1.0 Project Background

Andhra Pradesh (AP) state has one of the longest coastal belts in India. Out of 67,362 Km of road network in the state, the

nine coastal districts cover 26,000 km of road length. Every year during the period of April-May and September-December,

cyclonic situations set in to the Bay of Bengal. With the recent changes in climatic conditions, the catastrophic events are

increasing resulting in very devastating cyclones like Laila, Jal etc where the loss is enormous. In the 97 years ranging

from 1892 to 1989, there were as many as 67 cyclones within the State.

It is essential to provide safe residential accommodation to the vulnerable population during any eventuality or disaster due

to natural calamities such as cyclones and associated tidal waves and storm surges. The project is formulated based on

experiences of Government of Andhra Pradesh in mitigating such disasters during the past and also keeping in view the

existing facilities available in the project area in Andhra Pradesh.

The Government of India has applied for a credit of US$ 255 Million equivalent from the International Development

Association (IDA) toward the cost of National Cyclone Risk Mitigation Project (NCRMP), and it intends to apply the

proceeds to payments for goods, works, related services and consulting services under this Project.National Cyclone Risk Mitigation Project (NCRMP) Project Implementation Unit (PIU), Andhra Pradesh, headquartered at

Hyderabad has invited the consultants to submit proposals for providing the consultancy services for Third Party Quality

Audit for 9 coastal districts namely Srikakulam, Vijayanagaram, Visakhapatnam, East Godavari, West Godavari, Krishna,

Guntur, Prakasam and Nellore. The project Construction of Multipurpose Cyclone Shelters, Roads to Cyclone

Shelters, and Roads to habitations and Roads & Bridges under NCRMP is funded by International Development

Association and received through Government of India. This consultancy is envisaged to audit the quality of works being

implemented by various line departments working under PIU. The number of works under progress / for whichagreements are concluded in each district is shown in the table below.

2.0 Third Party Quality Audit Consultant.

To provide Consulting Services of Third Party Quality Auditor for Construction of Multipurpose Cyclone Shelters, Roads to

Cyclone Shelters, Roads to habitations, and Roads and Bridges under NCRMP in 9 coastal districts The Commissioner for

Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP has selected Egis International in JV

with Egis India Consulting Engineers (I) Pvt. Ltd. On 31 st May2011, the Contract for Consultancy Service was signed

between The Commissioner for Disaster Management & Project Director, Project Implementation Unit (PIU) NCRMP and

the Egis International in JV with Egis India Consulting Engineers (I) Pvt. Ltd.

5.0 Progress of NCRMP works:The district wise progress of works is shown below. The works in the West Godavari are not started and the works in

Krishna District has just started. At many places the first milestone is completed but works are not started. The line

departments are to analyze the reasons for the slow progress and if necessary penalty for the slow progress as per the

agreement conditions should be imposed.

Apart from monitoring the tests being conducted by the implementation team (contractors & Line department) at various

satisfying the requirements of MORD Para 510.2.211 During execution, The rate of spraying of prime coat is verified and found within the specified limits as per

Clause 502 and Table 500.1 of MORD. The spraying temperatures are also observed during executionand found varying from 300C to 340 C, which is within the specified limits as per MORD specification.

12 During execution, the rate of spreading of tack coat is verified and found within the specified limits as per Clause 503 and Table 500.2 of MORD. The spraying temperatures are also observed during executionand found varying from 31C to 36C, which are within the specified limits as per MORD specifications.

13 During execution, Temperature at mixing, laying and at compaction are verified and found to be within thespecified temperature range as per MORD Para 508.1.3.4

14 The obtained values of Bitumen Extraction Test Results for OGPC and Seal Coat in % from KM 0/00 andKm 3/531 are verified and found tallying with the requirement as per IRC:SP:20 and IRC:SP:11. Thedetails are given in Annexure - 4.

15 The measurements like width and thickness of the OGPC & Seal coat from Km 0/0 to Km 2/274, Km2/319 to Km 2/795 and Km 2/860 to Km 3/531 are verified and found fairly tallying with the requiredmeasurements. The details are given in Annexure-5.

16 The measurements like width and thickness of the WBM Layers from Km 0/0 to Km 2/274, Km 2/319 toKm 2/795 and Km 2/860 to Km 3/531 are verified and found fairly tallying with the requiredmeasurements. The details are given in Annexure-2.

17 Volumetric analysis tests conducted for WBM layers from Km 0/0 to Km 3/531. It is fairly tallying to thespecfication of MORD.

18 Sand: a) Sieve Analysis tests are conducted. Sand is confirming to Zone II of MORD Para 1501.2.4.2.

The results are found satisfactory.19 Graded Aggregates: Sieve analysis for 20mm graded metal is conducted and observed values are withinthe specified range as per MORD Para 802.3.1.

20 At the time of laying C.C Road We have checked the physical properties, Gradation and proportioning of various ingredients.

21 The C.C road contraction joints are provided, but the joints are not properly sealed. The field officers arerequested to take necessary action to seal the same as per MORD Sub clause 1501.22.

22 The measurements like width and length of parapets and pipes of all the culverts are verified and foundtallying with the estimate.

23 The approved letters of quarries like earth and aggregates have not been produced by field officers for

verification.24 Pre-levels of earth work are not submitted for verification. Requested to furnish the pre-levels to the TPQAfor verification.

6 Sand: a) Sieve Analysis tests conducted for Sand. The Fine aggregate s found to confirm to Zone II of MORD Clause 1202. Fineness modulus is varying from 2.50 -2.53 as against the allowable limit 2.0 to3.50. The results are tabulated in Annexure

7 Graded Aggregates : Sieve analysis for 20mm graded metal are conducted and observed values arewithin the specified range as per MORD Clause 1202

8 Cement: Cement is tested for all the required tests on cement such as fineness, initial setting time, finalsetting time, consistency etc and the values observed within the specified range as per MORD Clause1202

9 C.C Cubes : M20 grade C.C Cubes are tested for body wall concrete and the results are satisfying therequirements and M30 Cube Compressive strength results are found satisfactory.

10 Construction of 2no.s of slab culverts are completed, During execution checked the placement of reinforcement as per SP -20, unit weight of steel, Workability test & pH value..etc.

11 The formation width and shoulder widths are verified from KM 0/00 to KM 2/550 & KM 0/0 to KM 0/248mand at some locations the width of formation is less. The field officers are requested to furnish thereasons. (Avg. road widths from Km: 0/00 to KM 0/130 and 0/198 to KM 0/248 is 6.5 to 7.0m)

12 Aggregate for OGPC and Seal Coat: The gradation and other physical tests are conducted for Coarseaggregate and the observed values are satisfied the requirements of MORD Para 508.1.2.1 and MORDtable 500.13

fairly satisfying the requirements of MORD Para 510.2.214 During execution, The rate of spraying of prime coat is verified and found within the specified limits as per

Department of Civil Engineering, Gitam University, and Visakhapatnam.8 It is observed that obstruction of trees, electrical poles, Houses and building compound wall are inside the

road width from Km 0/790 to Km 0/870.9 The formation width and earthen shoulder widths are verified from Km 0/0 to Km 0/870 and at some

locations shoulders are slipped and requires rectified.10 The shoulder material of sand and gravel is not mixed properly. It shall be scarified, suitably remixed,

watered to OMC and compacted to achieve the required relative compaction of min.98% of lab MDD as

per the agreement clause.11 Aggregate for OGPC and Seal Coat: The gradation and other physical tests are conducted for Coarse

aggregate and the observed values are satisfying the requirements of MORD Para 508.1.2.1 and MORDtable 500.13

12 Aggregate for Seal Coat: The gradation seal coat chips conducted and the observed values are fairlysatisfying the requirements of MORD Para 510.2.2

13 During execution, The rate of spraying of prime coat is verified and found within the specified limits as per Clause 502 and Table 500.1 of MORD. verification.29 Village name boards, cautionary and mandatory signboards at necessary points all along the outer edge

of sharp curves and at school locations shall be erected.30 The Project informatory boards with all details is provided in site as per the guide lines by PIU, NCRMP.31 Para wise compliance report shall be furnished duly attending to the above remarks.

Milestone 3 to the end of Dt.26.01.2012, BT and Road Furniture3. The measurements like width and thickness of the OGPC + Seal Coat Layer from Km 0.000 to Km 2.280is verified and found to be fairly tallying with the required measurements, Primer Coat,Bitminius extractiontests conducted for OGPC + Seal Coat layer and Tack Coat in the same reach and they are tallying withthe agreement requirements. The details are given in Annexure-1 and in QC test summary from km 0.000to km.2.280

4. Widening of earthwork formation is to be done prior to taking up BT layers5. Widening of the formation is not done as per requirement and it is less than 7.5M at almost all the

locations. The formation width is varying from 5.00m to 6.50m at Km 0.470 of temple L/S, Km 0.650 of built-up area L/S, Km 0.790, in between Km 1.435 to Km 1.475 and from Km 2.114 to Km 2.165 of and

built-up area R/S. Lateral support to the road crest is very important.6. Guard stones shall be fixed at Curved areas and canal side berg portion from Km 0.500 to Km 2.040 andL/S from Km 2.075 to Km 2.280. Painting as Black & White Strips is to be done to stones for clear visibility

8 Cement: cement Samples are collected and tested for Fineness, Standard consistancy,Initial and finalsetting times and the obtained results are within the specified range as per MORT & H Clause 1006

9 Steel: Steel samples are collected and tested for mechanical properties and the obtained results are withinthe specified range as per IS 1786. The steel samples are randomly collected and tested for verification of

Mass per Meter Run, the results are given in annexure-I10 Cement slurry coating for Steel: The protection of reinforcement against corrosion prior to the concretingwas done by applying a Cement slurry coating on the steel.

11 The diameter of piers is verified and the values are fairly tallying as per drawings. The dimensions of pedestal over pier P1 and P2 are verified and found 2.00m x 2.01m x 0.5m and 2.01 x 2.015m x 0.5mrespectively as against of 2.0m x 2.0m x 0.5m.The Measurement Books are not produced for verification.

12 The dimensions of the hammer head bed block over pier P1,P2 are verified and the same are fairly tallyingas per drawing

13 The dimensions of Elastomeric bearings are verified and found fairly satisfying the requirements Table2000-2 of MORT & H the result are given in Annexure 2

14 The finished levels of slabs are verified and fairly tallying with the drawing. Plumb is verified for the sides of the girders and the same is observed to be fair and within tolerance limits as per cl. 2208 of MORT&Hspecifications. The levels are tabulated in Annexure-8

24 The measurements like width and thickness of the GSB and WMM layers from Km 6/841 to Km 6/945 andKm 6/996 to Km 7/083m are verified and found to be tallying with the required measurements. The detailsare given in Annexure - 2 & 3.

25 During execution,Temparature at mixing, laying and at compaction are verified and found to be within thespecified temperature range as per MORT & H Para's 508.4.6, 508.4.7 & 508.4.8.

26 The measurement like width and thickness of the SDBC layer from Km 6/841 to Km 6/945 and Km 6/996 toKm 7/083m is verified and found to be tallying with the required approved drawing.
