１．概要

米国ワシントンＤＣに設立した当インスティテュート（以下 USJI）は、活動３年目を迎

えた。2011 年度は USJI の理念である日米関係を基軸としつつ、特に東日本大震災に焦点を

あて、国際関係、政策研究、経済、教育、科学技術研究、復興支援など多面的な分野におけ

るイベント開催や情報発信を行った。震災前後における諸分野の状況の変化について、企業、

官公庁、研究者の視点に加えて震災復興に携わった東北大学や早稲田大学の教員、学生によ

る視点からも情報を発信できたことは、特筆すべきであった。さらに今年度は、企業経営者

層、政治家などのトップリーダーを講師とする「トップリーダーセミナー」を開催した。

イベント開催にあたっては日米文化教育交流会議（CULCON）、Center for a New American

Security（CNAS）、U.S.-Japan Council、TOMODACHI プロジェクト、日本学術振興会（JSPS）

ワシントン研究連絡センター等の米国ならびに日本の団体・プロジェクトとの共催も実現で

き、USJI が日米の機関をつなぐハブとしての機能を果たしつつある。

また、昨年度に引き続き、ワシントンＤＣオフィスで収集した情報を「USJI News Letter」

として USJI に関係の深い皆様にタイムリーに提供している。それに加えて、2011 年度から

は USJI 連携大学の研究情報を「Member Universities Reports」として、USJI データベース登

録者へ毎月 1回発信している。

人材育成の観点では、2011 年 9 月の USJI Week 期間中にジョージタウン大学、ジョージ

ワシントン大学それぞれと日米共同授業を実施し、日本の大学教員が米国人学生を対象に講

義を行ったことは、日米関係の理解を深める貴重な機会となった。

また、米国「The Center for the Study of the Presidency and Congress（CSPC）」が主催する

「Presidential Fellows Program」への日本人学生の派遣候補者の選考を行った。CSPC 派遣プ

ログラムのように、イベント開催の共催のみならず、人材育成事業においても USJI が日米

をつなぐ役割を果たしつつある。

この他、将来の日米間をつなぐ人材を USJI が直接的に育成すべく、ワシントンＤＣオフ

ィスにてインターン生の受入を開始した。

ネットワークの形成においては、前述の他機関との共催、連携機会の増加に加えて、USJI

主催のネットワーキングレセプションにおいて 200 名以上に参加いただくなど個人のネッ

トワークも着実に形成している。

寄付の募集については、東日本大震災、タイでの洪水、円高の影響を受け、寄付件数、寄

付総額ともに前年度より大幅に減少した。

３．研究成果および活動内容の発信

2011 年度より USJI 主催のシンポジウム・セミナーは従来の報告書に加えて、USJI の Web サイ

ト上でのビデオ映像の公開を開始した。また、前年度に引き続き、参加したセミナーなどで得ら

れた情報を USJI News Letter にまとめ、寄付者、賛同者等の支援者に対して、日本語によりタイム

リーに発信している。Vol .114 まで発信（3月 28日現在）しており、マスメディア以外からの客観

的な情報提供は好評を頂いている。

それに加えて、2011 年度より USJI 連携大学の研究情報を「Member Universities Reports」として、

USJI データベース登録者への月例発信を開始した。これにより、Report 読者から各大学への問い

合わせが増加しており、今後のさらなる発信効果が期待できる。

５．人材育成事業

（１）2011 年 9月の USJI Week 期間中にジョージワシントン大学、ジョージタウン大学それぞれと

日米共同授業を実施した。

慶應義塾の清家塾長はジョージワシントン大学において、専門分野の労働経済学の観点から

震災の影響に触れつつ、日本が直面している高齢化という具体的課題をレクチャーした。参

加学生との質疑では、代替エネルギーや高等教育機関が果たすべき役割、震災の教訓など幅

広い議論がなされた。

USJI 理事長であり東京大学副学長の田中教授はジョージタウン大学において、日米からア

ジアへのパワーシフトに関して理論と歴史的背景を踏まえながら問題提起を行った。

共同授業ではジョージワシントン大学のマイク・望月氏、ジョージタウン大学のヴィクタ

ー・チャー氏やマイケル・グリーン氏とともに議論を重ねるなど、日本の大学教授が米国で

講義を行い、米国の学生や教授と議論を重ねることの重要性を再認識する機会となった。

（２）USJI でのインターン経験を通して、その後のキャリアにつながるネットワークを構築し、将

来の日米間をつなぐ人材を育成するため、2011 年度よりインターン生の受入を開始し、イベ

ント運営や日本語・英語での書類作成、現地で開催されるセミナー参加による情報収集等の

業務に従事した。

（３）米国「The Center for the Study of the Presidency and Congress（CSPC）」が主催する

「Presidential Fellows Program」への日本人学生の派遣に関して、USJI が候補者の選考を行

った。従来は米国のトップ大学の学生のみを対象としたプログラムであったが、2011 年度よ

り（株）トヨタ自動車のご支援により、国際的視野を持つ日米関係の次世代人材育成を目的

として、日本人学生に対しても門戸を広げることとなり、東京大学と早稲田大学よりそれぞ

れ 1 名を派遣した。派遣学生は米国人学生との議論を重ねながら、米国のリーダシップの在

り方を学ぶなど、将来に向けて大きな収穫を得て帰国した。

６．ネットワークの形成とデータベースの構築

１）2009 年度に加盟したワシントン商工会を通して、ワシントン D.C.にある日系企業や日本コミ

ュニティとの連携に努めた。

２）USJI WEEK におけるオープンハウス

2011 年 9 月および 2012 年 3月に開催した USJI WEEK において、USJI ボードメンバーがホ

ストとなりオープンハウスを開催し、USJI の紹介、意見交換をおこなった。米国側からの今後

の USJI の活動に対する期待、アドバイスなども頂いた。来訪者は、日米のシンクタンク、研

究者、米国メディア、米国公的機関、日系企業等多岐にわたり、9 月には 5 名、3 月には 9 名

の来訪があった。

３）ワシントン D.C.近郊に留学している学生との交流

2010 年度からに引き続き 9月の USJI WEEK での USJI Networking Social、3月の JSPS との共

催 Reception において交流の場を提供した。DC 近辺の大学に留学している USJI 連携大学から

の留学生を中心に、米国学生、大使館、日系企業、シンクタンクの方々も含め、9 月は 120 名

の参加があった。3 月は過去最多の 237 名の参加があり、ネットワークが着実に広がりつつあ

る。

４）ネットワーク構築の活動

日本国内および米国大学、米国企業、米国シンクタンク等へ当インスティテュートの広報を

積極的に進め、賛同を得ると共に、人的ネットワークを構築した。

５）研究者データベース等の構築

データベースへの登録者数は約３８４６件（米国２０８６件、日本１７５１件、その他９件）

と、昨年からの増加数は約８００件であるが、そのうちの約９割が米国在住者であった。米国

内でのネットワーク構築活動や継続的なイベント開催により、米国在住者の登録者数が日本在

住者の登録者数を上回る結果となった。

７．法人・団体・個人からの寄付・助成

日米両国において、当インスティテュートの趣旨にご賛同いただく法人、団体および個人からの

寄付を募集している。今年度は東日本大震災、タイでの洪水、円高の影響を受け、寄付総額が前年

度より大幅に減少し、自立的な研究活動・人材育成を行うための安定的な寄付収入獲得の課題が浮

き彫りになった。
