PHOTO:NCEBA DLADLA Memorial service for elderly home blaze victims NCEBA DLADLA T HE Memorial service for the three elderly citizens John Tukani (73), Phillip Mqingwana (63) and Stan- ford Ngesi (71) who died in a blaze at Ekuphumleni Old-age Home in Zwide Township on Saturday even- ing will be held at St Peter’s Anglican Church at the corner of Spondo and Javu Streets in Zwide tomorrow (Thursday) 26 November. It starts at 5:30pm. This was announced by the Nelson Mandela Bay Metro Municipality Council Speaker Cllr Maria Hermans. She added that the demise of the three elderly citizens at the institution has left the metro municipality shattered. Since the Saturday night ordeal, meetings between Executive Mayor Danny Jordaan, his deputy Bicks Ndoni, Speaker Maria Hermans, members of the Church Fraternity led by the South African Council of Churches (SACC) Mandela Bay Chap- ter, the Department of Social Develop- ment, SA Social Services Agency (SASSA) and members of civil society had been held to find ways to assist the affected families. The MEC for Social Development Nancy Sihlwayi also visited the be- reaved families and promised to give them support. Ekuphumleni’s director Mongame- li Peter told Express Indaba on Mon- day that the cause of the fire was not yet known. Sizakele Milton Nopote (70), who saw the fire and was lucky to escape unscathed, said he was sleeping when he heard a cry from Philip who was in a wheelchair. “I know his voice. I rushed to his room, but I could not see because of the smoke. Knowing the place I surged forward and knocked at the door. But the door was closed,” a still visibly shaken Nopote said. He said, Ngesi and Tukani died owing to smoke inhalation. Police and other members of safety and secu- rity personnel found the charred body of Mqingwana. “Some of the residents were rushed to Dora Nginza hospital for treatment and were later released,” said Peter. Reverend Bulelwa Mbulawa-Hans of St Mathews Presbyterian Church led the Ministers Fraternal in offering counselling to the affected families. Police spokesperson Constable Mncedi Mbombo, said that police had opened three inquest dockets and that the cause of the blaze was still being investigated. ‘I know his voice. WITH the theme, “Fighting Crime -It Starts With Me”, the Bay safetyand security apparatus has com-bined resources with the police forthe festive season.

“How do we get them to be kidsagain?”This lingering questionbymayor

Danny Jordaan came after he com-pared the life experiences of chil-dren from different suburbs in Nel-son Mandela Bay and the effectcrime had on them.Speaking at the launch of the

EasternCape provincial festive sea-son safety operational plan, he pon-dered how a child from Summer-strand and one from Helenvalemight recite Humpty Dumpty ontheir way to school.“Perhaps the child from Helen-

vale would say that Humpty Dump-tywas shot, causinghis fall, and thechild from Summerstrand mightsayhefellbecausehesatonthewall.“Their environment is distorted.

How do we get them to be kidsagain? That is why we need to takeback Nelson Mandela Bay,” Jor-daan said.Themunicipality, with the police

and the community policing fo-

rums, in a combined show of force,launched the provincial strategy atthe Port Elizabeth City Hall, send-ing a clear message that crime willnot be tolerated.Provincial commissioner Lieu-

tenant-General Celiwe Binta reaf-firmed the commitment of the po-lice to fight crime and said 30% ofall serious crimes in the provincewere committed inNelsonMandelaBay.“Crime increases especially dur-

ing the festive season when crimi-nals try to get a foot in the door. Wewill check businesses for compli-ance, the implementation of opera-tionFielawill continue in full force,and the theft of livestock and con-tact crimes as a result of alcoholabuse are also on our radar.“Thank you, executive mayor for

making safety and security a priori-ty. I do so on behalf of our SAPSmanagement foryour initiativeandcombiningour resources,” she said.Jordaan challenged the police to

decrease drastically the occurrenceof serious crime in the area.The NelsonMandela Bay plan in-

THE municipality, in conjunctionwith the Mandela Bay DevelopmentAgency (MBDA),hasofficiallyhand-ed over the newly constructed Base-laQaqawuliCommunityHall inHla-wula Street to the residents of Ward17 in New Brighton.Mayor Danny Jordaan empha-

sised that the official opening of thehall, named after late struggle he-roes David Basela and QaqawuliGodolozi, who came from the samearea, was a service delivery initia-tive.Basela became sick and died on

Robben Island in the early 1960s,while Godolozi died in mysteriouscircumstances with ChampionGalela and Sipho Hashe during theturbulent 1980s.They became famously known as

the Pepco Three.“We are giving you this hall as a

place where you can celebrate wed-

ding functions and funerals. A placewhere you will hold meetings andyour children will celebrate suc-cess,” said Jordaan.He said he was expecting the

youth to use the hall to follow in thefootsteps of big names from NewBrighton like actors John Kani andWinston Ntshona, rugby playersLuckyMangeandThembaLudwabaand rugby and cricket players Kha-yaandGeraldMajolawhoused theirdifferent talents touplift thenameoftheir township.Even though therewere other ser-

vice delivery needs like housing rec-tification,water, sanitationandelec-tricity in the area, this attempt bythemunicipality should be applaud-ed, Jordaan said.“We are going to deal with those

needs. You do not elect people tosteal the money. You want servicedelivery.Wemust stop theft and cor-

ruption in the metro.“Corruption is a huge problem

that we must deal with decisively.Wemustcleanthiscityofcorruptionso that every penny goes to where itis supposed to,” the mayor said to aloud applause.MBDACEO Pierre Voges said the

agency taskedwith beautification oftheBaytownshipswasexcitedaboutits job.“We want every township citizen

to be proud of his or her suburb,wherever she or he is,” he said, add-ing that they had asked for morefunding from the treasury to domore work.The family of Basela was repre-

A 30 year-old KwaNobuhle womanappeared before the Magistrate Uit-enhage Court facing a charge of theftunder false pretence.

This is after the residents she al-legedly scammed out of their moneymanaged to do a citizen’s arrest.The accused allegedly sold them

“jobs” at Transnet in Uitenhage forsums ranging from R500 to R1 700.The victims had to give her their

CVs, bank details and tax numbers.A group of more than 30 unem-

ployed young people, who have al-legedly deposited money into thewoman’s account, decided to takematters into their own hands whenmonths elapsed without the fulfil-ment of the promise of employment.They followed her to a house in

Motherwell and demanded that shetake them to their jobs, they toldEx-press Indaba.The woman then handed herself

to the police at Mkoko Police Sta-tion in KwaNobuhle.When the group got to the police

station, they were surprised to findmore of her alleged victims whowent to the station to report her.One of the victims claims that he

had borrowed money from loansharks to pay the woman.“She said she was working for

Transnet with some individuals inthe Human Resources Department

and was able to organise a job for meif I paid R1 500. And, looking for em-ployment I did not hesitate to orga-nise it,” said Nikelwa Sidumo (31)who left her job in Cape Town be-cause of this lucrative deal. She saidshe was promised R9 000 in paywhile in two months of training.“This could go up to R15 000 per

month depending onhow they ‘push-ed’ themselves as employees,” shesaid.Mkhululi Marwanqana (21) who

has training in computer softwareand first aid, said he was also prom-ised a better job.He paid R2 700 into her account

but got worried and concernedwhenshe was not answering her tele-phone calls after receiving the mon-ey.Sergeant Majola Nkohli con-

firmed the arrest. She said the wom-an appeared in court and was re-manded in custody for the bail appli-cation on 1 December.

A RAPE charge is being investigat-ed against aMotherwell church pas-tor (43) who has been accused of rap-ing a girl (16).

The pastor, whose name is knownto Express Indaba, allegedly rapedtheminor on themorning ofNovem-ber 8 after a cross night service heldin his church in NU10 Motherwell.The pastor allegedly forced him-

self on the girl, who was sleeping athis house that morning.According to the mother of the

Grade 11 victim, who may not benamed, the child asked whether shecould attend services at this fairlynew church in the area.“Wehave our own church, but she

toldme the other girls in the area doattend, so I had no problem. Butwhen she asked to attend a late-night service I had a problem withit.“I said no, until someone – a youth

who said she was a worship leaderin the church – came and asked thatI let her go and said that they wouldbe transported back home,” themother said.

“The pastor delivered othershome, but left two of us to go andsleep at his house,” the girl said.“He said he feared that it was late

and our parents were asleep. Weagreed because we thought his wifewas there. She was not.”She said the pastor had slept in an-

other room, but had come to theirbed naked and slept with them. Shesaid they had run away to pray andthe pastor had told themnot tomakea noise because it would disturb theneighbours.He said hewould take themhome,

but he allegedly dropped the other

girl (17) at her home in Motherwelland told the 16-year-old he was driv-ing back to the house to fetch some-thing.

That is when he allegedly rapedher and told her to wash while hewas watching.“He told me to wash and to tell no

one. And when he took me home hegave me R50,” the girl said. She toldher cousin, who later told the girl’smother.The 17-year-old girl confirmed the

events to socialworkers andExpressIndaba’s reporter. She said shewould never put foot in the pastor’s

church again.Her mother said she had told her

what had happened.The case has also been reported to

the social workers at Dora NginzaHospital, where the victim was saidto be receiving medical attentionand counselling.

A fuming principal social workerPamela Rubushe said she was per-turbedby the incident andhoped thelaw took its course.

Police spokesperson Capt. AlwinLabansconfirmed that thepoliceareinvestigating a case of rape againstaman (43) who is said to be a pastor.

THE memorial service for policeconstableNomathamsanqa IvyTsit-siwill not take place thisweek as in-itially planned.

The Mtwesi family and the Tsit-sis, her inlaws, are believed to becontesting the right to bury her.

Tsitsi,whowasstationedatZwidepolice station as a shift worker, wasmarried to Mlungisi Tsitsi, anotherpolice officer. It is believed the twowere on the verge of divorce.

Her memorial service was to beheld at the Lilian Ngoyi Sports Cen-tre, Kwazakhele, tomorrow.

Police had intended to use theevent, which was to be preceded byamarchandthedistributionofpam-phlets in nearby streets, to reiteratethecall forcommunities toassist thepolice in the fight against police kill-ing.

Three police officials have beenkilled here since the beginning ofthe year.

Tsitsi (36) was gunned downdown at her home in Mcelu Street,

NU8 Motherwell, by an unknownman on Thursday, November 10 aft-er returning home from night duty.She was shot while still in her vehi-cle.

Port Elizabeth police spokesper-son Captain Andre Beetge con-firmed that the memorial servicehas been postponed.

Pressed for comment,Beetge said:“The families from the two sides ofthe policewoman, her family andthe inlaws did not agree on certainissues, so it became clear that wecould not finalise the memorial ser-

vice. That’s all I can say.”Mlungisi’s brother, Lulamile

Tsitsi, agreed that there were prob-lems that both families could notiron out.

“Yes, the memorial service hasbeen postponed until further no-tice,” he said.

Tsitsi’s sister, Nobubele Mtwesi,said,“I do not know about the me-morial service. We heard it was be-ing organised by the police. We arestill sorting things out as a hugefamily which is based mainly inMount Frere.”

THENational Senior Certificate examinationswhich started on October 26 will end tomor-row.

A total of 91 810 full-time and 19 102 part-time(110 912 in total) candidates were registered towrite the examinations in 925 full-time and 118part-time (a total of 1 043) registered examina-tion centres.The Eastern Cape province says it has re-

mained up to date with the examination man-agement plan for printing, packaging and dis-tribution of question papers.

Question papers have been successfully de-livered to all 23 districts on a weekly basis asper the directives from the Department of Ba-sic Education.

The collection of question papers from dis-trict offices/nodal points by schools and cen-treshas beendonewithout incident daily sincethe beginning of exams andwill continue untiltomorrow.

Writtenscriptsarebeingdelivered to thedis-trict offices by schools and centres daily, andthe control of scripts at district level is donedaily to make them available for collection bythe contracted transport company.

TheDepartment ofEducation said in a state-ment that examinations had. progressed verywell without any major challenges that far.

The conduct of the NSC examinations in allcentres in the province are closely monitoredand there are comprehensive plans to targetperceivedhigh-riskcentres, includingall thosethat were suspected or affected in irregulari-ties last year.

Provincial examination monitoring teamsconsisting of 30 officials are deployed to all 23districts and cover not less than 160 examina-tion centres, the department says.

The district monitoring teams cover the restof theexamcentres in theirdistricts.Themoni-

toring team provides daily reports to the“nerve centre” at the provincial head office.Thereare18selectedmarkingcentresspread

throughout the province, and theywill be fullyfunctional from November 28 to December 15.Eighteen contracts, including accommoda-

tion, meals for marking centre personnel,markers and marking venues, have been con-cluded and include social responsibility provi-sions, wherein the contracted marking centreis obliged to improve the conditions of an un-derprivileged educational institution in its vi-cinity.Eighteen irregularity investigators were ap-

pointed to handle irregularities in their entire-ty.They will be stationed at the marking cen-

tres to investigate and adjudicate on all irregu-larity cases identified. Marking centre person-nelwillberesponsible for theeffectivemanage-ment of all subject entries and the process willbe completed by December 15, the departmentsays.Capturingofmarkswill bedone incapturing

venues, which will be in the following districtoffices: Mthatha, Uitenhage, Queenstown,Graaff-Reinet, Grahamstown, Sterkspruit,Cradock, and theEastLondonEducationLead-ership Institute.Some 55 capturers were identified to deploy

to these capturing centres (additional captur-ers will be appointed because of the increasein the numbers).The capturing ofmarkswill be completed by

December 18.The province says it is fully prepared to cap-

ture themarksasper theexaminationmanage-ment plan.The Eastern Cape Department of Education

says it is working very hard to ensure that itdelivers a credible high quality examinationand continues to implement astutemonitoringand oversight capacity in all examination cen-tres in the province.

Sophakama deserved to play in the top-flight football league. Except for one draw,they won all their games in the SAFA Nel-son Mandela Bay Ladies Regional League.

Thandolwethu Mazinyo scored Sophaka-ma’s opening goal in the 25th minute.

Then the struggle for the second ensuedand the fans saw Sophakama skipperAkhona Yako scoring in the 42nd minute

their second goal that sealed the game at2-0.

Sophakama Head Coach Richard Ponisaid the Idutywa lasses played their heartsout but his side was prepared for the bigshowdown.

“We have been working very hard andwe have been rewarded for that. The Iduty-wa side comprises stars but we could un-lock their defence. We capitalized on theirmistakes.
