Invitation for Bids

1. Bangladesh has applied for financing from the Asian Development Bank towards the costof Second SASEC Bangladesh-India Electrical Grid Interconnection Project. Part of thisfinancing will be used for payments under the contract named below. Bidding is open to Biddersfrom eligible source countries of the ADB.

2. The Power Grid Company of Bangladesh Ltd. (“the Employer”) now invites sealed bidsfrom eligible bidders for the following package:

Second Blo ck o f 1 x 500MW HVDC Back to Back Station at Bh eramara (Bangladesh)

at Exist ing B heramara HVDC Station associated w ith Second SASEC Bangladesh-

India Electr ical Grid Interconn ection Project.

The scope of work covered under the subject Package is given below:

(i) Completely operational back-to-back HVDC station Block 2 in parallel to theexisting Block 1 and shall include the overall project management, studies,engineering, design, transfer of technology, training of Employer’s design,maintenance and operational personnel; manufacture, factory testing, supply of allitems, delivery to the Sites, unloading, storing, handling, and moving into finalposition, installation, testing, commissioning and placing in successful commercialoperation of the complete HVDC back-to-back link.

(ii) Two 230kV Bays extension in existing 230/132kV substation at Ishurdi

The above scope of work is indicative and the detailed scope of work is given in Part-2:Employer’s Requirement of the Bidding Documents, which are available for inspectionand sale as stated herein.

The completion period for Second Block of 1 x 500MW HVDC Back to Back Station atBheramara (Bangladesh) at existing Bheramara HVDC station associated with SecondSASEC Bangladesh-India Electrical Grid Interconnection Project is Twenty Four (24)months from effective date of Contract.

3. International Competitive Bidding will be conducted in accordance with ADB’s “Two-Stage” bidding procedure and is open to all bidders from eligible countries as described in theBidding Document.

4. The detailed Qualifying Requirements (QR) are given in the bidding document of the

subject package. The complete bidding documents including tender drawings are available at ourwebsite http://www.pgcb.org.bd/. Interested bidders can download the bidding documents andcommence preparation of bids to gain time.

5. Interested eligible bidders may obtain further information from and inspect the biddingdocuments at the office of Superintending Engineer (SSD-Design), PGCB at the address givenat Para 10.0 below from 15:00 hours (BST) to 17:00 hours (BST). In case of any discrepancybetween the documents downloaded by the prospective bidder and the Bid Documents(hard copy) of PGCB, the latter shall prevail.

6. A complete set of bidding documents in English can be purchased by interested Bidder orBidder’s authorised representative on submission of a written application to the address below

and upon payment of a nonrefundable fee of US$ 250 (United States Dollar Two Hundred andFifty only) or BDT 20,000/- (Bangladesh Taka Seventeen Thousand and Five Hundred only) inthe form of Pay Order/ Demand Draft in favor of Power Grid Company of Bangladesh Ltd.,payable at Dhaka on all working days up to 30 April 2015 between 9:00 hours (BST) to 17:00hours (BST). The document may also be sent through courier for an additional fee of BangladeshTaka 500/- (for local delivery) or US$ 100 (for overseas delivery). PGCB shall not be responsiblefor any postal delay.

7. A Pre-Bid meeting will be held at the office of the Employer at Dhaka, Bangladesh on 19March 2015 at 11:15 hours (BST) to clarify the bidders the exact scope of work, the extent ofsurveys and investigations carried out by PGCB and the basic data available and other issuesraised in accordance with clause 7.4 of ITB.

8. First Stage Bids must be delivered to the address below at or before 11:00 hours(BST) on 4 May 2015. First Stage Bids will be opened in the presence of the bidders’representatives who choose to attend in person at the address below at 11:15 hours (BST) on 4May 2015. Second Stage Bids will be opened in the presence of the bidders’ representativeswho choose to attend at the time and date and at the address given in the letter of invitation tosubmit Second Stage Bids.

No Bid Security is required to be accompanied with the First Stage Bids. All Second StageBids must be accompanied by a bid security in the amount as described in the BiddingDocument.

9. PGCB reserves the right to cancel/withdraw this invitation for bids without assigning anyreason and shall bear no liability whatsoever consequent upon such a decision.
