    As we are drafting this note and the newsletter, the Coronavirus epidemic is finally slowing down this week, at least in mainland China. But, much uncertainty is ahead and the outbreak of the virus in Iran, Korea and Italy has alerted researchers of the field that this might mark a new era of global health crisis. If you are aware of, or writing up, good working papers on how the Third-sector and civil society actors are involved in facing the challenge of the coronavirus in the Asia-Pacific region, please send us an email and share with us the research findings.     Online or Offline? Nonprofits’ Choice and Use of Social Media in Hong Kong | 線上還是線下?香港非營

    Abstract: Nonprofits are strategically using social media to disseminate information, engage with community, and mobilize activities. The use of social media has attracted increasing academic discussion in the recent years. By challenging the proposition that online presence is always beneficial to nonprofits, we argue that seeking an online presence is itself a strategic choice; social environment as well as resource dependence would fairly affect nonprofits’ decision either to join the cyber world or just stay offline. Based on analysis of 427 social service nonprofit organizations in Hong Kong, we find that nonprofits that depend on private funding are more likely to use social media, while those depend on government funding are less likely to appear online. We further examine the nonprofits’ activeness and effectiveness of social media using, and find that informational posts generate the most “likes,” while actional posts are more likely to be diffused through “shares.”

    Abstract:

    Chinese culture has embedded a long tradition of charity and multiple strands of charitable thought. The ideas of “humaneness and the concern for the well-being of the common people,” rooted in Confucianism, have served as keystones to promote the spirit of philanthropy and the act of doing good. As culture is dynamic, Chinese philanthropy has been constantly shaped by time and space. Recent studies find patterns of differences and similarities.

    The working paper series covers a review of the existing literature that examines patterns, causes, and consequences of philanthropy in mainland Chinese, Hong Kong Taiwan, Singapore, the United States; a historical overview of early and contemporary histories of Chinese philanthropy; selected case studies of philanthropy in higher education; a macro level analysis of philanthropy in the environmental arena; and an assessment of data availability. These working papers have raised several important analytical issues. First, in the field of philanthropy, practitioners are mostly concerned about action while scholars are concerned about explanation. Second, culture, religion, family, state, economy and other social forces, such as civil-society organizations, are key determining actors in shaping philanthropy. But as philanthropy is a dynamic phenomenon, these causal factors do not function in isolation. Third, the study of global Chinese philanthropy benefits from historical and comparative approaches. China may be unique. However, what makes China unique is not merely culture, but complex interactional processes across time and national borders. Fourth, insufficient research on global Chinese philanthropy is largely due to a severe shortage of data, especially comparative data.

    Environmental Philanthropy and Civic Engagement: a Comparison of Mainland China, Taiwan, Hong

    Abstract: Using the data from the World Value Survey, this paper uses a comparative lens to assess environmental philanthropy by focusing on four predominantly Chinese societies – mainland China, Taiwan, Hong Kong, and Singapore, which contributes to the debate on whether culture can sufficiently explain cross-regional variation in civic engagement, particularly in the domain of environmental philanthropy. We find that residents in mainland China shared similar environmental concerns and beliefs with people from the other regions, but they are least likely to volunteer, donate, and demonstrate for these causes. After accounting for personal characteristics, the sizeable interregional gaps on pro-environmental behaviors remain. These findings are consistent with the argument that structural differences, particularly the developing nature of civil society in mainland China, hinders environmental civic engagement.

    The ESSEC Business School Paris, HEC Li è ge Management School and emlyon business school are jointly organizing the third edition of the Doctoral Seminar in Social Entrepreneurship and Philanthropy (SEPHI) in Liège, Belgium, on the 8 and 9 September 2020. The seminar will gather about 20 doctoral students from different countries working at the intersection between social entrepreneurship and philanthropy.

    This seminar could be of interest for PhD students in the ISTR community. Interested candidates should send a sample research paper or outline of their research in attachment to an email motivating their participation.     Philanthropic Foundations and Social Welfare: A Comparative Study of Germany, Sweden and the

    The existing welfare regime literature identifies differences in welfare state systems. Sarah Förster asks, if we can learn something on the organizational level about the embedding of philanthropic foundations in the field of social welfare in different welfare state systems. This investigation is based on comparative insights from the three country cases of Germany, Sweden and the UK (England). Guided by propositions from theoretical analysis of welfare regime literature, comparative explorative case studies based on interview data and secondary sources give insights into the field and the embedding of philanthropic social welfare foundations in the three different welfare state systems. Each type of foundation has different levels of independence from external constraints and is embedded to different degrees according to the propositions from welfare regime theory.     Building State Capability: Evidence, Analysis, Action | 建設國家能力:證據,分析和行動

    Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability.

    This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts.     Paradox within the Management of Volunteers

    The guest editors of the special issue welcome contributions dealing with different kinds of paradoxes that are challenging and/or stimulating management of volunteers. Papers submitted can be solely conceptual in nature and/or based on empirical insights, but must, in any case, make a significant contribution to the understanding of how paradoxes are at stake within the management of volunteers. Possible topics include, but are not limited to:

    • What characterizes voluntariness as a certain paradoxical form of practice, and how do actors attempt to manage it?

    • How can an organization manage the relation between the need for formal integration and at the same time respect the autonomy of the volunteers?

    • What kinds of dilemmas appear within different “empowerment projects? • How might volunteers’ ideas of what care should be come into tension with the reality of the people who

    become objects for these caring ambitions? • How and why avoiding intimacy becomes an important ambition within certain forms of voluntary care,

The theme recognises the rapidly changing nature of contemporary politics, and invites an explicit focus on the causes, manifestations and consequences of the new political, technological and ideological constellations of our time. The conference will feature two distinguished keynote speakers: Professor Adrian Pabst (University of Kent) and Professor Emeritus Linda Weiss (University of Sydney).

    Submissions relating to political studies generally, and especially addressing the theme, are encouraged and can be made via the Abstract Submission Portal. We welcome innovative proposals for panels, roundtables and of course, submission from individual presenters.

    New Nationalisms in an Open World

    With the beginning of the present millennium, varieties of a new type of nationalism spread through the world and this propagation engenders a paradox as its spectacular rising occurs in a period which is characterized by openness, globalization and interdependence. Historically, nationalism as an ideology has risen as a response to rapid change; the contemporary context of openness, globalization and interdependence therefore shapes the type of nationalisms in the present millennium. Besides, new nationalism rises in both the affluent and destitute societies which in turn shapes the way the new nationalism manifests itself. Hence, what we observe today can be rather referred to as new nationalisms. The rise of the varieties of new nationalism and its implications on international politics requires posing some key questions in order to attain a more sophisticated level of understanding. What is new nationalism, who are the new nationalist leaders and what are the similarities and differences between the new nationalisms and its predecessors? How can we interpret and classify new nationalisms taking populism, authoritarianism and ethnicism into consideration together with new nationalism? Finally, what are the potential ramifications of new nationalism on political mobilization, electoral behavior, political systems as well as on global governance and international relations?
