DRUG dealers felt the sting of OperationFiela as the crime-busting operation con-tinued to make inroads in Nelson Man-dela Bay at the weekend.

The operation had lasted from 4pm onSaturday until early on Sunday, provin-cial police spokesperson Colonel Sibong-ile Soci said.Five suspects, aged between 25 and 50,

had been arrested and charged for deal-ing in and possession of drugs as well aspossession of suspected stolen propertyin the Port Elizabeth area, he said.

They had confiscated drugs in the formof mandrax, dagga, tik and cocaine rocksto the value of R50 000 and an undisclosedamount of cash.A total of 155 people and 44 vehicles had

been stopped and searched and 40 premis-es searched.In Uitenhage, the operation nabbed

five suspects, aged between 28 and 37, fordriving under the influence of liquor.A 29-year-old man was arrested for pos-

session of suspected stolen goods and a36-year-old suspect was arrested for pos-session of dagga.All the suspects were expected to ap-

pear in the Uitenhage Magistrates Court

soon on charges ranging from driving un-der the influence of liquor to possessionof suspected stolen goods and possessionof dagga, Soci said.Traffic fines amounting to R4 000 were

also issued for driving without a valid li-cence.A total of 70 vehicles and 20 people had

been stopped and searched and three li-quor premises visited, Soci said, addingthat no fines had been issued as the li-quor outlets had been in compliance.In Kamesh, three suspects, aged 25 to

28, were arrested for possession of dagga.One suspect (41) was arrested for the con-travention of a court order.

Traffic fines amounting to R9 400 wereissued for driving without a valid li-cence.A total of 248 people and 36 vehicles

were stopped and searched and 12 prem-ises, including taverns, were searched.“We are determined to make the com-

munities safer from criminals and crimi-nal activities. We are also committed toridding our townships and villages ofdrugs that are destroying the lives ofmany young people and firearms whichare used in the commission of seriouscrimes,” said Major-General Zamuthan-go Mki, deputy provincial commissioner:operations.

ONLY a day after the Nelson Mandela Baymetro police were left without a chief, the“hardware” was introduced for the new for-ce.

Altogether 21 vehicles were added to themetro police force’s existing arsenal bymayor Danny Jordaan last week - and thisis just the first step.Last month Jordaan requested a plan by

the metro’s councillors on how finally toestablish a metro police force - nearly two

years after Pinkie Mathabathe was appoin-ted as metro police chief.Mathabathe last week moved to the posi-

tion of acting director for safety and securi-ty, but this would not stop the process,Jordaan said.“We have already received the plans to

launch the metro police,” he confirmed.“Now we have launched the hardware. Thenext step is to meet this week so that wecan determine the priorities and alignthem with the budget.”A budget of about R500-million was avai-

lable for the police, while 40 trained offi-

cers were ready to start their work, he ad-ded.“We want to make the Bay one of the sa-

fest metros in the country. There is no placefor crime. In Helenvale people are speakingabout murder as if it’s just another occur-rence, and this cannot be part of our normalconversations.”The news of the metro police’s progress

has been welcomed with open arms.“This is a great initiative, but we must

play our part to ensure its success,” saidpastor Godfrey Caesar, a community leaderin Helenvale - where gang violence still pre-

vails.“The mayor is the father of the metro, but

as the children we must unite to help in thefight against crime.”The community must also act to prevent

further crime, said Tim Hendricks of theSAPS Mount Road cluster board.“The gang members are not aliens,” Hen-

dricks said.“They are our children, our family. Cri-

me knows no colour or culture; it affects allof us. It is time that we stop accusing eachother and instead take back ownership ofthe metro.”

THE Nelson Mandela Bay metro policeforce has now lost its only official employ-ee.

This employee is Pinkie Mathabathe,who was appointed as metro police chiefin February last year, at a salary of ap-proximately R1 million per year, althoughthere was no workforce to manage.“She could not really thrive as police

chief, because she was like a queen with-out a kingdom in this position,” said may-or Danny Jordaan.Mathabathe will now step in as the ac-

ting executive director of safety and secu-rity in the metro, announced Jordaan.

This comes after Shane Brown, the for-mer director, after a month’s sick leave re-quested to return to his previous post ashead of disaster management.“It makes sense to put her in this positi-

on,” Jordaan explained.“She already receives a salary while the

metro police has not yet been established.It is more cost-effective in this way, becau-se we will not have to pay a new salary.”The move to appoint Mathabathe as di-

rector, is, however, not a popular choice.“She did not come with a good history

from her previous positions elsewhere,and here she has not done anything. Theplan to move her, is just proof for us thatthe metro has abandoned its plan to createa metro police force,” Retief Odendaal, DAleader in the metro, said. Jordaan defen-ded Mathabathe, however.“I’ve seen her in action and believe she

will be able to face the challenges in hernew office.”

Police spokesperson War-rant Officer Gerda Swartsaid thewoman had been ar-rested on Friday, August 1,last year after she allegedlyconcealed and abandonedher baby.“The case of child aban-

donment was reported toSAPS Uitenhage after athree-day-old boy was foundabandoned on the pavementin Gerald Smith Street, Uit-enhage, at 5.20pm on Satur-day, July 19, last year,”Swart said.Setlai appeared in court on Monday, Au-

gust 4 last year and was released on warning.The case was postponed to Wednesday, Octo-ber 29, but she had not been seen again, Swartsaid.The police were asking for community as-

sistance in locating Setlai to face charges ofchild concealment and abandonment, shesaid.Dora Nginza principal social worker Pam-

ela Rubushe said such cases of child conceal-ment and abandonment were in abundance

after the festive season.This was because of “poor decision mak-

ing” and people’s failure to delay sexual grati-fication”.Rubushe said women had a right to delay

engaging in sex, and use condoms, whichwere a protection against sexu-ally transmitted diseases, HIVand unplanned pregnancy.“Sisters in charge in the la-

bour wards do talk to pregnantwomen and when they find po-tential problems they link themup with social workers,” Ru-bushe said.In the case of Setlai, Rubushe

said that - to teach a lesson to herand to those who would like todo what she had done – the lawshould take its course and en-sure she does not get just a warn-ing but punishment instead.Sheurgedmembers of the com-

munity to assist by reporting tothe hospital if a woman was

known to be pregnant and all of a suddenthere was no baby.“Parents too and even the boyfriend canassist ,” Rubushe said.The boyfriend as the father of the child also

has a right tomake decisions even if the childwas to be given up for adoption.“The father of the child has a right to in-

quire from hospital authorities whether thechild died at birth. This is, if he finds thewomanwithout a baby after shewas expectedto give birth,” she said.

PARENTS and caregivers neglecting orabandoning a child are breaking the lawand are committing a criminal offence.

This is the warning from Department ofSocialDevelopment spokespersonSibabal-we Nkebe.Nkebe said the prevalence of child con-

cealment and abandonmentwas fortunate-ly not high in local communities.“We usually view such behaviour as de-

liberate neglect,” she said.Neglect of a childmeant the failure in the

exercise of parental responsibilities to pro-vide for the child’s basic physical, intellec-tual, emotional or social needs.Abandonment of a child on the other

hand, she said, meant a child had eitherbeen obviously deserted by the parent,guardian or caregiver, or had, for no ap-parent reason, no contact with the parent,guardian or caregiver for at least threemonths, according to the Children’s Act 38of 2005 (as amended).Nkebe said problems that might cause

such behaviour were poverty and singleparenting, where families were underpressure with the demands of child care.Poor parenting skills were also a prob-

lem, as well as children conceived fromrape.Nkebe saidpregnantwomenwho felt iso-

lated and not connected to support and re-sources could conceal and desert their ba-bies.She advised, “There is always help. Con-

of the Children’s Act stated that a parent,guardian, or other person who had paren-tal responsibilities and rights in respect ofa child, caregiver or personwho had no pa-rental rights and responsibilities in re-spect of a child but who voluntary caredfor the child either definitely or indefinite-ly, temporarily or partially, was guilty ofan offence if that parent or caregiver orother person abused or deliberately ne-glected the child or abandoned the child.

COMPLAINTS of poor service delivery andincompetent and unaccountable councillorsare being addressed by a Capable CouncillorCampaign of the South African Non-Govern-mental Organisations Coalition, (Sangoco)and the Port Elizabeth Ministers Fraternaland Traditional Leaders.

After months of deliberations the struc-tures held a bosberaad facilitated by the Cen-tre for Accountable Governance (CAG) inPort Elizabeth on Thursday.They looked at ways to strengthen the par-

ticipatory oversight role in local governmentso as to ensure therewas stability in the coun-try after next year’s local government elec-tions and beyond.Nelson Mandela Bay structures as well as

the InxubaCivil SocietyForumand theMaka-na Civil Society Coalition shared notes andconcluded that their municipalities had simi-lar experiences, with corruption and politicalleniency being the major problems that com-promised service delivery to the taxpayers,the deserving and needy communities.“We resolved to empower ourselves for the

oversight role that we have to play becausethe solution to inca-pable councillors –whom political par-ties will nominateas their representa-

tives in the wards and council – will not comefrom the political parties, but the civil societycoalition,” said the Reverend Dr Xolani Ten-go, who was elected convener of the commit-tee to head the campaign.They plan to contact the parties that would

be contesting in the local sphere of govern-ance and ultimately launch the campaign be-fore the end of this month.Sangoco secretaryMonga Peter, who is also

a member of the committee, said they wantedto empower voters to be able to identify capa-ble councillors.Someof the qualities of a capable councillor

SOUTH African Police Services (SAPS)Motherwell Cluster and Community Po-lice Forum (CPF) have planned a biglaunch for the 16 Days of Activism forNo Violence Against Women and Chil-

dren campaign starting on November25.

The law enforcement officers have de-cided to celebrate this day at NU 9 stadi-um in Motherwell on 2 December, saidCPF Chairperson Nomawethu Jama.The Motherwell police precinct has

been identified as a problem area interms of the crimes committed againstwomen and children, according to Ja-ma.“We expect National and Provincial

Delegations of the SAPS and CPF to at-tend the event,” said Jama.According to Jama, their partners in

the campaign include Nelson MandelaMetro Municipality as well as govern-ment departments like CorrectionalServices, Justice, Health, Safety Liai-son and Education. The Human RightsCommission, Thuthuzela Centre, RapeCrisis and the religious sector would al-so be represented at the event.Jama said they would also be empha-

sising the need to stop discriminatingagainst people on the basis of handi-caps, sex, religion and language.“Hundreds of guests from around the

country are expeced to attend thelaunch event,” said Jama, adding thattheir patrol groups were already hardat work to ensure that they combed thearea to combat any lawlessness.An SAPS drill and march patrol will

“We decided to celebrate ourdaughter’s birthday because we didnot celebrate her first birthday

owing to (financial) difficulties

we experienced last year, “ saidTeddie who is a performing artist.

He invited their pastor, Emma-nuel Manyikwa of the Fountain ofLife Ministries, family, friends andfellow Zimbabwean artists Willion-air and Seadogg, as well as Zwide’sMSG to play their CDs.

“We are enjoying hip hop, someoverseas music, Zimbabwe’s Sun-gura as well as our own music,”said Teddie, who sings house musicand Sungura.

Guests danced the Zimbabweandance Borrowdale to thumping mu-sic as they wished little Wilma ahappy birthday.

“A child is a gift from God. Whatthis couple has done clearly showstheir love for each other and theirappreciation of God’s gift, theirchild,” Manyikwa said.

“We congratulate them as theyare also calling these friends gath-ered here to celebrate with them.This is exciting and wonderful par-enting.”

This was said by Thotyelwa Kana, the princi-pal of Nomtha Educare Centre in Kwazakhele.Thiswas afterKana andher two teachersBong-iwe Somfula (Preparatory) and Nwabisa Fun-dakubi (Class teacher) had finished their part inmaking the little children ready for formal edu-cation.

About 22 toddlers of this Early Childhood De-velopment Centre (ECD) graduated last Friday.The ceremony was held at Lilian Ngoyi SportsCentre.

Dressed in graduation gowns and marchingwith dignity and honour from their institutionof learning in Nobatana Street to the LilianNgoyi Sports Centre, the toddlers were greetedby songs andululations along theway. They led

the procession and were followed by drumma-jorettes, teachers, parents and invited guests.

“Guest speaker Zameka Mdingi emphasisedthe importance of educating children andmak-ing sure that they were ready to face life’s chal-lengestraininganddevelopment.Sheexplainedwhy the graduation ceremonywas important,”said Kana.

Mrs Thina, who works for a centre dealingwith orphaned and vulnerable children, spokeabout good parenting.

Kana was happy that their children, whograduated to nearby primary schools like Ste-phenMazungula, eBongweni andBJMnyanda,were ready to start the next phase in their edu-cation.

According to EASports Chief ExecutiveOffi-cer Dalan Phillip his non-profit organization(NPO)helps schools to complete theNLTDFdo-nation forms.Hesaid thatMdengentongaPrimarySchool’s

Headmaster Mveleli Mbewu, the School Gov-erning Body and the entire staff cooperated im-mensely with the organisation.EASports helpsmainly sports clubs and oth-

er community groupswhowish to apply for do-nations from NLTDF.EA Sports, which is based in East London,

was established in 2010.According to Phillip they work in conjunc-
