Introduction

The Uganda Bureau of Statistics (UBOS) is a semi-autonomous body established by an Act of Parliament (1998) to promote the production, analysis and dissemination of official statistics.

It is also responsible for the coordination, supervision and monitoring of the National Statistical System (NSS).

UBOS has been implementing the Plan for National Statistical Development (PNSD)/NSDS since 2006.

So far 16 MDAs are on board and have developed Sector Strategic Plans for Statistics (SSPSs) that form building blocks for the PNSD.

Compilation of MDG Indicators

MDG are compiled with user friendly Excel templates provided by Statistics Norway and African Development Bank (ADB).

The template contains information produced and published by the NSO but will be updated to include MDA related MDG indicators.

Technical directorates of UBOS and other key line ministries compute MDG indicators

The Directorate of Statistical Coordination Services of UBOS has been assigned to coordinate the compilation of MDG indicators from various sources.

MDG Reporting MDG reporting is spearheaded by the Ministry of Finance,

Planning and Economic Development (MoFPED) with support from the United Nations Development Programme (UNDP).

UBOS and MDAs provide required indicators.

The report production process involves consultation with key Government line Ministries, Departments and Agencies, United Nations agencies and a range of stakeholders among who are national and international development partners, Civil Society Organizations and researchers.

The 2010 MDG Country report is the third in a series, the first having been prepared in 2005 and the second in 2007.

MDG information is stored in the UgandaInfo database which is a customized version of the DevInfo Technology and is currently is being updated and will be upgraded to DevInfo Ver 7.0.

UBOS has initiated efforts to develop a National Statistics Databank that will act as a one-stop centre for all indicators developed in the NSS.

A framework has been developed and the next phase is the design phase/architecture.

Datasets within various MDAs are still scattered. Data flows and existing systems do not favour data

exchange between agencies and UBOS, and between agencies.

Difficulty in standardising administrative data production formats.

Lack of a NSS human resource development strategy. Inconsistencies and discrepancies that limit data sharing

within and between sectors. Duplication of efforts and irregular assessment of user

needs. Slow development of the National Statistical Data Bank

Improvement Plan Fastrack :

Development of standard protocols for Statistical development, Development of Guidelines for administrative data compilation,

Identify priority development indicators for the National Statistical Data Bank,
