    AN ACT DECLARING SEXUAL HARASSMENT

    UNLAWFUL IN THE EMPLOYMENT EDUCATIONOR TRAINING ENVIRONMENT, AND

    FOR OTHER PURPOSES

    SECTION 1. Title this Act shall be known as the Anti-SexualHarassment act of 1995.

    SECTION 2. Declaration of Policy The State shall value the dignity

    of every individual, enhance development of its humans resources,guarantee full respect for human rights, and uphold the dignity of workers,employees, applicant for employment, students or those undergoing training,instruction or education Toward this end. All forms of sexual harassment inthe employment, education or training environment are hereby declaredunlawful.

    SECTION 3. Work, Education or training-related sexual harassmentDefined - Work, Education or training related sexual harassment is

    committed by an employment; employee, manager, supervisor, agent ofemployer, teacher instructor, professor, coach, trainor, or any person who,having authority, influence or moral ascendancy over another in a work or

    training or education environment, demands, request or otherwise requiresany sexual favor from the other, regardless of weather the demand, requestor requirement for submission is accepted by the object of said Act.

    c) In a work-related or employment environment, sexual harassmentcommitted when:

    1. The sexual favor is made as a condition in the hiring or in theemployment, re-employment or continued employment of said individual, orin granting said individual favorable compensation, terms, conditions,promotion or privileges, or refusal to grant the sexual favor results in limitingsegregating or classifying the employee which in any way woulddiscriminate, deprive of diminish employment opportunities otherwiseadversely affect said employee.

    2. The above Acts would impair the employees right privileges underexiting labor laws; or

    3. The Above Acts would result in an intimidating, hostile, or offensiveenvironment for the employee.

    d) In a education or training environment, sexual harassment is committed

    AN ACT PROVIDING FOR THE DEVELOPMENT ANDPROMOTION OF CAMPUS JOURNALISM AND FOR OTHER

    PURPOSE

    Be it enacted by the Senate and House of Representatives Of thePhilippines in Congress assembled.

    SECTION 1. Title This act shall be known and referred to as theCampus Journalism Act of 1991.

    SECTION 2. Declaration of Policy It is the declared policy of theState to uphold and protect the freedom of the press even at the campuslevel and promote the development and growth of campus journalism as ameans of strengthening ethical values, encouraging critical and creative

    thinking, and developing moral character and personal discipline of theFilipino youth. In furtherance of this policy, the State shall undertake variousprograms and projects aimed at improving the journalistic skills of studentsconcerned and promoting responsible and free journalism.

    SECTION 3. Definition of terms.

    a.) School An institution for learning in the elementary, secondary ortertiary level comprised of the studentry, administration, faculty and non-faculty personnel.

    b.) Student Publication The issue of any printed materials that isindependently published by, and which meets the needs and interests of the

    studentry.c.) Student Journalist Any bonafide student enrolled for the current

    semester or term who has passed or met the qualification and standards ofthe editorial board. He must likewise maintain a satisfactory academicstanding.

    d.) Editorial Board In the tertiary level, the editorial board shall becomposed of student journalists who have qualified in placementexaminations. In the case of elementary and high school levels, the board
