平成29年(2017年)年頭所感 New Year’s Speech
2017年の年頭にあたり、謹んで新年のご挨拶を申し上げます。旧年中は当協会の事業活動にご支援ご協力を賜りまして、誠にありがとうございました。輸入工作機械は日本の近代化や工業化の基盤を成すものであり、当協会はその発展と推進において貢献してまいりました。今後も、グローバル時代における「日本人のものづくり」を支えるため、一層の努力をしていく所存です。
2016年の工作機械の輸入通関実績は、約930億円(予想)となり、昨年の1,100億円から約16%減となり、2014年度のレベルとなりました。為替が円高に振れたことで大手輸出型の企業が設備投資を躊躇したことが主たる理由かと推測されます。
昨年11月に開催されたJIMTOF 2016は、14万7千名を超える来場者を迎え、特に海外出展社用として増床されたこと、さらに海外からも多くの来場者があったことで、JIMTOF史上最もグローバル化された展示会となりました。今後は、各社このフォローを足掛かりとした営業活動に邁進されることと期待します。
さて、今年は、9月18日(月)から23日(土)までの6日間、ドイツ・ハノーバーにてEMOが開催されます。激動の国際政治情勢の中、予測がつかない年となりそうですが、好転することを期待して、当協会では、恒例の視察ミッションを予定しております。
当協会会員すべてにいえることですが、輸入商にとって、海外パートナーとの関係においてもっとも重要なことは、「日本を知る」ということです。日本のことを知らない輸入商は海外パートナーからみて何の魅力もありません。そういった意味で、当協会では初心にもどって「日本を学ぶ」研鑽をしてみたいと年頭に思うところです。
最後に、皆様にとりまして、本年が最良の年となりますよう祈念いたしまして、新年のご挨拶とさせていただきます。

New Year’s Message 2017

I would like to start off 2017 by
extending my sincere wishes for a
Happy New Year. Thank you kindly for
the support and cooperation you
offered JMTIA during our activities
throughout 2016.
Imported machine tools have laid the foundation for
Japan’s modernization and industrialization, and JMTIA
has long contributed to developing and promoting such
advancements. From here, we intend to strive even harder
to support Japanese manufacturing in this global era.
Import statistics for machine tools (are anticipated to have)
totaled approximately 93 billion yen in 2016, which is down
approximately 16% from the previous year’s 110 billion yen,
and is on par with FY2014 levels. The major reason for this
is presumed to be that major exporting companies withheld
from making capital investments due to exchange rates
tending to appreciate the yen.
Over 147,000 visitors were welcomed at JIMTOF 2016,
which was held in November of last year, and it became
the most globalized JIMTOF exhibition to date, with floor
space being expanded for accommodating exhibitors from
overseas in particular, and also with many visitors from
overseas in attendance as well. Using follow-up activities
from this event as a stepping stone, we expect every
company to forge ahead with marketing activities from here.
This year, the EMO trade show will be held over six days
from Monday, September 18th to Saturday, September
23rd in Hannover, Germany. Amidst a situation of turbulent
international politics, 2017 may turn out to be an
unpredictable year, but JMTIA is expecting changes for the
positive and we are planning our customary observation
tour.
This may be said to all of JMTIA’s members, but I think that
for importers the most important thing in relationships with
overseas partners is understanding Japan well. From the
perspective of an overseas partner, importers who do not
know Japan well offer no appeal. So at the start of this year,
I am hoping that JMTIA will go back to basics and become
engaged in studies to learn about Japan.
I would like to conclude my New Year’s message by saying
that I pray that this year turns out to be the best year yet for
everyone.

平成29年の新春を迎え、謹んでお慶び申し上げます。
安倍政権発足以来、4年間にわたるアベノミクスにより日本経済は着実な回復を遂げております。回り始めた経済の好循環を持続的な経済成長に結びつけ、「戦後最大の名目GDP600兆円」の実現を目指すべく、政府は昨年6月に、「日本再興戦略2016」を決定いたしました。本戦略では、①新たな「有望成長市場」の戦略的創出、②人口減少に伴う供給制約や人手不足を克服する「生産性革命」、③新たな産業構造を支える「人材強化」の3つの課題に向けて、更なる改革に取り組んでいくことを宣言しております。
上記課題へ対応し、日本経済の未来を切り開く重要な鍵となるのが、「第4次産業革命」と呼ばれる革新的技術の創出とその活用です。ロボット、IoT、人工知能、ビッグデータなどの革新的技術を活用することにより、様々な分野で新しいビジネスモデルが登場し、これまで想像もつかなかったような商品やサービスが生み出されます。「第4次産業革命」においては、こうした新たな価値の提供が拡大することに加え、人手不足や環境といった社会的課題への対応も進展することで、潜在需要が飛躍的に開花します。さらに、革新的技術を最大限に活用することにより、人口減少社会での供給制約を克服する「生産性革命」の実現が期待されます。

我が国経済を支える製造業においても、多くの企業、とりわけ中堅・中小企業が、少子高齢化に伴う働き手不足や、投資の伸び悩み等の課題に直面しております。「第4次産業革命」によりそれら課題に対応し、技術革新による果実を我が国全体に拡げていくため、経済産業省としても、現場のニーズを把握し、企業におけるITやロボット導入の動きを最大限にサポートすべく施策を実施しております。例えば、ロボット分野では、汎用的な用途に活用できるプラットフォームロボットの開発や、企業に働きかけ最適な生産ラインの設計及びロボット導入を提案するロボットシステムインテグレータの育成等の事業により、中堅・中小企業を含むあらゆる企業が、より容易にロボットを導入できるようにしていきます。

産業機械産業は日本の製造産業の根幹を支えるものであり、我が国経済及び国民生活を広く支えております。まさに我が国産業の重要な土台とも言うべき産業機械産業に様々な形で関与され、それぞれの業種、産業における最新の技術動向を持ち寄り、情報共有やさらなる技術革新に向けた議論をなさっているという点で、皆様はユニークかつ大変貴重な存在であると実感しております。「第4次産業革命」の最中、既存の組織や伝統的な業種の枠を越えたビジネスモデルの創出が目指されるところ、皆様の御活動の中から新たなアイディアやイノベーションが産み出されることを期待しております。
産業機械課としても、これからも皆様の生の声を聞き、それを政策に反映させていきたいと考えておりますので、ご提案やお困り事ございましたら、是非とも気軽にお声を掛けてください。
最後になりましたが、本年が皆様方にとってさらなる飛躍の年となりますように祈念いたしまして、新年の挨拶と代えさせていただきます。

Many companies, especially mid-sized
enterprises/SMEs, in the manufacturing
industries which support Japan’s economy,
are confronting problems which accompany
the phenomenon of an aging society with a
declining population, such as laborer
shortages and sluggish investments.
The industrial machinery industry supports the
foundation of Japan’s manufacturing industries,
and broadly supports the economy of our
country and the lives of our citizens. I have
realized that each of you have a unique and
extremely valuable presence in the industrial
machinery industry (which should also be
recognized as a vital cornerstone of Japan’s
industries) due to participating in various
capacities, conveying the latest technological
trends in each sector and industry, and sharing
information/advancing discussions on further
technological innovations. Amidst the Fourth
Industrial Revolution, your activities are
expected to produce new ideas and
innovations, in aims of creating business
models which transcend the frameworks of
existing organizations and traditional sectors.
The Industrial Machinery Division would like
to continue to hear your feedback in the
future as well, and create policies which
reflect that, so please feel free to let us
know of any ideas or concerns you may
have.
In conclusion, I would like to end my New
Year’s greeting by saying that I hope that
this year is one of even further growth for
you all.

For example, in the field of robotics we will
help enable all companies, including mid-
sized enterprises/SMEs to incorporate robots
more easily through programs for developing
robotics platforms which can be utilized for
general purposes, programs for working with
companies to design optimized production
lines, and programs for fostering robotic
system integrators who make proposals on
how to incorporate robots.
Japan’s economy has been experiencing
steady recovery through the Abenomics policy
spanning four years since the inauguration of
the Abe administration. In June of last year, the
government formulated the “Japan
Revitalization Strategy 2016” in an effort to
drive the positive economic cycle underway into
sustained economic growth, with the goal of
reaching a GDP of 600 trillion yen, which would
be the highest nominal GDP in the postwar
period. This strategy declares initiatives toward
further reforms, taking on the three issues of:
(1) strategic cultivation of new “promising
markets”, (2) “revolution in productivity” to
overcome supply regulations and workforce
shortage associated with population decrease,
and (3) “enhancing capabilities of individuals” to
facilitate transformation of the industrial
structure.
The vital key to addressing the
abovementioned issues and paving the
way to the future of Japan’s economy is
cultivating and utilizing the innovative
technologies of the so-called “Fourth
Industrial Revolution.” Through the use of
innovative technologies such as robots, IoT,
artificial intelligence, big data, and so forth,
new business models will be produced
across diverse fields, and products and
services that were previously inconceivable
will be created. In addition to such new
value being increasingly offered, latent
demands will unfold rapidly in the Fourth
Industrial Revolution as measures are also
being developed to address social issues,
such as shortages in the workforce and
environmental issues. Furthermore, the
occurrence of a productivity revolution is
anticipated, through which innovative
technologies will be maximally utilized to
overcome supply regulations that exist in
societies with declining population.
In order to use the Fourth Industrial Revolution to
address such issues and to spread the benefits of
technological innovations throughout Japan, the
Ministry of Economy, Trade, and Industry is also
implementing measures to ascertain the on-site
needs of companies, and to offer maximal
support to companies taking action to incorporate
IT and robots.

皆様、新年おめでとうございます。
2017年の年頭にあたり、謹んで新年のご挨拶を申し上げます。旧年中は当協会の事業活動にご支援ご協力を賜りまして、誠にありがとうございました。輸入工作機械は日本の近代化や工業化の基盤を成すものであり、当協会はその発展と推進において貢献してまいりました。今後も、グローバル時代における「日本人のものづくり」を支えるため、一層の努力をしていく所存です。

平成29年賀詞交歓会は、1月11日(水)17:30より第一ホテル東京5F「ラ・ローズ」において、会員約90名、来賓60名の出席のもとに盛大に開催された。

Happy New Year to you all.
I would like to start off 2017 by extending my
sincere wishes for a Happy New Year. Thank you
kindly for the support and cooperation you offered
JMTIA during our activities throughout 2016.
Imported machine tools have laid the foundation
for Japan’s modernization and industrialization,
and JMTIA has long contributed to developing and
promoting such advancements. From here, we

New Year’s Reception 2017 was held 17:30 PM on
Wednesday, January 11.2017,at the Daiichi Hotel
Tokyo,5F “La Rose” on a grand scale. Approximately
90 members and 60 guests attended .
Firstly, Chairman Mr.Nakagawa made a New Year

続いて経済産業省 製造産業局 産業機械課長片岡 隆一様よりご祝辞をいただいた。(ご祝辞の主旨)
工作機械は日本のものづくり、今後渡来する第4次産業革命を根底で支える基盤な重要なものであると確信をしております。
工作機械は元々輸入から始まったと理解しております。 輸入機械の位置づけも経済発展、技術の革新、日本の工作機械メーカーの発展に応じて変わってきていると思います。輸入すると言いうことは、国内で作っているものでは足りない部分がそこで補われるということかと思います。 補われるということによって益々日本の製造業、ものづくりの多様性、競争力の強化に大きく貢献されてきています。
まさに輸入があるわけで、こちらの協会がそれに取り組んでいる証だと思います。長年の輸入の拡大、貿易を通じた各国相互関係の増進ということに寄与されてきたわけであり、それによって表彰も受けられていることと思うわけで、改めて協会の皆様のご努力、ご尽力に敬意を表すことであります。
先ごろ行われましたJIMTOF2017では過去最多の入場者数であったと聞いております。 まさにIoTを活用した製品ということで新しい時代の幕開けを力強く感じさせるイベントであったと思います。そうした中で、こちらの協会の皆様のご努力によってさらにその IoT、あるいは第4次産業革命のステージに大きく貢献する2017年であることを確信しますとともに、皆様のさらなるご活躍を祈念するところであります。

many of my superiors, but I think that for traders
like ourselves the next most important thing after
trust, in our relationships with overseas partners,
is understanding Japan well. From the
perspective of a counterpart, a trader who
doesn’t know their own country well offers no
appeal. So at the start of this year, I am hoping
that JMTIA will go back to basics and become
engaged in studies to learn about Japan.
I would like to conclude my New Year’s greeting
by saying that I pray that this year turns out to
be the best year yet for everyone. Thank you for

日本の経済発展のために2025年大阪万博の誘致に向けた動きが本格化しています。 万博は、技術、生活ライフという幅広い面での将来に向けて発信する良い機会だと思っています。工作機械と万博がどういう関係になるかは工夫がいるかと思いますが、誘致の動きがあるということを皆様にもご記憶いただきたいと思います。
アベノミクス4年目ですが、ここで重要なのはさらに設備投資を促す、さらに消費を促す。そこから又、新しい設備投資、それから生産性の向上を通じてまた地域に跳ね返ってきて、そこが消費を支えるという当たり前の好循環が今年一年の肝であると思っています。輸入される工作機械が、わが国製造業の付加価値向上、生産性向上を通じてかくも多様な製造業の賃上げに貢献できる非常な大きなツールであると確信しております。良い機械を輸入いただきたいと思います。

I firmly believe that machine tools are a
fundamental and important bedrock underlying
both Japanese manufacturing and the ensuing
Fourth Industrial Revolution.
I understand that machine tools originally
entered the market as imports, but I also think
that that the importance of imported machinery
is changing in line with economic
developments, technological innovations, and
developments amongst Japanese machine tool
manufacturers.
Having an import market indicates that
domestic production is insufficient in some
regard and that is being supplemented by
imports, yet such supplementation greatly
contributes to increased diversification of
Japan’s manufacturing industries and
Japanese manufacturing, and enhanced
competition.
The fact that imports exist is proof itself of
the efforts of this association.
I would like to express again my respect
for your efforts and endeavors since you
have for many years contributed to
expanding imports and promoting
harmonious relationships with other
countries through trade, and you have also
received commendation for those efforts.
I heard that there were a record-breaking number
of visitors at the recently held JIMTOF 2016, and I
think this was an event where the debut of the new
era could be strongly felt with the exhibition of
products utilizing IoT.
It is in this context that I know that, through the
efforts of all the JMTIA members, great
contributions will be made in 2017 to further
advancing IoT and the Fourth Industrial Revolution,
and meanwhile I pray that you all experience
further success as well.
Work is well underway now toward a bid to hold
the 2025 World Expo in Osaka, for economic
development in Japan. The World Expo is a prime
opportunity to disseminate information, looking
toward the future, in a wide variety of fields from
technology to life style. Although some creativity
may be required to correlate machine tools with
the World Expo, I would like everyone to keep in
mind that work for the bid is underway now.
In this fourth year of the Abenomics policy, it is
important now to further promote capital
investment and further promote consumption.
Moreover, from there I think what is vital this year
is the natural positive cycle from new capital
investment to consumption being facilitated
through improved productivity and reinvigorated
communities.
I believe that imported machine tools are an
extremely major mechanism that can contribute to
improving the added value of our country’s
manufacturing industries, and increasing wages in
many manufacturing industries by improving
productivity.
I truly hope that you are able to import superb
machinery.

工作機械の5割以上が自動車産業におんぶにだっこです。 自動運転とか、EVとか技術は日々進歩していっています。 日本も官民を挙げて後追いでなんとか食い下がろうとしています。 プラットホームがまだできていない段階なのでどう発展していくかわからない面白さも秘めています。今年が未来元年という認識で、新しい時代に我々勉強不足ではないかと考えています。もうすぐ変わってしまいますが、アメリカ大統領のオバマさんが「チェンジ」というスローガンを掲げて大統領になったと同じ様に、今年はオバマさん以上の「チェンジ」が待ち受けていると理解しています。
そのための勉強も我々業界としてやっていかなくてはいけません。「研鑽」の年だと思います。 もっともっと密に協力し合っていかなくてはいけません。

Closing Remarks
Over 50% of machine tools rely heavily on the
automobile industry, and autonomous vehicles, electric
vehicles (EV), and other technologies are advancing
day by day. In Japan as well, both the public and
private sector are following suit and doing whatever
they can to stay in the game. A certain intrigue lies
within the uncertainty of no knowing how things will
develop since we are still at a stage in which the
infrastructure for such vehicles has not yet been
developed.
Recognizing this year as the first year of the future, I
am afraid that we may be undereducated about this
new era.
Just as America’s President Obama, who is about to
retire, became president upholding the slogan of
“change,” I understand that this year holds more
anticipation for change than was experienced under
President Obama.
We in the industry must educate ourselves for that
change, so I believe this shall be a year of study. We
must cooperate with one another ever more closely.

Activities
KKRホテル東京で会員、ゲスト計100名で盛大な記念忘年会を開催した。恒例のじゃんけん大会も行われ、会員同士が日頃の仕事を忘れて和気藹々と懇親を図った。
Year end social gathering held on December 15, last year.
Year-end social gathering took place at the KKR Hotel
Tokyo, with participation by a total of 100 members and
other guests. The regular rock-paper-scissors tournament
was also held, and members were able to get acquainted
with each other in a very friendly atmosphere, while
forgetting for a short while at least, their usual business
worries.

平成29年1月16日(月)に1月度企画委員会を開催し、その後17名の会員が企画委員会賀詞交歓会と慰労会を兼ねて近くの中華料理店で乾杯を行った。

for 2017
The January session of the Planning
Committee was held on Monday, January 16,
2017 followed by the committee’s New
Year’s celebration at the Chinese restaurant
near the JMTIA office. 17 members attended
the party to celebrate the New Year with a
toast and to recognize the hard work of our
members.

A Bowring Competitions was held恒例のボウリング大会を開催
2月14日(火)に例年通り、品川プリンスホテルボウリングセンターにおいて「第6回ボウリング大会」開催され、JMTIA会員他40名が参加した。団体戦は、GFマシニングソリューションズ株式会社の木村氏、株式会社兼松KGKの井崎氏、グリーソンアジア株式会社の猪原氏が優勝し、ハイスコア賞は株式会社ニュースダイジェスト社の高田氏の2ゲームトータル333点であった。
The 6th bowling competition was held on Tuesday
14, 2017 at Shinagawa Prince Bowring Center with
40 participants of JMTIA’s members.
In the team competition, the team of Mr.Kimura
(GF Machining Solutions), Mr.Izaki (Kanematsu
KGK), Mr.Inohara(Gleason Asia)and
Mr.Takada(News Digest Publishing) has won on
the high score award, making 333 points. ,a
totalscore of two games.

TIMTOS 2017第26回台北国際工作機械見本市に視察団を派遣
3月7日(火)から12日(日)までで開催されるTIMTOS2017に11名の視察団を派遣し、メーカー見学として、「ルーレン精密」、「ハイウイン」、「東台精機」の工場見学を予定している。日程は3月7日(火)に出発し、8日(水)にTIMTOSを見学、夕方TAMIの会員とのビジネス交流会をTIMTOS会場で行う。9日(木)と10日(金)は3社の工場見学を行い、夕方の飛行機で帰国する4日間の視察コースとなる。
Dispatching Observation Tour to 26th Taipei International
Machine Tool Show
We are dispatching an observation tour with 11 members
to TIMTOS 2017, being held from Tuesday, March 7th to
Sunday, March 12th with visits to manufacturing
companies planned with factory tours at Luren Precision,
HIWIN, and Tongtai Machine & Tool.
We will depart on Tuesday, March 7th, then visit TIMTOS
on Wednesday March 8th, and will meet with TAMI
members that evening at the TIMTOS venue for a
business exchange meeting. On Thursday the 9th and
Friday the 10th we will go on factory tours at the three
companies, returning that evening by airplane, making for
a 4-day observation course.

EMO Hannover 2017EMOハノーバー2017
EMOハノーバー2017は平成29年9月18日(月)から23(土)までドイツ ハノーバーで開催される。
工作機械の受注金額が2016年の数字を下回った中で開催されるEMOハノーバー2017はアメリカ新大統領トランプ氏就任後の経済状況の動向を探る展示会になると予想される。国内至上主義が予想される北米は、好景気が予想されるが、世界を取り巻く工作機械市場は予断を許さないものとなるであろう。日本では政府の補助金などの政策が功を奏するかどうかが決め手となりそうだ。そんな中で、どんな最新の機械と技術が展示されるか興味深いところである。当協会もEMO ハノーバー2017視察団を計画中であり、視察団は3社程企業見学するスケジュールを計画している。 会員会社の積極的な参加をお願いします。

EMO2015視察団
EMO Hannover 2017, which is being held as
machine tool order amounts were lower than in
2016, is expected to be a good trade show for
sensing the state of economic trends after the
inauguration of America’s new president,
Donald Trump. Positive economic conditions
are projected for North America, in anticipation
of nationalist agendas, yet the machine tools
market which is global-reaching will likely be
unpredictable. The main determinant for Japan
is suspected to be whether or not
governmental policies for fiscal aid are
successful. In this context, it will be extremely
interesting to see what kinds of cutting-edge
machines and technologies will be exhibited.
JMTIA is also planning an observation tour to
EMO Hannover 2017, and we are currently
planning to visit three companies as part of the
observation tour. We hope to have the active
participation of member companies.
