● BUILDING for Life (BFL)assessors from St Helens

Council used their expertise toadvise developers at the SouthWindle regeneration scheme onways of boosting its BFL score -and secure Homes andCommunities Association (HCF)funding.

St Helens is recognised ashaving one of the best BFL-trainedteams in the North West. All itsdevelopment control officers havebeen trained how to use thenational

standard for well-designedhomes and neighbourhoods.

Agents for the South Windlescheme originally asked thecouncil to score the developmentoff-plan – when it notched up animpressive score of 13.5 out of apossible 20.

“That was a really good score,”explains Cabinet Member forUrban Regeneration and HousingCouncillor Andy Bowden, “butthings got even better after ourdevelopment control team helpedthe developers identifyimprovement opportunities.”

The completed scheme’s scorethen went up to 16 out of 20,putting it into the BFL 'gold'category.

The South Windle developmentis a mix of new, energy-efficienttwo, three and four bedroomedhomes in Chapel Street and ArgyleStreet.

The £5 million project has seenthe council working inpartnership with developersRegenda Group, HelenaPartnerships, Maritime HousingAssociation and local residents.

“This way I have acity centre base, savetime and money on along commute, andhave the apartment asa nest egg for thefuture. It’s perfect.”

THE number of propertiesfor sale in the UK that havehad their asking pricereduced at least once sincecoming to the market hasclimbed by more than 13%over the past three months –up from 32.2% in August to36.4% today.

The figures fromZoopla.co.uk also show thatthe total value of the houseprice discounts has risen byalmost £500 million asowners start to get bothmore realistic anddesperate to sell.

For those properties that

have been reduced in price,the average discountcurrently stands at 6.1%(£15,879) of the originalasking price.

Towns in the West andthe Midlands are seeing thehighest number of askingprice reductions. But it is

the north that dominatesthe list of places with thehighest average asking pricereductions of around 7%.

Nicholas Leeming,commercial director ofZoopla.co.uk, says: “For thepast few months, askingprices have been somewhat

out of kilter with whatbuyers are prepared or canafford to pay, but sellers arebecoming increasinglyrealistic.

“The traditional NewYear influx of propertiescoming to the market forsale will mean even more

competition among sellersand many are keen to try tosecure a buyer this side ofChristmas and are loweringtheir expectationsaccordingly. As a result,now is a great time forbuyers to try to land abargain.”

RECOVERY in the buy-to-let market iscontinuing, boosted by strong demandfor rental property according to thelatest figures.

A total of £2.8 billion was advancedto investment landlords in the threemonths to the end of September, 33%more than during the same period of2009 and the highest level since thefinal quarter of 2008, according to theCouncil of Mortgage Lenders (CML).

The buy-to-let market was hit hardby the credit crunch, with manylenders withdrawing from the sectorcompletely as they struggled to raisefunds to lend.

Lending levels hit a low of £1.9 billionin the second quarter of 2009, butadvances have been gradually trendingupwards since then as the market hasrecovered.

The CML said the rise in lendingduring the third quarter, 12% up on theprevious three months, was driven byongoing strong demand for rentalproperty as many first-time buyersstruggled to get the mortgages theyneeded to buy their own home.

Michael Coogan, director general ofthe CML, said: “We would expectbuy-to-let demand to pick up further ifcurrent rising rental trends continueand house prices remain broadlystable.”

There are currently 309 differentbuy-to-let mortgages available, well upon the 185 products on offer when themarket reached its low in Septemberlast year.

But help is just around the cornerwith Liverpool Design Show.

Set to be unveiled in St George’sHall on Saturday and Sunday –November 20 and 21 – the show is partof the city’s annual design festival, thestart of which will coincide withLiverpool’s Long Night event and willbe marked by a colourful installationof local designer Matthew Moore’sOrigami lamps in the window of theHope Street Hotel on Thursday.

Matthew’s quirky designer lampswill be switched on at 4pm to brightenup everyone’s journey home alongHope Street.

And they are a taste of what is tocome at the Liverpool Design Show,run by the Design Initiative, anindustry body and charity working tosupport independent designers andhelp them to promote their work andprovide professional development.

Around 100 designers and makers offurniture, fashion, ceramics,accessories, lighting, jewellery anddecorative art will be exhibiting theirunique work.

One of the main events is thepremiere of the A/W 2010 collectionfrom Claudette Joseph who can countHelen Mirren and Julie Christie ascustomers.

But on the home front there is a host

of designers waiting to impress - andmany of them from Merseyside.

KIRSTY HULL is an upholstererand designer specialising intraditional upholstery of vintage andreproduction frames.

The 28-year-old studied Fine Art atGlasgow School of Art and, after aspell in the corporate world, trained intraditional upholstery with theAMUSF.

She says: “I aim to make reallycomfy chairs that have a unique andconsidered design. I use traditionalstuffings and cosy fabrics like woolagainst brightly coloured cottons andembroidery.”

RACHAEL HOWARD, from WestKirby, was one of the Royal College OfArts’ first six embroidery postgraduates in 1992.

Since then she has becomerenowned for devising new ways ofcombining screen-printed drawingswith appliqued fabrics and machineembroidery.

Rachael had early success designingtie collections for Paul Smith Ltd. andhas since produced her own.

She has a fascination with drawing,particularly people, and thesedrawings are translated into graphic,screen-printed, appliqued and machineembroidered images.

RUTH BALL and TOM SUTTON,both based in Southport, havecombined their skills.

Equilibrium is the collective namefor an ongoing series of bespokeprojects designed and created by Ruth,designer and enameller, anddesigner/maker Tom.

Branching acrossthe areas ofjewellery, silverwareand furniture, bothdesigners work onsignature pieces forwhich they are bothrenowned, givingthem new identities by combiningtheir individual design approach.

Tom Sutton's Aero-Organicapproach to design embraces thepositive elements within both thesynthetic and natural world andproduces works that demonstrate anawareness to sustainable design butwhich maintain a distinctivecontemporary identity. Ruth hasachieved worldwide recognition forher quality of enamelling skills.

REBECCA GOULDSON usesetching tehniques more traditionallyused by printmakers, to create metalwall pieces with richly decoratedsurfaces; 'drawing' into and onto thesurface of metal.

The surfaces are created bystamping, rolling, scribing and platingthe metal and using various etchingtechniques and patinas.● To adopt a lamp simply go into theHope Street Hotel and leave yourdetails at any time throughout theLiverpool Design Festival. As their natural habitatcontinues to disappear, it ismore important than everto feed the birds during thewinter months.

“In some cases keepingfeeders topped up canmean the differencebetween life and death,especially for some of thesmaller birds who lose heatfrom their bodiesextremely quickly whenit’s really cold,” saysGemma Rogers, of theRoyal Society for theProtection of Birds.

But there are so manydifferent feeders and seedtypes on the market, it’sdifficult to know which arethe best.

“There are a lot of nastyfeeders out there which cantrap beaks and feet,” saysRogers, “so you need to goto a reputable supplier.And be aware that somefeeders are ridiculouslycheap for a reason.”

Never put out the nylonmesh bags containing fatas birds can becometrapped in them. Go forsteel mesh feeders andprovide a mix of seeds toattract different birds.

Birds require highenergy, high fat foodsduring the cold winterweather to maintain theirbody reserves to survivethe frosty nights. Finchesare especially grateful forseeds in late winter andearly spring.

In summer they loveblack sunflower seeds,pinhead oatmeal, soakedsultanas, raisins andcurrants, mild gratedcheese, mealworms,waxworms, mixes forinsectivorous birds andgood seed mixtureswithout loose peanuts, onwhich their young couldchoke.

Never put out loosepeanuts, dry hard foods,large chunks of bread, orfats during the spring orsummer months. Make

sure you buy ’safe nuts’from reputable outlets andoffer them in cages.

Peanuts will attract bluetits, great tits, woodpeckersand even robins if youcrush the peanuts, nigerseeds will encouragefinches and siskins, but themore variety of food youhave, the larger the rangeof birds you are likely toattract.

Small flocks ofgreenfinches can be acommon sight at birdtables, sometimes queuingup with chaffinches andsparrows to take a turn atfeeders.

Use bird tables to attractlarger birds such ascollared doves, woodpigeons and starlings.

There are also manyplants you can grow toencourage birds to visit.Traditional countrysidehedges are now full ofblackberries, elderberries,rosehips, haws and sloes onwhich the birds can feed,and you can mimic theclassic hedgerow in yourgarden by planting afruiting hedge.

The RSPB advisesgardeners to mix rugosaroses, elder and hawthornto act as a wild foodstore,even adding a gooseberryor bramble if there’s room.If you have a large garden,try growing hazel (Corylusavellana) for its nuts andattractive catkins.

Other plants, includingcrab apples, ivy, box-leavedhoneysuckle andcotoneaster also addglorious colour to theautumn and winter sceneas well as producing fruitand berries for the birds.Avoid sterile hybrids,which won’t produce seedsor fruit, but give yourgarden some colour andnutritious seeds for thebirds by plantingconeflowers, teasels andknautia macedonica.

If you have fallen applesand pears on your lawn,leave them for the songthrushes and blackbirdswho will feast on them.

Let the birds make themost of nature’s larder -but make sure you offerthem some extra titbits tohelp them through thewinter months.

AS Christmasapproaches, manypeople will be stockingup on pickles andchutneys – but no tableof cold cuts would becomplete without a jarof tangy, crunchypickled shallots. Theyare extremely easy togrow so you couldimpress your friends bymaking up your ownjars of home-grownpickled shallots nextyear.

Buy the sets (babyshallots) at gardencentres and spreadthem in a light, coolposition until plantingtime, from October tomid-December for amid-summer crop, orFebruary to the end ofMarch for a mid to latesummer crop, whenthey need to be plantedin well cultivated,weed-free ground.

Shallots are bestplanted in drills, leavingabout 15cm (6in)between bulbs and30cm (12in) betweenrows. Push the bulbswell into the soil orplant with a trowel sothe tips are just visibleafter planting. They areshallow rooting soshould be weededregularly to avoidcompetition fornutrients and water.They will be ready toharvest when the leavesbegin to yellow. Use afork to loosen the bulbsfrom the soil thenspread them out in thesun to dry.

Shallots are alsodelicious added tocasseroles or bakedwhole, glazed withbalsamic vinegar and oilwith a little sugar, orcan be added to manysauces.

WALKING around thebeautiful gardens inBressingham, near Diss,Norfolk, last week, theplants that really caught myeye against a backdrop ofautumnal tints were theclusters of pink nerines,which stand out from thecrowd at this time of year.

These autumn-floweringbulbs, which bloom fromSeptember and intoNovember, have long, thin,pointed buds which rise upon bright green stems andexplode into lollipops ofsugar pink flowers, making astriking addition to warmborders or patio pots.

Originating from SouthAfrica, these lily-like plantsdo like to be in a freedraining soil where they canbake in the sun.

The most popular variety,

Nerine bowdenii, is fullyhardy but is best planted ingroups against a sunny wall.Bulbs should be planted inlate autumn or early springbut not too deeply - the tips

should be quite close to thesurface. In cold areas, mulchclumps when they havefinished flowering to giveextra protection againstfrost, and feed in summer

with a high-potash fertiliserto boost flower production.If you plant them in pots,use a loam-based compostand water well when theyare growing strongly.

● Protect newly planted andsusceptible trees and shrubs over thewinter with windbreaks or bywrapping plants in hessian orhorticultural fleece.● Check the pots and bowls ofbulbs being forced for Christmas andNew Year flowering, ensuring theydon’t dry out or become waterlogged.Move them into a light, cool positionindoors when the leaves reach about2.5cm (1in) in height.● Check bulbs, corms and tubers instore and discard any which are goingsoft or showing signs of disease.● Plant roses if conditions permit orheel in if the weather is very frosty.● Prune wisteria to ensure floweringnext year.● Remove dead or decayingbranches on established trees.● Continue to clear fallen leaves andother debris so slugs and snails havenowhere to hide.● Continue to harvest veg includingBrussels sprouts, kale, cabbage,spinach and Jerusalem artichokes.

● Use compost or well-rottedmanure to top-dress borders or fordigging in.● Take hardwood cuttings of hardyclimbers such as jasmine andhoneysuckle.● Finish planting winter containersas soon as possible to give the plants achance to become established.● Complete all picking of apples andpears and leave damaged windfalls to
