Maaaring lumalala ang problema ng Pilipinas dahil sa amba ng EMSA o European Maritime Safety Agency.

Ang pangamba ay dulot ng high level meeting kamakailan nina DOTC Secretary Joseph Abaya at EU Vice President and Transport Commissioner Siim Kallas sa Brussels, Belgium.

Kasama sa pulong si Administrator Max Mejia ng MARINA.

Sabi ni Mejia, ipinaalam nila ang mga hakbang ng Pilipinas sa STCW Convention as amended. Latest dito ang batas ng MARINA bilang Single Maritime Administration.

Ilalabas daw ang draft decision sa huling bahagi ng Abril. Ipipresenta ito sa Committee on Safe Seas para sa deliberasyon bago ang pinal na botohan ng European Council. Sa June ilalabas ang final decision.

Matatandaang nagpalabas ng circular ang MARINA tungkol sa ipinadalang draft audit report ng EMSA noong February 5.

Kalunus-lunos ang sinapit ng pamilya ni Chief Cook Randy Olarte. On July 11, 2011, his wife and two sons were victims of a massacre in Lumban, Laguna by suspected robbers who entered their home, hacked mercilessly their three victims then fled with their loot.

Instead of a happy return after months of hard work as Chief Cook on board a foreign ship, the distraught seafarer came home to the three cold coffins of his beloved family.

A tragedy beyond words. This is just one of the hundreds of heinous crime cases the VACC has assisted. Napakasakit na dagok ng buhay para sa isang OFW tulad ni Chief Cook Olarte.

Gamundong bigat ng krus. Pasan ng mga biktima ng krimen at karahasan. Bigat na dulot ng talamak na corruption at kahinaan ng ating sistemang pang-hustisya.

Kaya naman, tuwing Holy Week, the VACC officers and members gather in prayer as one community for the Annual Station of the Cross o “Krusada –Kalbaryo ng mga Biktima.” Salitan sa pagpasan ng isang malaking wooden cross symbolizing the suffering of victims.

It is our way of observing the Lenten Season in the manner that Jesus suffered and died on the Cross for our sins. It is VACC’S own way of crying out against injustice.

Last March 31, 2014, dumaan ang prusisyon sa mga designated prayer stations such as National Bureau of Investigation, Department of Justice, Court of Appeals, Supreme Court, Manila City Hall Regional Trial Court and Manila Police District. It ended at Mendiola in commemoration of the culmination of “Women’s Month” in March. Leading the VACC women in the

Kasama din sa prusisyon si Capt. Alexander G. Abilo, President of OSM Shipping at iba pang Members of the Board of Trustees Ms. Cory Quirino, Capt. Martin Dino at Atty. Manuel Abedoza.

We are fortunate for having someone like Capt. Abilo in the industry. His genuine concern for his own personnel is commendable. With assistance by VACC, he did not waver in supporting the case for his Chief Cook Randy Olarte.

As a result, one of the suspects in the Lumban Massacre was convicted to 120 years and is now jailed at the National Bilibid Prisons in Muntinlupa. Another suspect is awaiting resolution at

the San Pablo City Prosecutors’ Office.

This Holy Week, we thank the Lord for granting justice for the family of one of our own in the seafaring industry, Cook Olarte and for lightening the heavy cross he bears.

And so we end this piece also with thanks to our tireless volunteers. In closing, may I share the wise words of Senator Robert Kennedy who said so beautifully:

“Each time a man strikes out against injustice, he sends out a tiny ripple of hope. And crossing each other from a million different centers of energy and daring, those ripples could build a current that can sweep down the mightiest walls of oppression and resistance.”

Sinimulan na ang pagbalangkas ng Implementing Rules and Regulations (IRR) ng Republic Act No. 10635 “An Act Establishing MARINA as the Single Maritime Administration.”

Katuwang ng MARINA ang concerned agencies gaya ng PRC, CHED, TESDA, DOH at NTC.

“Marina has to produce a working draft muna…Ang IRR, dapat by July tapos na yan,” sabi ni MARINA Administrator Max Mejia.

Tiniyak din nito na kokonsultahin ang private sector.

Nagboluntaryo na ang Masters and Mates Association of the Philippines na tumulong sa pag-draft ng IRR.

Susog naman ni Capt. Jess Morales, President ng Integrated Seafarers of the Philippines, dapat ay pakinggan ng gobyerno ang private sector.

Wala na rin daw urungan. Batas na ang MARINA Single Administration kaya everybody must join the solution.

Dahil in demand pa rin, may outsourcing company na para sa maritime industry.

Ito ay ang Sheerline Philippines sa Cebu. Paglilinaw ng president nito na si Wren Rey Villafuerte, hindi sila recruitment agency.

Tutulungan lang daw nila ang mga aplikante sa pag-a-apply nang hindi na kailangang pumunta pa sa Maynila.

Makatitipid din umano ang mga recruitment agencies kapag kinuha ang kanilang serbisyo.

May 400 manning agencies sa Maynila pero 24 lang ang nagtayo ng satellite office nila sa Cebu.

Halos 400,000 naman ang deployment ng mga seafarers noong nakaraang taon, ayon sa record ng POEA.

Hindi pumayag ang LTFRB sa petisyon ng mga transport groups na magdagdag ng pamasahe.

Ito ay batay raw sa mga pag-aaral nila na mababa pa rin ang presyo ng langis. Na siyang batayan ng reklamo ng mga jeepneys.

Maalaala na sa isang rally, nagkapit-bisig ang mga major jeepney associations upang tahasang sabihin na magpapadagdag sila ng pamasahe.

Kahit daw meron o walang permiso ang LTFRB.

Subalit kumalas sa usapan ang mga ito nang magdeklara na ang LTFRB na papatawan ng parusa at tatanggalan ng prangkisa ang sinomang mamilit ng dagdag pasahe.

Kailangan dito ang P300 million sa Ginintuang masaganang ani; P105 miilon sa technical studies.

Subalit wala daw pera sa rehabilitation ng abaca farms. Ito ang reklamo ni Wilardo Sinahon ng Philippine Fiber Industry Development Authority.

Siya ang nagmungkahi ng P113.43-million rehabilitation plan para sa abaca sector ng Eastern Visayas lang.

Paliwanag nina congressmen Magtanggol Gunigundo ng Valenzuela City at Gustavo Tambunting ng Parañaque City, kailangan ang unified truck ban para mabawasan ang masama umanong epekto nito sa mga negosyo.

Sabi ni Gunigundo, “If the truck ban is coordinated, truckers, cargo haulers, and other affected businesses could make better alternative plans for their operations.”
