy" crisis.

Nowadays, 1.2B people suffer the water shortage and 3B people do

n't have enough water-sanity facilities in the world. Until 2025, water

crisis will spread to 48 countries with 3.5B people sufferring this issue

.

In China, the average water per capita is only the 1/4 world general

average, ranking the 121th. In terms of water resources, China is one

of the 13 poorsest countries.

Water Resources Protection is extemely urgent

The shortage of water resources is the sever global issue. The diminishing water resources brought great dangers to food safty and human survival.

In China, about half of the urban

the unsafe water. In someareas, the

phenominon-"all rivers dry; all wat

With the population and ecnomic increase, China is facing the mor

e severe water issue. Chinese government has already listed the wat

er, food supplies and petroleum as three strategic resources.

EventsEventsAlong the yellow river, from Qinghai, Gansu and Ningxia province to Iner-

Mongolia, because large amount of sub-standard industrial waste water is discharged

to branch channel, the irrigation water used by some part of land along yellow river

nearly equals the sewage.

In Lvdian Village Pingxi County Henan Province, one polluted river causes several

high-cancer rate villages.

In 2005, the explosion from Jinlin Sino-petro chemical factory caused the great

enviromental polluton event in Songhua rive.It ceased the capital city Haerbin's water

supply. The nitrobenzene runoff flowed along the Jinlin province and HeilongRiver.

On Feb and Mar 2006, in eastern China,the largest fresh waster lake Baiyangdian

Lake dubbed as "Eastern China Pearl" broke out the large scale dead-fish events

continually, of which 9.6 mu water body was polluted.



AttentionAttention

In 2007, many Wuxi urban residents in Jiangsu Province found that the

running water turned bad with bad smell and was not drinkable.

The large scale of blue algea which covered 5 square kilometers appeared

on the west half of Chao hu Lake in Anhui province.

Because of the sultry weather, the large amount of blue algea reproduced,

so that along the bank of Haigeng Dianchi Lake Kunming, the lake water loo

ked like green lacquer with fishy smell.

In summer 2007, the blue aglea was continuously broken out in Taihu Lake, Dianchi Lake and Chohu Lake. These events marked that China has entered the increasing phase of water pollution events.

One watershed is a complete system. If any region's water body of a big watershe

d is contaminated, the other neighboring regions and the whole water quality alon

g this watershed will be influenced.

Take the Yangtse River as exmple, many regions only care about themselves wit

hout considering the up and down streams, left and right banks and the relationshi

p between mainstreams and tributaries. This is the one of the import reasons that

Yangtse River's water quality is deteriorateing. On one hand people take water fro

m Yangtse River, one the other hand wastewater is directly discharged to the river.

The phenomena-"cleaning bedpans at the upstream, washing rice at the downstrea

m" is very common.

Water pollution is caused by the water resources with watershed-characteristic.

Because of watershed crossing the administrative regions and government departme

nts, and the master plans designed by any department or region will bring the unilater

al and separated management system. It will cause the separation of the systemic and

compete watershed and " too many dragons managing the watershed" Phenomenon.

The "unified master plan and scientific distribution" can not be realized.”

Water resources protection should abide by the rules of integrating water resources

and water environment and paying equal attention to water quality and quantity in or

der to conduct unified management. Through these rules, we can realize the goals, m

easures and requirements for the whole watershed resources protection by the macro-

control, design and plan. Meanwhile, we need put all the relationships in order, comp

lete our organs, strengthen the watershed resources protection and management and t

he construction of water resources protection decision-making support system.

Along the 719.8 kilometers rivers under the evaluation. 26% of it is better than than the Ⅲlevel water (including the ), Ⅲ4.8% ,22.2% ,37.0% Ⅳ Ⅴ sub- . The 47.5 Ⅴsquare kilometers of Dianshan Lake(Shanghai part) under the evaluation shows that the water quality is worse than level . The Ⅴgeneral evaluation of 14 water conservancies in the city indicates that the water quality on Chongming island is level , Hengsha island Ⅲ

, Beitai, Naitai, Diannan and Punandong ⅣPart and the rest conservancies Ⅴ sub-Ⅴ

The water quality in every deep aquifer fresh water zone which bears the pressure basically ranges from ~ levels. The water Ⅱ Ⅲquality of the slat-water zone which the general resolvable solid above 3g/L is worse, basically ranging from ~ .Ⅳ Ⅴ



Shanghai is the typical water-scare city because of the bad water quality.

Established on 2007, Shanghai water resources protection foundation(SWRF) is the first public-raised foundation aiming to specific-program with water resources as the theme.

Spare no efforts to reduce water pollution in order to ensure that the limited water resources can be used well.

Public-interest activity—urgently aiding water to disaster areas in Sichuan

May 28th 2008, SWRF jointly with domestic beverage company-Tongyi Group donated 10,000 cases of 600ml/bottled water with 150,000 bottles to Sichuan earthquake area, in order to release the urgent situation.

Through this charitable activity, SWRF mobilize more water production company to join the "urgent aiding water activity". Under the earthquake area's situation that the water supply system had not restored, SWRF conduct the charitable activity relay to ensure that the earthquake victim, rescue soldiers and medical workers to get enough and safe dring water.


Public-interest activity—actively participate activities concerning water-saving week

In order to promote SWRF's social effect and continuously enhance the citizens' sense to love water, save water and protect water, SWRF actively participate all the activities of Shanghai "National city water saving week". SWRF jointly with Shanghai Water Affair Bureau, Shanghai Water saving Office printed 50,000 sets of posters posted on companies and working units, communities, schools and offices, etc.


Public-interest activity—SWRF joined the China green science and technology program group

On 2009, SWRF as" strategic consultant" formally joined the "China green science and technology" program group. This program group jointly established by American consulate, American Chamber of Commerce, HAO CAPITAL, MangoStrategy,LLc and etc. It was composed of over 40 famous international company, research institute and social organization, ranging from seven industries including energy infrastructure, traditional energy, renewable energy, green building, clean water, green industry and green transportation, such as Beijing Capital Business Founding Group, Sike, The Nature Conservancy, Climate organizations, iCET, Qinghua Universtity, GE, GM, PHILIPS, DELL and Ruian realestate company.

The aim of the program group is to find, create, develop opportunities for China green science and technology and establish the market recognition breakthrough; through cross-field and cross-knowledge mutual cooperation and creative open-research, "China Green Science and technology report" was written; deepen understanding for promoting the green science and technology's accelerating development.

Industry Investment

China Water Foundation(HK) Co Ltd. The promoting energy saving(ES) and environmental technology(ET),

ES&ET equipment sales and Energy Management Contract (EMC) is under the management mainly from SWRF New Energy Co Ltd.

The new energy saving and emission reducing technology—Aikejing complex bacterium program. If this kind of bacterium is applied in sewage treatment, it can effectively improve outlet water quality, save above 20% energy, meanwhile reduce the above 50% sludge discharge.

The west section of the 333 provincial highway expanding construction program in Gaoyou City, Jiangsu Province is undertaken mainly by SWRF Pu Qing Investment Co Ltd.

Chengdu international sports city water taking pipeline construction program is undertake mainly by SWRF Engineering Technique Technology Co Ltd.


Industry Investment—China Water Foundation(HK) Co Ltd.

Established in Hongkong, China Water Foundation (HK) is a 100% foundation

management joint-venture company, composed of SWRF, Qiaojiang Group and

Newpoint Capital.

Qiaojiang Group is a complex investment company. On emerging, it successfully bought the large non-bank financial institute-Beijing International Trust and Investment Company Ltd. On infrastructure design and construction, it successfully emerged and operated expressway program in Beijing. Recently, it acquired the 5.6 Billion USD investment from Government BT program. On the natural resources side, it successfully bought 8 gold mines worth 7.41 Billion HKD in Mainland China.

NEWPOINT CAPITAL is the consultant institute for NEWPOINT GENESIS Foundation, NEWPOINT GREEN Foundation and HSBC Global Investment Asia Opportunity Foundation. Also, it is investment manager for UNIDO-IMR low carbon investment foundation(established by Industrial Development Organization UN)

Recent Visits and Investigations Mar26 2010, deputy director Hu

jinhua, general secretary Liang zhongpin and the people in charge of Water Foundation New Energy Resources Company visited Ningbo Steel Company Co Ltd, (NS). After listening the report on the energy and environmental protection and inspecting part of the factory, Guan zhuangmin gave a high comment to NS's energy saving work and ask for cooperation between 2 parties by the Energy Management Contract(EMC), including factory road lights, factory room lights, dust collection fan in steel-making factory,etc in order to achieve mutual-benefits.


Recent Visits and Investigations

Mar11th 2010, SWRF deputy director Guan zhuangmin, general secretary Liang zhongpin, director Zoukuan Enviromantal Protection and Resources Use Departmet, Bao Steel Group and the people in charge of Water Foundation New Energy Resources Company visted the Nantong Bao Steel Company Ltd(BaoTong). After listening the report on the energy and environmental protection, the leaders form 2 parties visited and inspected part of the factory on site and reached the initial intention to conduct program cooperation by the way of EMC, including energy system, lightening and air conditioning ,etc.

Both parties hope that through cooperation, on the one hand BaoTong can avoid the trading cost of biding and biding invitation and the purchase chain of the energy saving program, reduce the finance cost and save self-raised capital. SWRF can optimize the BaoTong's finacial report structure and profit list, reduce the energy consumption and the management cost of maintaining the energy saving equipment. BaoTong can also acquire extra cash benefit from the effect of conducting energy saving by the accumulating way annually. Meanwhile, it can help and support SWRF to promote public interest causes and realize the company's social responsibility. On the other hand, SWRF can return the profit to public interest by the industry investment to energy saving and environmental protection, and realize the public foundation's value protection and increase.
