อาศยอ�านาจตามความในมาตรา ๕ (๓) และมาตรา ๘ (๑) (๔) (๖) (๗) และ (๘) แหงพระราชบญญตควบคมอาคาร พ.ศ. ๒๕๒๒ รฐมนตรวาการกระทรวงมหาดไทยโดยค�าแนะน�าของคณะกรรมการควบคมอาคารออกกฎกระทรวงไว ดงตอไปน

ขอ ๑ ในกฎกระทรวงน

“อาคารสง” หมายความวา อาคารทบคคลอาจเขาอยหรอเขาใชสอยไดโดยมความสงตงแต ๒๓.๐๐ เมตรขนไป การวดความสงของอาคารใหวดจากระดบพนดนทกอสรางถงพนดาดฟา ส�าหรบอาคารทรงจว หรอปนหยาใหวดจากระดบพนดนทกอสรางถงยอดผนงของชนสงสด

“อาคารขนาดใหญพเศษ” หมายความวา อาคารทกอสรางขนเพอใชอาคารหรอสวนหนงสวนใดของอาคารเปนทอยอาศยหรอประกอบกจการประเภทเดยวหรอหลายประเภท โดยมพนทรวมกนทกชนหรอชนหนงชนใดในหลงเดยวกนตงแต ๑๐,๐๐๐ ตารางเมตรขนไป

“พนทอาคาร” หมายความวา พนทของพนของอาคารแตละชนทบคคลเขาอย หรอเขาใชสอยไดภายในขอบเขตดานนอกของคานหรอภายในพนนน หรอภายในขอบเขตดานนอก ของผนงของอาคาร และหมายความรวมถงเฉลยงหรอระเบยงดวย แตไมรวมพนดาดฟาและ บนไดนอกหลงคา

“พนทดนทใชเปนทตงอาคาร” หมายความวา พนทของแปลงทดนทน�ามาใช ขออนญาตกอสรางอาคาร ไมวาจะเปนทดนตามหนงสอส�าคญแสดงสทธในทดนฉบบเดยวหรอ หลายฉบบ ซงเปนทดนทตดตอกน

“ดาดฟา” หมายความวา พนสวนบนสดของอาคารทไมมหลงคาปกคลม และ บคคลสามารถขนไปใชสอยได

“ทวาง” หมายความวา พนทอนปราศจากหลงคาหรอสงกอสรางปกคลม ซงพนทดงกลาวอาจจะจดใหเปนบอน�า สระวายน�า บอบ�าบดน�าเสย ทพกมลฝอย ทพกรวมมลฝอย หรอทจอดรถทอยภายนอกอาคารกได และใหหมายความรวมถงพนทของสงกอสรางหรออาคาร ทสงจากระดบพนดนไมเกน ๑.๒๐ เมตร และไมมหลงคาหรอสงปกคลมเหนอระดบนน

B.E. 2522

By virtue of the provisions of Section 5(3) and Section 8 (1), (4), (6), (7), and (8) of the Building Control Act, B.E. 2522, the Minister of Interior, by advice of the Building Control Committee, issues Ministerial Regulation as follows:

Clause 1: In this Ministerial Regulation, “high-rise building” means a building which may be occupied or utilized and is 23.00 meters high or more, measured from ground level to the rooftop floor or from ground level to the top of the wall of highest level, in case of building with gable roof or hip roof;

“extra large building” means a building which is constructed to be used as or any part of the building is used for residential or single or multiple of business purposes and has al l f loor area or any floor area of 10,000 square meters in the same building;

“floor area” means area of each floor in a building which can be occupied or utilized within outer boundary of beams, such floor, or within outer boundary of building walls, and includes terrace or balcony, but does not include rooftop or stairs extend beyond a roof;

“site area” means area of a lot used for building permit and can be either one lot of one land certificate or multiple adjoining lots of multiple land certificates;

“rooftop” means the highest floor of a building without a roof and can be utilized;

“open space” means area without a roof and such area can be a pond, swimming pool, sewage water treatment, solid waste storage, solid waste collection area, or outdoor parking area, and shall include area of construction or building which its height is above the ground 1.20 meters or less and without a roof or covering above such level;

“ถนนสาธารณะ” หมายความวา ถนนทเปดหรอยนยอมใหประชาชนเขาไปหรอ ใชเปนทางสญจรได ทงน ไมวาจะมการเรยกเกบคาตอบแทนหรอไม

“วสดทนไฟ” หมายความวา วสดกอสรางทไมเปนเชอเพลง

“ผนงกนไฟ” หมายความวา ผนงทบทกอดวยอฐธรรมดาหนาไมนอยกวา ๑๘ เซนตเมตร และไมมชองทใหไฟหรอควนผานได หรอจะเปนผนงทบทท�าดวยวสดทนไฟอยางอนทคณสมบตในการปองไฟไดดไม น อยกวาผนงทก อด วยอฐธรรมดาหนา ๑๘ เซนตเมตร ถาเปนผนงคอนกรตเสรมเหลก ตองหนาไมนอยกวา ๑๒ เซนตเมตร

“ระบบทอยน” หมายความวา ทอสงน�าและอปกรณทใชส�าหรบการดบเพลง

“น�าเสย” หมายความวา ของเหลวทผานการใชแลวทกชนดทงทมกากและ ไมมกาก

“แหลงรองรบน�าทง” หมายความวา ทอระบายน�าสาธารณะ ค คลอง แมน�า ทะเล และแหลงน�าสาธารณะ

“ระบบบ�าบดน�าเสย” หมายความวา กระบวนการท�าหรอการปรบปรงน�าเสย ใหมคณภาพเปนน�าทง รวมทงการท�าใหน�าทงพนไปจากอาคาร

“ระบบประปา” หมายความวา ระบบการจายน�าเพอใชและดม

“มลฝอย” หมายความวา มลฝอยตามกฎหมายวาดวยการสาธารณสข

“ทพกมลฝอย” หมายความวา อปกรณหรอสถานททใชส�าหรบเกบกกมลฝอยเพอรอการขนยายไปยงทพกรวมมลฝอย

“ทพกรวมมลฝอย” หมายความวา อปกรณหรอสถานททใชส�าหรบเกบกกมลฝอยเพอรอการขนไปก�าจด

“ลฟตดบเพลง” หมายความวา ลฟตทพนกงานดบเพลงสามารถควบคมการใชไดขณะเกดเพลงไหม

ข อ ๑ ทว กฎกระทรวงนมให ใช บงคบแกอาคารจอดรถซงตดตงระบบ เคลอนยายรถดวยเครองจกรกลทไดรบการค�านวณออกแบบเพอใชประโยชนในดานการจอดรถ โดยเฉพาะ (“ขอ ๑ ทว”เพมโดยกฎกระทรวงฉบบท ๔๒ (พ.ศ. ๒๕๓๗)ฯ)




(definition of “floor area”, “site area”, “rooftop”, and “open space” amended by Ministerial Regulation No. 50 (B.E. 2540))

“public road” means a road which people are allowed to use as thoroughfare regardless of passing with or without a fee;

“fire-resistance material” means building material which is non-combustible.

“refractory wall” means a solid conventional brick wall which is at least 18 centimeters thick and without an opening that fire or smoke can get through, or it can be made of other fire-resistant materials which has fire resistance property not less than 18 centimeters thick conventional brick wall, in case of reinforced concrete wall, it shall be at least 12 centimeters thick;

“standpipe system” means water feeders and equipment used for fire extinction;

“sewage water” means all type of used liquid either with or without sludge;

“receiving water area” means public drain, ditch, canal, river, sea, and public water resources;

“sewage water treatment system” means production or treatment process of transforming sewage water to effluent including draining out of the building;

“clean water system” means water supply system for drink and use;

“solid waste” means solid waste according to laws on public health;

“solid waste storage” means equipment or places used for storing solid waste before transferring to solid waste collection area;

“solid waste collection area” means equipment or places used for storing solid waste before transferring to disposal; and

“fire lift” means lift which firefighter can control the usage during fire.

Clause 1 Bis: This Ministerial Regulation shall not apply to parking building installed with automated car parking system which is design calculated especially for parking purpose. (“Clause 1 Bis” added by Ministerial Regulation No. 42 (B.E. 2537))



หมวด ๑ลกษณะของอาคาร เนอทวางของภายนอกอาคารและแนวอาคาร

ขอ ๒ ทดนทใชเปนทตงของอาคารสงหรออาคารขนาดใหญพเศษทมพนทอาคารรวมกนทกชนไมเกน ๓๐,๐๐๐ ตารางเมตร ตองมดานหนงดานใดของทดนนนยาวไมนอยกวา ๑๒.๐๐ เมตร ตดถนนสาธารณะทมเขตทางกวางไมนอยกวา ๑๐.๐๐ เมตร ยาวตอเนองกนโดยตลอดจนไปเชอมตอกบถนนสาธารณะอนทมเขตทางกวางไมนอยกวา ๑๐.๐๐ เมตร

ส�าหรบทดนทใชเปนทตงของอาคารสงหรออาคารขนาดใหญพเศษทมพนทอาคารรวมกนทกชนมากกวา ๓๐,๐๐๐ ตารางเมตร ตองมดานหนงดานใดของทดนนนยาวไมนอยกวา ๑๒.๐๐ เมตร ตดถนนสาธารณะทมเขตทางกวางไมนอยกวา ๑๘.๐๐ เมตร ยาวตอเนองกนโดยตลอดจนไปเชอมตอกบถนนสาธารณะอนทมเขตทางกวางไมนอยกวา ๑๘.๐๐ เมตร

ทดนดานทตดสาธารณะตามวรรคหนงและวรรคสอง ตองมความกวางไมนอยกวา ๑๒.๐๐ เมตร ยาวตอเนองกนโดยตลอดจนถงบรเวณทตงของอาคาร และทดนนนตองวาง เพอสามารถใชเปนทางเขาออกของรถดบเพลงไดโดยสะดวกดวย

(“ขอ ๒” แกไขโดยกฎกระทรวง ฉบบท ๕๐ (พ.ศ. ๒๕๔๐)ฯ) ขอ ๓ อาคารสงหรออาคารขนาดใหญพเศษตองจดใหมถนนทมผวการจราจรกวางไมนอยกวา ๖.๐๐ เมตร ทปราศจากสงปกคลมโดยรอบอาคาร เพอใหรถดบเพลงสามารถ เขาออกไดโดยสะดวก

ถนนตามวรรคหนง จะอยในระยะหามกอสรางอาคารบางชนดหรอบางประเภทรมถนนหรอทางหลวงตามขอบญญตทองถนหรอตามกฎหมายทเกยวของกได

ในกรณทมขอบญญตทองถนหรอกฎหมายทเกยวของก�าหนดแนวสรางหรอ ขยายถนนใชบงคบ ใหเรมนบความกวางของถนนตามวรรคหนงตงแตแนวนน

ขอ ๔ สวนทเปนขอบเขตนอกสดของอาคารสงหรออาคารขนาดใหญพเศษไมวาจะอยในระดบเหนอพนดนหรอต�ากวาระดบพนดนตองหางจากเขตทดนของผอนหรอถนนสาธารณะไมนอยกวา ๖.๐๐ เมตร ทงน ไมรวมถงสวนทเปนฐานรากของอาคาร

ขอ ๕ อาคารสงหรออาคารขนาดใหญพเศษทกอสรางขนในพนทดนทใชเปน ทตงอาคารตองมคาสงสดของอตราสวนพนทอาคารรวมกนทกชนของอาคารทกหลงตอพนทดน ทใชเปนทตงอาคารไมเกน ๑๐ ตอ ๑




Chapter 1Characteristic of building, outdoor open area, and building boundary

Clause 2: A lot used as a site of a high-rise building or extra large building with total floor area of all the floors not more than 30,000 square meters must have a side which is at least 12.00 meters long, be adjacent to and along the public road which is at least 10.00 meters wide and such road must connect to another public road which is at least 10.00 meters wide.

For a lot which is used as a site of a high-rise building or extra large building with total floor area of all the floors more than 30,000 square meters must have a side which is at least 12.00 meters long, be adjacent to and located along the public road which is at least 18.00 meters wide and such road must connect to another public road which is at least 18.00 meters wide.

The side which is adjacent to a public road according to paragraph one and two must have a width of 12.00 meters or more along the road to the building site and such area must be clear for fire truck convenient access. (“Clause 2” amended by Ministerial Regulation No. 50 (B.E.2540))

Clause 3: High-rise building or extra large building must provide a road with at least 6.00 meters wide surface area and without any cover around the building for fire truck convenient access.

The road according to paragraph one can be in the area which is prohibited to construct some building types or categories adjacent to road or highway according to local ordinances or related laws.

In case there is a local ordinance or related law that prescribed the enforcement of the boundary of road construction or expansion, the width of the road according to paragraph one shall be measured from such boundary.

Clause 4: Part of outer boundary of a high-rise building or extra large building either above or under the ground level must be at least 6 meters away from other owner’s lots or public roads, excluding the building foundation. (“Clause 4” amended by Ministerial Regulation No. 50 (B.E.2540))

Clause 5: For high-rise building or extra large building constructed on site area, the maximum ratio of total floor area of all floors of all buildings to the site area must not be greater than 10:1.



ในกรณทมอาคารอนใดหรอจะมการกอสรางอาคารอนใดในพนทดนทใชเปน ทตงอาคารเดยวกนกบอาคารสงหรออาคารขนาดใหญพเศษ ตองมคาสงสดของอตราสวนพนทอาคารรวมกนทกชนของอาคารทกหลงตอพนทดนทใชเปนทตงอาคารไมเกน ๑๐ ตอ ๑ ดวย

ขอ ๖ อาคารสงหรออาคารขนาดใหญพเศษตองมทวางไมนอยกวาอตราสวน ดงตอไปน

(๑) อาคารทอยอาศยตองมทวางไมนอยกวารอยละ ๓๐ ของพนทดน ทใชเปนทตงอาคาร

(๒) อาคารพาณชย โรงงาน อาคารสาธารณะ และอาคารอน ทไมไดใชเปนทอยอาศยตองมทวางไมนอยกวารอยละ ๑๐ ของพนทดนทใชเปนทตงอาคาร แตถาอาคารนนใชเปนทอยอาศยรวมอยดวยตองมทวางตาม (๑)

ขอ ๗ อาคารสงหรออาคารขนาดใหญพเศษทมพนของอาคารต�ากวาระดบพนดน ตองมระบบระบายอากาศ กบระบบบ�าบดน�าเสยและการระบายน�าทงตามหมวด ๒ และหมวด ๓ แยกเปนอสระจากระบบระบายอากาศ กบระบบบ�าบดน�าเสย และการระบายน�าทงสวนเหนอพนดน

พนของอาคารทต�ากวาระดบพนดนตามวรรคหนง หามใชเปนทอยอาศย

ขอ ๘ อาคารสงหรออาคารขนาดใหญพเศษทมพนของอาคารทต�ากวา ระดบถนนหนาอาคารตงแตชนท ๓ ลงไป หรอต�ากวาระดบถนนหนาอาคารตงแต ๗.๐๐ เมตร ลงไปตองจดใหม (๑) ระบบลฟตตามหมวด ๖

(๒) บนไดหนไฟจากชนลางสดสพนของอาคารทมทางออกสภายนอกไดโดยสะดวก และบนไดหนไฟนตองมระบบแสงสวางและระบบอดลมทมความดนขณะใชงานไมนอยกวา ๓.๘๖ ปาสกาลเมตรท�างานอยตลอดเวลา และผนงบนไดหนไฟทกดานตองเปนคอนกรตเสรมเหลกหนาไมนอยกวา ๑๐ เซนตเมตร บนไดหนไฟตองอยหางกนไมเกน ๖๐.๐๐ เมตร เมอวดตาม แนวทางเดน ทงน เพอใชเปนทหนภยในกรณฉกเฉนได

In case there are other buildings or there will be other constructions in the same site area of a high-rise building or extra large building, the maximum ratio of total floor area of all floors of all buildings to the site area must also not greater than 10:1.


Clause 6: A high-rise building or extra large building must have ratio of open space as follows:

(1) Residential building must have open space at least 30 percent of the site area. (2) Commercial building, factory, public building, and other non-residential building must have open space at least 10 percent of the site area. If such building is also used for multi-residential purpose, it must have open space according to (1). (“Clause 6” amended by Ministerial Regulation No. 50 (B.E.2540))

Clause 7: high-rise building or large scale building which has underground floor must have ventilation system, sewage water treatment system, and drainage according to Chapter 2 and 3 which are separated from the area above the ground.

Underground floor of the building according to paragraph one shall not be used for residential purpose.


Clause 8: High-rise building or extra large building which has floors lower than road level at the front more than 3 storeys or 7 meters must provide:

(1) lift system according to Chapter 6; and (2) fire escape stairs which provide convenient escape to the lowest floor exit discharge with lighting system and compressed air system maintaining a pressure of not less than 50 Pa at all time, and enclosed with at least 10 centimeters thick reinforced concrete wall. Distance among all fire escape stairs must not be more than 60.00 meters when measured along passageway for it to be used as fire escape in case of emergency.

ขอ ๘ ตร อาคารสงหรออาคารขนาดใหญพเศษตองจดใหมแผนผงของอาคารแตละชนตดไวบรเวณหองโถงหนาลฟตทกแหงของแตละชนนนในต�าแหนงทเหนไดชดเจน และทบรเวณพนชนลางของอาคาร ตองจดใหมแผนผงของอาคารทกชน เกบรกษาไวเพอใหสามารถตรวจสอบไดโดยสะดวก

แผนผงของอาคารแตละชนใหประกอบดวย

(๑) ต�าแหนงของหองทกหองของชนนน

(๒) ต�าแหนงทตดตงตสายฉดน�าดบเพลงหรอหวตอสายฉดน�าดบเพลง และอปกรณดบเพลงอน ๆ ของชนนน

(๓) ต�าแหนงประตหรอทางหนไฟของชนนน

(๔) ต�าแหนงลฟตดบเพลงของชนนน

(“ขอ ๘ ทว และ ขอ ๘ ตร” แกไขเพมเตมโดยกฎกระทรวง ฉบบท ๕๐ (พ.ศ. ๒๕๔๐)ฯ)

หมวด ๒ระบบระบายอากาศ ระบบไฟฟาและระบบปองกนเพลงไหม

ขอ ๙ การระบายอากาศในอาคารสงหรออาคารขนาดใหญพเศษตองจดใหมการระบายอากาศโดยวธธรรมชาตหรอโดยวธกล ดงตอไปน

(๑) การระบายอากาศโดยวธธรรมชาต ใหใชเฉพาะกบหองในอาคารทมผนงดานนอกอาคารอยางนอยหนงดาน โดยจดใหมชองเปดสภายนอกอาคารได เชน ประต หนาตาง หรอบานเกลด ซงตองเปดไวระหวางใชสอยหองนน ๆ และพนทของชองเปดนตองเปดไดไมนอยกวารอยละ ๑๐ ของพนทของหองนน

(๒) การระบายอากาศโดยวธกล ใหใชกบหองในอาคารลกษณะใดกได โดยจดใหมกลอปกรณขบเคลอนอากาศ ซงตองท�างานตลอดเวลาระหวางทใชสอยหองนน เพอใหเกดการน�าอากาศภายนอกเขามาตามอตราดงตอไปน




Clause 8 Bis: High-rise building or extra large building must provide walls or doors made of fire-resistant materials which can block flame or smoke from the stairs which are not fire escape stairs of the building. However, such walls or doors must have at least one hour fire-resistance rating.

Clause 8 Ter: High-rise building or extra large building must provide floor plan of each level attached at every lift hall of every floor where they can be visibly seen and all building floor plans must be kept at ground floor for convenient inspection.

Building floor plan of each floor must consist of:

(1) location of every room in that floor;

(2) location of fire hose cabinet or fire hose coupling, and other fire protection equipment of that floor;

(3) location of fire door or fire exit of that floor; and

(4) location of fire lift.

Chapter 2Ventilation system, electrical system, and fire protection system.

Clause 9: Ventilation of high-rise building or special large scale building must provide natural ventilation or mechanical ventilation system as follows:

(1) Natural ventilation system can be used only rooms which have at least one wall connected to outdoor with an opening to outside, such as door, window, or louver which must be opened when the room is occupied and the opened area of such opening must be at least 10 percent of area of such room.

(2) Mechanical ventilation system can be used in any types of room. It must be provided with air ventilation device which works when the room is occupied, so outdoor air intake rate shall be as follows:



ส�าหรบหองครวของสถานทจ�าหนายอาคารและเครองดม ถาไดจดใหมการระบายอากาศครอบคลมแหลงทเกดของกลน ควน หรอกาซทตองการระบายในขนาดทเหมาะสมแลว จะมอตราการระบายอากาศในสวนอนของหองครวนนนอยกวาอตราทก�าหนดไวในตารางกได ทงน ตองไมนอยกวา ๑๒ เทาของปรมาตรของหองใน ๑ ชวโมง

สถานทอน ๆ ทมไดระบไวในตาราง ใหใชอตราการระบายอากาศของสถานท ทมลกษณะใกลเคยงกบอตราทก�าหนดไวในตาราง

ต�าแหนงของชองน�าอากาศภายนอกเขาโดยวธกล ตองหางจากทเกดอากาศเสยและชองระบายอากาศทงไมนอยกวา ๕.๐๐ เมตร สงจากพนดนไมนอยกวา ๑.๕๐ เมตร

การน�าอากาศภายนอกเขาและการระบายอากาศทงโดยวธกล ตองไมกอใหเกดความเดอดรอนร�าคาญแกประชาชนผอยอาศยใกลเคยง”

(“ขอ ๙” แกไขโดยกฎกระทรวง ฉบบท ๕๐ (พ.ศ. ๒๕๔๐)ฯ)




For the kitchen of food court, if ventilation provided can exhaust source of odor, smoke, or gas properly, air flow rate of other part of such kitchen can be less than prescribed in the table. However, it shall not less than 12 times per room volume per hour.

For places which are not specified in the table, the air-flow rate of similar occupancy prescribed in such table shall be applied.

Vent for outdoor air intake of mechanical ventilation must be located at least 5.00 meters away from the polluted air and air outlet and at least 1.50 meters above the ground.

To supply outdoor a ir and discharge indoor a ir by mechanical method must not cause a nuisance to neighbors.


Clause 10: Ventilation of high-rise building or extra large building which use air-conditioning system must be as follows:

(1) Minimum rate outdoor air intake which supply outdoor air into the air-conditioned area or exhaust air from the area must be as follows:



(๒) หามน�าสารท�าความเยนชนดเปนอนตรายตอร างกาย หรอ ตดไฟไดงายมาใชกบระบบปรบภาวะอากาศทใชสารท�าความเยนโดยตรง

(๓) ระบบปรบภาวะอากาศดวยน�า หามตอทอน�าของระบบ ปรบภาวะอากาศเขากบทอน�าของระบบประปาโดยตรง

(๔) ระบบทอลมของระบบปรบภาวะอากาศตองมลกษณะดงตอไปน (ก) ทอลม วสดหมทอลม และวสดบภายในทอลม ตองเปน วสดทไมตดไฟและไมเปนสวนทท�าใหเกดควนเมอเกดเพลงไหม

(ข) ทอลมสวนทตดตงผานผนงกนไฟหรอพนของอาคารทท�าด วยวตถทนไฟตองตดตงลนกนไฟทป ดอย างสนทโดยอตโนมต เ มออณหภมสงเกนกว า ๗๔ องศาเซลเซยส และลนกนไฟตองมอตราการทนไฟไมนอยกวา ๑ ชวโมง ๓๐ นาท

(ค) หามใชทางเดนรวม บนได ชองบนได ชองลฟต ของอาคารเปนสวนหนงของระบบทอลมสงหรอระบบทอกลบ เวนแตสวนทเปนพนทวางระหวางเพดานกบ พนของอาคารชนเหนอขนไปหรอหลงคาทมสวนประกอบของเพดานทมอตราการทนไฟไมนอยกวา ๑ ชวโมง

(๕) การขบเคลอนอากาศของระบบปรบภาวะอากาศตองมลกษณะ ดงตอไปน

(ก) มสวตชพดลมของระบบขบเคลอนอากาศทปดเปดดวยมอตดตงในททเหมาะสมและสามารถปดสวตชไดทนทเมอเกดเพลงไหม

(ข) ระบบปรบภาวะอากาศทมลมหมนเวยนตงแต ๕๐ ลกบาศกเมตรตอนาทขนไป ตองตดตงอปกรณตรวจจบควนหรออปกรณตรวจสอบ การเกดเพลงไหมทมสมรรถนะไมดอยกวาอปกรณตรวจจบควนซงสามารถบงคบให สวตชหยดการท�างานของระบบไดโดยอตโนมต

ทงน การออกแบบและควบคมการตดตงระบบปรบภาวะอากาศและ ระบบระบายอากาศในอาคารสงหรออาคารขนาดใหญพเศษตองด�าเนนการโดยผไดรบใบอนญาตเปนผประกอบวชาชพวศวกรรมควบคมตงแตประเภทสามญวศวกรขนไปตามกฎหมายวาดวย วชาชพวศวกรรม (ขอ ๑๐ (๔) “(ข)” และ “(ค)” แกไขโดยกฎกระทรวง ฉบบท ๕๐ (พ.ศ. ๒๕๔๐) ฯ)




(2) Hazardous or flammable refrigerant is prohibited to use directly with refrigerated air conditioning system.

(3) Water pipes of water-cooled air conditioning system must not be connected directly to clean water system.

(4) Air duct system of air conditioning system must be as follows: (a) Air duct, outside insulation, and inside insulation must be made of non-combustible material, and does not cause toxic fume when exposed to fire. (b) Air duct installed through refractory wall or floor must be installed with fire dampers which will seal off automatically when the temperature is higher than 74 degree Celsius. And, the fire dampers must have the fire-resistance rating of not less than 1 hour 30 minutes. (c) Walkway, stairs, stair shaft, lift shaft shall not be used as a part of air supply or return system, except a space between ceiling and floor of the upper story, or roof which is a part of ceiling that has a fire resistance rating of not less than 1 hour.

(5) Air flow of air conditioning system must be as follows:

(a) Fan switch of manually operated fan system must be installed at an appropriate area and can be turned off immediately when a fire occurred. (b) Air conditioning system with air flow rate of 50 cubic meters per minute or more must installed smoke or fire detecting device which its performance is not less than smoke detecting device with automatic shutdown system.

However, design and control of air conditioning system and air ventilation system installation in high-rise building or extra large building must be carried out by chartered engineer or higher level with license for professional practice according to laws on engineering profession.

การตดตงหมอแปลงไฟฟาหรอเครองก�าเนดไฟฟา ใหน�าความในวรรคสองมาใชบงคบโดยจะรวมบรเวณทตดตงสวตชประธาน หมอแปลงไฟฟา และเครองก�าเนดไฟฟาไวในทเดยวกนกได

เ มอมการใช กระแสไฟฟาเตมทตามทก�าหนดในแบบแปลนระบบไฟฟา แรงดนไฟฟาทสายวงจรยอยจะแตกตางจากแรงดนไฟฟาทแผงสวตชประธานไดไมเกนรอยละหา

ขอ ๑๒ แผงสวตชวงจรยอยทกแผงของระบบไฟฟาตองตอลงดน

การตอลงดน หลกสายดน และวธการตอใหเปนไปตามมาตรฐานของการไฟฟานครหลวงหรอการไฟฟาสวนภมภาค ในกรณทอยนอกเขตความรบผดชอบของการไฟฟานครหลวงและการไฟฟาสวนภมภาคใหใชมาตรฐานเพอความปลอดภยทางไฟฟาของส�านกงานพลงงาน แหงชาต

ขอ ๑๓ อาคารสงตองมระบบปองกนอนตรายจากฟาผา ซงประกอบดวยเสาลอฟา สายลอฟา สายตวน�า สายน�าลงดน และหลกสายดนทเชอมโยงกนเปนระบบ ส�าหรบสายน�าลงดนตองมขนาดพนทภาคตดขวางเทยบไดไมนอยกวาสายทองแดงตเกลยว ขนาด ๓๐ ตารางมลลเมตร สายน�าลงดนนตองเปนระบบทแยกเปนอสระจากระบบสายดนอน




Clause 10 Bis: High-rise building or extra large building with two storeys high or more interior hall without enclosing walls must provide smoke spreading control system which works automatically when a fire occurred, so that the smoke will be exhausted quickly.

(“Clause 10 Bis” amended by Ministerial Regulation No. 50 (B.E.2540))

Clause 11: High-rise building or special large scale building must have electrical supply system for lighting or power which is wired and installed in compliance with standard of the Metropolitan Electricity Authority or Provincial Electricity Authority. In case the building is located out of the area of the Electricity Authority or Provincial Electricity Authority, the safety standard of the National Energy Administration shall be applied.

Power supply system must have main switch installed at particular area separately from area for other usages. It can be in a separate room inside a building or in a separate building.

To install an electric transformer or generator, paragraph two shall be applied. Main switch, electric transformer, and electric generator can be installed at the same area.

When electrical usage reaches the limit specified in electrical drawings, the voltage of sub-circuit can not be more than five percent different from the voltage at main switchboard .

Clause 12: Every sub-switchboard of electrical system must be grounded. Grounding, electrode, and grounding methods shall comply with standard of the Metropolitan Electricity Authority or Provincial Electricity Authority. In case the building is located out of the area of the Electricity Authority or Provincial Electricity Authority, the safety standard of the National Energy Administration shall be applied.

Clause 13: High-rise building must have lightning arrester system which comprises air terminals, l ightning cable, conductor cable, ground conductor, and ground electrode connecting into a system. The ground conductor must have cross-section area equivalent to 30 millimeters braided copper wire. And, this ground conductor system must be separated from other grounding systems.

ระบบปองกนอนตรายจากฟาผาใหเปนไปตามมาตรฐานเพอความปลอดภย ทางไฟฟาของส�านกงานพลงงานแหงชาต

ขอ ๑๔ อาคารสงหรออาคารขนาดใหญพเศษตองมระบบจายพลงงานไฟฟาส�ารองส�าหรบกรณฉกเฉนแยกเปนอสระจากระบบอน และสามารถท�างานไดโดยอตโนมตเมอระบบ จายไฟฟาปกตหยดท�างาน

แหลงจายพลงงานไฟฟาส�ารองส�าหรบกรณฉกเฉนตามวรรคหนง ตองสามารถจายพลงงานไฟฟาไดเพยงพอตามหลกเกณฑดงตอไปน

(๑) จายพลงงานไฟฟาเปนเวลาไมนอยกวาสองชวโมงส�าหรบเครองหมายแสดงทางฉกเฉน ทางเดน หองโถง บนได และระบบสญญาณเตอนเพลงไหม

(๒) จายพลงงานไฟฟาตลอดเวลาทใชงานส�าหรบลฟตดบเพลง เครองสบน�าดบเพลง หองชวยชวตฉกเฉน ระบบสอสาร เพอความปลอดภยของสาธารณะและกระบวนการผลตทางอตสาหกรรมทจะกอใหเกดอนตรายตอชวตหรอสขภาพอนามยเมอกระแสไฟฟาขดของ

ขอ ๑๕ กระแสไฟฟาทใชกบลฟตดบเพลงตองตอจากแผงสวตชประธานของอาคารเปนวงจรทแยกเปนอสระจากวงจรทวไป

วงจรไฟฟาส�ารองส�าหรบลฟตดบเพลงตองมการปองกนอนตรายจากเพลงไหมอยางดพอ

ข อ ๑๖ ในอาคารสงหรออาคารขนาดใหญพเศษตองมระบบสญญาณ เตอนเพลงไหมทกชน ระบบสญญาณเตอนเพลงไหมอยางนอยตองประกอบดวย

(๑) อปกรณสงสญญาณเพอใหหนไฟทสามารถสงเสยงหรอสญญาณใหคนทอยในอาคารไดยนหรอทราบอยางทวถง

(๒) อปกรณแจงเหตทมทงระบบแจงเหตอตโนมตและระบบแจงเหตทใชมอเพอใหอปกรณตาม (๑) ท�างาน




Each building must be surrounded by conductor cable and each ground conductor must be connected from the conductor cable at a maximum distance of 30 meters, measuring along building outer edge. However, there must be at least two ground conductors at every building.

Steel reinforcement bar or structural steel may be used as ground conductor but charge transfer system from structure to ground electrode must be installed correctly according to engineering methods.

Lightning arrester system shall follow the safety standard of the National Energy Administration.

Clause 14: High-rise building or extra large building must be provided with secondary power system for emergency circumstances which works separately from other systems and works automatically when regular power supply stops working.

Secondary power system for emergency circumstances according to paragraph one must be able to supply enough power with the following criteria:

(1) supply power at least two hours for emergency signs, corridors, halls, stairs, and fire alarm system; and

(2) supply power during usage of fire lifts, fire pumps, emergency rooms, communication systems for public safety, and industrial manufacturing which cause harm to life and health during electrical failure.

Clause 15: Electric current used for fire lifts must be a circuit connected with building main switchboard separately from general circuits.

Circuit of secondary power supply for fire lifts must be properly protected from fire hazard.

Clause 16: High-rise building or special large scale building must have fire alarm system at every floor which consists of:

(1) fire alarm notification signaling devices producing sound or signal which can be heard or known by all persons in the building.

(2) Fire alarm devices which are operated automatically and manually to activate devices in (1).

(๔) แผนผงวงจรและการตดตงหมอแปลงไฟฟา แผงควบคมหรอ แผงจายไฟฟาและระบบจายพลงงานไฟฟาส�ารอง

(๕) แผนผงและรายละเอยดการเดนสายและการตดตงอปกรณทงหมดของระบบปองกนอนตรายจากฟาผา

ขอ ๑๘ อาคารสงหรออาคารขนาดใหญพเศษตองมระบบปองกนเพลงไหมซงประกอบดวย ระบบทอยน ทเกบน�าส�ารอง และหวรบน�าดบเพลงดงตอไปน

(๑) ทอยนตองเปนโลหะผวเรยบทสามารถทนความดนใชงานได ไมน อยกวา ๑.๒ เมกะปาสกาลเมตร โดยทอดงกลาวตองทาดวยสน�ามนสแดงและตดตง ตงแตชนลางสดไปยงชนสงสดของอาคาร ระบบทอยนทงหมดตองตอเขากบทอประธานสงน�าและระบบสงน�าจากแหลงจายน�าของอาคาร และจากหวรบน�าดบเพลงนอกอาคาร

(๒) ทกชนของอาคารตองจดใหมตหวฉดน�าดบเพลงทประกอบดวยหวตอสายฉดน�าดบเพลงพรอมสายฉดน�าดบเพลงขนาดเสนผานศนยกลาง ๒๕ มลลเมตร (๑ นว) และ หวตอสายฉดน�าดบเพลงชนดหวตอสวมเรวขนาดเสนผานศนยกลาง ๖๕ มลลเมตร (๒ ๑/๒ นว) พรอมทงฝาครอบและโซรอยตดไวทกระยะหางกนไมเกน ๖๔.๐๐ เมตร และเมอใชสายฉดน�าดบเพลงยาวไมเกน ๓๐.๐๐ เมตร ตอจากตหวฉดน�าดบเพลงแลวสามารถน�าไปใชดบเพลงในพนททงหมด ในชนนนได




Clause 17: Electrical drawings must consist of:

(1) Electrical circuits of each floor in the same scale as prescribed in Ministerial Regulation according to size of drawings used for construction permit application which displays: (a) details of all wiring and electrical device installation of each sub-circuit of electrical and power system;

(b) details of all wiring and electrical device installation of fire alarm system; and (c) details of all wiring and electrical device installation of emergency power system;

(2) Electrical circuits displaying details of groundings and other main feeders including details of protection system of such main feeder and electrical devices of every system.

(3) Specification documents displaying details of electrical usage.

(4) Circuit diagrams and installation of electric transformers, control panels or panel boards, and secondary power supply system.

(5) Diagrams and details of wiring and installation of all devices for lightning arrester system.

Clause 18: High-rise building or extra large building have fire protection system which comprises standpipe system, secondary water supply, and fire department connection as follows:

(1) Standpipes must be made of smooth surface metal which is capable of withstanding the working pressure of not less than 1.20 mPa and must be painted with red enamel and installed from the lowest floor to the highest floor of the building. All standpipe system must connect to main distribution pipe, water distribution system of building water supply, and fire department connection located outside the building.

(2) Fire hose cabinet must be provided at every floor at every 64.00 meters distance or less. A fire hose cabinet must consist of fire hose coupling with hose which 25 millimeters or 1 inch diameter or more, and 65 millimeters or 2.50 inches diameter instantaneous fire hose coupling with cap and chain attached. And, when a fire hose with a length of 30.00 meters or less is connected to the fire hose cabinet, it must be able to extinguish fire all over the area in such floor.



(๓) อาคารสงตองมทเกบน�าส�ารองเพอใชเฉพาะในการดบเพลงและ ต องมระบบส งน� า ท มความดนต� าสด ทหวต อสายฉดน� าดบเพลง ทชนส งสดไม น อยกว า ๐.๔๕ เมกะปาสกาลเมตร แตไมเกน ๐.๗ เมกะปาสกาลเมตร ดวยอตราการไหล ๓๐ ลตรตอวนาท โดยใหมประตน�าปดเปดและประตน�ากนน�าไหลกลบอตโนมตดวย

(๔) หวรบน�าดบเพลงทตดตงภายนอกอาคารตองเปนชนดขอตอสวมเรวขนาดเสนผานศนยกลาง ๖๕ มลลเมตร (๒ ๑/๒ นว) ทสามารถรบน�าจากรถดบเพลงทม ขอตอสวมเรวแบบมเขยวขนาดเสนผานศนยกลาง ๖๕ มลลเมตร (๒ ๑/๒ นว) ทหวรบน�าดบเพลงตองมฝาปดเปดทมโซรอยตดไวดวย ระบบทอยนทกชดตองมหวรบน�าดบเพลงนอกอาคารหนงหว ในททพนกงานดบเพลงเขาถงไดโดยสะดวกรวดเรวทสด และใหอยใกลหวทอดบเพลงสาธารณะ มากทสด บรเวณใกลหวรบน�าดบเพลงนอกอาคารตองมขอความเขยนดวยสสะทอนแสงวา “หวรบน�าดบเพลง”

(๕) ปรมาณการสงจายน�าส�ารองตองมปรมาณการจายไมนอยกวา ๓๐ ลตรตอวนาท ส�าหรบทอยนทอแรก และไมนอยกวา ๑๕ ลตรตอวนาท ส�าหรบทอยนแตละทอ ทเพมขนในอาคารหลงเดยวกนแตรวมแลวไมจ�าเปนตองมากกวา ๙๕ ลตรตอวนาท และสามารถ สงจายน�าส�ารองไดเปนเวลาไมนอยกวา ๓๐ นาท

ขอ ๑๙ อาคารสงหรออาคารขนาดใหญพเศษ นอกจากตองมระบบปองกน เพลงไหมตามขอ ๑๘ แลวตองตดตงเครองดบเพลงแบบมอถอตามชนดและขนาดทเหมาะสม ส�าหรบดบเพลงทเกดจากประเภทของวสดทมในแตละชน โดยใหมหนงเครองตอพนทอาคารไมเกน ๑,๐๐๐ ตารางเมตร จากระยะไมเกน ๔๕.๐๐ เมตร แตไมนอยกวาชนละ๑ เครอง

การตดตงเครองดบเพลงตามวรรคหนง ตองตดตงใหสวนบนสดของตวเครองสงจากระดบพนอาคารไมเกน ๑.๕๐ เมตร ในทมองเหน สามารถอานค�าแนะน�าการใชไดและ สามารถเขาใชสอยไดโดยสะดวก

เครองดบเพลงแบบมอถอตองมขนาดบรรจสารเคมไมนอยกวา ๔ กโลกรม

ขอ ๒๐ อาคารสงหรออาคารขนาดใหญพเศษตองจดใหมระบบดบเพลงอตโนมต เชน SPRINKLE SYSTEM หรอระบบอนทเทยบเทา ทสามารถท�างานไดดวยตวเองทนทเมอม เพลงไหม โดยใหสามารถท�างานครอบคลมพนททงหมดทกชน ในการน ใหแสดงแบบแปลนและ รายการประกอบแบบแปลนของระบบดบเพลงอตโนมตในแตละชนของอาคารไวดวย

ขอ ๒๑ แบบแปลนระบบทอน�าตาง ๆ ในแตละชนของอาคารใหมมาตราสวน เชนเดยวกบทก�าหนดในกฎกระทรวงวาดวยขนาดของแบบแปลนทตองยนประกอบการขออนญาต ในการกอสรางอาคารโดยใหมรายละเอยดดงตอไปน




(3) High-rise building must have secondary water supply dedicating for fire extinguishing purpose and water distribution system which has minimum pressure at fire hose coupling of the highest floor of not less than 0.45 mPa but not more than 0.7 mPa with flow rate of 30 liters per second and shall be installed with control valves and check valves.

(4) Outdoor fire department connection must have 65 millimeters (2 1/2 inches) diameter instantaneous coupling type which can be connected to fire truck equipped with 65 millimeters (2 1/2 inches) diameter instantaneous coupling with interlocking hooks. And, the outdoor fire department connection must be attached with cap and chain. Every standpipe system must have at least one outdoor fire department connection located at the closest distance to the public hydrant where firefighter can access promptly and conveniently. And, there must be a signage written “Fire department connection”, painted with illuminating color, installed near the outdoor fire department connection. (5) Flow rate of secondary water supply must not less than 30 liters per second for the first standpipe and not less than 15 liters per second for each additional standpipe in the same building. The total flow rate is not required to be more than 95 liters per second and is adequate to supply water not less than 30 minutes.

Clause 19: Despite of fire protection system under Clause 18, high-rise building or special large scale building must be equipped with handheld fire extinguishers which are of appropriate type and size to extinguish fire which occurs from type of material used in each floor. On every floor, at least one fire extinguisher must be provided, located at every 1,000 square meters or less and at a maximum distance of 45.00 meters.

To install fire extinguishers according to paragraph one, the maximum height of the top must not exceed 1.50 meters and located at where it is clearly visible, easy to read instruction, and can be used conveniently.

Handheld fire extinguisher must contain at least 4 kilograms of chemical.

Clause 20: High-rise buildings or extra large building must be equipped with automatic fire extinguishing system, such as sprinkler system or other equivalent system that works automatically when there is a fire and shall cover all of the area. In this regard, specification details of each floor automatic fire extinguishing system shall be displayed.

Clause 21: Sanitary drawings of each floor must be same scale as prescribed in Ministerial Regulation according to size of drawings used for construction permit application with following details:

(๒) ระบบทอน�าดบเพลงทแสดงแผนผงการเดนทอเปนระบบจาก แหลงจายน�าหรอหวรบน�าดบเพลงไปสหวตอสายฉดน�าดบเพลงและทเกบน�าส�ารอง

(๓) ระบบทอระบายน�าทแสดงแผนผงการเดนทอระบายน�าฝน การเดนทอน�าเสยจากสขภณฑและทอน�าเสยอน ๆ จนถงระบบบ�าบดน�าเสย รวมทงการเดนทอระบายอากาศของระบบทอน�าเสย

(๔) ระบบการเกบและจายน�าจากทเกบน�าส�ารอง

ขอ ๒๒ อาคารสงตองมบนไดหนไฟจากชนสงสดหรอดาดฟาสพนดนอยางนอย ๒ บนได ตงอยในททบคคลไมวาจะอย ณ จดใดของอาคารสามารถมาถงบนไดหนไฟไดสะดวก แตละบนไดหนไฟตองอยหางกนไมเกน ๖๐.๐๐ เมตร เมอวดตามแนวทางเดน

ขอ ๒๓ บนไดหนไฟตองท�าจากวสดทนไฟและไมผกรอน เชน คอนกรตเสรมเหลกเปนตน มความกวางไมนอยกวา ๙๐ เซนตเมตร ลกนอนกวางไมนอยกวา ๒๒ เซนตเมตร และ ลกตงสงไมเกน ๒๐ เซนตเมตร มชานพกกวางไมนอยกวา ๙๐ เซนตเมตร และมราวบนไดอยางนอย หนงดานหามสรางบนไดหนไฟเปนแบบบนไดเวยน

ขอ ๒๔ บนไดหนไฟและชานพกสวนทอย ภายนอกอาคารตองมผนงดานท บนไดพาดผานเปนผนงกนไฟ

ขอ ๒๕ บนไดหนไฟทอยภายในอาคาร ตองมอากาศถายเทจากนอกอาคารได แตละชนตองมชองระบายอากาศทมพนทรวมกนไมนอยกวา ๑.๔ ตารางเมตร เปดสภายนอกอาคารได ห รอมระบบอดลมภายในช องบนไดหนไฟท มความดนลมขณะใช งานไม น อยกว า ๓.๘๖ ปาสกาลเมตร ทท�างานไดโดยอตโนมตเมอเกดเพลงไหม และบนไดหนไฟทลงสพนของอาคารนนตองอยในต�าแหนงทสามารถออกสภายนอกไดโดยสะดวก

(1) water supply system which displays system of piping diagram from water supply to all fixtures and sanitary wares;

(2) fire protection piping system which displays system of piping diagram from water supply or fire department connection to fire hose couplings and secondary water supply;

(3) drainage system which displays diagram from storm sewers, sewer piping connecting from sanitary wares, and other sewers to sewage water treatment system, includes sewer ventilation piping; and

(4) water storage system and water distribution system from secondary water supply.

Clause 22: High-rise building must have at least two sets of fire escape stairs from the highest floor or rooftop to the ground located where people can access conveniently from any parts of the building. Maximum distance between each fire escape stairs along a passageway must not be more than 60.00 meters.

Fire escape stairs system according to paragraph one must display calculation procedure which proves that evacuation process can be completed within an hour.

Clause 23: fire escape stairs must be non corrosive and made from fire-resistant materials, such as reinforced concrete. The fire escape stairs and landing must have a minimum width of 90 centimeters with minimum tread width of 22 centimeters and maximum riser height of 20 centimeters and handrail at least on one side. Spiral staircase cannot be used as fire escape stairs.

Clause 24: Outdoor fire escape stairs and landing must run along a refractory wall.

Clause 25: There must be ventilation from outdoor into indoor fire escape stairs. Each floor of the fire escape stairs must have vents which can be opened to outside and total area of all vents must not less than 1.4 square meters or compressed air system maintaining a pressure of not less than 3.86 Pa when in used which works automatically when a fire occurs. And, the location of the fire escape stairs must be convenient to reach the ground outside.




ขอ ๒๖ บนไดหนไฟทอย ภายในอาคารตองมผนงกนไฟโดยรอบ ยกเวน ชองระบายอากาศ และตองมแสงสวางจากระบบไฟฟาฉกเฉนใหมองเหนชองทางไดขณะเพลงไหม และมป ายบอกชนและป ายบอกทางหนไฟทด านในและด านนอกของประตหนไฟทกชน ดวยตวอกษรทสามารถมองเหนไดชดเจน โดยตวอกษรตองมขนาดไมเลกกวา ๑๐ เซนตเมตร

ขอ ๒๗ ประตหนไฟตองท�าดวยวสดทนไฟ เปนบานเปดชนดผลกออกสภายนอกพรอมตดตงอปกรณชนดทบงคบใหบานประตปดไดเอง มความกวางสทธไมนอยกวา ๙๐ เซนตเมตร สงไมนอยกวา ๑.๙๐ เมตร และตองสามารถเปดออกไดโดยสะดวกตลอดเวลา ประตหรอทางออก สบนไดหนไฟตองไมมชนหรอธรณประตหรอขอบกน

ขอ ๒๘ อาคารสงตองจดใหมชองทางเฉพาะส�าหรบบคคลภายนอกเขาไปบรรเทาสาธารณภยทเกดในอาคารไดทกชน ชองทางเฉพาะนจะเปนลฟตดบเพลงหรอชองบนไดหนไฟกได และทกชนตองจดใหมหองวางทมพนทไมนอยกวา ๖.๐๐ ตารางเมตร ตดตอกบชองทางน และเปนบรเวณทปลอดจากเปลวไฟและควนเชนเดยวกบชองบนไดหนไฟและเปนทตงของตหวฉดน�าดบเพลงประจ�าชนของอาคาร

ขอ ๒๙ อาคารสงตองมดาดฟาและมพนทบนดาดฟาขนาดกวาง ยาว ดานละไมนอยกวา ๑๐.๐๐ เมตร เปนทโลงและวางเพอใชเปนทางหนไฟทางอากาศได และตองจดใหมทางหนไฟบนชนดาดฟาทจะน�าไปสบนไดหนไฟไดสะดวกทกบนได รวมทงจดใหมอปกรณเครองชวยในการหนไฟจากอาคารลงสพนดนไดโดยปลอดภยดวย

หมวด ๓ระบบบ�าบดน�าเสยและการระบายน�าทง

ขอ ๓๐ การออกแบบและการค�านวณรายการระบบบ�าบดน�าเสยและการระบายน�าทงของอาคารสงหรออาคารขนาดใหญพเศษตองด�าเนนการโดยผไดรบใบอนญาตเปนผประกอบวชาชพวศวกรรมควบคมตงแตประเภทสามญวศวกรขนไปตามกฎหมายวาดวยวชาชพวศวกรรม

ขอ ๓๑ การระบายน�าฝนออกจากอาคารสงหรออาคารขนาดใหญพเศษจะระบายลงสแหลงรองรบน�าทงโดยตรงกได แตตองไมกอใหเกดภยนตรายตอสขภาพ ชวต รางกาย หรอทรพยสน หรอกระทบกระเทอนตอการรกษาคณภาพสงแวดลอม

ขอ ๓๒ ระบบบ�าบดน�าเสยจะแยกเปนระบบอสระเฉพาะอาคารหรอเปนระบบรวมของสวนกลางกได แตตองไมกอใหเกดเสยง กลน ฟอง กาก หรอสงอนใดทเกดจากการบ�าบดนนจนถงขนาดทอาจเกดภยนตรายตอสขภาพ ชวต รางกาย หรอทรพยสน กระทบกระเทอนตอการรกษาคณภาพสงแวดลอม หรอความเดอดรอนร�าคาญแกประชาชนผอยอาศยใกลเคยง




Clause 26: Indoor fire escape stairs must be enclosed with refractory walls, except where vents are located. Light from emergency lighting for escape route, floor number and fire exit signs with visibly seen letters not smaller than 10 centimeters in height at both sides of fire doors of every floor must be provided.

Clause 27: Fire door must made of fire-resistance material with a minimum clear width of 90 centimeters and minimum height of 1.90 meter. It must swing outward, be installed with an automatic door closer, can be easily opened at all times, and does not have threshold or sill.

Clause 28: High-rise building must provide a particular path at every floor for rescue operations from outside. This particular path can either be a fire lift or an fire escape stairs. And every floor must provide an empty room connecting to this path with an area of 6.00 square meters or more. This room must be free from flame and smoke, much like the fire escape stairs, and is the location of a fire hose cabinet.

Clause 29: High-rise building must have rooftop which is an empty space with a minimum width and length of 10.00 meters which can be used as fire escape by air and must provide fire exits at the rooftop for ease of escape leading to every fire escape stairs and fire escape equipment which support traveling from the building to the ground safely.


Chapter 3Sewage water treatment system and grey water drainage

Clause 30: Design and calculation of sewage water treatment system and grey water drainage in high-rise building or special large scale building must be carried out by chartered engineer or higher level with license for professional practice according to laws on engineering profession.

Clause 31: Storm drainage of high-rise building or extra large building could be drain to receiving water area directly but shall not cause harm to health, life, body, or property, or affect environmental protection.

Clause 32: Sewage water treatment system could be an individual system particularly for single building or sharing system for multiple buildings but must not cause noise, odor, scum, sludge, or any other things which occur from such treatment that may cause harm to health, life, body, or property, affect environmental protection, or cause nuisance to people living in the area.



ขอ ๓๓ น�าเสยตองผานระบบบ�าบดน�าเสยจนเปนน�าทงกอนระบายสแหลงรองรบน�าทง โดยคณภาพน�าทงใหเปนไปตามประกาศส�านกงานคณะกรรมการสงแวดลอมแหงชาต เรองก�าหนดมาตรฐานคณภาพน�าทงจากอาคาร

ขอ ๓๔ ทางระบายน�าทงตองมลกษณะทสามารถตรวจสอบและท�าความสะอาดไดโดยสะดวก ในกรณททางระบายน�าเปนแบบทอปดตองมบอส�าหรบตรวจการระบายน�าทกระยะ ไมเกน ๘.๐๐ เมตร และทกมมเลยวดวย

ขอ ๓๕ ในกรณทแหลงรองรบน�าทงมขนาดไมเพยงพอจะรองรบน�าทง ทระบายจากอาคารในชวโมงการใชน�าสงสด ใหมทพกน�าทงเพอรองรบปรมาณน�าทงทเกนกวา แหลงรองรบน�าทงจะรบไดกอนทจะระบายสแหลงรองรบน�าทง

หมวด ๔ระบบประปา

ขอ ๓๖ อาคารสงหรออาคารขนาดใหญพเศษตองมทเกบน�าใชส�ารองทสามารถจายน�าในชวโมงการใชน�าสงสดไดไมนอยกวา ๒ ชวโมง และตองมระบบทอจายน�าประปา ทมแรงดนน�าในทอจายน�าและปรมาณน�าประปาดงตอไปน

(๑) แรงดนน�าในระบบทอจายน�าทจดน�าเขาเครองสขภณฑตองมแรงดนในชวโมงการใชน�าสงสดไมนอยกวา ๐.๑ เมกะปาสกาลเมตร

(๒) ปรมาณการใชน�าส�าหรบจายใหแกผ ใชน�าทงอาคารส�าหรบ ประเภทเครองสขภณฑแตละชนดใหเปนไปตามหลกเกณฑดงตอไปน




Clause 33: sewage water must go through sewage water treatment system and transform into effluent before discharging to receiving water area. And, effluent quality shall comply with notification of the Office of National Environmental Board regarding Building Effluents Standards.

Clause 34: Disposable water outlets must be easy to inspect and clean. In case of covered drainage, there must be a manhole for draining inspection every 8.00 meters and on every corner.

Clause 35: In case the size of receiving water area is not enough to support effluent during water usage peak hour, clarifier to support extra effluent before dispose to receiving water area shall be provided.

Chapter 4Clean Water system

Clause 36: High-rise building or special large scale building must have secondary water supply which can supply water not less than 2 hours during peak hours and water piping system with water pressure in the water pipe and water quantity as follows:

(1) Pressure in water piping system from sanitary ware inlet must have a pressure during peak hours not less than 0.1 mPa.

(2) Quantity of water supplying to people in the building for each type of sanitary ware shall comply with the following criteria.

หมวด ๕ระบบก�าจดขยะมลฝอย

ขอ ๓๘ ในอาคารสงหรออาคารขนาดใหญพเศษตองมการจดเกบขยะมลฝอย โดยวธขนล�าเลยงหรอทงลงปลองทงมลฝอย

ขอ ๓๙ การคดปรมาณมลฝอยทเกดขนในอาคาร ใหคดจากอตราการใช ดงตอไปน

(๑) การใชเพอการอยอาศย ปรมาณมลฝอยไมนอยกวา ๒.๔๐ ลตร ตอคนตอวน

(๒) การใชเพอการพาณชยกรรมหรอการอน ปรมาณมลฝอยไมนอยกวา ๐.๔ ลตร ตอพนทหนงตารางเมตรตอวน

ขอ ๔๐ อาคารสงหรออาคารขนาดใหญพเศษตองจดใหมทพกรวมมลฝอย ทมลกษณะดงตอไปน

(๑) ตองมขนาดความจไมนอยกวา ๓ เทาของปรมาณมลฝอย ทเกดขนในแตละวนตามขอ ๓๙

(๒) ผนงตองท�าดวยวสดถาวรและทนไฟ

(๓) พนผวภายในตองเรยบและกนน�าซม

(๔) ตองมการปองกนกลนและน�าฝน

(๕) ตองมการระบายน�าเสยจากมลฝอยเขาสระบบบ�าบดน�าเสย

(๖) ตองมการระบายอากาศและปองกนน�าเขา

ทพกรวมมลฝอยตองมระยะหางจากสถานทประกอบอาหารและ สถานทเกบอาหารไมนอยกวา ๔.๐๐ เมตร แตถาทพกรวมมลฝอยมขนาดความจเกน ๓ ลกบาศกเมตร ตองมระยะหางจากสถานทดงกลาวไมนอยกวา ๑๐.๐๐ เมตร และสามารถขนยายมลฝอยไดโดยสะดวก




Clause 37: Water distribution piping system must be provided with a prevention method to avoid contamination in distribution pipes.

In case there are separate systems of drinking water and use water, the type of water pipes must be separated. Both systems must not be connected to each other.

Chapter 5Solid waste disposal system.

Clause 38: Solid waste collecting of high-rise building and extra large building must be done by transfer or disposing at chute.

Clause 39: Quantity of solid waste produced in a building shall be calculated from following rate:

(1) For residential purpose, quantity of solid waste is at least 2.40 liters per person per day.

(2) For commercial or other purposes, quantity of solid waste is at least 0.4 liter per square meter per day.

Clause 40: High-rise building or special large scale building must provide solid waste collection area as follows:

(1) Volume of the collection area must not less than triple of solid waste quantity occurs in every day according to Clause 39.

(2) Walls must be made of permanent fire-resistant materials.

(3) Interior surface must be smooth and waterproof.

(4) Odor and rain protection must be provided.

(5) Sewage water from solid waste shall be disposed to sewage water treatment system.

(6) Air ventilation and waterproof method must be provided.

Distance between solid waste collection area and Food preparation and storage area must be at least 4.00 meters. If volume of the solid waste collection area is more than 3 cubic meters, it shall be located where it is away from such area at least 10.00 meters and solid waste can be transferred conveniently.



ขอ ๔๑ ทพกมลฝอยของอาคารสงหรออาคารขนาดใหญพเศษ ตองมลกษณะ ดงตอไปน

(๑) ฝา ผนง และประตตองแขงแรงทนทาน ประตตองปดไดสนท เพอปองกนกลน

(๑) ต องท�าด วยวสดทนไฟ มขนาดความกว างแต ละด านหรอ เสนผานศนยกลางไมนอยกวา ๖๐ เซนตเมตร ผวภายในเรยบ ท�าความสะอาดไดงายและไมมสวนใดทจะท�าใหมลฝอยตดคาง

(๒) ประตหรอชองทงมลฝอยตองท�าดวยวสดทนไฟและปดไดสนทเพอปองกนมใหมลฝอยปลวยอนกลบและตดคางได

(๓) ตองมการระบายอากาศเพอปองกนกลน

(๔) ปลายลางของปลองทงมลฝอยตองมประตปดสนทเพอปองกนกลน

หมวด ๖ระบบลฟต

ขอ ๔๓ ลฟตโดยสารและลฟตดบเพลงแตละชดทใชกบอาคารสงใหม ขนาดมวลบรรทกไมนอยกวา ๖๓๐ กโลกรม

ขอ ๔๔ อาคารสงตองมลฟตดบเพลงอยางนอยหนงชด ซงมรายละเอยด อยางนอยดงตอไปน

(๑) ลฟตดบเพลงตองจอดไดทกชนของอาคาร และตองมระบบ ควบคมพเศษส�าหรบพนกงานดบเพลงใชขณะเกดเพลงไหมโดยเฉพาะ

(๒) บรเวณหองโถงหนาลฟตดบเพลงทกชนตองตดตงตสายฉดน�า ดบเพลงหรอหวตอสายฉดน�าดบเพลงและอปกรณดบเพลงอน ๆ

(๓) หองโถงหนาลฟตดบเพลงทกชนตองมผนงหรอประตทท�าดวย วตถทนไฟปดกนมใหเปลวไฟหรอควนเขาได มหนาตางเปดออกสภายนอกอาคารไดโดยตรง หรอ มระบบอดลมภายในห องโถงหน าลฟต ดบเพลง ท มความดนลมขณะใช งานไม น อยกว า ๓.๘๖ ปาสกาลเมตร ทท�างานไดโดยอตโนมตเมอเกดเพลงไหม




Clause 41: Solid waste storage of high-rise building or extra large building must be as follows:

(1) Partitions, walls, and doors must be durable and closed tightly for odor protection.

(2) Size is appropriate with place and convenient to clean.

Clause 42: Characteristic of refuse chute of a high-rise building or special large scale building must be as follows:

(1) The chute must be made of fire-resistant material and with a width of each side or diameter of at least 60 centimeters and smooth finish interior, easy clean and no protrusion that cause solid waste to remain in the chute.

(2) Intake door or chute riser must be made of fire-resistant materials and can be closed completely to avoid solid waste blown back and remained in the chute.

(3) Ventilation must be provided to prevent the odor.

(4) Discharge door which is closed completely to prevent the odor must be installed at the bottom end of the chute.

Chapter 6Lift system

Clause 43: Each set of passenger lift and fire lift used in high-rise building must have a minimum capacity of 630 kilograms

Clause 44: High-rise building must have at least a set of fire lift with following details:

(1) Fire lift must stop at every floor of the building and have special control system which is particularly used by firefighters during fire incidents. (2) Hall area of fire lift must be equipped with fire hose cabinet or fire hose coupling and other firefighting equipment.

(3) Hall at the front of fire lift of every floor must have fire-resistant wall or door to block flame or smoke from getting inside, and window opened directly to outside or compressed air system inside the hall maintaining a pressure of not less than 50 Pa when occupied and works automatically when there is a fire.



(๔) ระยะเวลาในการเคลอนทอยางตอเนองของลฟตดบเพลงระหวาง ชนลางสดกบชนบนสดของอาคารตองไมเกนหนงนาท

ทงน ในเวลาปกตลฟตดบเพลงสามารถใชเปนลฟตโดยสารได

(ขอ ๔๔ “(๓)” แกไขเพมเตมโดยกฎกระทรวง ฉบบท ๕๐ (พ.ศ. ๒๕๔๐)ฯ)

ขอ ๔๕ ในปลองลฟตหามตดตงทอสายไฟฟา ทอสงน�า ทอระบายน�า และ อปกรณตาง ๆ เวนแตเปนสวนประกอบของลฟตหรอจ�าเปนส�าหรบการท�างานและการดแลรกษาลฟต

ขอ ๔๖ ลฟตตองมระบบและอปกรณการท�างานทใหความปลอดภยดานสวสดภาพและสขภาพของผโดยสารดงตอไปน

(๑) ตองมระบบการท�างานทจะใหลฟตเลอนมาหยดตรงทจอด ชนระดบดนและประตลฟตตองเปดโดยอตโนมตเมอไฟฟาดบ

(๒) ตองมสญญาณเตอนและลฟตตองไมเคลอนทเมอบรรทกเกนพกด

(๓) ตองมอปกรณทจะหยดลฟตไดในระยะทก�าหนดโดยอตโนมต เมอตวลฟตมความเรวเกนพกด

(๔) ตองมระบบปองกนประตลฟตหนบผโดยสาร

(๕) ลฟตตองไมเคลอนทเมอประตลฟตปดไมสนท

(๖) ประตลฟตตองไมเปดขณะลฟตเคลอนทหรอหยดไมตรงทจอด

(๗) ตองมระบบการตดตอกบภายนอกหองลฟต และสญญาณแจงเหตขดของ

(๘) ตองมระบบแสงสวางฉกเฉนในหองลฟตและหนาชนทจอด

(๙) ตองมระบบการระบายอากาศในหองลฟตตามทก�าหนดในขอ ๙ (๒)

ข อ ๔๗ ใหมค�าแนะน�าอธบายการใช การขอความชวยเหลอ การให ความชวยเหลอ และขอหามใชดงตอไปน

(๑) การใชลฟตและการขอความชวยเหลอ ใหตดไวในหองลฟต

(๒) การใหความชวยเหลอ ใหตดไวในหองจกรกลและหองผดแลลฟต

(๓) ขอหามใชลฟต ใหตดไวทขางประตลฟตดานนอกทกชน




(4) Continuous moving of the f ire l i ft between the lowest floor and highest floor of the building must not longer than one minute.

However, during normal circumstance, fire lift can be used as passenger lift. (Clause 44 “(3)” amended by Ministerial Regulation No. 50 (B.E.2540))

Clause 45: Conduits, water pipes, drain pipes, and other devices must not be installed in lift shaft, except they are lift components or required for lift operation and maintenance. Clause 46: Following safety system and devices of lift for security and health of the passenger must be provided as follows:

(1) System which makes the lift automatically move and stop at ground floor level with doors opened when power outage occurs;

(2) Alarm signal and move prevention when overloading;

(3) Device which stops the lift automatically in a specified distance when the speed of the lift is over limit;

(4) Door protective and reopening system;

(5) Move prevention when the doors are not completely closed;

(6) Door opening prevention when the lift is moving or does not level with the designated landing;

(7) Communication system with people outside and alarm to notify lift failure; (8) Emergency lighting system in lift car and landing hall; and (9) Ventilation system in lift car as prescribed under Clause 9 (2).

Clause 47: Operation guidelines, help request methods, rescue procedures, and warnings must be provided as follows.

(1) Operation guidelines and help request methods shall be posted in lift car. (2) Rescue procedures shall be posted in machine room and lift controller room. (3) Warnings shall be posted outside next to the lift door.

ขอ ๔๙ การกอสราง ดดแปลงหรอเปลยนการใชอาคารสงหรออาคารขนาดใหญพเศษทไดยนค�าขออนญาตหรอไดรบอนญาตตามกฎหมายวาดวยการควบคมอาคารไวแลว กอนวนทกฎกระทรวงนใชบงคบ ใหไดยกเวนไมตองปฏบตตามกฎกระทรวงน

ขอ ๕๐ อาคารทไดรบยกเวนตามขอ ๔๙ ซงก�าลงกอสรางอยหรอไดกอสรางเสรจเรยบรอยแลว ถาประสงคจะขออนญาตแกไขแบบแปลนในสวนทยงไมไดกอสราง หรอจะขออนญาตดดแปลงหรอเปลยนการใชอาคาร หรอแจงการขอดดแปลงอาคารตอเจาพนกงานทองถนและ ด�าเนนการตามมาตรา ๓๙ ทว แลวแตกรณ ใหผดไปจากทไดรบอนญาต ใหกระท�าไดและ ไดรบยกเวนไมตองปฏบตตามกฎกระทรวงน ทงนภายใตเงอนไขดงตอไปน

(๑) จดใหมระบบระบายอากาศ ระบบไฟฟา และระบบปองกนเพลงไหม ตามหมวด ๒ ขอ ๑๔ ขอ ๑๕ ขอ ๑๖ ขอ ๑๘ ขอ ๑๙ ขอ ๒๐ ขอ ๒๒ ขอ ๒๓ ขอ ๒๔ ขอ ๒๕ ขอ ๒๖ ขอ ๒๗ และ ขอ ๒๙ และระบบลฟตตามหมวด ๖ ขอ ๔๔ (๑) (๒) และ (๔)

(๒) ไมเปนการเพมพนทอาคารรวมกนทกชนเกนรอยละสอง ของพนทอาคารรวมกนทกชนทไดรบอนญาตไวในครงแรก

(๓) ไมเปนการเพมความสงของอาคาร

(๔) ไมเปนการเพมพนทปกคลมดน

(๕) ไมเปนการเปลยนต�าแหนงหรอขอบเขตของอาคารใหผดไป จากทไดรบอนญาตไวในครงแรก

ทงน การออกแบบและค�านวณอาคารตองด�าเนนการโดยผไดรบอนญาตใหเปน ผประกอบวชาชพวศวกรรมควบคมประเภทวฒวศวกรตามกฎหมายวาดวยวชาชพวศวกรรมและ ตองไมเปนผไดรบการแจงเวยนชอตามมาตรา ๔๙ ทว

Clause 48: Lift system operation, installation, and inspection must be carried out by electrical engineer or mechanical engineer who is a chartered engineer or higher level with license for professional practice according to law on engineering profession.

Clause 49: Construction, modification, or change of occupancy of high-rise building or extra large building which is applied for the permit or permit has been issued according to Building Control Law before enforcement of this Ministerial Regulation shall be exempted from complying with this Ministerial Regulation.

Clause 50: For exempted building according to Clause 49 which is under construction or the construction is completed, if there is a request to change the drawings of the part which is not constructed, request to modify or change building occupancy, or notification of building modification request submitted to local authorities and perform under Section 39 Bis, as the case may be, which is differs from specified in the issued permit and is exempted from complying to this Ministerial Regulation. However, it must be performed with following conditions: (1) providing ventilation system, electrical system, and fire protection system according to Chapter 2 Clause 14, 15, 16, 18, 19, 20, 22, 23, 24, 25, 26, 27, and 29 and lift system according to Chapter 6 Clause 44 (1), (2), and (4); (2) not adding total building floor area more than two percent of building total floor area in the issued permit;

(3) not adding building height;

(4) not adding ground covered area; and

(5) not changing location or boundary of building from the issued permit.

However, building design and calculation must perform by a fellow engineer or higher level with license for professional practice according to laws on engineering profession.




ขอ ๕๑ อาคารทไดรบยกเวนตามขอ ๔๙ เฉพาะกรณอาคารทไดรบอนญาต ใหกอสรางแลว แตยงไมไดกอสราง และใบอนญาตยงไมสนอายหรอไดรบการตออายใบอนญาต ถาประสงคจะขออนญาตแกไขแบบแปลนหรอเปลยนการใชอาคารใหผดไปจากทไดรบอนญาต ใหกระท�าไดและไดรบยกเวนไมตองปฏบตตามกฎกระทรวงน ทงน ภายใตเงอนไขดงตอไปน

(๑) จดใหมระบบระบายอากาศ ระบบไฟฟา และระบบปองกนเพลงไหม ตามหมวด ๒ และระบบลฟตตามหมวด ๖

(๒) ไม เป นการเพมพนทอาคารรวมกนทกชนเกนร อยละสอง ของพนทอาคารรวมกนทกชนทไดรบอนญาตไวในครงแรก

(๓) ไมเปนการเพมความสงของอาคาร

(๔) ไมเปนการเพมพนทปกคลมดน

(๕) ไมเปนการเปลยนต�าแหนงหรอขอบเขตของอาคารใหผดไป จากทไดรบอนญาตไวในครงแรก

หมายเหต :- เหตผลในการประกาศใชกฎกระทรวงฉบบน คอ เนองจากในปจจบน ไดมการกอสรางอาคารสงและอาคารขนาดใหญพเศษ เพอใชประโยชนในการอย อาศยหรอ ประกอบกจการประเภทเดยวหรอหลายประเภทรวมกนเพมมากขน โครงสรางและอปกรณอนเปน สวนประกอบของอาคารจะแตกตางกนไปตามประเภทของการใช สมควรควบคมอาคารสงและ อาคารขนาดใหญพเศษ โดยเฉพาะเพอประโยชนแหงความมนคงแขงแรง ความปลอดภย การปองกนอคคภย การสาธารณสข การรกษาคณภาพสงแวดลอม การผงเมอง การสถาปตยกรรม และการอ�านวยความสะดวกแกการจราจร ตลอดจนการวางแผนการพฒนาดานสาธารณปโภค ของรฐ จงจ�าเปนตองออกกฎกระทรวงน

Clause 51: For exempted building according to Clause 49, only the case of building permit is issued but the construction has not started and the permit is still valid or renewed, modification of drawings or change of occupancy which is different from specified in the permit can be done and exempted from complying to this Ministerial Regulation, however, under the following conditions:

(1) providing ventilation system, electrical system, and fire protection system according to Chapter 2 and lift system according to Chapter 6; (2) not adding total building floor area more than two percent of building total floor area in the issued permit;

(3) not adding building height;

(4) not adding ground covered area; and

(5) not changing location or boundary of building from the issued permit.

(“Clause 1, 2, 3, 4, 5, 6, 7, 8, 8 Bis, 8 Ter, 9, 10 (4) (b) (c), 10 Bis, 25, 29, 44 (3), 50 and 51” was repealed by Ministerial Regulation No. 50 (B.E. 2540) and shall be replaced by the new proivsion.)

Reasons for promulgation of the Ministerial Regulation is because presently there are increasing numbers of construction of high-rise buildings and special large scale buildings for residential purpose or for single or multiple operation with varied extra building structure parts and equipment according to occupancy type. It is appropriate to control high-rise buildings and extra large building, especially for benefits of stability, safety, fire protection, public health, environmental protection, urban planning, architecture, and traffic facility, includes public utility development planning of the government. It is, therefore, necessary to issue this Ministerial Regulation.
