Wong Tai Sin Section Newsletter Diamond Hill Station A Major Railway Hub for Kowloon East To serve the future interchange station of Kwun Tong Line (KTL) and Shatin to Central Link (SCL), a series of expansion and modification works have been carried out at Diamond Hill Station since mid-April 2013. The station will be transformed into a major new railway hub for Kowloon East. A number of station facilities will be provided at Diamond Hill Station including three new lifts and 12 new escalators, an additional ticket issuing machine, automatic teller machines and shops (please refer to below table for details). The new SCL platform and concourse at Diamond Hill Station will be constructed at the vacant site of the former Tai Hom Village. Passengers will be able to quickly and conveniently interchange to SCL or KTL by walking through the new wide pedestrian walkway. New facilities at the existing station will continually be put into operation from end 2015 while the new facilities at the expanded part of the station will open at the same time as operations of the SCL start in 2018. To facilitate the construction works, a number of temporary work arrangements have been implemented from mid-April 2013, including closure of the unpaid passenger walkway at the southern end of the station concourse, relocation of shops, ATMs, Add Value Machines, reversal of entry/exit gate directions, etc. In addition, the contractors will erect hoardings to separate the work area from pedestrians to ensure the safety of passengers. We will inform passengers of the relevant arrangements through notices and station announcements to minimise the impact on passengers. Construction works of the SCL started in June 2012 with continuing good progress, and all works at Wong Tai Sin Section have been rolled out, bringing some welcome changes to the local community and injecting new energy into Wong Tai Sin District. The first change will be noticeable at Diamond Hill Station, which will be transformed into a “New Railway Hub for the East Kowloon District”. To serve as an important interchange station of SCL, Diamond Hill Station will link Wong Tai Sin District and the whole of Kowloon East into a railway network that connects East and West, and North and South together. Wong Tai Sin residents will enjoy more efficient railway services with shorter travelling time. The SCL will also split passenger flows and help ease the crowd congestion of the KTL. After carefully listening to the community’s views, we have improved the barrier-free facilities at Diamond Hill Station. At the same time, the ancillary facilities of the station are being enhanced by redesigning the station area by breaking through some of the existing technical constraints. Improvement works of Pedestrian Link Facilities in Tsz Wan Shan have entered the peak period. Tunnel works and other ancillary facilities are being constructed at Ma Chai Hang; Wong Tai Sin Public Transport Interchange (PTI) and tunnel works from Diamond Hill to Kai Tak have also been carried out at full swing. Diamond Hill Station A Major Railway Hub for Kowloon East

Rail Tunnels, Ventilation Facilities and Emergency Access ConstructionThe construction of ventilation facilities, emergency access and shafts has started at Ma Chai Hang (MCH) Recreation Ground site in March 2013. To facilitate the construction, the jogging path at MCH Recreation Ground was relocated eastward in June while the fitness equipment and parts of the grass areas will open to the public in September and 4th Quarter of this year respectively.

To ensure road safety, the contractor is building a temporary footbridge to link the existing footbridge and the bus stops by October. Residents will be able to access the bus stops through the temporary footbridge without crossing the temporary site.

Progress Updates of Construction Works

Wong Tai Sin Public Transport InterchangeConstruction of the Wong Tai Sin Public Transport Interchange next to Wong Tai Sin Temple started March 2013 by carrying out site formation and relevant advance works. It is anticipated that the new Public Transport Interchange will help relieve the lack of parking spaces around Wong Tai Sin Temple. The car park at the south of Wong Tai Sin Temple will operate as usual to provide parking spaces for coaches and trucks.

During the works period, the subway from Shatin Pass Road to Fung Tak Road will be temporarily closed. Pedestrians need to use the existing pedestrian crossing facilities on the road to cross Shatin Pass Road and Fung Tak Road.

Pedestrian Link Facilities in Tsz Wan Shan to improve connectivityThe improvement works on pedestrian link facilities in Tsz Wan Shan started late 2012 and include new lifts, footbridges, staircases and covered walkways to integrate with the existing pedestrian link facilities. This will improve connectivity within Tsz Wan Shan District and connect the district with the Diamond Hill Station of the SCL. Relevant works are anticipated to be completed progressively between 2014 and 2016.

During the works period, parts of footpaths, carriageways and public facilities will be temporarily closed in phases in accordance with the works’ progress. To ensure road safety, the MTR Corporation and the contractor will set up barriers to separate footpaths from the works site. Caring ambassadors will also be deployed to assist and notify pedestrians about the arrangements. The Corporation will continue to communicate closely with the local community to ensure the construction works can progress smoothly.

Temporary Traffic Management Scheme (TTMS)To facilitate the SCL construction works in Wong Tai Sin Section, TTMS will be implemented on a number of roads in the district. The MTR Corporation and relevant government departments will be coordinated through the Site Liaison Group (SLG) on any traffic arrangements during works period to ensure that traffic impacts on the community will be minimised. The latest implemented TTMS include:

Tunnel Works from Diamond Hill to Kai TakTo facilitate the tunnel construction from Diamond Hill to Kai Tak, the contractor is carrying out advance works including hoarding erection and ground investigation at the site near Rhythm Garden, and is also constructing a temporary site access at Choi Hung Road. Temporary Traffic Management Scheme (TTMS) will be implemented at a section of footpath and carriageway of Choi Hung Road from the 3rd Quarter of 2013 to the 3rd Quarter of 2014 in phases for advanced works, such as drainage diversion etc.

Community Activities

SCL Project Team actively participates in community activities. To celebrate the Dragon Boat Festival with the locals, the Team, together with representatives of the contractor Paul Y. Construction, visited PLK Mrs. Maria Cheung Social Centre for the Elderly in Diamond Hill. The Team shared joy with more than 40 elders and introduced them the SCL by playing games and singing songs. Each participant received a healthy rice dumpling and fruits at the end of the visit as a token of gratitude.

Shatin to Central Link: Tsz Wan Shan Hoarding Drawing Competition Prize Presentation Ceremony

The successful SCL Tsz Wan Shan Hoarding Drawing Competition ended with enthusiastic participation and support from the schools in Tsz Wan Shan District. More than 500 submissions were received. Judges from the MTR Corporation, Wong Tai Sin District Council and Wong Tai Sin District Office chose the champion, the 1st and 2nd runners up, and three Merit Awards for the Primary and Secondary School Sections respectively, along with 12 outstanding drawings. Tsz Wan Shan Catholic Primary School and The Salvation Army William Booth Secondary School were credited with the Most Participants Award.

The prize presentation ceremony was held at Tsz Wan Shan (South) Community Centre on 12 April 2013. Guests from Wong Tai Sin District Council, Wong Tai Sin District Office, Highways Department and the Corporation presented certificates to all the winners and encouraged them to keep up their good work to build a better society. The winning pieces are displayed on the hoardings of Tsz Wan Shan Central Playground works sites.

Trench CutterWhen constructing an

underground station, a trench cutter is used to excavate soil and rocks in underground stratum to build shaft for the diaphragm walls construction. During excavation, the trench cutter will continuously filter out mud and silts to speed up the installation of diaphragm walls.
