To conform to the requirements of the federal CleanWater Act and the federal Coastal Zone ActReauthorization Amendments of 1990, the State ofCalifornia has developed the Nonpoint Source ProgramStrategy and Implementation Plan (1998–2013) (orPROSIP) which identifies actions to reduce nonpointpollution, and a companion volume, the CaliforniaManagement Measures for Polluted Runoff (CAMMPR)Review Document, which identifies a range ofmanagement measures for agriculture, forestry, urbanareas, marinas and recreational boating, hydro-

The goals and objectives established by the BCWTF(described in Chapter 3) are intended to address theproblems and issues of interest identified by the BCWTFand achieve ecological health. Because of the extent ofurbanization, a wide range of actions will be necessaryto improve the ecological health of the watershed.Potential actions are described below, organized by theheadings of water, land, and planning. Following adiscussion of each action, a list of stakeholders that couldimplement the action is provided. For that list, the term“cities” refers to all cities in the watersheds, although forsome actions, specific cities are identified. For a morecomplete list of stakeholders, refer to Chapter 6(Stakeholder Commitment and Funding).

To improve ecological health of the watershed, progresstowards all of the goals identified by the BCWTF willbe necessary. However, since the charge for the Task Forceincluded selection and prioritization of cost-effective bestmanagement practices for achieving water qualityimprovement/habitat restoration goals, those actionsrelated to improving water quality and habitat areconsidered priority actions for the purposes of this plan.

modification (including modification of stream channels,water impoundments, and streambank erosion), andwetlands, riparian areas and vegetated treatment systems.Additional information on sources of nonpoint pollutionand measures to reduce and/or treat polluted runoff isprovided in the California Nonpoint SourceEncyclopedia, developed by the State Water ResourcesControl Board.

A comprehensive program to reduce stormwater pollutionhas been established by the Stormwater and Urban RunoffNPDES permit (Order No. 01-82, CA50004001)issued to the County of Los Angeles (and the incorporatedcities in the Watershed), which regulates the dischargeof runoff municipal storm sewer systems (MS4s), or thestorm drain. The permit prohibits non-stormwaterdischarges into the storm drain system, limits dischargesto receiving waters that would cause or contribute to aviolation of water quality standards, and requiresimplementation of a Stormwater Quality ManagementProgram (SQMP) that includes the use of BestManagement Practices (BMPs) to reduce discharges ofpollutants, including metals, nutrients, pathogens,sediment and trash, which are identified on the 303(d)list for Ballona Creek and associated water bodies. TheSQMP includes seven programs, which are summarizedbelow.

The Industrial/Commercial Facilities Control Programcovers industrial and commercial facilities, includingrestaurants, automobile service facilities, retail gasolineoutlets, automobile dealerships and other federally-mandated facilities.

The Development Planning Program requiresimplementation of a Standard Urban Runoff MitigationPlan (SUSMP) for commercial developments on sites1 acre or greater in area, automotive repair shops, retailgasoline outlets, restaurants, home subdivisions with 10or more homes, parking lots with 25 or more spaces (orare greater than 5,000 square feet in area), single-familyhillside residences, and locations within, or directlyadjacent, or discharging to, environmentally sensitive

areas. In addition, substantial redevelopments (resultingin the creation of more then 5,000 square feet ofimpervious surface) are also subject to SUSMPrequirements. The Development Planning Program andSUSMP requirements include: minimize impacts ofstormwater on natural drainages and water bodies;maximize pervious surfaces to allow percolation ofstormwater to the ground; minimize the quantity ofstormwater to impervious surfaces and the storm drainsystem, provide appropriate permanent measures toreduce pollutant loads; control post-development peakrunoff to prevent erosion in natural drainages; conservenatural areas; minimize pollutants of concern; protectslopes and channels; provide storm drain stenciling andsignage; minimize pollution from parking lots usingtreatment control BMPs and good housekeepingpractices; proper design of storage areas, loading dockareas, repair bays, vehicle/equipment wash areas, gasolinefueling areas, and parking areas (to minimize conveyanceof pollutants to storm drain systems); proper design andmaintenance of BMPs to reduce vector breeding (e.g.,mosquitoes); require BMPs to meet design standards and/or numerical design criteria; and provide evidence ofBMP maintenance. In September 2002, the County ofLos Angeles prepared a manual for SUSMP preparationentitled Development Planning for StormwaterManagement, which is available on-line (refer to Chapter8 References)

The Development Construction Program requires controlof runoff from construction sites through a combinationof BMPs, inspections, and for projects over 1 acre inarea, preparation of a Stormwater Pollution PreventionProgram (SWPPP), per the Construction ActivitiesStormwater General Permit (Order No. 99-08-DWQ).Depending on the site characteristics, the SWPPP mayinclude measures to minimize disturbed areas, stabilizedisturbed areas, protect slopes and channels, control thesite perimeter, retain sediment on site, practice goodhousekeeping, and contain materials and wastes.

The Illicit Connections and Illicit Discharges EliminationProgram requires the County and the cities to: track and

map all illicit connections and discharges to the stormdrain system; train employees in methods ofidentification, investigation, termination, cleaning ofillicit connections and discharges; screen storm drainsystems for illicit connections; investigate and determinesources, nature and volume of discharge and responsibilityparty for illicit connections; terminate illicit connectionsusing enforcement authority; respond to illicit dischargeswith activities to abate, contain, and clean up withinone business day of discovery; and investigate illicitdischarges and take enforcement action, as appropriateduring or following containment.

The Public Agency Activities Program consists ofmaintenance, inspection, and response to minimizestormwater impacts from public agency activities. Theseinclude management of sewerage systems (includingoverflow and spill prevention), construction activities,vehicle maintenance/material storage facilities/corporation yards, landscape and recreational facilities,parking facilities, storm drains, streets and roads, andemergency procedures.

The Public Information and Participation Program requiresmeasures to increase awareness, change behavior, andinvolve the public in mitigating the impacts ofstormwater pollution.

The Countywide Monitoring Program requires measuresto assess receiving water impacts, identification of sourcesof pollution, evaluation of BMPs, and measure of long-term trends in mass emissions.

The County of Los Angeles Department of Public Workshas established the BMP Task Force to serve as an ongoingforum to facilitate the selection, implementation andfinancing of effective BMPs through: data gathering,analysis, and exchange; stakeholder coordination; andoutreach. The Task Force maintains a website (refer toChapter 8 References) that provides information aboutBMPs and the activities of the Task Force.

The California Stormwater Quality Association hasdeveloped four stormwater Best Management PracticeHandbooks to provide general guidance for selecting andimplementing BMPs to reduce pollutants in runoff from(1) New Development & Redevelopment sites;(2) Construction sites; (3) Industrial & Commercialfacilities; and (4) Municipal operations. The handbooksdescribe planning techniques for stormwater pollutionprevention and provide information on a wide range ofBMPs, aggregated into various categories for eachhandbook, including erosion and sediment control, siteand material management, source control, and treatmentcontrol measures.

For the purposes of this plan, BMPs can be groupedbased on the general technique used, and include: storage(multi-use retention basin, cistern, extended detentionbasins), underground retention/infiltration, andunderground detention), infiltration (porous pavementand dry well), filtration (wetland systems, bioretention,catch basin inserts and media filtration), conveyance(vegetated swale or basin), practices (tree planting, reduceimpervious surfaces, mulching, stormwater-suppliedirrigation, reduce directly connected impervious surfaces,source control, acquisition or relocation, flood proofing,flood warning, and policies or ordinances) and outreach(public education).

As noted in Chapter 1 (Background), the Santa MonicaBay Restoration Commission initiated a Ballona CreekBMP Project Work Group, to implement a methodologyfor selection of BMPs for the Ballona Creek Watershed(currently in progress). Concurrently, a Proposition 13-funded project will develop a plan for installation of asuite of BMPs in an individual subwatershed and monitorthe effectiveness of those BMPs in treating and/orreducing 303(d) list pollutants. More details on BMPsare provided in the following section (Best ManagementPractices).

In addition to implementation of BMPs, various projectshave the potential to reduce the presence of pollutantsin stormwater, including those that increase or restore

open space, reduce impervious surfaces, or treatstormwater. The concept of diverting stormwater in theHyperion Treatment Plant operated by the City of LosAngeles has been the subject of several proposals,although the volume of water that must be treated andthe timing of delivery (as the majority of excess capacityis available during the night) limit the applicability ofthis concept. The project inventory included in thisChapter includes numerous projects that would improvewater quality. In addition to projects, other programsalso have the potential to improve water quality, such asthe Air Quality Management Plan for the South CoastAir Basin, which has the potential to reduce aerialdeposition of certain contaminants.

One of the difficulties in meeting current and futureTMDLs will be treating the enormous volumes ofstormwater associated with major rainfall events. Onepossible strategy would be to implement projects, BMPsand other methods to reduce the volume of stormwater.BMP categories that have the potential to reduce thevolume of stormwater runoff include storage, infiltration,and to a lesser extent, filtration, conveyance, practices,and outreach. In addition, the implementation ofSUSMPs for new development and substantialredevelopment projects also has the potential to reducerunoff volumes. Expansion of SUSMP requirements (e.g.,reducing the size of development subject to therequirements) could further reduce runoff volumes. Itshould be noted for some contaminants, for a given unitof pollutant, the larger the volume of runoff, the lowerthe resultant concentration. Thus reducing the volumeof stormwater runoff could increase the concentration of

certain pollutants, unless pollutant loads are alsoreduced.

With limited exceptions, once a contaminant reaches astorm drain, it is conveyed directed to Ballona Creekand Santa Monica Bay. To reduce the introduction ofcontaminants into the storm drain system, a filtrationdevice could be installed at the entrance to a storm drain(e.g., at the below grade catch basin found on manystorm drains). Depending on the efficiency of thefiltration device (e.g., the size of material retained) andthe frequency of maintenance (as such devices can becomeclogged), the extent of capture can be considerable. Toimplement the Trash TMDL, filtration devices may beinstalled at many catch basins.

Once stormwater has entered the storm drain network,contaminants could be removed during conveyance(before reaching Ballona Creek) by the installation of an“in-line” treatment device or mechanisms. These couldinclude filtration devices, storage or detention facilities,constructed wetlands, or other methods. Given the sizeof the watershed, opportunities for in-line treatment maybe extensive; however, the accessibility of the storm drainand the availability of space to accommodate thetreatment device may limit applicability.

It may not be possible to achieve applicable water qualitystandards with source reduction, filtration at the entranceto storm drains and in-line treatment systems. Prior todischarge into Ballona Creek, end-of-pipe treatmentsystems or devices could be installed to reduce the loadof pollutants that enter the Creek and Santa MonicaBay. These systems could be in the form of naturalsystems (e.g., constructed wetlands), filtration devices(such as continuous deflection separators), or watertreatment and recycling plants (such as the City of SantaMonica’s Urban Runoff Recycling Facility or SMURRF).

The Community-Based Monitoring Program includedin Chapter 5 includes water-quality monitoringelements, which would track progress towards meetingapplicable water quality standards.

Currently, there is no comprehensive map of the BallonaCreek drainage network, which makes it difficult to linkspecific outfalls on Ballona Creek (e.g., where pollutantconcentrations may be elevated) to the precise upstreamarea connected to that drain. Implementation ofmeasures to reduce pollutants could be more effectively

targeted if the source area for those pollutants could bereadily identified. The results of this effort should beincorporated into this Plan.

Currently, one single NPDES permit covers most of themunicipal separate storm sewers in Los Angeles County.Future permits could be developed on the basis ofindividual watersheds (e.g., Ballona Creek), which mayfacilitate coordination between relevant jurisdictions andfocus efforts on programs and practices that are relevantto individual watersheds.

As a result of the completion of the Marina del Rey andBallona Creek Feasibility Study and the identificationof local sponsors, the Army Corps of Engineers is workingto refine the scope of work for the Restoration Study,which will evaluate options to reduce sedimentation atthe Creek entrance and restore the lower portions ofBallona Creek.

Similar to stormwater, dry weather flows contain a varietyof contaminants that degrade water quality. VariousBMPs and projects could be implemented to reduce thepresence of surface contaminants that may be washedinto the storm drain system. Applicable BMP types thatmay reduce the presence of contaminants in dry weatherflow include storage, infiltration, filtration, conveyance,practices, and outreach

Historically, dry weather flows in Ballona Creek wereminimal. Over time, irrigation of landscaping and otheruses of imported water have significantly increased dryweather flows. One potential strategy to meetingapplicable water quality standards would be to reducethe volume dry weather flows, through a combinationof BMPs, including storage, infiltration, filtration,conveyance, practices and outreach. As noted above forstormwater, unless pollutant loads are reduced, decreasingthe volume of dry-weather runoff could result in anincreased concentration of some pollutants. In addition,some freshwater input into the Ballona Creek estuarymay necessary to provide suitable conditions for aquatichabitat.

As noted in Chapter 2, a TMDL for trash in BallonaCreek has already been established (along with a wet-weather pathogen TMDL for Santa Monica Bay and abacteria TMDL for Mother’s Beach in Marina del Rey);however, the majority of TMDLs for the Watershed haveyet to be established. To establish TMDLs, develop wasteallocations, and suggest effective implementationstrategies, additional research on pollutantconcentrations, sources, geographic distributions, andBMP effectiveness is needed. The City of Los Angeleshas proposed to take the lead on a stakeholder-sponsoreddevelopment of future TMDLs. Once the TMDL isestablished, NPDES permit holders will be required todevelopment implementation plans and conduct waterquality monitoring. The trash TMDL provides for a 10-year implementation schedule (with a possible two yearextension), although a 20-year implementation schedulemay be suggested for other TMDLs.

As discussed above, implementation of SUSMPs couldreduce the volume of runoff from individual sites, andcumulatively reduce stormwater discharge in BallonaCreek.

As discussed above, SUSMPs are currently applicable tocommercial developments on sites of 1 acre or greater,automotive repair shops, retail gasoline outlets,restaurants, home subdivisions with 10 or more homes,parking lots with 25 or more spaces (or greater than5,000 square feet), single-family hillside residences, andlocations within or directly adjacent or discharging toenvironmentally sensitive areas. If these thresholds werereduced (e.g., fewer square feet, housing units orimpervious area), additional parcels would be covered,and runoff volumes could be further reduced. Inaddition, it is not clear whether federal and state facilitiesand school districts are covered by current requirements.

As discussed above, various BMPs have the potential toreduce stormwater runoff volumes, or to delay peakrunoff, and may employ nonstructural methods. Inaddition, SUSMPs may also reduce runoff vianonstructural methods.

Over time, as BMPs and SUSMPs are implemented, asin-line or end-of-pipe water quality treatment systemsare installed, as streams are daylighted, and riparianvegetation is planted along Ballona Creek and tributaries,nonstructural flood protection methods may becomemore prevalent. To assist in fostering such practices, astudy of nonstructural flood protection opportunitiescould identify candidate sites, provide examples ofrelevant projects in other watersheds, and provide anassessment of the feasibility of implementing suchmethods in the Watershed.

Implementation of BMPs and project that reducestormwater runoff and implementation of SUSMPs havethe potential to reduce the volume and velocity ofstormwater runoff. Expanding SUSMPs requirementscould result in further reductions. A feasibility study toidentify nonstructural flood control measures couldincrease interest in such methods and encourage agenciesand cities to incorporate such measures into futureprojects.

The City of Los Angeles and Los Angeles County (alongwith Culver City) have jurisdiction over most of thefrontage along Ballona Creek and should consider GeneralPlan revisions where appropriate to encourage mixed-use development that take advantage of proximity tothe creek.

Potential BMPs that may be applicable in the Watershedare summarized on the following pages, based oninformation from the California Nonpoint SourcePollution Control Program and the Los Angeles CountyBest Management Practices Task Force.

As noted above, the Santa Monica Bay RestorationCommission initiated a Ballona Creek BMP Project WorkGroup, to implement a methodology for selection ofBMPs the Ballona Creek Watershed (currently in-progress). Concurrently, a Proposition 13-funded project

will develop a plan for installation of a suite of BMPs inan individual subwatershed and monitor the effectivenessof those BMPs in treating and/or reducing 303(d) listpollutants. At such time as the BMP selectionmethodology is completed, the recommendations fromthat study regarding which BMPs are most applicablein the Watershed should be incorporated into thisWatershed Plan.

In May 2003, a Stakeholder Questionnaire wasdistributed to the BCWTF to seek input on existingand pending physical projects, volunteer monitoring,and community education and outreach efforts in theWatershed. The resulting Ballona Creek WatershedProject Inventory (Table 4-1) is organized into severalcategories, including Lower Ballona Creek, WaterQuality, Habitat & Native Vegetation Restoration,Transportation & Trails, Site Retrofit, Urban StreamRestoration, and Generic Projects. For these categories,the list was also separated into those that were had beencompleted or were pending (in general, those for whicha scope and budget had been identified), and potentialprojects (which generally projects for which a scope andbudget had not been identified, or for which no fundsource had been identified.). A general description ofproject types is provided below.

For the purposes of this Plan, the Lower Ballona Creekarea includes that portion of the creek that flows in anopen channel (generally between Venice Boulevard andthe coast), those areas in proximity to the open creekchannel, and the areas along the coast, including DelRey Lagoon, Ballona Lagoon, the Venice Canals, andMarina del Rey.

Within this area, a variety of project types could beimplemented, including water quality, habitat

restoration, trails and transportation, site retrofit, urbanstream restoration, or strategic site projects (eachdescribed below) could be implemented. Projects in theLower Ballona Creek area have been grouped togetherbecause of their proximity to the creek, or other associatedwater bodies, and their potential for high visibility.

�� �����0����1

Water quality projects have the potential reduce topollutants of concern, including nutrients, metals,organics, and trash, in stormwater, or dry season, runoff.These projects could be located on or within a streamchannel, tributary, or catch basin, along the edge ofimpervious surfaces, such as parking lots, or withinpervious areas, such as lawns or landscaped areas. Inaddition to physical projects or devices, other techniquesinclude management practices and public outreach andeducation. In general, management techniques, outreach,and education are termed Best Management Practices(BMPs), although the term may also refer to physicalimprovements. BMPs may also be described as structural(generally meaning a physical improvement) andnonstructural, however the usage of these terms is notstandardized.

�� ��2����3�+�������!������� �����

Because habitat and native vegetation is very limited inthe watershed, habitat improvements and theintroduction of native vegetation should be a componentof projects whenever feasible. Habitat types that oncewere found in the watershed included coastal dunes,salt marsh, native grasslands, coastal sage scrub, chaparral,coast live oak woodland, California walnut woodlands,freshwater marsh and riparian woodlands. Today, onlysmall remnants of those habitat types remain, generallylimited to three areas, the lower Ballona Creek area(including the Ballona Wetlands and associated lagoons),the Baldwin Hills, and that portion of the Santa MonicaMountains within the watershed. Restoration of habitat

within these areas could include removal of nonnativespecies, and replanting or reintroduction of native species.

Because 85 percent of the watershed has been urbanized,the potential to expand use of native vegetation inlandscaping at parks, schools, and in commercial andresidential parcels is enormous. By increasing the use ofnative vegetation, native birds and other wildlife couldbenefit. Because most native vegetation is drought-tolerant, expanded use of native plants would also reducewater demand related to landscape irrigation.

�� %��� �������3�%���

Automobile use in the watershed is a source ofconsiderable pollution, both in the form of substancesthat are deposited onto streets and highways (and thenflushed into the creek by runoff ) and from tailpipeemissions that include substances that fall to the earthvia aerial deposition (and then enter the storm drainsystem during rainfall, or as a result of landscapeirrigation. Reducing the use and dependence of theautomobile thus has the potential to reduce the pollutionthat enters the waters of the watershed. Projects, methodsand mechanisms that increase the use of publictransportation, encourage bicycle commuting, orencourage pedestrian trips all have the potential to reducevehicular trips, and thus contribute to the health of thewatershed. These types of projects include trails, bikepaths, public transportation improvements, and projectsthat enhance pedestrian and bicycle safety.

Traditionally, many development projects were designedto transport runoff from impervious surfaces (such asroofs, parking lots or driveways) directly to the stormdrain system, often via an underground pipe. Typicallandscaping was water intensive. Use of native vegetationin landscaping is often limited, and a range of plantspecies, some of which require regular irrigation, havebeen used to create a faux-tropical style of landscaping.Retrofit of these sites would generally have two main

The project inventory also included several “generic”projects that included various projects for which no sitewas identified. As most of the other projects included inthe inventory were related to specific sites, this categorywas used for illustrative purposes only and has no otherintent.

Based upon the information provided in the ProjectInventory, the location of those projects was identifiedand plotted on a map of the Watershed, as shown inFigure 4-1.

In addition to developing a list of existing and proposedprojects in the Watershed, the BCWTF also identified ashort-list of demonstration projects, which are intendedto serve as examples of multi-objective projects that canprovide opportunities to improve waters quality,introduce native vegetation, and serve as high-visibilityexamples that public agencies, organizations andindividuals could undertake to improve watershed health.

Based on the adopted list of goals and objectives, thefollowing selection criteria were identified by theBCWTF to generate a short list of demonstration projectsfor additional study.

objectives: retain stormwater runoff on-site (to reducepollutant loads), and introduce native vegetation (toreduce irrigation needs and provide forage and nestingsites for native insects and animals).

6� ��2��������#��� �����

As noted in Chapter 2 (Existing Conditions), the entirelength of Ballona Creek and most of the tributarychannels, with the exception of limited sections of streamchannels in the Baldwin Hills and the Santa MonicaMountain, have been modified, lined with concrete orbeen diverted into underground culverts. Urban streamrestoration refers to the concept of daylighting buriedstreams, removal of concrete, re-introduction of riparianvegetation along the banks, and restoration of naturalhydrologic functions of these stream channels.

Because these former stream channels were engineeredto protect lives and property from flood damage, anyproposal to restore a stream or stream reach must beundertaken only when consistent with the adoptedwatershed goal to maintain flood protection. In addition,it should be noted that urban restoration may not resultin the restoration of historical conditions at all locations.Because of typical rainfall patterns, most streams in thewatershed were intermittent in historic times. Becausewater is imported into the watershed landscape irrigationis extensive, year-round runoff occurs in many, if not all,storm drains. Thus, restoration of streams could restorenatural physical conditions, but year-round, instead ofseasonal stream flow, could result.

7� ������!�����

As described above, site retrofit projects are those thatretain runoff generated by the site itself. Strategic sitesare locations generally within public ownership (such asa park or school) where a major storm drain is locatedadjacent to, or underneath the site. Because of theproximity of the storm drain, runoff could be divertedand treated, thereby improving water quality fromupstream areas (in addition to the site itself ). Similar to

Following review of the Project Inventory (included asTable 4.1 above), information in the GIS database forthe Watershed was reviewed, to identify projectopportunities, including schools, parks, and open spaceareas, as shown in Figure 4-2.

Using the revised list of selection criteria, a short list ofrecommended projects was developed, based on thepotential to do the following:

� Meet most of the Project Selection Criteria (definedby the BCWTF)

� Make progress towards most of the goals adoptedby BCWTF.

� Identify projects with multiple benefits

� Expand the type of projects being considered,beyond those project types that had been identified(by stakeholders) on the Ballona Creek WatershedProject Inventory

� Select high-visibility projects and locations that canserve as demonstration projects, interest and excitestakeholders, and educate the public about ways torestore ecological health to the watershed

� Recognize limitations imposed by certainconstraints, such as the (then-unknown) extent ofland purchases in the Ballona Wetlands

� Select projects for which a scope and budget hasnot already been delineated

� Achieve a geographic spread among projects, byidentifying four quadrants in the watershed(southwest, southeast, northeast, and northwest),as generally defined by the I-10 freeway and LaCienega Boulevard)

� Identify at least one project in each city within thewatershed, which includes Beverly Hills, CulverCity, Inglewood, Los Angeles, Santa Monica andWest Hollywood, plus unincorporated Los AngelesCounty

A list of sixteen projects was developed and evaluatedwith respect to their potential to meet both the selectioncriteria and the watershed goals. Two projects withineach quadrant were selected, based on which project bestmet the criteria described above, to create a list of eightprojects. The other projects (not chosen for the shortlist) were identified as alternative projects. Based on fieldreview and further discussion, the two of the originaleight projects were replaced, with one alternative projectand a new project.

Using the selection criteria identified by the BCWTF,and the process described above, a list of eight projectsfor additional study was developed:

To assist in identifying the conceptual cost of site retrofitprojects, the preliminary cost estimates provided aboveinclude unit cost estimates for various parameters, whichmay be useful in developing conceptual cost estimatesfor other projects, including those that include vegetatedswales, underground infiltration galleries, and depressedretention basins.

The Ballona Creek Watershed Management Plan wasdeveloped to identify the current physical andenvironmental conditions in the watershed, assist theBCWTF articulate goals and objectives for the Plan,identify methods and mechanisms that would achievethe articulated goals, identify opportunities to expandcommunity-based monitoring programs, and identifystakeholder commitments towards implementingprojects and potential fund sources for those projects.Over time, it will be appropriate to update or revisitplan elements to gauge progress, include new conceptsor projects and reflect changes in stakeholder goals orobjectives.

Future updatesto the plan will require an alternative mechanism toassure that the update occurs, and happens as the desiredfrequency. Given the amount of information that couldbe required to update the Plan, various options aredescribed below.

The Ballona Creek Watershed Task Force could assumeresponsibility for Plan updates, with tasks assigned toindividual stakeholders. This assumes that members ofthe Task Force are willing to accept responsibility, andcould be provided access to necessary data. However, asthis would rely on volunteer efforts, it would require anindividual (or group) to assume responsibility for theoverall effort. It also relies upon the continued existenceof the Task Force.

A proposal to seek grant funds to hire a WatershedCoordinator has been recently identified. If the grantapplication is successful, that individual could updatethe plan. However, the current proposal would fund sucha position for three years. Thus, even if grant funds aresecured, only one update of the Plan might occur underthis scenario.

Staff of the Los Angeles County Department of PublicWorks Watershed Management Division could preparefuture updates of the Plan. This assumes that theLACDPW is willing to assume responsibility and canidentify a responsible individual or position to accomplishthe task at the specified frequency.

The County of Los Angeles, cities in the Watershed, oranother group could seek grant funds to perform theupdate (which presumably would be conducted by aconsultant). Recent and currently available funds havebeen available for watershed planning and projects toimprove water quality and restore watersheds, however,none of these fund sources have explicitly identifiedwatershed plans updates as eligible projects. Althoughmonitoring of water quality might be eligible for somefunds sources.

The County of Los Angeles and/or the cities in thewatershed could contribute funds to hire a consultantto perform the update, which could be administered bythe County. This would require funding at intermittentintervals, a commitment from the County and/or cities,and a selection process to identify and retain a consultant.

��������� ������

A local academic institution, such as Loyola MarymountUniversity, the University of California, Los Angeles orthe University of Southern California (which are alllocated within the watershed), could perform regularPlan updates as part of an instructional or researchprogram. For an instructional program, the update couldbe the subject of a class exercise, where individualstudents or student teams are given responsibility forupdating individual sections of the report. As a researchprogram activity, grant funds may be necessary to supportthe time required for research (e.g., by graduate studentsand/or faculty). This would require a commitment froman academic department or research unit to assure thatfuture updates are pursued.
