The so ve re ignty of mo dern sta tes me ans that a sta te is the ul ti ma-te aut ho rity wit hin its ter ri tory. With his the ory of the sta te, Slo bo dan Jo va no vi ma de a swe e ping synthe sis of the the o ri es of his pre de ces-sors. In do ing so, he did not simply re vi sit the main ide as in the hi story of po li ti cal phi lo sophy and law, but ca me up with syste ma ti cally de ve-lo ped and tho ro ughly tho ught-out pro po si ti ons. Fol lo wing the tra di tion of the Ger man ge ne ral the ory of the sta te (All ge me i ne Sta at sle hre), Jo-va no vi stres ses the so ve re ignty of the sta te as a per son. He tho ro ughly analyzes, in ter prets and cri ti ci zes the the ory of po pu lar so ve re ignty gro un ded in Ro us se aus the ory of na tu ral rights and so cial con tract. If the so ve re ignty of the pe o ple me ans the so ve re ignty of a sum of in di vi-du als and ve sting su pre me aut ho rity in an unor ga ni sed mass of pe o ple, the will of su bjects will ha ve pre ce den ce over that of sta te or gans. With such an in ver ted re la ti on ship, any at tempt to or ga ni se go vern ment will end in fa i lu re, i.e. anarchy.

Slo bo dan Jo va no vi was a synthe tic thin ker ca pa ble of ar ri ving at his own con clu si ons thro ugh scru pu lo us con si de ra ti ons. The re sult of his en ti re work, the re fo re, is a the ory of the sta te which is dis tinctly his own de spi te its si mi la ri ti es to the ear li er the o ri es.
