Brazeau Search and Rescue Don Drebert and Sean MacIntyre presented a report on their program, a request for a budget allocation of $7,000.00 and that the County lobby other municipalities and the province for support. 1443/16 Moved by M. Gressler that we ask Administration to put a line item in the
budget for Council consideration for up to $7,000.00 for the search and rescue program.
CARRIED UNANIMOUSLY 1444/16 Moved by K. Westerlund that Council present at AAMD&C fall
convention, a request for provincial funding for search and rescue groups in the province.

Land Use Bylaw 923‐16 Amendments B. Misener provided an update report on proposed amendments to Land Use Bylaw 923‐16. 1445/16 Moved by A. Heinrich to accept the update report on proposed
amendments to Land Use Bylaw 923‐16 for information. CARRIED UNANIMOUSLY Direct Control Districts M. Verhaeghe presented a report on the development authority of direct control districts. 1446/16 Moved by A. Heinrich that Council go with option ‘b’: That Council directs
Administration to include Council as the development authority for all development permits in future Direct Control bylaws.

PUBLIC INPUT SESSION Public Input Session Reeve B. Guyon opened the Public Input Session.
Bill Jeffery, Midpoint Farms requested support on behalf of the farming community regarding present adverse agricultural conditions in the county. He requested Council declare an agricultural disaster. Tim Sekura stated that they are not asking for a handout. Is there some way the government can assist with lending institutes? Jason Huber brought up a concern with the minutes from September 6, 2016 and asked why there was no public hearing for Bylaw 919‐16? Allan Ekstrom commented that they have insurance and only harvested 30% of their crop and that eliminated them from any other compensation. Requested the county construct an approach from Range Road 53 on to Township Road 474 east and west. Would like the remaining small portion of road allowance built and would donate machinery, borrow pit and land to finish the project. Would also then be entitled to new fences and sign the fence over to the Movalds. Duane Movald spoke to Township Road 474 right‐of‐way and rights‐of‐way in general; restricted access factors; there are approximately 187 miles of undeveloped rights‐of‐way in the county; would take good neighbour’s offer; currently has lots of fence posts; Alberta Wetland Policy; code of practice and standards for watershed crossing both documents crucial to look at; has noticed the back tracking factor; council is always trying to do clean up at the hardship of the ratepayers; if you are going to do something do it right; Do all rights‐of‐way need to be cleared now? Has something changed? Made a formal request that all fences be removed on Brazeau county rights‐of‐way. Morris Movald spoke about Township Road 474. Is it the responsibility of the county to move cattle from pasture to pasture? Regarding the approach on Range Road 53, why put approach on when there is no way to cross the creek or water sheds? The creek bank is 15 feet high. Is it mandatory that you have to fence your road allowance? Allan Ekstrom clarified that there is a delegation of ten in attendance with him today and that they chase cattle through creeks every day. Reeve B. Guyon closed the Public Input Session. 1450/16 Moved by K. Westerlund to add as item 12 g) a discussion about declaring
an agricultural disaster for Brazeau County to the agenda. CARRIED UNANIMOUSLY

Guyon suggested a 5% reduction in Council per diem to show leadership, support for those residents that have taken wage cuts and use as leverage to lobby the province against the Carbon Tax.

Pursuant to Section 194(4) of the Municipal Government Act, a special council meeting may be
held with less than 24 hours' notice to all councilors and without notice to the public if at least

RECOMMENDED ACTIONS:
That Council, in accordance with Option 'a', pass a motion to direct administration to pursue the Alberta
Municipal Waste Water Partnership (AMWWP) funding application for a proposed transmission water
line commencing at Rocky Rapids Water Treatment Plant (RRWTP) intended to terminate within the
boundaries of Poplar Ridge.
1. TOPIC DEFINED
The Memorandum of Agreement between the Town of Drayton Valley and Brazeau County (the
County) for the supply of water and sanitary sewer services dated September 27, 2001, requires
the County to fund and build a water storage facility that falls within the boundaries of the
'Primary Service Area' (Refer to Appendix A).
During the latter part of June 2016, the County has been made aware of possible funding from
AMWWP that may assist the above obligation.
County Administration has reviewed various options available to the County in order to satisfy
future water supply and development needs within the County. County Administration intends
to submit a project proposal for funding to satisfy the September 27, 2001 agreement between
the Town and County. The funding application will focus on conducting a feasibility study for the
design and install of a transmission line with an origin from RRWTP with an approximate length
of 8-9 km and will terminate at the Polar Ridge area.
The transmission line concept will further address and facilitate future residential developments
along the proposed transmission line corridor.

To provide safe, sustainable water infrastructure within the Rocky Rapids and surrounding areas. Facilitate various residential developments within the Rocky Rapids area and address fire flow requirements within the Poplar Ridge and surrounding areas.
2. RESPONSE OPTIONS
Option Analysis
a. Council approves Administration's request that Brazeau County apply for AMWWP funding by November 30, 2016 to facilitate the route selection, concept design/final design and construction of the proposed transmission line and ancillary works.
- If funding is obtained the County will capitalize on satisfying current and future water distribution needs within the Rocky Rapids area and beyond.
b. Council rejects Administration's request to apply for AMWWP funding.
- The opportunity to possibly secure funding will be lost.
c. Council requires more information. - Defer/table request.
Preferred Strategy/Outcome:
That Council, in accordance with Option 'a', pass a motion to direct administration to pursue the Alberta Municipal Waste Water Partnership (AMWWP) funding application for a proposed transmission water line commencing at Rocky Rapids Water Treatment Plant (RR1NTP) intended to terminate within the boundaries of Poplar Ridge.
IMPLICATIONS OF RECOMMENDATIONS
Organizational:
The County's Public Works and Infrastructure Department will prepare a formal application and submit the funding request package by November 30, 2016.
Financial:
The application will focus on obtaining a maximum of 75% funding of the total capital cost. Total capital cost is estimated at $10.8 million.
