A pre—performance meeting was held at Chanute AEB to initate PhaseI of the Installation Restoration Program (IRP) on July 14, 1983. Themeeting included a general orientation to the program, identification ofresponsibilities of the various participants, establishment of programschedule, transfer of information to the project contractor (Engineer-ing—Science), and a tour of the base facilities. The primary discussionitems are summarized in the following sections.

Program Orientation

Mr. Myron Anderson, Project Of ficer, HQ AFESC, chaired the meeting.Mr. Anderson summarized hazardous waste problthns both nationally and atAir Force installations, legislative/regulatory actions impacting AirForce hazardous waste operations, the Installation Restoration Program(IRP), and the responsibilities of the various participants in the IRPprogram for Chanute AFB.

Hazardous waste management is the primary environmental concerntoday both nationally and at Air Force installations. The Department ofDefense (DOD) has issued Defense Environmental Quality Program PolicyMemoranda (DEQPPM) 80—6 and 81—5 requiring identification and evaluationof hazardous waste disposal sites on DOD agency installations and sub-sequent implementation of remedial measures for any problems which maypose a public health threat. This is a four—phase program referred toas the Installation Restoration Program (IRP). The four phases areInstallation Assessment (Records Search), Confirmation, Technology BaseDevelopnent, and Operations (Remedial Action). Phases I, tii and IV aremanaged by Air Force engineering while Phase II is managed by medi-cal/health personnel.

Under the IRP Program, the Air Force will identify contaminationproblems resulting from past waste disposal activities on its bases andtake the necessary action for correcting those sites. Only propertycurrently owned by the Air Force is being investigated under the IRP.Thus far all Air Force bases investigated have had some sites which haveproceeded to the Phase II Confirmation stage.

Engineering—Science is the contractor for the Phase I, RecordsSearch, at Chanute AFB. The primary objective of the Records Search isto review past waste disposal practices on base property to determine

the potential for ground—water or surface water contamination. Engi-neering—Science will develop a list of sites on the base where wasteshave been stored, treated, disposed of or spilled. These areas will beevaluated using a decision tree approach to eliminate the sites whichhave little potential for contaminant migration. Those sites which havesome potential will be evaluated further using a Hazardous AssessmentRating Methodology (HARM) which has been developed by the Air Force andoutside contractors (copies of the decision tree and HARM procedures areavailable to attendees from Mr. Anderson).

The Phase I report prepared by Engineering—Science will reflect thecontractor's view and is not an Air Force report. This will providemore public credibility to the report findings and conclusions. How-ever, Mr. Anderson encouraged all attendees from the base to review andprovide comments on the draft Phase I report so that a good cross—section of installation viewpoints are recorded. Mr. Anderson notedthe document will be for public access when finalized. He emphasizedthat the base should be "upfront" with the general public and makesuitable press releases concerning the activities that will take placeduring that on—site visit and the overall IRP program. The base publicaffairs personnel were encouraged to obtain publicity in local news-papers and the base newspaper at the appropriate time and in the mannerthey so choose.

Mr. Anderson discussed the program responsibilities of FESC, ATC,base personnel, AFRCE and the contractor. AFESC provides technicalguidance and overall coordination of the entire Air Force IRP program.The ATC provides funding and coordination of the program at trainingbases. Base personnel will provide support and information to thecontractor for conducting the studies and will review the conclusionsand recommendations. The AFRCE coordinates with EPA and state regula-tory agencies. The contractor will conduct the investigation, keep allparticipants informed of activities, return all records to the base whencompleted, and provide its own supplies.

Base Background

Chanute is the oldest base in the Air Training Command and thethird oldest Air Force base in the United States. Pilot training beganat the Army Air Service flying training facility at Chanute Field onJuly 22, 1917. The Air Service Mechanics School moved from Kelly Fieldto Chanute Field in 1921. Technical training has been Chanute's prin-cipal mission ever since this early beginning.

There are four inactive landfill areas which have been designatedon a drawing of the base. Currently, all solid waste and sewage sludgeare disposed of at in off—site facilities (non—Air Force owned proper-ty). Some hazardous material is stored in engine test buildings. Thereare fuel tanks and fuel handling systems at several locations on base.

Water supply for the base is obtained through a series of wellslocated on base property. The aquifer tapped by the wells is relativelydeep (250 ft.).

Wastewater from the base is treated at two facilities located onthe installation. Effluents from these plants discharge to a smallcreek which traverses a portion of the base. This creek is santpled atseveral locations on a periodic basis. /

An oil/water separator is provided at the current fire trainingarea with the effluent pumped to one of the sewage treatment facilities.

Arrangements for On—Site Visit

Conference/Meeting. Mr. Virlon Suits will arrange for a meetingroom on base which can be utilized by the three ES project team membersduring the site visit. Access to a telephone in or near the meetingroom will also be arranged.

Photocopying. Mr. Suits will arrange to have a photocopyingmachine available for use by project team members during the on—sitevisit.

Helicopter Overflight.. No helicopters are on the installation ornearby. It was agreed that Mr. Suits will make arrangements for a lightplane overflight for Wednesday or Thursday, August 31 or September 1,1983 for all photographing and reconnaissance of disposal sites.

Photographs. There are no restrictions on taking photographs onthe base at outside locations.

Restricted Areas. A civilian vehicle with appropriate visitorpermit can have access to all of the base except the flightline area.tn the flightline, government vehicles are needed and these can bearranged by Mr. Suits. There is a firing range which has somerestrictions and coordination with Mr. Suits will be- required to gainaccess to this area.

News Media. All statements to the news media concerning theproject will be made by Base Public Affairs. ES personnel will make nostatements to the press. The ES project manager will brief the PublicPffairs officer on the project (if requested).

Interviews. Mr. Virlon Suits will prepare a tentative list ofthose persons currently working at the installation that would mostlikely have knowledge of past waste disposal practices. Mr. Suits willreview the interview list with Mr. Thoem prior to the on—site visit andthen set up a schedule for the interviews on Monday afternoon and per-haps Tuesday morning (August 29 and 30).

BEE Files. An ES team member will review the BEE shop folders andmonitoring information on Monday and Tuesday, August 29 and 30, 1983.Capt. Hayes will provide assistance in reviewing this file informationand will also be available to provide other knowledge he has concerningpast waste disposal and environmental activities at the installation.

Fire Training. &tr. Suits will obtain the fire training schedulefor the week of the on—site visit and have it available upon arrival.

Regulatory and Other Government Agencies. ES will contact local,state and federal agencies to obtain any supplementary data relative toChanute AFB.

Information Transferred to ES

k detailed listing of the information furnished to ES during thepre—performance meeting is included in Attachment II.

Additional Information Needed

Attachment III summarizes the information which was not availablefor ES at the Pre—Performance Meeting. Mr. Suits, Mr. Cullins, andCapt. Hayes will assemble this information and either provide it to ESprior to the on—site visit or make certain that it is available uponarrival for the on—site visit.
