2. INFORMATION FOR CANDIDATES
2.1. CET is the entrance examination for admission to the 3 years postgraduate
DNB programme.
2.2. The examinations are held as per the schedule of examinations prescribed
by the Board from time to time.
2.3 Applications for admission to the examination should definitely reach NBE
by the specified date. There is no provision for condoning any kind of delay
including postal delay.
2.4. Statements made by the candidate in the application form shall be
certified by the head of the institution/gazetted officer at the appropriate
place and the application shall be supported by the relevant documents.
Candidates who are not in service shall get their forms signed by a
Gazetted Officer.
2.5. Applications of candidates producing false or fabricated records will not be
considered and candidates may be further debarred from appearing in any
future examinations.
2.6 Candidates should go through the bulletin carefully for eligibility criteria
before contacting the Boards Office. Queries pertaining to eligibility
and other issues will only be entertained if the information requested is
not given in bulletin or on website www.natboard.edu.in
2.7. Incomplete applications or applications not in accordance with instructions
will not be considered. The examination fee will not be refunded.
2.8. Fee will neither be carried forward to a future date nor refunded under any
circumstances. Applications in original along with enclosures received
after the due date will not be entertained and will be returned as such
to the sender, Exam fee will also be returned in such cases.
2.9 Candidate found to be ineligible at any stage of DNB examination will
not be permitted to appear in the examination. In an unlikely event of
any ineligible candidate appearing and/or being successful in the DNB
examination, the results/candidature of such candidate shall be cancelledand/or are deemed to be cancelled.
2.10. Instructions in the information-bulletin are liable to changes based on
decisions taken by the Board from time to time.
2.11 NBE reserves the right to withdraw permission, if any, granted inadvertently
to any candidate who is not eligible to appear in the CET Examinations
even though the admit card/roll number has been issued or name/roll
number is displayed on the website of the Board.

2.12 Candidates eligibility is purely provisional & is subjected to the fulfillment of
meeting eligibility criteria as prescribed by the Board.
2.13 NBE reserves its absolute rights to alter the examination schedule, pattern
policy and guidelines at any time during the continuation or after the
completion of DNB training (2 or 3 years as the case may be.) The
candidate shall have no right whatsoever for claiming/deriving any right
from past or present schedule, policy and guidelines of NBE.
2.14 The existing schedule, pattern, policy and guidelines are for ready
reference only but in no way they are or are ought to be treated as
representative or acknowledgment of fact that NBE is bound to follow the
same in future.
2.15. In case of any ambiguity in interpretation of any of the instructions/terms/rules/criteria regarding the determination of eligibility/conduct
of examinations/registration of candidates/information contained herein,
the interpretation of the National Board of Examinations will be final
and binding.
2.16. Request will not be entertained for change in date/center of examination under
any circumstances.
2.17 Absentees from the examination will forfeit their examination fee.
2.18. Photocopy of the filled in application form may be retained by the
candidate for future use/correspondence.
2.19. All certificates (photocopies) should be attested by a Gazetted Officer
. Unattested/Uncertified copies will not be accepted under any
circumstances.
2.20. Result and Roll number for CET Examinations may also be seen on
the website www.natboard.edu.in
2.21. Candidates are advised to carry a Photo Identity issued by any
Government Agency like Driving License, Voters ID card etc., the staff/
officers on exam duty at examination centers are authorized to verify
the identity of candidates.
2.22. All Payments are to be made by cash through Bank Challan in favour
of National Board of Examinations payable at New Delhi.
2.23. Candidates should ensure before applying for the registration that
MBBS degree is recognised. If it is found at any time that MBBS degree
is not recognized, then the NBE will have the right to cancel the registration.

2.24. Candidates are advised to verify the status of the hospital/institute as a NBE
accredited center for DNB program. NBE shall not be liable for any claim
resulting from admission to a course not recognized by NBE or admission toa hospital not possessing valid accreditation for any particular course or
specialty.
2.25. All the correspondence should be addressed to the Executive Director,
National Board of Examinations, Mahatma Gandhi Marg, Ansari Nagar,
New Delhi-110029. Candidates are requested to kindly super scribe the
envelope with Subject matter of the correspondence for expeditious
processing.
2.26. Terms & Conditions of the CET 'June 2010' as mentioned in the English
version shall apply.
2.27. The jurisdiction for court cases/disputes shall be within the exclusive
jurisdiction of competent courts at Delhi/New Delhi.

3. Payment of Fees
The Fees can be deposited in cash at selected branches of the Indian Bank
(for list of branches of the bank, refer to Annexure C of this information
Bulletin); Kindly use the specialized pay-in-slip provided in this Inormation
Bulletin for this purpose Annexure C.

Note: Internet Downloaded forms to be accompanied with form fees of Rupees
Seven Hundred Fifty Only.
Absentees from the examination will forfeit their examination fee.

4. EXAMINATION
CENTRALISED ENTRANCE TEST (CET- NBE)
The DNB CET is an entrance examination for entry to the DNB Broad
Specialties. The next session of the examination shall be held in the month of
June 2010.
Qualifying the CET is an essential pre-requisite for entry to the DNB Broad
Specialties.
A merit list based on performance of candidate out of 360 marks shall be
published in order of merit subject to a minimum score of 50%
Candidates successful in the DNB CET can apply to institutions accredited
by the National Board of Examinations for pursuing the 3 years
postgraduate DNB programme in various broad specialties. The selection
will be purely on merit cum choice basis, based on the marks obtained by
candidate in NBE - CET.
The list of Broad Specialties in which candidates can pursue the
postgraduate DNB programme is mentioned at Annexure E.
The list of National Board of Examinations accredited institutes where
candidates can pursue DNB is mentioned at Annexure F.
Candidates can also pursue DNB at Medical Colleges running MD/MS
courses. Copy of the notification issued by Government of India in this
regard is placed at Annexure D.
Candidates may note that qualifying a CET examination does not confer
any kind of right whatsoever on a candidate to register on a permanent
basis with the Medical Council of India/State Medical Council or to pursue
a DNB or any other Post Graduate Course as MD/MS etc.
Registration with MCI/SMC is dependent on the fulfillment of Rules &
Regulations of concerned Medical Council; entry to the DNB or any other
PG course is subject to meeting the admission criteria so defined.

4.1 ELIGIBILITY:
a) Indian Degrees :Candidates who are in possession of Medical degrees
from Indian Universities registerable as per the provisions of the Indian
Medical Council Act 1956 and possess permanent /provisional
registration certificate issued by the Medical Council of India/State Medical
Council and have completed one year of internship on or before the last
date of submission of the application form i.e. 15th April 2010.
b) Foreign Degrees : Candidates who are in possession of Medical
degrees from Foreign Universities and possess permanent registration
certificate issued by the Medical Council of India/State Medical Counciland have completed one year of internship on or before the last date of
submission of the application form i.e. 15th April 2010.
c) Candidates who are in possession of a Provisional Registration
certificate issued by the Medical Council of India/State Medical Council
and are likely to complete their one year of Internship before the last
date of submission of the application form i.e. 15 th April 2010 are also
eligible to apply for the CET June 2010 subject to their submitting a
certificate from the Head of the Hospital/Institution that they are likely to
complete their one year of Internship on or before the 15th
April 2010.
d) Provisional Documents: Submission of Internship Completion
Certificate and Certificate of Permanent registration with MCI/SMC is an
essential pre-requisite. In case a candidate does not submit either of
the above two documents with the application form, his/her application
shall be rejected.
Note: Candidates are advised to ensure before submitting their application
form that they fulfill the prescribed eligibility criteria and their application is
complete in all respects. Applications of those candidates which are
incomplete or do not fulfill the eligibility criteria will be summarily rejected.

4.3 Date of Examination
CET-NBE will be held on 13th
June 2010. Policy regarding Post doctoralcandidates to formulated as entire counseling is merit basis.
4.4 Qualifying marks of CETA candidate who scores a minimum of 50% as aggregate in both the papersi.e. 180 out of 360, shall be declared as Successful marks scored by eachcandidate shall be displayed on the Boards website.
4.5 Declaration of CET resultsThe result of the CET June 2010 are likely to be declared within a period of4 weeks from the date of examination. However this period may varydepending upon the time taken for preparation of results.
4.6 Validity of CET resultsThe validity of the result of the CETJune 2010 shall be for a period of Twoyears.
4.7 Post Graduate candidatesA candidate in possessions of MD/MS/DNB or a MCI recognized PG Diploma,and desirous to pursue DNB in another Broad specialty can gain admissionto such a DNB course only on passing the CET (Broad Specialty)
4.8 Dispatch of ResultsThe result will be sent to the Successful Candidates individually by postand the results can also be seen on website www.natboard.edu.in or at the(Ansari Nagar) office of the Board.The certificates of passing are sent to successful candidates by SPEEDPOST only. Under normal circumstances the certificates of passing are
dispatched to the candidates within four weeks of declaration of the resultof CET examination, however, due to unforeseen circumstances, this periodmay vary.The results of CET are valid for two calendar years from the date of declaration.Candidates are advised not to canvass or approach the Board for handing overthe passing certificate.
4.9 Duplicate Result CardWill only be issued under exceptional circumstances. Candidates will be requiredto submit request letter stating reasons, copy of FIR lodged with police authoritiesfor loss of certificate, affidavit in support of application (attested by public notary/oath commissioner /judicial magistrate), fee of five hundred rupees by demanddraft favoring National Board of Examinations, payable at New Delhi.
4.10 Admission to DNB (Post Graduate Courses)Candidates declared pass in CET-NBE examinations will directly contact theinstitution(s)/hospital(s)/Medical Colleges for admission for gettingrequired training/admission to DNB programmeThe List of courses offered alongwith eligibility qualification is mentionedat Annexure G of this bulletin.The guidelines for admission to DNB programme, procedure forregistration as a DNB trainee and important instructions in this regardare available at Annexure G.

2 The Government has reviewed in detail the issue of the above requirement of additional one/two years teaching experience for DNB degree holders for appointment as Lecturer in BroadSpecialities/Super-specialities. After taking into consideration all facts of the matter, theGovernment has come to the conclusion that for the purpose of appointment of DNB degree
holders to the teaching posts, the requirement of additional one/two years teaching experienceas stipulated in the above instructions dated 3.10.1994 needs to be discontinued. Accordingly,these instructions stand amended to this extent.
3.It was also brought to the notice of this Ministry that some of the employing organizationsare not considering the medical qualifications awarded by the National Board of Examinationsa s equivalent to MD/MS, DM/M.Ch. degrees awarded by various other universities forappointment to various posts. The advertisements issued for specialist/faculty positions byvarious recruiting agencies thus do not invited applications from the holders of the DNBqualifications. As clarified in the above instructions dated 3.10.94, it is reiterated that the

medical qualifications awarded by NBE are recognized qualifications included in the FirstSchedule to IMC Act, 1956 and are considered at par with MD/MS,DM/M.Ch qualifications
of other universities.
4. It is therefore requested that the above position may please be brought to the notice ofrecruiting agencies under your control that while advertising for various positions for whichMD/MS, DM/M.Ch. qualifications are required, it may also be specifically mentioned thereinthat hose candidates possessing the DNB qualifications are also eligible to apply for suchpositions. Further, in view of the above decision to discontinue the requirement of teachingexperience of one/two years for those having Diplomate NBE qualifications in broad/super-speciality disciplines for appointment to teaching posts, the candidates possessing theDNB qualifications may be considered for appointment to teaching posts as Lecturer inspeciality/ super speciality disciplines without insisting on the additional teaching experience.

I am directed to say that medical qualification awarded by the National Board ofExaminations are included in the First Schedule to the Indian Medical Council Act, 1956 andare considered at par with Postgraduate Medical qualifications of the Indian universities.However, it has been brought to our notice that employing organizations are not recognizingthese degrees at par with MD/MS degrees of other universities. As the National Board ofExaminations, an autonomous body directly under the control of the Central Govt., is keepinghigh standard of medical examinations and it is requested that all concerned may please beinstructed to give due importance to NBE qualifications and treat them at par with MD/MS ofIndian Universities for all posts, including teaching post.
The Medical Council of India while considering the question of equivalence of MAMC/MNAMS/Dip. N.B. qualification awarded by the National Board of Examinations with M.D./
M.S. and D.M./M.Ch. qualifications granted by the university/medical Institutions, has adoptedthe following recommendation, which was circulated to all the authorities concerned by theCouncil on 6.12.93 for information and necessary guidance:
It is recommended that for teaching appointments in the broad specialities the holderof Diplomate NBE should have at least 1 year teaching experience as Tutor/Registrar/Demonstrator or equivalent post in a recognized medical college imparting undergraduateteaching and training for appointment as Lecturer. Regarding the candidates holding DiplomateNBE in super specialities, the training shall be for 2 years in a recognized medical collegehaving recognised postgraduate medical degree in the concerned speciality for appointmentas Lecturers.
It is requested that the above may please be brought to the notice of all recruiting
agencies under control for information and compliance.

I am directed to say that this Ministry vide letter of even number dated 17th August,2004 communicated its decision that the medical institutions in the country running post-graduate/super-speciality courses permitted/ recognized as per MCI norms, are permitted torun DNB programmes provided they have additional faculty to train DNB candidates. The
position was also reiterated vide letter dated 19th
September, 2005 addressed to variousHealth/Medical Education Secretaries of all the States/UTs to admit DNB trainees in variousPG/Super-Speciality courses provided they have additional faculty since it was brought toour notice that the medical colleges are not being able to start the DNB courses even thoughthey had additional faculty. This was primarily with a view to ensuring optimal utilization ofmanpower and the clinical load, which is available in various medical colleges for productionof quality manpower. This letter was based on MCIs stand in the matter as contained in theirletter no.22(1)/96-Med/14368 dated 17.9.1996 that it would not have any objection in introducingDNB courses in medical institutions in the concerned departments provided the PG teachersof the respective departments admitting students under them for MD/MS/DM/M.Ch. coursesmay not register students under them for DNB Courses simultaneously.
It has now been brought to our notice that the MCI vide their letter dated 11.11.2005 addressed
to various Universities, Directors of Medical Education of all State Governments/UTs,Secretaries of health/Medical Education Departments of all the States etc, interalia, informingthem that it may be made sure by them not to conduct DNB and other parallel courses i.e.CPS etc. in any subject along with MD/MS/DM/M.Ch./PG Diploma courses wherever theintuitions have been permitted/recognized to conduct MD/MS/DM/M.Ch. and PG diplomacourses. It has also been stated therein that the decision has been taken by the PG Committeeand the same ahs been communicated to all concerned. This is contrary to the stand takenby this Ministry in this regard. In this connection, it is also to be stated that any decisiontaken by the PG Committee of MCI, including those with regard to the policies, is onlyrecommendatory in nature and requires the approval of the Council and the Government. the present case, if the PG Committee/the Council considered that the earlier policy ofallowing DNB courses to be run parallel to MD/MS etc. in medical colleges requires any
change, the Council should have sent such proposal along with reasons for the proposedchange of their stand to the Government for its consideration particularly when the CentralGovernment have issued instructions to all concerned allowing conduct of DNB coursesalong with MD/MS etc. subject to availability of additional faculty, it is pertinent to point outthat the copy of the instructions of the Central Government dated 19.9.2005 was also specificallyendorsed to the Acting President of MCI for their information. Accordingly, MCI may send therecommendation of the PG Committee along with detailed reasons for change of their earlierstand in regard to allowing DNB courses to be run in medical colleges along with MD/MS/DM/M.Ch./PG Diploma courses against excess faculty to the Government for consideration.
Issue of this communication dated 11.11.2005 by the MCI directly to various agencies includingState Governments contrary to the instructions issued by the Central Government based onthe MCIs earlier stand on the matter is not only not appropriate but has also created confusion
in various institutions/State Governments. Till such time as the Government takes a finaldecision on the PG Committee recommendations, the Government instructions as containedin letter dated 19th September, 2005 will remain in force. A copy of this letter is being sent toall concerned
