In order to ensure a fair, impartial and open election of the UNNC SU President,

the Election Committee hereby produced the following electoral Charter. These

statutes shall define the duties and obligations of the organizations, candidates and

electors who are concerned with the election. The details are as follows:

I. Election of Organizations

1. Overview

The 15th election of the president of Students’ Union of University of

Nottingham, Ningbo, is held by the Election Committee of the 15th session of

the Student Council, which includes the Executive Committee, the

Supervisory Committee and the Arbitration Committee. The Organization A21

(Alliance 21) will also assigns representatives. The Executive Committee shall

be responsible for the specific implementation and conduct of the elections;

The Supervisory Committee shall be composed of representatives of the

above-mentioned organizations, which shall be responsible for reviewing the

election materials and supervising the election process, under which the

supervisory team shall be responsible for handling the reports; The Arbitration

Committee shall be responsible for handling all matters that cannot be

handled by the supervisory commission, including but not limited to the

handling of emergencies not covered by the charter or matters beyond the

charter, and the arbitration result is considered as the final result.

2. Election Committee

The members of the election committee include representatives from Alliance

21, president election project team and three teachers.

3. Executive Committee

3.1 The Executive Committee consists of the UNNC SU President Election

project team.

3.2 Executive Committee duties and obligations:

1) Developing election method and election process;

2) Carrying out work that is related to the election of the President;

3) The Executive committee shall not release relevant confidential

information including ballot papers, and candidate performance

information. In case of breach of work agreement, penalties according

to the ‘disciplinary conduct in student activities’ shall be implemented;

More significantly, ‘the student code of conduct’.

3.3 The members of the Executive Committee shall not participate in the

presidential election, including direct election to the President as well as

the election team and also shall not attempt to hold any activities that may

affect the outcome of the election, such as canvassing, leaking information,

etc.

3.4 The Executive Committee is responsible for filing and reviewing election

applications submitted by electors.

3.5 The Executive Committee shall have the right to retain the records in the

course of the President’s election, such as screenshots, photographs,

recordings and videos.

4. Supervisory Committee

4

4.1 The members of the Supervisory Committee include representatives from

a part of the Alliance 21, including ACCA Club, AIESEC in UNNC, Art

Troupe, Business Student Association, Campus Ambassadors, Enactus,

Finance Club, Healthy U, Humanities and Social Sciences Student

Association, UNNC Students’ Union, International Student Society.

4.2 Responsibilities and obligations of the Supervisory Committee:

1） Ensuring that the election Committee and this election are fair,

impartial and open;

2） Reviewing any election irregularities in the election committee,

candidates and electors;

3） Following up on the progress of the Election Committee and its various

electoral activities;

4） Supervising the election of candidates and their teams, carries out

investigation and verification of their irregularities, and report the

meeting outcome to the Arbitration Committee in a timely manner,

giving feedback and rulings on specific situations;

5） Supervising the appointment of electors, conduct investigation and

verification of their irregularities, and report the results of the

investigation to the Arbitration Committee in time to give feedback to

the specific situation;

6） Accepting reports on the election of candidates and their teams, the

electors, investigate the authenticity and reliability of the reported

content, and informing the Election Committee of the regular meeting

report in time for consideration;

7） Managing the sole complaint mailbox during the election and evaluate

its evidence. The complaint mailbox is

electioncomplaint@nottingham.edu.cn;

8） The Supervisory committee shall not release confidential information

relating to the election and shall sign a work agreement during the

electoral preparation period (see appendix).

9） Members from Alliance 21 are obliged to remind the members of the

organization of the election and to advocate "everyone should vote"

within the organization; During this process, neutrality should be

maintained and no interference or inducement of the selection of

members should be allowed.

4.3 Supervisory Committee has the right to take screenshots, photography,

recording, video and other methods to keep records.

4.4 The members of the Supervisory Committee supervise the counting

process after the collection of ballot papers, recording the whole film and

making the video public when necessary.

4.5 Members of the Supervisory Committee shall not participate in the election

of the President, including the direct election of the President or the

election team, or any canvassing or leaks that may have an impact on the

outcome of the election.

5. Arbitration Committee

5.1 The members of the Arbitration Committee include representatives from

Alliance 21, including News Agency, Nottingham Alumni Association

Ningbo, NUTS China, Postgraduate Student Association, Science and

Engineering Student Association, Student Personal Development

Program Office, Student Society Center, UNNC Students’ Union, Vis-à-

Vis Organization, Young Volunteers Association, Youth League, and three

members of staff: Jenny Dong, David Zhang and Olivia Lin.

5.2 Responsibilities and obligations of Arbitration Committee

1) Accept the report of the supervision committee and arbitrate the

student complaint and emergency report;

2) A preliminary arbitration meeting shall be convened after the

submission of the litigation report by the supervisory committee to

decide whether the litigation report shall enter into the arbitration

proceedings;

3) After the decision enters the arbitration procedure, assemble a hearing

to carry on the ruling;

4) The arbitration committee shall not disclose any confidential

information during the election and shall sign a confidentiality

agreement in the run-up to the election.

5.3 The arbitration committee and its related work shall be supervised by the

election committee, all the staff and students.

5.4 Members of the arbitration committee shall not participate in the election

of the chairman, including direct election of the chairman and joining the

campaign team, or any canvassing, leaking or other activities that may

have an impact on the election results.

II. Candidates

1. Candidate Basic Eligibility

All registered students of University of Nottingham Ningbo, excluding gap-year

students.

2. Candidacy conditions

2.1 No record of violation of Chinese laws or regulations.

2.2 Candidates must understand and agree with UNNC culture and

possess a strong sense of duty.

2.3 Candidates must have at least one year’s experience as a leader of a

student club, society or organization.

2.4 Candidate must also meet one of the following criteria:

1） Recommended by school organizations and have the

recommendation work certificate provided by the recommendation

organization, see the “Organization Recommended Form”

(certification from SSC is required if the candidate is a leader of a

student society or club).

2） Recommended by a Faculty Dean, or a Head of Department, or the

CPC Branch Secretary with a signed letter of recommendation.

2.5 A Certificate from the candidate’s organization attesting to excellent

working abilities.

2.6 Candidates should have excellent decision-making ability,

communication ability, organization ability, planning ability, teamwork

ability, language expression ability, time management ability and

concision ability, and should be committed to guide students to make

correct decisions.

2.7 Candidates should be able to balance learning and work, pursue

academic excellence in all-round development, and have no record of

taking resit. The Hub or The Academic Service Office should issue a

certificate of transcript.

2.8 The candidate is able to communicate in English and is committed to

promoting the development of UNNC as befits a world-class

international university.

3. Candidates’ Duties

3.1 During the election campaign, candidates are required to strictly abide

by the relevant election regulations, in line with the smooth conduct of

the election. For details see “2020: The candidates for the 15th session

of the UNNC Students’ Union president election”.

3.2 Candidates are required to commit themselves, as President, to strictly

abide by the relevant work regulations. For details, see “2020: The

candidates for the 15th session of the UNNC Students’ Union president

election”.

3.3 Candidates should participate in the official online election activities. If

unable to participate in the activities for very special reasons,

candidates should inform the executive committee 48 hours in advance.

3.4 In the course of the electoral process, bad behavior such as malicious

slander, defamation of others (including candidates and members of

their campaign team) should not be made. In serious circumstances,

after the election committee has deliberated the decision, it is

punishable by shortening the publicity period or abolishing a

candidate’s eligibility for election. Violations of discipline shall be

punished according to the “Disciplinary Conduct of Student Activity” of

Department of Campus Life.

3.5 The candidate, his or her campaign team, and any person who helps

him or her to advertise, shall strictly abide by the relevant regulations

and rules to maintain the campus order. If any irregularities are

involved, the election committee will impose penalties on the related

personnel after deliberation. If the circumstances are particularly

serious, they may be assigned to the school legal department.

3.6 Candidates shall consciously accept the supervision of the supervisory

committee and report the publicized platform as well as the account

number; If the candidates decide to adjust the number of the publicized

platform, they shall report to the supervisory committee 24 hours in

advance.

III. Electors

1. Electors: All registered students of University of Nottingham Ningbo.

2. Election Form

4.2 vote online

The 15th SU President Election of the of the University of Nottingham

Ningbo adopted the form of online voting, which is open to all registered

students of UNNC. Voting is conducted on the ‘Microsoft Forms’

platform and is based on the UNNC mailbox of the candidates. Each

elector is limited to one vote. The executive committee is responsible

for the collection of all ballot papers and carries out a daily poll after the

close of voting under the supervision of the supervisory committee.

3. Elector Duties

3.1 Electors are responsible for their own conduct, supporting the work of

the electoral institutions and are subjected to the supervision of the

Supervisory Committee.

4.2 The number of votes per elector is one, and repeated ballots or the

mailbox dose not match the student ID will be processed as invalidated

after the members of the election are audited.

4.3 Electors should respect the rights of candidates and other electors and

should not interfere with or obstruct the election of candidates and

shall not force other electors to vote.

4.4 In the course of an election, bad behaviour, such as malicious slander

defamation others (including candidates and members of their

campaign team), shall not be made, and penalties will be imposed on

those in serious circumstances according to the ‘disciplinary conduct

in student activities’. If the circumstances are particularly serious, they

will be referred to the school legal department.

4.5 Electors shall not accept any form of bribery and shall not disrupt the

election by means of bribery. Any election-related financial

transactions between a candidate and electors or between a

campaign and electors, in any form or amount, will be considered

illegal, such as giving out WeChat red envelopes, transferring money,

etc.

4.6 In the course of an election, any person who discovers a malicious

action by a candidate or other elector should collect evidence and refer

it to the Supervisory Committee's mailbox. If the circumstances are

particularly serious, they will be referred to the school legal department.

4. Informant

4.1 Any elector has the right to complain about any irregularities found

during the election process and to send the relevant content to the

complaint mailbox: electioncomplaint@nottingham.edu.cn. The result

will be returned to the informant by email within 24 hours.

4.2 An Informer has an obligation to provide accurate facts in the reporting

process. The content of the report should include accurate, actionable

information.

4.3 An Informer is responsible for reporting the truth. Reporting of

fabricated facts or false framing will be seriously dealt with according

to the severance of the circumstances.

IV. The Outcome of the Election

1. During the voting period, the election committee will issue the SUSU Platform

to post the vote result until 17:00 for each candidate at 20:00 every day.

2. This election will adopt online voting. Under supervisory, the highest voting

counts will be publicized on the last day of election.

3. If there is only one candidate in the final election, the proportion of votes

approved must exceed 50%, and the total number of votes shall not be less

than 8% of all registered students of University of Nottingham, Ningbo, China.

4. If there is more than one candidate, the total number of votes for one

candidate shall not be lower than 6.5% of all registered students in the

university of Nottingham, Ningbo. The candidate with the highest number of

votes in the executive committee vote count on the final day shall enter the

chairman election result publicity process.

V. Remarks

1. In accordance with the relevant school regulations, English is the official

language of the election period, any public activities, promotional materials,

etc. require the use of English. Offender will be obliged to modify the relevant

content and submit to investigation by Supervisory Committee, who will

decide on the relevant punishment.

2. During the election period, if there are any changes to electoral regulations,

the Executive Committee will be notified 48 hours in advance, and will be

publicized on all campus accounts, the school's website, and the official

Students’ Union WeChat Platform.

3. During the election period, any form of activities, publicity and other acts, are

based on Beijing time.

4. If the President of the Students’ Union is not produced according to the

electoral process, any of the following decisions may be made under

discussion by the election committee:

1） The former president will continue to preside over the Students’ Union

and the Election Committee shall resume the Presidential election in 30

days;

2） To extend the voting period.

5. All electoral regulations and procedures will be publicized on the official

website of the school.

6. In case of special problems not covered by the Constitution, where students

cannot independently resolve the incident, responsibility will be transferred to

the relevant departments of the school for arbitration.

7. UNNC Students’ Union reserves the right of final interpretation of the UNNC

Students’ Union 2020 15th Session of the Presidential Election Charter.

Appendix

Appendix 1 UNNC Students’ Union President Duties

1. The President of the Students’ Union shall be solely responsible for the affairs of

the Students’ Union and be supervised by the whole school. Once elected, the

president of the Students’ Union shall make a commitment to the office of

President and fulfill his election plan and policy during his term of office.

2. The Students’ Union President’s term of office is one year. During the term of office

to ensure the smooth development of Students’ Union work. If you need to leave

the service for special reasons, you must submit your application to the whole

assembly 15 days in advance. The Acting President, nominated by the Bureau,

will vote for the end of the period and enter the normal electoral process. The

President of the Students’ Union shall be appointed full-time. After the election,

the president is required to resign from all remaining positions in the school within

two weeks and devote himself wholeheartedly to the work of the Students’ Union.

3. The president of the Students’ Union shall approve the work plan of the Students’

Union in recent years and implement it during the term.

4. The President of the Students’ Union shall, on the basis of the organizational

nature of the student autonomy organization, maintain neutrality and

independence and deal fairly and impartially with Students’ Union affairs.

5. The Students’ Union President is fully responsible for the daily work of students.

During his term of office, he should make the work plan and target of Students’

Union in time, the direction of Students’ Union work clearly, and hold ministerial

meetings of Students ' Union regularly (the whole generation), listen to the views

of all parties, and urge all departments to carry out orderly work.

6. The Students’ Union President shall ensure the smooth conduct of large-scale

activities of the Students’ Union, guide all departments to accept tasks rationally,

and lead all Students’ Union officers to finish the work efficiently.

7. The President of the Students’ Union shall ensure that he does not seek

commercial interests, does not bribe bribes, does not collude with undesirable

forces, does not gain inappropriate power and does not commit crimes.

8. If the president of the Students’ Union has serious disciplinary violations during

his tenure, violates the school rules, and damages the interests of the students,

the impeachment process will be initiated by the whole generation.

Appendix 2 University of Nottingham Ningbo Student Council 2020 Election of

candidates for the 15th session of the President Elections Ordinance

To guarantee the fair, justice and transparency of 2020 the 15th session of the

President elections of UNNC Students’ Union, the 15th session of the President of the

Election Committee formulated these Regulations. These regulations apply to all

relevant activities of the candidates and their campaign teams during the election

period. Candidates are required to ensure that all members of their campaign teams

comply with regulations.

Upon familiarizing themselves with the contents of this Ordinance and the Electoral

Charter, the prospective candidate shall voluntarily sign the undertaking of this

Ordinance. The candidate may be qualified after signing the agreement. Candidates

must conscientiously abide by the " University of Nottingham Ningbo, 15th Annual

Presidential Election Regulation" If the agreement is breached, the candidate may be

disqualified.

The details are as follows:

1. Candidates can organize their own campaign team and report to the Election

Committee on a timely and accurate basis, and the list must be objective and

comprehensive. The maximum number of candidates for the campaign is

12(excluding the candidate himself). In principle, the election team will not be

allowed to change personnel, if there is a change in special personnel, candidates

are required to submit to the election committee in writing, the election committee

after the approval of the entry into force.

2. Candidates and their campaign teams shall strictly abide by this regulation and the

arrangements of the Electoral Charter. A candidate is responsible for the actions

of his campaign team and the consequences of his actions.

3. The conduct of candidates and their campaigns during the election period will be

supervised by the Supervisory Committee. Candidates and their campaign teams

are required to work with the Election Committee and to comply with the

arrangements and resolutions of the Election Committee.

4. During 9:00AM on 22nd April to 17:00PM on 27th April, candidates can apply for

the election. The campaign materials of candidates will be publicized at 20:00PM

on 28th April.

5. Students’ Union election campaign publicization period is from 19:00PM 29th April

to 12:00AM 6th May. During this period, the candidates and their campaigns are

subject to the approval of the Supervisory Committee and must conform to the

electoral regulations.

6. Voting period for the Election is from 9:00AM 30th April to 17:00PM 6th May.

7. During the election of the president, the polling site will be posted online every day

at 20:00PM. To avoid malicious competition, the last time the publication is

20:00PM 5th May, followed by a period of silence. During the silence period from

12:00AM 6th May to 17:00PM 6th May, the candidate and his team shall not carry

out any promotional activities.

8. During Students’ Union election campaign publicization period, the candidates and

their campaigns are subject to the approval of the Supervisory Committee and

must conform to the electoral regulations.

9. The propaganda behavior of the candidate and his campaign shall conform to the

relevant arrangements. Once any violation is reported, the Supervisory Committee

will initiate an investigation procedure and inform the Election Committee of the

results of the investigation and the Election Committee will deal with the

irregularities of the candidates and their campaign teams based on the assessment.

Final processing comments will be made in the form of verbal reminders or written

warnings. If the nature or impact of the violation is serious, the candidate will be

disqualified immediately.

10. The candidate's campaign team has the right to represent the candidate for various

campaigning activities, as well as to contact the Election Committee, the

Supervisory Committee or the Arbitration Committee Penalty will be given if there

is unauthorized participation in various campaigning activities and liaison with the

Election Committee that are carried out by people other than the candidate and the

campaign teams.

11. All candidates shall, upon receiving written warnings, make written statements

within 12 hours and submit it to the Election Committee for public release within

the validity period. Candidates will be disqualified if they receive two written

warnings. Violation made by the campaign team members counts as violation

made by the candidate.

12. Candidates and their campaign teams are required to submit their campaign plans

to the Election Committee 48 hours in advance of campaign activities of any kinds.

In order to avoid the occurrence of violations, feedback will be provided to the

candidates. Once the plan is approved, candidates should act strictly in

accordance with the approved plan, if there are any changes in the procedures,

the candidates should inform the Election Committee 24 hours in advance. The

plan can be carried out after approval.

13. The Campaign plan should include the expected use of election funds, the type,

quantity and amount of promotional materials and related publications. Candidates

are required to make financial statements on campaign funding and their use for

future reference by the Election Committee and the Supervisory Committee. The

campaign is funded by the individual candidates and their teams only, other

sources of sponsors will not be permitted.

14. All candidates and their campaign teams must actively cooperate with all the

Election Committee’s work before the results of the election are officially

announced.

15. Candidates and their campaign teams shall not in any way influence, disturb or

forcibly change the electoral intention of the electors and shall not have any forms

of bribery. If there is a violation, once the report is confirmed by the Supervisory

Committee, the Supervisory Committee shall submit a report to the Election

Committee to be dealt with. The candidate must correct the situation in time to

mitigate the impact.

16. During the election campaign, the candidate and the campaign teams can make

public speeches, Internet campaigns, etc. in a reasonable and appropriate way

without violating the relevant regulation of the school. The candidate shall

consciously report the promotion platform and the promotion account number to

accept the supervision of the supervision committee; If a temporary decision is

made to increase or decrease the promotion platform, the team should report to

the supervisory committee 24 hours in advance.

17. Candidates and their campaign teams should ensure their promoting work is

energy efficient and environmentally friendly. If offline publicity is involved, the

candidates and their campaign teams should clean up a site after promotion work

such as speeches or stall presentations and return the leased items to avoid

affecting the normal campus order.

18. The candidate and the campaign team shall not interfere with the students’ normal

learning and living order during the campaign period: the dissemination of

promotional materials to electors ' school mailboxes and personal mailboxes are

prohibited; if offline publicity is involved, there should not be publicity activities in

the teaching area without the approval of the election committee. Promotion in

living areas should not affect the normal life of students and avoid causing

problems to the electors. If the Supervisory Committee has received the relevant

complaint report, it will be submitted to the Election Committee for processing once

verified.

19. Candidates and their campaign teams shall not make offensive statements and

shall not maliciously defame other candidates and their campaign teams. If any

other candidates are found to have violative actions, they should be reported to the

Supervisory Committee in time and submit written reports.

20. Candidates should be in line with the actual situation when conducting publicity

and should not exaggerate or fabricate facts. Candidates should be cautious, and

not to damage the reputation of student organizations or schools by personal words

and deeds.

21. Any team or individual shall not violate the above provisions, if violations happens

and the situation is severe, the legal department of the school will be involved.

Appendix 3 UNNC Students’ Union 15th President Election Committee working

Agreement

The 15th Annual Presidential Election of the University of Nottingham, Ningbo, will

be held from April 2020 to May 2020, with the aim of democratically electing students

in the whole school to represent the Students’ Union and electing the President.

In order to ensure the fair, impartial and open election of the President of Students’

Union of University of Nottingham in Ningbo is carried out smoothly, we would recruit

the members of Supervisory Committee and Arbitration Committee from the student

organizations, together with the Executive Committee, to form the Election Committee.

Members of the Committee are obliged to comply with the following agreements:

Every member of the committee can only vote once, but election

stance/preference is prohibited, as well as in the event of participation in the

publicity and canvassing activities of a candidate (including social media such as

the circle of Friends of the online forwarding candidate).

1. The members of the Committee shall not enter any campaign team.

2. During the election (including early publicity and late counting), members shall not

be subjected to any unilateral private contact with any candidate or campaign team.

3. During the election (including early publicity and late counting), members shall not

disclose to any person outside the election committee about any election

information and movement of the candidate.

4. Members holding this election confidential agreement shall not disclose any

document to any person other than the election committee. The confidential

documents include but are not limited to all versions of the Charter of 15th SU

President Election before the publication, this working agreement and the <15th

UNNC Students’ Union Presidential Election Alliance 21 Initiative Representative

Working Guideline>.

5. During the election (including early publicity and late counting), members shall not

disclose the contents of a series of meetings to anyone outside the election

committee.

6. During the election period, no libel or slander is allowed against a candidate or a

campaign team.

The election campaign is provided to the Police Bureau for record, all decisions are

made by the Election Committee and University:

All members of the Committee shall be obligated to comply strictly with the above

agreement and to be liable for breach of obligations in the agreement, which will be

subject to school-level sanctions upon discovery.

为确保宁波诺丁汉大学学生会主席选举的公平、公正、公开，使选举工作顺利

进行，选举委员会特此制定选举章程。本章程就与选举相关的组织机构、候选人

及选举人就选举事件的职责及义务做出规范解释，各方须严格自觉遵守。具体内

容如下:

一、 选举组织机构

1. 概况

宁波诺丁汉大学第十五届学生会主席选举由第十五届学生会主席选举委员会

负责举办。其包括：执行委员会，监督委员会以及仲裁委员会；由学生组织

联盟(Alliance 21)联合学校教师，以及第十五届主席选举项目组组成。执行

委员会负责选举工作的具体实施与开展；监督委员会由上述组织联盟内部分

派代表组成，对选举办法的制定、选举流程的执行及选举结果进行全程监督，

其下设监督工作小组用以受理群众举报；仲裁委员会负责处理一切监督委员

会无法处理的事项，包括但不限于对于章程未涉及的突发事项或超出章程的

事项的处理，仲裁委员会的仲裁结果即为最后结果。

2. 选举委员会

选举委员会成员由宁波诺丁汉大学学生组织联合会 A21(Alliance 21)分派代

表、学生会主席选举项目组成员以及三位教师组成。

3. 执行委员会

3.1 执行委员会由宁波诺丁汉大学主席选举项目组组成。

3.2 执行委员会职责及义务：

1) 制定选举方法及选举流程；

2) 开展与实施主席选举的相关工作；

3) 执行委员会不得外泄选举期间相关私密，并须在选举准备期签订保

密协议，出现有违规违纪现象者，将根据学生事务与发展中心《学生

活动规范条例》进行相应处罚；情节特别严重者，将根据宁波诺丁汉

大学《学生行为规范》由校方进行仲裁与处罚。

3.3 执行委员会成员不得参与主席选举，包括直接竞选主席、加入竞选团

队或做出任何对竞选结果产生影响的如拉票、泄密等行为。

3.4 执行委员会负责对选举人上交的竞选申请资料进行备案及判决资格审

查。

3.5 执行委员会有权在主席选举工作进程中以截图、拍照、录音、录像等

方式保留记录。

4. 监督委员会

4.1 监督委员会成员由宁波诺丁汉大学学生组织联合会 A21(Alliance 21)

部分分派代表组成，包括特许公认会计师公会华东区俱乐部、国际经

济学商学学生联合会、艺术团、商学院学生联合会、校园大使、创行

协会、金融协会、Healthy U、人文社科学生会、宁波诺丁汉大学学生

会及国际生联合会。

4.2 监督委员会的职责与义务:

1） 保证选举委员会及本次选举的公平、公正、公开；

2） 对选举委员会，候选人及选举人有关选举的违规行为进行审查；

3） 全程跟进选举委员会及其各项选举工作的进度；

4） 监督候选人及其团队的竞选行为，对其违规竞选行为进行调查取证，

并及时将调查结果通报仲裁委员会，针对具体情况给予反馈及裁定；

5） 监督选举人的选举行为，对其违规选举行为进行调查取证，并及时

将调查结果通报仲裁委员会，针对具体情况给予反馈；

6） 受理针对候选人及其团队、选举人有关选举方面的诉讼报告，对上

报内容的真实性与可靠性进行调查取证，并及时将调查结果通报选

举委员会进行会议，产生决定；

7） 负责管理选举期间唯一投诉邮箱，并对其证据进行评估。投诉邮箱

为 electioncomplaint@nottingham.edu.cn；

8） 监督委员会不得外泄选举期间相关私密信息，并须在选举准备期签

订工作协议(见附录)；

9） 监督委员会中来自 Alliance 21 的分派代表有义务提醒本组织成员

关注主席选举活动，并应在组织内大力倡导“人人投票”；在此过程

中，须保持中立，不允许对组织成员的选择进行干涉或诱导；

4.3 监督委员会在工作过程中有权以截图、拍照、录音、录像等方式保留

记录；

4.4 监督委员会成员在选票收集完毕后的计票过程中进行监督，全程录像

拍摄，必要时，将录像公开；

4.5 监督委员会成员不得参与主席选举，包括直接竞选主席、加入竞选团

队，或做出其他任何对竞选结果产生影响的如拉票、泄密等行为。

5. 仲裁委员会

5.1 监督委员会成员由宁波诺丁汉大学学生组织联合会 A21(Alliance 21)

部分分派代表以及三位教师组成，组织成员包括媒体中心、校友会、

宁波诺丁汉大学电视台、研究生联合会、理工学生联合会、学生项目

活动办公室、社团中心、学生会、Vis-à-Vis、共青团宁波诺丁汉大学

委员会及青年志愿者协会，教师包括 Jenny Dong, David Zhang 以

及 Olivia Lin。

5.2 仲裁委员会的职责及义务

1) 受理监督委员会报告，对提请的学生投诉及突发事件报告做出仲裁；

2) 在监督委员会递呈诉讼报告后召开先决仲裁会议以决定诉讼报告是

否进入仲裁程序；

3) 确定进入仲裁程序后，召集听证会进行裁决；

4) 仲裁委员会不得外泄选举期间相关私密信息，并须在选举准备期签订

保密协议。

5.3 仲裁委员会及其相关工作受监督委员会及其他全校师生监督。

5.4 仲裁委员会成员不得参与主席选举，包括直接竞选主席与加入竞选团

队，或有任何对竞选结果产生影响的拉票、泄密等行为。

二、 候选人 Candidates

1. 候选人基本对象

宁波诺丁汉大学全体注册在籍本科学生，不包括间隔年等特殊情况。

2. 参选条件

2.1 无违反国家法律及校纪校规记录。

2.2 了解并认同宁波诺丁汉大学文化，了解并认同学生会文化，拥有较

强的服务意识。

2.3 候选人须有一年及以上宁波诺丁汉大学学生组织部长或社团社长

级及其以上领导经验。

2.4 候选人还须符合以下全部条件：

1） 经学校各学生组织推荐，并具有推荐组织所提供的推荐工作证明，

详见《2020 年宁波诺丁汉大学第十五届学生会主席选举组织推

荐证明》(社团推荐需出具社团中心证明)；

2） 经学院院长及以上教授、或学校相关部门领导、或学院党总支书

记推荐，并具有推荐人或推荐部门提供的推荐证明。

2.5 候选人在其工作期间表现突出，并由所在组织出具相关能力证明。

2.6 具有优秀的决策能力、沟通能力、组织能力、策划能力、团队协作

能力、语言表达能力、时间管理能力及抗压能力，致力于引导学生

会做出正确决议，以提高学生会工作效率。

2.7 候选人能平衡学习与工作，成绩优良，无补考记录追求学术卓越，

全面发展，无挂科补考记录；并由 Hub 或教务处出具成绩证明。

2.8 候选人能胜任各种场合的英语交流，致力于推动宁波诺丁汉大学

发展成为世界一流的国际性大学。

3. 候选人的职责与义务

3.1 竞选期间，候选人及其竞选团队须严格遵守相关竞选条例，配合选

举工作的顺利进行。具体内容请参见《2020 年宁波诺丁汉大学第

十五届学生会主席选举候选人竞选条例》。

3.2 候选人须承诺，如当选宁波诺丁汉大学学生会主席，就任期间严格

遵守相关工作条例。具体内容请参见《2020 年宁波诺丁汉大学第

十五届学生会主席工作条例》。

3.3 候选人需参与相关线上官方选举活动。如有极特殊原因无法参加，

需提前 48 小时向执行委员会告知情况。

3.4 选举进程中，不得做出恶意中伤、诽谤他人(包括候选人及其竞选

团队成员)等不良行为，情节严重者，在选举委员会商议决定后，

处以缩短宣传期、取消竞选资格等惩罚。违规违纪现象根据学生事

务与发展中心《学生活动规范章程》进行处罚。

3.5 候选人、其竞选团队及任何帮助其宣传拉票的人员，须严格遵守相

关条例章程，维护校园秩序。以上涉及人员如若有任何违规行为，

选举委员会在商议决定后将对相关人员处以惩罚。特别严重者，移

交学校法务部门进行处理。

3.6 候选人须自觉接受监督委员会的监督，自觉上报宣传平台及宣传

账号；如临时决定增减宣传平台，须提前 24 个小时上报监督委员

会。

三、 选举人

1. 选举人组成: 宁波诺丁汉大学全体注册在籍学生。

2. 选举形式

2.1 线上投票

宁波诺丁汉大学学生会第十五届主席选举采用线上投票的形式，对

于所有宁波诺丁汉大学在籍学生开放投票。投票使用 Microsoft

Forms 平台，以选举人宁波诺丁汉大学邮箱为依据，一人限投一票。

执行委员会负责所有选票收集，每日投票结束后在监督委员会的监

督下进行查票。

3. 选举人的职责与义务:

3.1 对自己的选举行为负责，支持配合选举机构的各项工作，自觉接

受监督委员会的监督。

3.2 每位选举人的投票次数有且只有一次，重复投票或登录邮箱与所

填学号不匹配将被视为无效票，将在选举委员会审核后作废。

3.3 尊重候选人及其他选举人的权利，不得干扰和阻挠候选人及其竞

选团队的竞选和其他选举人的选举，不得强迫其他选举人投票。

3.4 选举进程中，不得做出恶意中伤、诽谤他人(包括候选人及其竞选

团队成员)等不良行为，情节严重者，将加以处罚。进行扰乱秩序，

影响选举工作进程者，将根据《学生活动规范章程》进行警告、

处分。特别严重者，移交学校法务部门进行处理。

3.5 不得收受候选人任何形式的贿赂，不得以交易选票或索贿等方式

破坏选举；候选人或竞选团队与选举人间任何形式、数目的选举

相关的资金交易都将被视为违规行为，如：发红包、转账等。

3.6 在选举过程中，任何人如发现候选人及其他选举人的恶意选举行

为，应及时收集证据，上报监督委员会邮箱。进行扰乱秩序，影

响选举工作进程者，将根据《学生活动规范章程》进行警告，处

分。特别严重者，移交学校法务部门进行处理。

4. 举报人

4.1 任何选举人有权对在选举过程中发现的违规行为进行投诉，将相

关 内 容 发 送 到 投 诉 邮 箱 ， 投 诉 邮 箱 为

electioncomplaint@nottingham.edu.cn，处理结果将在 24 小

时内通过邮件回复至举报人。

4.2 举报人在举报过程中有提供准确事实的义务，举报内容包括有效

的证据，并鼓励提供可供后续联络的有效信息。

4.3 举报人对举报事实的真实性负责。对于举报捏造事实、诬告陷害

的，将根据情节恶劣程度严肃处理。

四、 选举结果产生方式

1. 选举投票期间，选举委员会将于每晚八点通过学生会苏苏平台发布候选

人截至当天 17：00 的得票数。

2. 本次选举将采用线上投票的方式进行，在监督委员会监督下，在最终日

由执行委员会选票统计计数并进入主席选举结果公示流程。

3. 如果最终参选的候选人只有一位，则其得赞同票的比例须超过 50%，且

总票数不得低于宁波诺丁汉大学全体注册在籍学生的 8%。

4. 如果最终参选者多于一位，则其得总票数不得低于宁波诺丁汉大学全体

注册在籍学生的 6.5%，在最终日由执行委员会选票统计计数中得票数最

高者进入主席选举结果公示流程。

五、 备注

1. 遵照学校相关规定，确定英语为选举期间官方语言。任何公开的活动、

宣传品等皆要求使用英语，违规者将被责成修改相关内容，必要时将由

监督委员会调查取证，并由选举委员会作出相关处罚决定。

2. 选举期间，任何选举内容的变动，执行委员会将会提前 48 小时告知，并

于主席选举官方线上平台进行公示。

3. 选举期间，任何形式的活动、宣传等行为，皆以北京时间为准。

4. 如依照选举流程未产生学生会主席，则可在选举委员会的讨论下，依据

情况做出以下任一决定：

1） 由原主席继续主持工作，并在 30 日内由选举委员会重新开展主席

选举；

2） 对投票期进行延长。

5. 所有选举章程条例及流程将在宁波诺丁汉大学官网公示。

6. 如遇超出章程的特殊问题，选举委员会无法独立解决的事件，移交学校

相关部门进行仲裁。

7. 《宁波诺丁汉大学学生会 2020 年第十五届主席选举章程》最终解释权

归宁波诺丁汉大学学生会所有。

附录

附录 1 宁波诺丁汉大学学生会主席工作条例

1. 学生会主席须对学生会事务全权负责，并受全校师生监督。学生会主席一经

当选，须做出主席承诺，并在任期内兑现竞选期间的竞选纲领和政策。

2. 学生会主席有效任期为一年。任期内须确保学生会工作顺利开展。若中途因

特殊原因需要离职，须提前十五天提交申请至全代会。代理主席经主席团提

名，全代会投票选出，代理期结束，进入正常选举程序。学生会主席职务须

专职就任。当选后，主席须在两周内辞去其余所有在校职务，全心全意投入

学生会的工作。

3. 学生会主席须认可学生会近年工作规划，并在任期内逐步落实。

4. 学生会主席须在认同学生会学生自治组织的组织性质的基础上，保持中立与

独立，公平、公正地处理学生会事务。

5. 学生会主席全面负责学生会日常工作。任职期间须及时制定学生会工作计划

和目标，明确学生会工作方向，并且定期召开学生会部长级会议(全代会)，

听取各方意见，督促各部门开展工作，确保学生会工作有序进行。

6. 学生会主席须确保学生会大型活动的顺利进行，引导各部门合理分配任务，

带领全体学生会干事高效完成工作。

7. 学生会主席须保证不以谋求商业利益为目的，不行贿受贿，不勾结不良势力，

不以权谋私，不违法犯罪。

8. 若学生会主席在任职期内有严重违纪、违反校规、损害学生会利益等行为，

则将由全代会启动弹劾程序。

附录 2 宁波诺丁汉大学学生会 2020 年第十五届主席选举候选人竞选条例

为保障宁波诺丁汉大学学生会2020年第十五届主席选举的公平、公正、公开，

宁波诺丁汉大学第十五届学生会主席选举选举委员会特制定本条例。条例对候选

人及其竞选团队在选举期间的所有相关活动进行规范。各候选人在做到自身严格

遵守条例的同时，须确保其候选团队所有成员的言行符合条例中的各项相关要求。

在熟悉本条例及竞选章程的内容后，有意参选者须自愿签署本条例承诺。参选

人在签署承诺后即具备候选人资质。候选人须自觉严格遵守《宁波诺丁汉大学第

十五届学生会主席选举章程》及本条例内容。如违背承诺，将被取消参选资格。

具体内容如下:

1. 候选人可以组织自己的竞选团队，并及时如实上报竞选团队人员的全部名单

至选举委员会，名单须做到客观全面。竞选团队的人数上限为 12 人(不包括

候选人本人)。原则上不允许竞选团队有人员上的变动，如有特殊人员变动要

求候选人须向执行委员会提交书面申请，经执行委员会通过后，方可生效。

2. 候选人及其竞选团队须严格遵守此条例及选举章程中的相关规定。候选人须

对其竞选团队的言行及其行为产生的后果负责。

3. 候选人及其竞选团队在选举期间的行为将受到选举委员会和监督委员会的监

督。候选人及其竞选团队须配合选举委员会的工作，并服从选举委员会的安

排以及决议。

4. 2020 年 4 月 22 日 9:00至 4 月 27日 17:00 为主席候选人报名期，4 月 28

日 20:00 将进行候选人竞选材料公示。

5. 2020 年 4 月 29日 19:00至 5月 6日 00:00 为本次学生会主席选举候选人

竞选宣传期，在此期间候选人及其竞选团队所进行的竞选宣传活动需经由选

举委员会同意受监督委员会监督并且符合本竞选条例。

6. 本次学生会主席选举投票期从 2020年 4月 30日 9:00起，至 5月 6日 17:00

结束。

7. 主席选举投票期间，每晚八点通过学生会 SUSU 平台线上公示截至当日下午

五时的投票情况。为避免恶意竞争，最后一次公示的时间为 2020 年 5 月 5

日 20:00。2020 年 5月 6日 00:00至 5月 6日 17:00 为本次主席选举静默

期。静默期期间，候选人及其团队不得进行任何宣传活动。

8. 在学生会主席选举候选人竞选宣传期间，候选人及其竞选团队所进行的竞选

宣传活动需经由选举委员会同意受监督委员会监督并且符合本竞选条例。

9. 候选人及其竞选团队的宣传行为应符合相关规定。违规行为一经受到举报，

监督委员会将启动调查机制，并告知选举委员会调查结果，选举委员会将根

据调查结果对相关候选人及其竞选团队的违规行为进行处理。最终处理意见

将以口头提醒或书面警告的形式发出。若违规行为性质或影响恶劣，相关候

选人将被直接取消参选资格。

10. 候选人的竞选团队有权代替候选人进行各种竞选活动，以及联系选举委员会、

监督委员会或仲裁委员会。若有除候选人及其竞选团队以外人员代替参与各

种竞选活动以及联系选举委员会的情况，将作违规处理。

11. 候选人在收到书面警告后须在 12 小时内做出书面情况说明，并在有效期内

提交至选举委员会公开发布。若候选人累计受到两次书面警告，即被取消候

选人资格。竞选团队成员违规等同于候选人违规。

12. 候选人及其竞选团队在进行任何宣传活动时须提前 48 小时将竞选预案交至

选举委员会。选举委员会对预案进行审核后给予反馈意见，以避免出现违规

情况。预案一经审核通过，候选人需严格按照审核后预案执行，如有变更须

提前 24 小时与选举委员会联系，得到认可后方可变更。

13. 竞选方案须包括选举经费的预期使用情况，宣传材料及相关印刷品的种类、

数量及金额。要求候选人做好竞选经费及其使用情况的财务报表，供选举委

员会和监督委员会备查。竞选经费由参选个人及其团队承担，除此之外不可

寻求其他赞助。

14. 在选举结果正式公布前，所有候选人及其竞选团队须积极配合选举委员会的

所有工作。

15. 候选人及其竞选团队不得以任何形式影响、干扰或强行改变选举人的选举意

向，不得存在任何形式的贿赂行为。如有违反，一经举报，经监督委员会查

实，由监督委员会向选举委员会提交报告并由仲裁委员会进行处理。候选人

必须及时改正以减轻影响。

16. 选举宣传期间，候选人及其竞选团队可在不违反学校相关规定的前提下，采

用合理的公开演讲、网络宣传等方式进行宣传。候选人须自觉上报宣传平台

及宣传账号，以接受监督委员会的监督；如临时决定增减宣传平台，须提前

24 个小时上报监督委员会。

17. 候选人及其竞选团队须注意宣传形式，节能环保，不铺张浪费。如涉及到线

下宣传工作，须在宣传工作结束后，对使用场地进行清理。并及时归还租借

物品，不影响校园正常生活秩序。

18. 候选人及其竞选团队在宣传期间不得干扰学生的正常学习和生活秩序：禁止

将宣传资料发送至选举人的学校邮箱及个人邮箱；如涉及到线下宣传，未经

选举委员会批准，禁止在教学区域进行宣传活动；生活区宣传不能影响学生

正常生活，并避免对选举人造成困扰。监督委员会如有接到相关投诉举报，

一经查实，后将递交仲裁委员会进行处理。

19. 各候选人及其竞选团队不得发表攻击性言论，不得出现恶意中伤其他候选人

及其竞选团队的行为。如发现其他候选人有违规行为，应及时向监督委员会

举报，并提交书面报告。

20. 候选人在进行宣传时应符合实际情况，不得夸大、虚构事实，谨言慎行，不

得以个人言行损害学生组织或学校的声誉。

21. 任何团队或个人均不得违反以上规定，如有违规且情节恶劣者，移交学校法

务部门处理。

附录 3 宁波诺丁汉大学学生会第十五届主席选举委员会工作协议

宁波诺丁汉大学学生会第十五届主席选举将在二零二零年四月至五月举行，旨

在在全校范围内民主选出代表学生，代表学生会，代表学校的学生会主席。

为确保宁波诺丁汉大学学生会主席选举的公平、公正、公开，使得选举工作顺

利进行，特在学校组织招募监督委员会、仲裁委员会成员，与执行委员会共同构

成选举委员会。

选举委员会成员有义务遵守以下协定：

1. 委员会成员无投票资格，在举办活动中不得持有任何选举立场，禁止参与对

某一候选人的宣传以及拉票活动（包括线上转发候选人的朋友圈等社交媒

体）。

2. 委员会成员不得进入任何竞选团队。

3. 选举过程中（包括前期宣传以及后期计票）不得与任何候选人以及竞选团队

有单方面私下接触。

4. 选举过程中（包括前期宣传以及后期计票）不得向选举委员会之外任何人透

露候选人的任何选举信息及动向。

5. 持有选举保密文件的成员，不得向选举委员会之外任何人泄露文件。保密文

件包括但不限于：公示前的所有版本章程，本份工作协议及《宁波诺丁汉大

学学生会第十五届主席选举 A21 组织分派代表工作细则》。

6. 选举过程中（包括前期宣传以及后期计票）召开的一系列会议的内容，不得

向选举委员会之外的任何人透露。

7. 在选举期间，不得对候选人、竞选团队有任何诽谤以及言语中伤的行为。

此次选举活动为公安局备案的大型校级活动，经选举委员会与校方决定：委员会

所有成员有义务严格遵守上述协定并负有法律责任，义务人违反协议中的义务，

一经发现上报将受到校级处分。
