® 行政長官梁振英先生在其二零一二年競選政綱

中承諾，新一屆政府會成立金融發展局（金發

局），以促進香港國際金融中心地位的進一步發

展。

® 二零一二年七月，金融發展局籌備小組成立，負

責研究金發局的工作目標、職能範圍和運作模

式。其後，行政長官在二零一三年《施政報告》

中宣布成立金發局。同年一月，金發局正式成

立，行政長官委任史美倫女士為金發局主席，另

又委任 21 人為金發局成員。二零一三年四月，

再有 36 人獲委任為金發局轄下小組的成員。

® 這是金發局首份年報，所涵蓋的期間由二零

一三年一月十七日至二零一四年三月三十一日。

Background背景

® The Chief Executive the Honourable C Y Leung pledged in his election manifesto in 2012 to establish a Financial Services Development Council (“FSDC”) under his new Administration, in order to facilitate the further development of Hong Kong’s position as an international financial centre.

® The Preparatory Task Force on FSDC was set up in July, 2012 to study the goals, mission and operation model of the FSDC. Following announcement by the Chief Executive in his 2013 “Policy Address”, the FSDC was established in January, 2013. The Chief Executive appointed Mrs Laura M Cha as Chairman and 21 other members to the FSDC. Another 36 Committee Members were appointed to the FSDC in April, 2013.

® This is FSDC’s first annual report, covering the period from 17 January, 2013 to 31 March, 2014.

成立金融發展局 ( 金發局 ) 的目的，在於向香港特別行政區行政

長官出謀獻策。這個高層次的諮詢組織為金融服務業不同界別

提供平台，集思廣益，推動香港金融服務業力爭上游，使香港舉

足輕重的國際金融中心地位更上層樓。

金發局成立後，訂出了五個工作方向，並為此設立五個小組，分

別為政策研究小組、內地機遇小組、拓新業務小組、市場推廣小

組，以及人力資源小組。各小組均由一名金發局成員出任召集人，

而其中三個小組之下還另設專題小組，專責研究主要課題的相關

範疇事宜。

對於金發局來說，成立伊始的首要任務，是訂定工作方向，並為

未來工作建立基礎。二零一三年，我們除了專心研究香港現時的

國際金融中心定位，從宏觀角度條分縷析外，還全力進行多個範

疇的具體政策研究，探討如何消除影響市場發展的障礙。二零

一三年十一月，我們向行政長官提交六份研究報告。這些報告都

是經過覃研精思、詳細討論後擬就的，具見金發局成員與業界

專家共同努力的成果。在我們擬備報告期間，從進行研究調查到

向業界搜集意見，不少成員都傾力襄助，貢獻良多。

去年，金發局除了擬備研究報告外，還參加了多個金融論壇及專

題研討會，廣為宣傳香港的國際金融中心地位。

在本年報所涵蓋的期間 ( 二零一三年一月十七日至二零一四年三

月三十一日 )，金發局共舉行了六次大會和 26 次小組會議，成員

的平均出席率為百分之 82。

展望未來，我們會再接再厲，與業界和相關各方 力，訂定

良策，向政府提出建議，以促進香港金融市場的進一步發展。我

們會主動與金融服務業各個界別聯繫，了解他們所關注的事宜，

也會與監管機構就相關的政策措施緊密合作。除了與金融服務

從業員和教育機構協力推動人才培訓工作外，我們還會與負責

推廣香港工作的相關機構攜手合作，致力提升香港金融市場在

內地以至國際社會的形象。

我深信，金發局定能繼續克盡厥職，促進香港金融服務業更蓬

勃地發展，並協助香港鞏固其具全球影響力的國際金融中心地

位。

最後，我謹向金發局諸位成員一併申謝。為了實現金發局的願景

和達成金發局的使命，成員無不盡心盡力，公而忘私。金發局在

成立首 15 個月內，工作斐然有成，一眾成員功不可沒，在此謹致

以衷心謝意。

Chairm

an �s message

The Financial Services Development Council (“FSDC”) was set up to serve as a high-level advisory body to the Chief Executive of the HKSAR by providing a platform for different sectors of the financial services industry to express their views on how Hong Kong’s financial services industry could be improved, so that Hong Kong’s position as a significant international financial centre would be enhanced and elevated.

Upon our establishment we identified five work streams which we organised under five Committees: Policy Research, Mainland Opportunities, New Business, Market Development, and Human Capital. Each of these Committees has one of our Council Members as Convenor. Three of the five Committees have further subgroups focusing on different areas of their main subjects.

We recognised the importance of setting the course and building a sound foundation for our work in our first year of establishment. Hence the focus of our work in 2013 was on a macro overview of Hong Kong’s current position as an international financial centre, as well as substantive policy research on a few areas where we believed impediments to market development could be removed. We submitted six reports to the Chief Executive in November 2013. The reports were prepared after in-depth research, discussion with industry experts, and thorough deliberation by Members. In the process, we relied heavily on the resources of many of our Members in conducting survey and gathering information from the industry.

In addition to preparing research reports last year, the FSDC also participated in several financial forums and seminars to promote Hong Kong’s position as an international financial centre.

During the period covered by this Report (17 January, 2013 to 31 March, 2014), FDSC held six Council meetings and 26 Committee meetings, with an average attendance rate of 82 percent.

Looking ahead, we will continue to work with the industry and our stakeholders and offer proposals to the Government to further develop the financial market of Hong Kong. We will reach out to different sectors of the industry to understand concerns in each of their areas, and will continue to collaborate with regulators on policy initiatives. We will facilitate the training of talent for the industry by working with practitioners and education institutions. We will also launch promotional efforts with stakeholders of the “Hong Kong Inc.” to raise the profile of the financial market of Hong Kong, both internationally and on the Mainland.

I am confident that the FSDC will continue to play a role in contributing to the further development of the financial services industry of Hong Kong and in enhancing our position as a globally significant international financial centre.

Last but not least, I would like to express my heartfelt gratitude to all our Members for their dedication and enthusiastic participation in driving the vision and mission of the FSDC. It was their collective efforts that enabled the FSDC to accomplish what it did in the first 15 months of its establishment.

金融服務業支持政府成立高層諮詢組織，以支援業界持續發展。有見

及此，香港特區政府在二零一三年一月成立金發局，就如何推動香港

金融服務業的更大發展及金融產業策略性發展路向，諮詢業界並提出

建議。金發局會致力凝聚業界力量，集思廣益，並為業界推廣代言和

培育人才。

目標為實現該項使命，金發局的工作目標是：

1. 就開拓金融市場和加強香港國際金融中心競爭力的策略和措施，

向政府提供諮詢意見和建議；

2. 為相關各方發表意見提供渠道，並為金融服務界爭取權益；

3. 支持金融服務界提升從業人員的核心競爭能力和專業技能；以及

4. 在內地和海外推廣本地金融服務業和香港的國際金融中心優勢。

職能範圍金發局的職能範圍如下：

1. 進行政策研究和業界調研，制訂建議供政府和監管機構參考；

2. 與監管機構和行業團體共同探討金融服務業持續多元發展的機遇

和掣肘；

3. 與內地和海外相關機構保持溝通，支持香港金融服務業開拓新市

場和新業務；

4. 與教育培訓機構、行業團體和業界合作，提升從業人員的技術和

專業知識；以及

5. 通過舉辦研討會、路演、印發刊物以及積極參與國際活動，在內地

和海外推廣香港的金融服務業和國際金融中心功能。

金發局下設有五個小組，包括政策研究小組、內地機遇小組、拓新業

務小組、市場推廣小組以及人力資源小組。各個小組深入研究金融業

的個別範疇，制定工作方向及計劃，並向政府提供意見和建議。

使命Mission

The FSDC was established by the HKSAR Government in January, 2013 in response to the financial services industry’s aspiration for a high-level government advisory body to support the sustained development of the industry. The FSDC engages the industry and formulates proposals to promote the further development of Hong Kong’s financial services industry and maps out the strategic direction for the development of Hong Kong as an international financial centre. It acts as a focal point of views and melting pot of ideas, as a champion and ambassador of the industry, and as a capacity builder.

ObjectivesTo pursue its mission, the FSDC aims to:

1. advise the Government on strategies and measures to expand the scope of our financial markets and enhance the competitiveness of Hong Kong as an international financial centre;

2. provide a channel for stakeholders to express views and champion the interests of the financial services industry;

3. support the financial services industry in developing the core competence and knowledge of its practitioners; and

4. promote our financial services industry and Hong Kong as an international financial centre on the Mainland and overseas.

Terms of ReferenceThe terms of reference of the Council are:

1. To conduct policy research and industry surveys for the formulation of proposals to the Government and regulators;

2. To work with regulatory and trade bodies to identify new opportunities for, and any constraints on, the sustainable growth and diversity of the financial services industry;

3. To maintain a dialogue with the relevant bodies on the Mainland and overseas to support Hong Kong�s financial services industry in accessing new markets and growth areas;

4. To facilitate the upgrading of skills and expertise through collaboration with education and training institutions, trade bodies and practitioners; and

5. To promote, on the Mainland and overseas, our financial services industry and Hong Kong as an international financial centre through seminars, road shows, publications, and through active participation in international events.

The FSDC’s work is underpinned by the five Committees established, namely, Policy Research; Mainland Opportunities; New Business; Market Development; and Human Capital. The Committees are engaged in specific areas of the financial services industry in depth, formulate work directions and plans with a view to providing advice and recommendations to the Government.

Twenty-two Council Members were appointed by the Chief Executive in January, 2013. The Council, which is chaired by Mrs Laura M Cha, comprises the Secretary for Financial Services and the Treasury and leading experts in the financial services industry, academia, legal and accounting services. Together, the Council possesses a good balance of skill and professional knowledge and is broadly representative of various sub-sectors in the industry.

Market Development Committee The Market Development Commit tee serves to raise the profile of the financial ser v ices industr y in Hong Kong, the Mainland and overseas. It aims to enhance the effectiveness and focus of promotional efforts of various industry stakeholders by being a strategic coordinator to champion the “Hong Kong Inc.” brand for financial services in a holistic manner. Working alongside with other Committees under the FSDC and engaging with the stakeholders, the Market Development Committee works towards promoting Hong Kong as the prime choice for global and mainland firms to locate financial services operations.

體建議措施，以在全球激烈競爭中提升香港作為國

際金融中心的未來發展。

報告是由金發局及小組成員經過多個月的討論及匯

聚業界的經驗和專業意見所撰寫。報告內容涵蓋宏

觀及微觀層面，不但就香港作為國際金融中心的發

展方向提出策略性建議，也為發展市場提出拆牆鬆

綁及業務創新的政策方案，以供政府及相關監管機

構考慮。

以《鞏固香港作為全球主要國際金融中心的地位》

為題的報告提出全面的策略，旨在令香港金融服務

業能在高度競爭的國際環境中邁進。報告提出兩個

大方向：一方面香港要把握內地新興的機遇，在其

發展中扮演重要角色；另一方面，要強化香港本身核

心優勢，在新領域尋求發展。香港金融服務業要達

致全面發展，報告臚列四項關鍵因素：訂定人才庫

的可持續發展模式、保持香港人才薈萃的吸引力、

平衡市場發展及金融穩定，以及加強香港品牌的市

場推廣。

就著中國內地經濟的持續發展、改革及結構重整，

香港在人民幣國際化進程中擔當的獨特角色，凸顯香港在中國內地金融改

革中的重要地位。《關於加快建設香港離岸人民幣中心的建議》報告，臚列

香港特區政府及本地金融業界可採取的多項具體措施。報告也包括可以考

慮向中央政府層面相關機構提出的建議，讓香港能為內地逐步開放資本帳

戶繼續作出貢獻。

《發展香港成為房地產投資信託基金的集資中心》、《為香港的開放式投資

公司設立法律及監管框架的建議》及《有關私募基金的稅務寬免和反避稅

措施建議概要》三份報告中，金發局就相關的金融產品及市場發展提供切

實可行的政策建議。

這些舉措旨在吸引更多基金落戶香港，以香港作為投資內地的平台，亦為本

地基金經理、服務提供者和基金行業相關的其他專業人士提供更多業務及

工作機會。發展香港的房地產投資信託基金市場，有利香港成為全球領先

的集資平台。

主席史美倫女士聯同四名金發局成員於同日會見本地、國內及海外傳媒，發

空氣質素：政府已實施多項措施，例如推出

新的空氣質素健康指數，以及管制車輛廢氣

排放 ( 透過提供誘因，以鼓勵車主更換歐盟

四期以前的柴油商業車輛，並設定新登記柴

油商業車輛的退役期限 )。

中國證券監督管理委員會和證券及期貨事

務監察委員會 ( 證監會 ) 已批准開展「滬港

通」。「滬港通」試點計劃旨在為滬港兩地

的股票市場交易建立互聯互通機制，預期在

二零一四年十月推出。

證監會與內地相關當局即將就基金互認簽

訂協議。

證監會在二零一四年一月至二月期間，就《房

地產投資信託基金守則》修訂建議進行了為

期一個月的諮詢，以擴大這類信託基金的投

資範圍，使其更加靈活自由，包括可以投資

發展中物業或從事物業發展活動等。證監會

現正研究諮詢所得的意見，以擬訂下一步行

動。

在《二零一三至一四財政年度政府財政預算

案》中，財政司司長宣布在香港引入開放式

投資公司。二零一四年三月，財庫局就設立

投資基金引入公司型開放式基金的新結構，

展開為期三個月的公眾諮詢。待公眾諮詢結

束後，政府便會與證監會及相關部門擬訂公

司型開放式基金制度的細節。

在《二零一三至一四財政年度政府財政預算

案》中，財政司司長還宣布了另一項措施，把

離岸基金稅務豁免擴大至涵蓋私募基金。

On 18 November, 2013, the FSDC released six research reports which provided a framework of holistic strategies for the further development of Hong Kong’s financial services industry. The reports proposed concrete measures to enhance Hong Kong’s future as an international financial centre amid keen competition worldwide.

The reports are the products of in-depth study and deliberation by Members of the FSDC and its Committees, drawing extensively on industry experience and expertise. The reports set out both macro and micro level recommendations for the consideration of the Government and relevant regulators, with proposals ranging from those on the strategic direction for developing Hong Kong as an international financial centre, to policy suggestions on fostering new business and removing impediments.

The report entitled “Strengthening Hong Kong as a Leading Global International Financial Centre” sets out a holistic strategy for Hong Kong’s financial services sector to move forward in the face of a highly competitive global environment. The report proposes Hong Kong to engage in the dual tracks of seeking a prominent role in emerging Mainland opportunities and at the same time strengthening our core competencies and developing new areas. To enable Hong Kong’s financial services industry to achieve its full development potentials, the report lists developing a sustainable talent model, maintaining our attractiveness as a home for talent, striking a balance between market development and financial stability, and stepping up market promotion of the Hong Kong brand as four key enablers.

In view of the economic restructuring in Mainland China, the FSDC conducted a review on the implications arising from Mainland China’s economic growth and structural reform on the consolidation and enhancement of Hong Kong’s pivotal role in finance. A conceptual framework for further studies in the relevant areas is outlined in a report entitled “Development and Reform of Mainland China’s Financial Sector and the Strengthening and Enhancement of Hong Kong’s Pivotal Role as a Financial Centre”, which explores new opportunities and challenges to Hong Kong brought about by this new environment.

Echoing Hong Kong’s distinct position in the internationalisation of Renminbi, which illustrates Hong Kong’s role in Mainland China’s financial reform, the “Proposals to Advance the Development of Hong Kong as an Offshore Renminbi Centre” sets out a number of concrete measures which could be implemented by the HKSAR Government and the local financial industry. The report also offers proposals which could be made to the relevant authorities of the Central Government where Hong Kong can contribute to the gradual liberalisation of the capital account.

In the reports titled “Developing Hong Kong as a Capital Formation Centre for Real Estate Investment Trusts (REITs)”, “Proposals on Legal and Regulatory Framework for Open-ended Investment Companies in Hong Kong” and “Synopsis Paper Proposing Tax Exemptions and Anti-avoidance Measures on Private Equity Funds”, the FSDC outlines practical policy recommendations regarding relevant financial products and market developments.

These initiatives aim to attract more funds to be based in Hong Kong and to use Hong Kong as a platform for investing in Mainland China as well as providing more business and job opportunities for local fund managers, their service providers and other professionals servicing the industry. Developing the REIT market in Hong Kong would complement our strength as a leading global capital formation platform.

The Government and the regulators have been following up on some of the recommendations made by the FSDC. The FSDC will continue to provide concrete recommendations to assist the Government to further develop the financial services industry and enhance Hong Kong’s competitiveness. The FSDC welcomes the encouraging developments on a number of subjects covered by the reports –

Reports Relevant developments since November 2013

“ S t r e n g t h e n i n g H o n g Kong as a Leading Global Internat ional Financ ia l Centre”

Talent: The Financial Services and the Treasury Bureau (FSTB) will consult the industry and conduct an in-depth study on issues related to financial talents and submit recommendations to the Financial Secretary. The FSTB intends to first carry out studies concerning the insurance and asset/wealth management sectors.

A i r Q u a l i t y : T h e G o v e r n m e n t h a s implemented a number of measures such as rolling out a new Air Quality Health Index and controlling vehicle emissions (through incentives for owners to replace pre-Euro IV diesel commercial vehicles and limiting the service life of newly registered diesel commercial vehicles).

The China Securities Regulatory Commission and the Securities and Futures Commission (SFC) have approved the development of “Shanghai-Hong Kong Stock Connect”, a pilot programme for stock market trading links between Shanghai and Hong Kong. The programme is expected to roll out in October 2014.

SFC and relevant Mainland authorities are close to agreement on the mutual recognition of funds.

“Development and Reform o f M a i n l a n d C h i n a ’ s F i n a n c i a l S e c t o r a n d the Strengthening and Enhancement of Hong Kong’s Pivotal Role as a Financial Centre”

The Government and the regulators are fol lowing up c losely with the relevant Mainland authorities on other proposals to further develop Hong Kong’s offshore RMB business, such as relaxation of RMB conversions by Hong Kong residents in the offshore market, broadening Hong Kong banks’ access to Mainland markets (such as cross-border loans and onshore repo market), and expanding the coverage of pilot schemes such as the RQFII scheme.

T h e S F C c o n d u c t e d a o n e - m o n t h consultation during January-February 2014 on proposals to amend the “Code on Real Estate Investment Trusts” to introduce flexibility in the investment scope of REITS, including investing in proper ties under development or engaging in proper ty development activities. The SFC is reviewing responses from the consultations to draw up the next steps.

Fo l l ow ing the F inanc ia l Sec re ta r y ’s announcement in his “2013-14 Budget” of the initiative to introduce open-ended fund company (OFC) in Hong Kong, FSTB launched a three-month public consultation in March 2014 on introducing a new OFC structure for investment fund vehicles. The Government will formulate details of the OFC regime with the SFC and relevant departments after the public consultation.

As another init iative announced in the Financial Secretary’s “2013-14 Budget”, the Government is preparing the relevant legislative work on extending profits tax exemption regime for offshore funds to private equity funds.

二零一三年七月十日，金發局在香港會議展覽中心舉辦首次研討

表到場。

研討會邀得主管前海發展的深圳官員擔任主講嘉賓，包括發表主

題演講的深圳市人民政府金融發展服務辦公室主任肖亞非先生，

以及在專題討論中演講的深圳市前海深港現代服務業合作區管理

局局長張備先生。致辭的還有金發局主席史美倫女士。史女士在

致歡迎辭時，鼓勵香港金融機構和從業員尋求與內地夥伴合作，

促進彼此的發展，互惠互利。

在兩個專題討論環節中，多位演講嘉賓就如何把握前海金融發展

活動及推廣

在香港舉行的“國際金融中心論壇”備受國際矚目，吸引了不少海外參加者出

席，並提供機會進一步宣傳香港作為區內國際金融中心的地位和功能。為期

半天的研討會由馮國經博士致專題演講 , 出席者包括逾 130 名銀行及金融界

的高級專業人士。研討會最後在禮賓府舉行貴賓專筵，由行政長官梁振英先

生擔任主禮嘉賓並發表專題演講。

環球系列的最後一項活動在多倫多於二零一四年二月十一日舉行，共吸引過百

名來自金融界各個領域的人士參加，進一步討論在現今瞬息萬變的環球經濟

下，金融中心如何可以迎合金融界的各種需要。

“亞洲金融論壇”於二零一四年一月十三至十四日由香港特區政府及香港貿

易發展局主辦，並由金發局協辦。這是每年一度在港舉行的區內金融界盛事，

今年共吸引逾 2 400 人參加，人數為歷屆之冠。

金發局贊助在第二天（二零一四年一月十四日）舉行的專題早餐會，主題為“香

Promotion and branding are as important for financial services as for other industries. Through organising and participating in topical seminars and international forums, the FSDC works towards promoting Hong Kong as the prime choice for locating financial services operations.

The FSDC organised its first seminar – “Opportunities and Challenges of Qianhai’s Financial Development” – on 10 July, 2013 at the Hong Kong Convention and Exhibition Centre. It was well received with an overwhelming attendance of over 500 industry representatives.

Shenzhen officials in charge of Qianhai development including Mr Xiao Yafei, Director-General of the Office of Financ ia l Development Serv ice, The People�s Government of Shenzhen Municipality and Mr Zhang Bei, Director-General of the Authority of Qianhai Shenzhen-Hongkong Modern Service Industry Co-operation Zone of Shenzhen participated as keynote and panel speakers. Chairman of the FSDC, Mrs Laura M Cha, gave welcome remarks encouraging Hong Kong financial institutions and practitioners to seek collaboration with Mainland counterparts for achieving mutual beneficial growth.

At the two discussion panels, speakers shared their views and recommendations on how to capture opportunities arising from Qianhai�s financial development.

The FSDC co-sponsored with InvestHK the inaugural “International Financial Centres Forum” (IFC Forum) global series organised by the Financial Times and The Banker. Hong Kong was the host city in Asia on 7 November, 2013, with London (18 September, 2013) and Toronto (11 February, 2014) as the European and North American hosts respectively.

Held on 18 September, 2013, the London Forum was the first in the IFC Forum global series. Chairman of the FSDC, Mrs Laura M Cha was a panelist on “Redefining the IFC model for the new global economy” at the London Forum.

The IFC Forum in Hong Kong brought about notable international publicity as well as a number of overseas participants, and provided an opportunity for further promoting Hong Kong�s position and functions as an international financial centre in the region. The half-day seminar, featuring Dr Victor Fung as the keynote speaker,

was attended by over 130 senior banking and financial services professionals. The event concluded with an exclusive VIP dinner held at the Government House with the Chief Executive the Honourable C Y Leung as the Guest of Honour and keynote speaker.

The last leg of the global series was held in Toronto on 11 February, 2014, bringing together over 100 participants from various segments of the financial services industry to further discuss how financial centres could work to meet the needs of the finance industry in today’s fast changing global economy.

The FSDC co-sponsored the “Asian Financial Forum” on 13-14 January, 2014 organised by the HKSAR Government and the Hong Kong Trade Development Council. The Forum is a flagship annual event in Hong Kong for the region’s financial circle, and attracted a record of over 2,400 audience this year.

A breakfast panel sponsored by the FSDC was he ld on Day Two (14 January, 2014) under the theme “Hong Kong’s Competitive Edge in the New Paradigm.” The panel had a record breaking attendance of 900 international banking and financial services professionals. Following a welcoming address by Mrs Laura M Cha, Mr Mark McCombe, Chairman (Asia Pacific) of BlackRock moderated

a lively discussion panel with speakers fleshed out ideas on new opportunities and challenges faced by Hong Kong’s financial services industry in the evolving financial landscape following the 2008 global financial crisis.

A “Hong Kong Booth” was also set up at the Forum by the FSDC and InvestHK to showcase Hong Kong’s advantages as Asia’s premier international financial centre.

The FSDC had been closely engaging the industry and other stakeholders to gather views on further developing the financial services industry and the strategic direction of Hong Kong as Asia’s preeminent international financial centre. During January to March 2014, the FSDC arranged a number of luncheon meetings with industry organisations from various sectors including fund management, wealth management, banking, securit ies and insurance to discuss issues concerning their members’ operations as well as ideas for potential collaboration. The insight from practitioners will be useful to the FSDC in shaping its future agenda in enhancing the competitiveness of individual sectors and the industry.
