• Materials, equipment and offshore structures for petroleum, petrochemical and natural gas industries

• Mission:To Create Value-added Standards for the Oil and Natural Gas Industry

• Vision:Global Standards Used Locally Worldwide

• Goals:– Prepare standards required by industry– Prepare standards that can be adopted worldwide by bodies such

as API and CEN– Publish standards that enable companies to minimise their

specifications– Deliver standards to the target dates on the agreed work programme

Three Reasons For European Standards

1 ENs will replace all National Standards in Europe

2 Some ENs will satisfy ‘Essential Requirements’of ‘New Approach’ European Directives

3 Requirement arising from the European Public Procurement ‘Utilities’ Directive

ISO terminology

• Why?• To be precise• To avoid ambiguity• To be translatable into different languages

– Can:• Describes something no under the control of the standard• e.g. “the wind can come from any direction”

– Shall:• A requirement of following the standard• e.g. “the requirements for the ultimate limit state shall be explicitly

considered”– Should:

• A recommendation– May:

• The standard is giving permission for a specific action• e.g. “Axial Froude-Krylov actions may be neglected”

– Will:• Signifies intent, future event or likelihood

Page 13: David Galbraith Standards presentation 080827 A · PDF file70°N 0 m 200 m 500 m 1 000 m 2 500 m 5 000 m 10°W 0° 10°E 20°E 30°E. Ptil / David Galbraith 1/ 17 ... – Norsok –

Loads versus actions

• ISO requirement to use “action” rather than “load”• Loads are externally applied• Actions include loads and also other effects that

cause internal forces– Thermal effects– Settlements etc

Page 14: David Galbraith Standards presentation 080827 A · PDF file70°N 0 m 200 m 500 m 1 000 m 2 500 m 5 000 m 10°W 0° 10°E 20°E 30°E. Ptil / David Galbraith 1/ 17 ... – Norsok –

19900 "Petroleum and natural gas industries – General requirements for offshore structures"

• Published in December 2002– Reissue of ISO 13819-1

• Full International Standard• Project leader – David Galbraith –

UK– Canada for next revision

• High level requirements– Basis for the other documents– Sets the context for the other standards

• Will be reaffirmed this year• Will be revised and republished

thereafter– Incorporation of exposure level concept– Tidying up points raised in writing other

standards• Sets out limit states etc.• Introduces concept of exposure

levels– 3 classes– Detailed in ISO 19902 and elsewhere

(may be moved)

ISO 19901-3Topsides structure

• What it is– Design and guidance for topsides structure of fixed

installations– Design and guidance for structures of equipment

installed on floating and mobile units (packaged equipment

• What it is not– Design of structure essential to the integrity of

floating & mobile units (not hulls or ship type superstructures)

– Design of any structure covered by class rules (e.g. helidecks on MOUs)

Implementation plans

• Oil Majors rewriting technical requirements to require use of ISO standards

– Will take some time to be widely used– US contractors still unsure about limit state design

• De-facto standards being revised– API – incorporating the ISO text– Norsok – withdrawing text covered by the ISOs– Class rules still have a place under ISO

• Being adopted as Eurocodes– E.g. BS EN ISO 19900

• HSE– Called up in ON27 + GASCET (HSE’s guidance on assessment of safety case topics)

– “will not require the use of ISO standards, though their use will represent evidence of good practice agreed by industry experts. As a result, HSE will give their use in design by the Dutyholder and their contractors considerable weight”

– ISOs effectively have status of ACOP

What needs to be done now?

• Software vendors– Update to comply with ISO 19902– Some have started this activity

• Operators– Specify use of ISO 19900 series in enquiries and orders– Update their internal rules and standards

• Underway in some cases

• Designers and consultants– Become familiar with ISO 19900 series– Start using them

• ISO committees– Compile experience and update if necessary– Address action factors for different geographical areas and

different exposure categories
