    1] The 12th

    National Conference of AISCCON - As already informed the next

    Annual Conference will be held on November 2 and 3 in Trivandrum now known as

    Thiruvanthpuram with Human Rights of Senior Citizens as its basic theme. It is

    being hosted by the Senior Citizens' Service Council, a popular organization of

    Senior Citizens in Kerala having its head Office in Thiruvanthpuram with branchesall over the State. They are all set to make your visit to Kerala and stay in

    Thiruvanhpuram a memorable one. They are expecting around 2000 delegates to

    converge from all parts of India by air, rail and even by road.

    In their own words visit to Kerala is like visit to God's own Country with Arabian

    Sea in the West, the Western Ghats in the East, net worked by forty four rivers

    Kerala enjoys -----uniq,ue emerald back waters, waterfalls, sprawling plantations ----

    and ayurvedic health centres. The Conference will also offer a unique experience in

    learning, interaction, expressing your views on common issues and of course siteseeing.

    2] We are ignored again - The budgets announced this year both by the Centre

    and States have ignored the interests of Senior Citizens. While the Centre did

    accept some of our demands in the 2011 budgets, most of the State Governments

    have been completely indifferent. Through the Protest Day on August 16 we will try

    to make our rulers conscidus of the fact that this indifference towards our issues

    hurts the 10 Crore Senior Citizen Community and is not acceptable ..

    Our Focus this year will be the non-performing State Governments, particularlythose which have not implemented NPOP, MWPSC Act, IGNOAP Scheme etc or

    have done so only partially. Healthcare for Senior Citizens and separate ministry /

    department for them at Centre and States will also be our demands ..

    A Central Joint Action Committee (hitherto based at Hyderabad) has been formed in Mumbai with Sri

    MB Kulkarni and Sri Sailesh Mishra as National Convener and co-ordinator and Sri Anil Kaskhedikar

    as co-ordinator for Maharashtra. Other names of associations, persons and institutions joining us will

    be announced soon.

    The above Committee will shortly communicate further details such as the activities [to be conducted in

    peaceful and dignified manner], background information, slogans, quotations, letters of appeal, details

    of Post Card Campaign, persons to be contacted etc. etc. A website has been created namely

    3] Landmark judgement of AP Human Rights Commission - In most of the Old Age Homes in our

    Country the BPL residents are denied Old Age Pension, right to vote and health care even when these

    facilities are available to the BPL population of the State. The excuse for this tragic situation is that they

    do not possess a proof of identity. It is not unexpected as most of them are either illiterate or

    abandoned by their families. If a resident falls sick he is left to his fate because neither he nor the Old

    Age Home have the resources to provide proper health care. Often the family of the resident is asked

    to take him back, but generally the family does not respond for obvious reasons.

    APSCCON in AP felt that denial of these basic facilities was a breach of Human Rights of the

    residents. Accordingly a petition was filed before the SHRC in 2010 and after two years of hearings and

    arguments, the SHRC passed a judgement on January 9, 2012 asking the State Government to do asfollows,

    1] to arrange visit of an administrative officer periodically to each OAH to identify BPL inmates

    and issue the Ration Card/Health Card/Identity Card to the eligible on the spot.

    2] to cover them under health insurance on the basis of the above.

    3] to ensure payment of Old Age Pension and enrollment as voters using the above cards as

    proof of identity.

    The SHRC has given AP Government 5 months to implement the order. It is possible that other States

    may also accept it as an example and may implement similar arrangement. We therefore, have to

    discuss it with the concerned authorities in other States

    Soft copy of the Appeal and Judgement of SHRC-along with an explanatory note can be forwarded if

    required.

    4]Good news from Guwahati - Assam appears to be the only State which is concerned with the

    problems of Senior Citizens and intends to take action to mitigate them. According to a news item the

    Chief Minister Tarun Gogoi has assured the Senior Citizens of Assam that the State Government would

    offer all the facilities and services to the elderly section of the citizens within the limits of the

    State's financial resources. He said so in reply to a memorandum submitted to him by a delegation.

    The delegation was led by Kamaleswar Bora, president of the Assam Senior Citizens' Association

    (ASCA) included ON Chakravartty, Tabiul Hussain and Prafulla Kumar Mahanto. The delegation also

    mentioned about the urgency of implementation of the Maintenance of Parents and Welfare of SeniorCitizens Act-2007.

    The Chief Minister was also requested to raise the quantum of pension to the elderly persons of below

    poverty line (BPL), and to ensure that no undeserving persons were given the benefits only because ofpolitical manipulation.
