個人的に政策立案や評価で重要だと思うこと厚生経済学のフレームワークで考える。

⇒ 資源配分の効率性基本的な流れ• 完全市場は効率的である

• 厚生経済学の第一、第二基本定理

• しかし、完全市場の前提は満たされない → 市場の失敗• 外部性• 情報の非対称性• 収穫逓増 etc.

• その時、できるだけ完全市場の場合の資源配分に近づけるためにはどうしたらよいか？　←　これが政策• さらに、その上で、「公平性」をどのように確保して行くか　←　これも政策• そのようにできた政策を、法律として実装する。

• 法律は、実装技術であり、政策そのものではない！
