The plans for this park trace their origins to a large green space project commemorating the 2,600th year sincethe founding of Japan in 1940. However, the plans were changed with the outbreak of World War II, when thearmy’ s Narimasu Airfield was built instead. After the war, the site was administered by the US military under thename of Grant Heights. It was eventually returned to Japanese admistration in 1973, with approximately onethird of the total area secured for use as a park. Simultaneous development of the surrounding area commencedin 1981, with this eventually becoming one of the largest residential complexes in Tokyo with 15 schools(including elementary, junior high, and senior high schools), as well as public housing, public offices, and 12,000municipally-owned apartment units. Also, Tokyo Metropolitan Government designated the park as evacuationplace when disaster occur and candidate place for "Base for Large-scale and Life saving Operations".
