1. INTRODUCTION
1.1 Aims of the training
The second Joint Staff Training foreseen by the project Pro – SE has been organized in Germany by the
German partner CJD Berufsbildungswerk Frechen and took place at the CJD locations in Frechen and Bonn
from 29. August to 2. September 2016. The participants in the staff training have been 20 representatives
from the project partners associations.
The main objectives of this Joint Staff Training were:
- Designing and effective utilization of curricula;
- Training management and technology based training techniques on behavior control;
- Improvement of communication skills of individuals with intellectual disabilities;
- Training methodology and techniques on planning, evaluation and measurement and also
applications for behavior management of individuals with ID;
- Data collection, data mining and follow up techniques (IT based) and reporting methodology for
improving teachers’ performance:
- Key indicators and approaches on development of curricula and programs which will be used on
digital platforms.
1.2 Partners Organizations
Below it is possible to find a short description of the associations that participated in the Joint Staff
Training:
- ZİÇEV is a Turkey leading educational association, which provides teaching and other school activities
to SEN children. The main office of ZİÇEV is in Ankara;
- Gazi University is one of the few universities whose history dates back to the 1920s. Gazi University not
only meets the needs of its own academic staff but also trains academic staff for other universities with
more than five thousand students studying in masters and PhD programs. Gazi University carries out its
education at different campuses. Having three campuses-Besevler, Emek and Maltepe in Ankara- Gazi
shows the degree of importance it gives to education. With more than 50.000 students and over
3.000 academic staff, Gazi University demonstrates the standards of the world average in terms of the
number of students per instructor. Gazi is one of the largest universities with its faculties, ranging from

education to communication, fine arts to engineering, sports to forestry, medicine to pharmacy, dentistry
to science and economics;
- Alkım Sağlık, Rehabilitasyon Eğitim Öğretim Hizmetleri Limited Şirketi (İLKALKIM) is a special
education center working in the rehabilitation, education and other related activities concerning SEN
children;
- Gölbaşı Özel Eğitim Uygulama ve Özel Eğitim İş Uygulama Merkezi Müdürlüğü is a Turkish school
specialized in educating SEN children. Activities carried out by this school vary from artist to physical
education, to musical laboratory and other educational activities;
- UniTS: it is a private, non-governmental, not for profit, training and research organization. It was born
in 1996 on an A.N.P.AS. (one of the biggest voluntary organizations in Italy: 1.200.000 members, 850 local
associations and 100.000 volunteers) project in partnership with local authorities, public institutions and
private companies. Members of UniTS are: voluntary organizations based all over the country, local
authorities, public institutions and private companies. UniTS aims at strengthening the role and improving
the efficiency of the not-for-profit sector in Italy through the development of research and high quality
training for not-for-profit sector’s operators;
- CJD Berufsbildungswerk Frechen (CJD) is a German institution that provides special education for SEN
children. It gives young people who have failed in their previous school career a second chance to learn
and to enter the job market.

2. METHODOLOGY
2.1 Training needs analysis
The Joint staff training implemented in Germany was based on the needs of understanding and discussing
the design and effective utilization of curricula, the training management and technology based training
techniques on behavior control, the improvement of communication skills of individuals with intellectual
disabilities, the training methodology and techniques on planning, evaluation and measurement, and also
applications for behavior management of individuals with ID, data collection, data mining and follow up
techniques (IT based) and reporting methodology for improving teachers’ performance, and the key
indicators and approaches on development of curricula and programs which will be used on digital
platforms.
The workshops content was chosen in accordance with the frame above by which practical strengths and
treats are observed in the field of training and educational approach in the system of rehabilitation and
supporting disabled individuals in Germany in general and at CJD Berufsbildungswerk Frechen in specific.
In addition, the program designed allowed the sharing of experience and knowledge between the
different project partners and experts working in CJD during site-view activities and interviews with other
relevant key persons. CJD finalized the training program in accordance with the chosen training
methodology and thereby took into account the needs of the target group, as indicated by ZİÇEV and Gazi
University.
2.2 Design of training material
One of the aims of the Joint Staff Training was the collection of information and materials for designing a
new training curriculum for Turkish teachers and paraprofessionals working with SEN persons. To reach
this objective, CJD included in the program the following workshops and visits:
1) Overview workshop and presentation on how to train staff with no official qualification in working with
people with special needs, official laws and requirements in Germany SEN teachers and the academic path
to get the qualification;
2) Campus Tour: Training people with special needs (practical), getting an overview of the departments,
centers, groups and the area itself for the upcoming days;

3) Meeting with Mrs. Rebecca Bauer, as Head of Case Management, Deputy Head of the vocational
training center, first contact person for the labor agency to discuss the design, control and effective use
of rehabilitation plans for people with special needs, possibilities, challenges and limits, needs of the
people vs. requirements externally given;
4) Workshop on critical components of developing a training program, and key indicators and approaches
on development of curricula and programs which will be used on digital platforms;
5) Meeting with Mrs. Annika Luttig, educator in CJDs boarding school in order to discuss practical
experiences and content: behavior management, daily life support, other;
6) Discussing program samples in other countries and Germany, and information on how to develop a
training program based on a blended learning approach;
7) Visiting the CJD in Bonn (Hotel and Conference House) in order to see, discuss and experience the
training of people with special needs in real-life situations. Afterwards, meeting the Head of the
Conference Hotel Mr. Bodo Westhoff and Mrs. Kathrin Lange as a trainer for housekeeping to discuss in
more detail about the daily life when working with young people who have further needs;
8) Meeting with Mrs. Sabine Röhler, CJD Frechens trainer for job market integration in order to discuss
about the integration of people with special needs into the job market, experiences and best practices;
9) Workshop on training management and technology based training techniques on behavior control and
improvement of communication skills of individuals with intellectual disabilities (planning, evaluation and
measurement);
10) Workshop on data collection, data mining and follow up techniques (IT based) and reporting
methodology for improving teachers performance.
As the group was split several times during the whole week due to its size, each day ended up with a
general exchange of experiences and discussion about the different impressions, views and ideas.
2.3 Evaluation method
The evaluation of the Joint Staff Training has been carried out twice: On the first day in order to evaluate
expectations, and on the last day in order to summarize lessons learnt, comments and ideas. The
methodology used was Mentimeter, an online tool, where you’re able to directly see and evaluate the
participants’ responses. The questions asked intended to evaluate the logistic aspects of the training, the
overall satisfaction, and the lessons learnt during the week. (Please see Annex 4.1 for the detailed
questions and results).

3. IMPLEMENTATION SECTION
3.1 Day to day program
Monday, 29 August 2016
Mrs. Gesa Backhaus and Mr. Martin Stolz introduced the activities that are planned for the week and
presented the weekly program (please see Annex 5.3 for the detailed agenda). In order to have an ice-
breaker and to evaluate the expectations of the participants for the upcoming week, the online tool
Mentimeter was presented and the participants were asked to answer the questions (please see Annex
4.1 for the detailed questions and results). As a result, expectations for the week were mainly to learn,
to visit, to exchange, to observe, and to experience followed by having a good time.
Before going into the details of an overview on training staff with no official qualification in working with
people with special needs according to the official laws and requirements in Germany Mr. Ugur Ersoy and
Mr. Necdet Karasu gave an overview on the current research and results of the last month (please see
Annex 5.2 for the detailed presentation). The research consisted of different quantitative and qualitative
research tools in order to develop a database for the further implementation of the project. Even when
the research was not finished at this stage, there were already some challenges and results to be pointed
out. First of all a lack of professional knowledge and a lack of teaching techniques were visible with the
professionals consulted. The result of it was that the professionals started to feel that

they are less competent, which resulted itself in less confidence in their daily work tasks. The quantitative
part of the analysis showed some critical aspects as behavior and classroom management, communication
and teaching techniques for special educators to overcome such difficulties.
The following presentation held by Mrs. Gesa Backhaus detailed the official laws and requirements in
Germany for staff with no official qualification in working with people with special needs (please see
Annex 5.1 for the detailed presentation). This was aimed to introduce the participants to the German
system and the German development regarding this issue within the last years. Afterwards the
participants got a short introduction into the implementation of those requirements into the CJD.
Following the presentation the whole group went for lunch into the campus canteen of CJD Frechen.
In the afternoon the group was split into three sub-groups due to the size of the group, one lead by CJD
Frechens PR Manager Mrs. Birgit Niclas, one led by Mr. Martin Stolz and one led by Mrs. Gesa Backhaus.
The sub-groups visited the several departments, training workshops and the boarding school for young
people with further needs, had time to talk with the trainers and other professionals, exchange views and
get an overview over all the campus and its different activities. The sub-groups met later on again in order
to exchange experiences.
Tuesday, 30 August 2016
The day started with a meeting with Mrs. Rebecca Bauer, who is working in the CJD as Head of Case
Management, Deputy Head of the
vocational training center, and who acts as a
first contact person for the labor agency. The
aim of this meeting was to discuss the
design, control, and effective use of
rehabilitation plans for people with special
needs (please see Annex 5.1.2 for the
detailed presentation). As not all of the
visiting organizations do have Case Managers or a comparable function in their organization, the interest
was really high in such structures and related experiences within CJD. Especially the documentation
system Applicas that is used by the Case Managers raised a lot of interest.
As the visiting group consisted of theoretical and practical experts at the same time it was decided to split
the group after the lunch time. The first group was led by Mr. Martin Stolz, who holt a presentation on
critical components of developing a training program as well as key indicators and approaches on the
development of curricula and programs which will be used on digital platforms (please see Annex 5.1.3

and Annex 5.1.4 for the detailed presentation and the supporting documents). The group work foreseen
wasn’t possible due to the language barrier, so a discussion in Turkish language was conducted. The
reason for the discussion was the missing clear criteria in the participating organizations in Turkey,
supported by the differences between teacher training and the vocational training. Thereby the Turkish
partners highlighted again, that the curriculum that they want to develop within this project is mainly to
foster the performance of professionals already working with the target group, meaning it will be a
teachers training.
As the discussion took some time and was held for very important for the Turkish partners, the Partners
decided to complete the discussion before going on with the training program. Therefore, it was
afterwards only possible to give a short overview about training samples from different actors. The rest
of the agenda of this program point was postponed for Thursday. Nevertheless, even at this stage of the
training the participants could see that the samples were similar to each other.
Through a handout that contains all the relevant information about the criteria for the design of a curricula
it was ensured that all participants do have the same information after the training.
The second group met with Mrs. Annika Luttig, an educator working in the boarding school on the campus
at the CJD Frechen. The group was doing some practical examples on teamwork and behavior control and
discussed the results to give the participants an insight in competencies that are needed for professionals
working with SEN children. They further used the possibility to visit one of the boarding school flats where
around 10 young people with further needs live together under the supervision of one of the educators.
When the two groups met again a discussion started about the proficiency as an educator and the
different acknowledged exams needed as there are differences between other European countries as for
example Italy on the one side and Turkey on the other. Hereby it was pointed out here that the training
for the proficiency is a crucial issue for the quality management and the degree of professionalization.
Wednesday, 31 August 2016
On Wednesday the whole group went to
Bonn to visit another CJD location. The CJD
Bonn consists of a hotel and conference
center offering next to the normal business a
vocational training to young people with

further needs in housekeeping and in office management. The group visited the campus and was mainly
interested in the kind of special needs the young people have, which are mainly learning and social
deficits. But although having their deficits the young people leave the CJD Bonn with an officially
acknowledged qualification prepared for the
first job market. In addition, the group was
very impressed to see that even some young
people with physical disabilities are trained
here as well.
Following the visit the group met one of the
trainers working in the housekeeping
department, followed by Mr. Bodo
Westhoff, the hotel manager of the CJD in Bonn. During the discussion with the hotel manager the
questions of the group were mainly related to the cooperation with public entities (procurement
processes) and with the integration of the young people into the primary job market after they have
passed their vocational training with success. Especially the second topic is an important but difficult issue,
as the young people are used that their needs are fully considered during the vocational training, but not
always in the first job market, so sometimes more support would be needed than actually offered.
Nevertheless, despite all the needs of the young people around 60 – 70 % are able to find a job afterwards,
which is mainly caused due to the holistic education that encompasses professional and social skills and
to the good network the CJD in Bonn has established. Mr. Westhoff pointed at that in comparison with
other institutions in Germany this is a relative high number. Furthermore, even though not all of the young
people do manage to not lose their job after some time, it is an important step that they have once
succeeded in gaining an official acknowledged exam. On the other side, the reasons for the drop-out were
considered to be for example excessive demands within the first job market.
As have learned already in the beginning of the week, the tool of the additional qualification in the
supplementary training in rehabilitation pedagogy is considered to be important for the staff in Bonn as
well. In addition, professionals can visit other short term trainings organized by CJD experts on specific
aspects. The day ended with an overall discussion and exchange of the experiences on the contents, views
and methods learned so far.

Thursday, 1 September 2016
The day started with a meeting with Mrs.
Sabine Röhler, who is working in the CJD as
an expert for job market integration. The
aim of this meeting was to discuss the
integration of people with special needs into
the job market and to discuss and share
experiences and best practices (please see
Annex 5.1.5 for the detailed
presentation). A first question coming up was the success of her work and the match between the
vocational training and the job market. Mrs. Sabine Röhler outlined that more than 20 % of the young
people do find a job due to a previous internship, so the importance of internships and networking was
outlined at this point. As in the previous day, the question of and reasons for failures came up: According
to Mrs. Röhler, most of the young people not succeeding in their first job do either drop-out due to
another and better paid job or due the excessive demand on the first job market. Another point of
discussion was the method of evaluation of competences of the young people and Mrs. Sabine Röhler
answered to mainly use interviews and a common questionnaire to outline strengths and difficulties the
young people face regarding the personal sphere.
As not having enough time on Tuesday, the group went on to finalize the discussion on program samples
in Germany and other countries as well as how to develop a training program on blended learning
approach (please see (please see Annex 5.1.6 and Annex 5.1.7 for the detailed presentation and the
supporting documents).
Following that, a presentation on training management and technology based training techniques on
behavior control and improvement of communication skills of
individuals with intellectual disabilities (planning, evaluation and
measurement) was hold by Mr. Martin Stolz (please see Annex
5.1.8 and Annex 5.1.9 for the detailed presentation and the
supporting documents that were given to the trainees). Hereby,
the participants also get a short introduction into the CJD professional training platform that is based on
a blended learning approach. The presentation stopped at a certain time and a discussion raised which
competences and qualifications a professional working in special education should possess. Mr. Necdet
Karasu asked the group to think about it as the importance to generally support the competencies of a
professional working in special education was outlined, less the didactic principles but more on the

focus on the professional attitude towards their job. The combination of several competencies resulting
in a holistic approach is crucial in this case. The day ended with an
overall discussion and exchange of the experiences, and on the
contents, views, and methods learned so far.
Friday, 2 September 2016
The day started with a workshop on data collection, data mining and
follow up techniques (IT based), and reporting methodology for
improving teachers’ performance that was held by Mr. Martin Stolz
and Mrs. Gesa Backhaus (please see Annex 5.1.10 for the detailed
presentation). Different techniques, tools, and aspects were presented at this stage. Part of this has was
a discussion on psychic illnesses. Discussing the fact of rising psychic illnesses it was mentioned that
probably the instruments and the treatments of the
diagnosis have risen, which might result in the higher
appearance that can be seen nowadays almost
everywhere.
The day ended with an exchange and discussion
about the lessons learned during the past 5 days as
well as with the satisfaction survey. The tool used
has been Mentimeter again (please see Annex 4.1 for the detailed questions and results) showing an
overall satisfaction with the joint staff training event.
After the exchange of certificates the partners went for a final lunch together before the joint staff
training officially ended.
