What do we mean by competence?

Pr. Philippe Perrenoud, 1997 Faculté de psychologie et des sciences de l'éducation, Université de Géneve:

« une capacité d’agir efficacement dans un type défini de situations, capacité qui s’appuie sur des connaissances, mais ne s’y réduit pas”

(a capacity to act efficiently in a number of given situations, a capacity based on knowledge, but not limited to it (‘unofficial’ translation from French by the Eurydice European Unit).

What do we mean by competence?

From knowledge to competenceDefinition of knowledge: Oxford English Dictionary:

“ the fact of knowing a thing, state, etc or person”

Other authors distinguish between four types of knowledge:

Know-what, know-why, know-how and know-who

In a world in which the stock of factual knowledge is created, distributed and accessed ever more rapidly, people’s need to memorise such knowledge is declining. Instead, they need the appropriate tools for selecting, processing and applying the knowledge required to cope with changing employment, leisure and family patterns.

This accounts for the growing tendency in education to develop competences rather than teach factual knowledge.

What do we mean by competence?

Every definition of the word competence stresses the following idea:

“Learning by doing”Learning by doing” starting from knowledge learning to apply it.

CLIL

DEFINITION: It encompasses any activity in which a foreign language is used as a tool in the learning of a piece of non-linguistic curricular content(subject, topic...), where LANGUAGE and CONTENT have a major joint role.

Rationale behind CLIL•Learners acquire content and skills and create their own learning.

•Contet is related to learning and thinking. Learners have to interpret content their own way and analyse its linguistic demands.

•Language needs are related to the learning context, learning through a second or third language implies reconstructing the content through cognitive processes.

•Interaction in the learning context is fundamental to this process. This has implications when this learning is taking place in a foreign language.

•The relationship between cultures and languages is complex. Intercultural awareness is fundamental to CLIL. It’s rightful place is at the core of CLIL.

Where do CLIL and Competence-Based Learning meet?

There is no specific methodology to teach competences. Competences are acquired as the result of doing different

tasks in different contexts. CLIL gives us a coherent framework to integrate language,

cognitive processes, culture awareness and specific knowledge.

Planning through CLIL will get us nearer to developing competences in the learners.

CLIL is about learning by doing: Learning language by using it.
