L’oeuvre salésienne en Afrique des Grands Lacs s’étend dans trois Pays dont le Burundi, le
Rwanda et l’Ouganda. Dans presque une similarité des conditions sociopolitico et économ-
ique, les salésiens font de leur mieux pour apporter la joie de l’évangile à travers l’éducation.

Notre missiondans vice-province AGLLa Vice Province d’AGL a vu le jour depuis 2006. Composé de trois pays, elle fait son possible
pour service les jeunes. Avec le soutien de Via Don Bosco, elle prend forme. Ici dans ces note
une gènese du Bureau de Plannification et de Développement, sous le sigle BPD.
Nos domaines d’intervention: la formation et l’éducation........ au
milieu de ces diversités des cultures le charisme salésien devient plus
pertinant chez ceux qui nous servons.
Présents au Rwanda depuis 1954, au Burundi depuis 1962, en Uganda depuis 2005, les Salésiens de Don Bosco continuent encore actuelle-ment à travailler pour le développe-ment intégral de nombreux jeunes en difficultés.
Six implantations au Rwanda, trois au Burundi, quatre en Uganda – soit treize implantations en AGL dont 6 centres de formation profession-nelle reconnus pour leurs compé-tences techniques, allient forma-tions humaines et animations afin de permettre aux jeunes, filles et garçons - sans discrimination aucune – d’apprendre un métier et de s’insérer dans le monde du travail.Un bureau du travail les accompagne dans ces démarches par des conseils, un suivi personnel.
En 2007 est né le BPD – Bureau de Planification et de Développement qui a pour mission de travailler en synergie, en coordination, selon un plan stratégique clairement défini pour développer un réseau de partenaires locaux et internationaux.VIA Don Bosco, une ONG belge, a initié ce Bureau et soutenu ses activités jusqu’en fin 2013 grâce à
un projet –programme cofinancé par les Autorités belges de la Coopération au développement.
Nos domaines d’intervention privilégiés : la formation et l’éducation globale, la promotion humaine et le respect du choix d’orientation de chacun par la formation professionnelle, l’accueil et l’accompagnement des jeunes en difficultés, l’épanouissement et la valorisation de jeunes en situa-tion vulnérable ou marginalisée par les activités extrascolaires, les animations sportives et culturelles,
la sensibilisation à la reconstruction, à la réconciliation dans des zones de conflit, à la justice et à la paix. le BPD travaille en étroite collabora-tion avec les différentes commission qui composent la province d’Afrique
des Grands Lacs: la commission de la pastorale des Jeunes, de la communica-tion sociale, de la famille salésienne et de la formation.
Il collabore de manière étroite avec surtout la pastorale des jeunes et communication sociale ainsi que la commission économique.
Les distances entre les communautés vu la grandeur de la province sont souvent parmi les grands defis que le BPD doit surmonter dans la réali-sation de sa mission quotidienne.
Mais c’est autant une des richesses, où au milieux de ces diversités des cultures le Charisme salésien que soutien le BPD devientplus solide et plus pertinant chez les peuples que nous servons.

Chers amis et bienfaiteurs des oe uvres Salésiennes en AGLC’est avec grande joie et gratitude au Seigneur que je vous présente ce rapport annuel de l’année 2013. Comme vous le savez, c’est depuis le 15.08.2012 que le deuxième provincial de la province d’Afrique des Grands Lacs a pris ses fonctions sous la présence du P. Guillermo Basagnes, Regional. Avec cet acte, toute son équipe commencait le travail.
Ainsi le BPD a continué le travail qui a été commencé par l’équipe précédente à qui nous disons le grand merci car ils ont fait le travail de fondateur. En effet le BPD dans ses début d’existence devenait l’organe de soutien aux activités des oeuvres salési-ennes dans la région. Le Burundi, le rwanda et l’Ouganda sont les trois pays qui composent la province. Ces pays ont chacun un passé qui marque sa particularité, mais qui au même moment ouvre une opportuinité d’activités à réaliser pour répondre aux besoins de temps. Avec vous, salésiens, amis et bienfaiteurs, plusiers activités ont été réalisées comme réponse aux multiple sbesoin du temps. Les jeunes ainsi que leur famille ont retrouvé espoir en étant soutenu. Pour y arriver les oeuvres salésiennes en AGL essaient d’être un espace denomé “Eglise, école et court de recréation”. Avec cela les jeunes ne prient pas seulement mais aussi se dévelopement intellectuellement et physiquement.
Cette année sera particulière parce que notre grand bienfaiteur, Via Don Bosco a cloturé son projet programme lancé depuis quelques années. Nous continuons à rester optimiste que la grace va nous accompagner pour faire face à ces nouveau defis. Notre équipe du BPD -AGl composé du staf permanent ici au siège et d’autres qui collaborent avec les centres locaux seront compétent plus que jamais pour essayer d’améliorer le service après des maisons.
Chers Bienfaiteurs, nous comptons toujours sur votre générosité et vous assurerons que vos dons jusqu’au dernier centime sont utilsés pour le service des jeunes pauvres abandonés, pour que grace à vous ils puissent devenir meilleur. Il est à la tête de la province d’Afrique des Grands Lacs 15.08.2012. Avec son conseil, il accompagne et soutien le BPD en lui donnant mandat de réaliser son service de soutien aux centres locaux. Au cours de ses sessions, le conseil provincial approuve les projets en considérant leur néces-sités et urgence.

Salésienne coopératrice, elle travaille comme bénévole depuis plus de 10 ans au service de la province. Elle donne dès le début de la province salésienne d’AGL un coup de main dans le service des l’économat et depuis le debut du BPD un service précieux dans l’élaboration, suivie, justification des projets. Son expérience dans le domaine de l’enseignement fait à ce que elle soit prêt de la réalité de nos centres de formation. Depuis l’année passé comme coordinatrice elle suit la réalisation des projets afin que l’économe provincial puisse s’occuper d’avantage des centres locaux.

Comptable de formation, dans un silence calme il accompagne les cnetres de Namugongo, Bombo , la pastorale des jeunes dans l’élaboration de leur projets. IL enregistre au quotidien les dépenses ordinaires et extraordinaires du BPD, suit la caisse ainsi que d’autres document administratif.
NDENGEYINGOMA Jean PierreProject Officer Comptable de formation, il a aussi acquis beaucoup d’expérience dans la gestion des projets à travers différents session. Connaissant bien le monde extérieur car dans le passé ayant fait carière dans une organse de l’Etat, il s’occupe de relations extérieur, et d ela négociation des parché pour toutes les activités dnas lesquels le BPD a besoin des partenaires externes ou des consultants.

LarencontretechniquecontinentaledeYaoundé/Cameroundu12au15novembre2013.Lethèmeprésentépourcetterencontreconcernait«L’insertionprofessionnelledesjeunesdéfavorisés».Cedomaineestimportantpourletravailquoti-diendansnosCentresprofessionnels.L’échanged’expériences,enrichidel’interventiond’expertsnousontpermisd’améliorernospratiques,demieuxconnaîtred’autresapproches,d’autresméthodologiesinnovantes,derépondreplusefficacementàunepolitiquedemiseàl’emploi,cecivialesBTO,envued’améliorerl’accompagnementdugroupecible,demieuxorganiserlaprépara-tiondesjeunesàl’entreprenariat.InitiativedeVIADonBosco.
Enguisedeconclusion,lesobjectifsduprojetprogrammesontatteints,malgréquecelui-ciaprisfinen2013.Toutefois,ilresteàtrouverunautrepartenairequipourraitprendrelarelèvedeVIADonBoscoouchercherd’autresalternatives.FaitàKigali le31/01/2014

Stop hunger and clothe the needy In the due course of this year (2013), the Salesians Community of Don Bosco-C.A.L.M (Children and life mission) Kira- Mulawa- Namugongo, was blessed with a huge gift from the New Rochelle. Through its sharing hand all over the world, the World Vision surprised the Don Bosco CALM Community with a fully packed container that contained different items. It was such a huge and long container that left part of the Don Bosco CALM Community main entrance gate down.However, the container still found its way inside the community and the items that were packed in different sized boxes were unloaded from it by around 180 boys since the rest were still at school. The boys were guided by the Reverend aathers, uncles, brothers and aunties. It took the boys almost 2 hours to complete the unloading process and arranging the boxes in the store. Among the items in the boxes, they included; T-shirts of several colors and sizes, jackets, jeans, shorts, women and men belts, ladies’ shoes, necklaces, bags, watches, earrings, bangles, Tom shoes, jumpers, sweaters, jerseys, to mention but a few. But as it is a culture in all the Salesian Houses, a slogan “In Don Bosco we share,” could not go unnoticed. Therefore, the items were later divided such that even the Salesian Communi-ties of Bombno-Namaliga in Luweero District and Kamuli in Kamuli District respectively could also have a share of this great gift from the New Rochelle. The rest of the items were later distrib-uted to the boys living at Don Bosco CALM. These however, could not hide their happi-ness and joy after receiving the above mentioned items. Notably, the bigger boys obtained a lion’s
share of these items especially with regard to T-shirts in particular compared to their young brothers. This was mainly because the T-shirts were quite large and could therefore not fit the small ones. But generally, everyone was excited and happy upon receiving new items and every-one’s suitcase was filled to capacity. However, exceptionally, the boys expressed great joy upon receiving the Tom shoes which they nicknamed “Manapack Shoes.” These shoes were black in cold with a small sized sole that could ease ones movements since they were very light, simple to clean and to wash. At the end of the day, all the youths from the three communities (Namugongo, Bombo and Kamuli) appreciated the work of World Vision and so the administrators of these communities for the great support received from the New Rochelle.. To sum up, I therefore on behalf of all the youths in the three communities of the Salesians of Don Bosco, wish to extend our heartfelt apprecia-tion to the World Vision staff for the great support, work and endless love towards our communities and the Don Bosco CALM-Namugongo Commu-nity in particular. May God bless you and grant you all your heartily desires as you continue to extend that needed support all over the world and may He the Almighty reward you abundantly, keep you sage and strong.

Our 2014 StrategyThere are experience which enrich our lives. At the end of the Project Program AGL 2013
with Via Don Bosco under the support of the Belgian government, its accurate that we strive
for new ways of managing our centers. Here an overview of our new plans.
During the year 2013 we have benefited a lot from Salesian international organization, private donors and the salesians congregation. In a particular way Via Don Bosco in connection with the Belgian government has been a great support to AGL. Though the program has closed but we still deeply attached to them as what they did for the province and salesian in Africa at large in the past years, has boosted considerably the Vocational skills in our young people.
Our staff was dedicated most of the time with the follow up of this program so that the implementa-tion through a clear monitoring could meet the impact in different centers. The New Year 2014 started with new ways of thinking and planning our activities. It is from that view we drew a new plan of action with our PDO, where our staff will concentrate in elaborating project in deep collaboration with the local center. This is new because all along the centers were sending us what they have. Through a data base which has been established with the support of Via Don Bosco we will earn time in elaboration of projects.
After the audit conducted this year, it appeared that we need now to develop also ourselves, in partnership and
support of Salesians organizations, to apply for grant on an international level such as USAID, European Union… it is clearly the one way to survive and have actions which can effectively have greater influence in the lives of a thousand of young people who join our TVET program as well as other cultural program within our centers. The possible achievement in this field need to meet joint effort from the local center and the PDO as well.
A five year strategic Plan was establish with the supervi-sion of Exchange expert so that we could line our actions with the vision and PAG of the AGL province. With this we believe that some method and follow up of activities will change for better and may bring success and greater achievement in the future.

-Openmoreemploymentopportunitiesforwomen:asmanygirlsaccessvocationaleducation,itbecomesclearthatmoreopportunitiesforemploymentarealsoextendedtotheirside.Wehavegirlsworkinginvariouslocalcompaniesandbusinessestablish-ments.-Empowertheyouthtoarticulatetheirviewsonsocial,cultural,economic,politicalandreligiousissues:thisisaslowprocess,butwetrytoaccelerateitthroughparticipationinDebate,Musicdanceanddrama,sportsandothercelebrationswhich
wefindbefittingtheirnaturelikethecelebrationoftheInternationalwomen’sday.-WehaveexposedsomeofthebeneficiarytovarioustraininggroupsempoweringthewomenlikeGirlsinLeadershipthroughourpartnershipwithJuniorAchievementUganda.-TwogirlsvisitedNorwaylastyearforaschoolexchangeprogramandtheyexudedalotofconfi-denceandhighselfesteem.

2.Projectimplementation Whichmeasureshavebeenimplementedwithintheprojectduration?Pleasegiveadetaileddescriptionofallactivities.Theprojecthadthefollowingmeasuresandactivities •Carryingoutsensitizationontheproject:onthismeasure,wesensitizedthebeneficiariesoftheprojectthroughawordofthemouthasmanywerealreadyintheschoolbutstrugglingtopaytheschooldues.Theresponsehasalwaysbeenpositiveandattimesoverwhelming. •Recruitthesuitablebeneficiaries:Wehavebeencarryingouttherecruitmentonannualbasisdependingontheavailabilityoffunds.Thecriteriaforrecruitmenthasbeenthosegirlscomingfrompoorfamiliesandareinterestedintakingvocationalstudiesintheschoolanditisopentoallthecoursesbeingoffered. •Offerthetrainingtothebeneficiaries:westartedthetrainingin2009withSixteengirlsandwehavesofartrained243girls.Ourtargetwas200girlsby2013,wehavemanagedtotrainevenbeyondthetargetatotalof143aspernow. •Reporttothefundingagenciesontheprogressofthetraining:wehavebeensendingannualreporttothefundingagencycoordinatorinBonn. •Carryoutevaluationontheimpactofthetraining:Weintendtocarryoutacomprehensiveevalu-ationinthisyearstartinginMayaftertheendofthefirstphaseoftheproject.Verifi-ablestatisticsareshowingverywellthatthosewhocompletedarealreadyengagedinpositiveeconomicventuresandtheyhaveimprovedtheirlivingstandards. •Updatetheplanonregularintervals;wehavebeendoingthisonannualbasisandaccordingtotheprojectplanaswellaschangeinthemoneyvalue.
Wehavebeenabletorecruitandtrain162girlsinBusiness,Tailoring,Plumbing,Carpentry,Electrical,Catering,HairdressingandAgriculture.

ST. JOSEPH VOCATIONAL TRAINING CENTRE ACQUIRES A NEW LIBRAY As St.JosephVocationalTrainingCentreKamuli,marks25yearsofservicenextyear,
theywillhaveareasontocelebrateastheeventwillcoincidewiththeopeningofanewlibrary
measuring250sqMeters.Thebuildingascanbeseenbelowwasconstructedwiththeassistance
ifViaDonBoscowhichgaveacontributionof50%valuedat20,000Euroandtheremaining
percentagewasfromtheschoolsavingsthoughlaborandmaterials.Thelibraryismadeoftwo
partsmainlyabookstorewhereallthebookswillbesafelykeptandopenreadingplacewhere
onewillbeabletosit,readandcarriesoutresearch.
Wearewillingtowellwisherstohelpandstockthelibrarywithrelevantliteraturethat
willfacilitatecomprehensivelearningintheVocationaltraining.Thebuildingwillbeofficially
beopenedonthe19thofMarch2014aswekeeptheschoolfeastday.

Chaque année depuis 2011, le responsable du Bureau de Travail de Gatenga VTC a été invité dans les différents ateliers organisés par WDA pour partager son expérience aux écoles techniques surtout sur l’organisation des stages, suivi des lauréats et collaboration avec le secteur privé. En plus, au cours cette année qui s’achève VTC Gatenga a accueilli les visiteurs différentes écoles et organisations qui sont venu pour visiter le bureau de travail de Gatenga Grâce aux bons pratiques du Bureau de Travail, VTC Gatenga est devenu une école modèle et de référence dans de l’organisation des stages, suivi des lauréats et de la collaboration avec le secteur privé au Rwanda. Cela a été déclaré par WDA dans l’atelier qui était organisé par l’organisation belge chargé du programme d’appui à la formation professionnelle (PAFP) en collaboration avec WDA.
Les participants de cet atelier étaient tous les directeurs, préfets des études et les coordinateurs de stage de toutes les écoles techniques de la province du Sud. L’atelier a eu lieu du 07/10/2013 au 8/10/2013 à Huye précisément à « Mater Boni Consilii ». Le responsable du bureau de travail de VTC Gatenga, Jean Népo. NSHIMIYIMANA a été invité comme expert dans l’organisation des stages, du suivi des lauréats et de la collaboration avec le secteur privé pour partager son expérience
aux participants de cet atelier. Dans cette année, c’était la deuxième fois qu’il partage son expérience car le 1 et le 2 du mois d’Août 2013, il avait aussi partagé la même expérience aux autres écoles techniques du Rwanda dans l’atelier qui était organisé par WDA à Kigali.

As its known this year was the last for the AGL Province tobe under a great program with Via Don Bosco in cooperation with the Belgian Government. With that in mind, in its stratgegies, PDO administration worked hard to participate diffrent ways of raising funds so that it keep its supports to local communities. We believe that the future will be brighter as we managed to keep a good collaboration with different parners. The funds recieved were mainly under the Via Don Bosco Program, though other funds were raised from particulary salesians organisation. In this page we give a brief summary of the funds recieved and the different area ofinterven-tion. We are happy that funds were used for the good of the beneficiaries as stated in each project.
