FOREWORD

The Federation of GCC Chambers is very pleased to be organizing the 1st GCC- Tanzania Investment Forum in collaboration with Arab Bank for Economic Development in Africa (BADEA). It is a firm belief of both FGCCC and BADEA that this Forum is a vital tool to promote GCC interests in the United Republic of Tanzania and vice versa. By bringing together the key stakeholders, even in times of economic uncertainty, to discuss relevant issues and formulate a set of policy recommendations, the forum will contribute to further growth and prosperity and ensure a strong foundation for GCC- Tanzania economic relations.

In order to build on this strong relationship, the 1st GCC- Tanzania Investment Forum seeks to explore both the current state of relations between the Gulf Countries and Tanzania as well as the numerous significant potential opportunities that will allow present ties to expand further. The Forum will shed light on current economic trends; highlight the project market in Tanzania and provide a realistic sense of where the real potentials lie. Key areas of focus will be Agriculture and Food Security, Tourism, Social sectors (Health and Education), Manufacturing, infrastructure and Energy.

On behalf of the Federation of GCC Chambers we wish all delegates of this significant happening a productive meeting and a joyful time in Tanzania.

FOREWORD

I feel privileged on behalf of the Arab Bank for Economic Development in Africa (BADEA) to launch this important event of the GCC – Tanzania Investment Promotion Forum which is held in the beautiful city of Dar Es-Salaam in the United Republic of Tanzania.

The Forum indeed provides, as well, a platform for the review and discussion of policies that encourage the flow of investment into Tanzania from Arab Gulf countries.

The Arab and African countries are endowed with abundant capabilities and facilities which will enable both worlds to occupy distinguished status. They represent a sizeable proportion of population of the world beside their abundant resources of oil, minerals and agricultural and animal resources.

Last year 2014, BADEA celebrated the 40th Anniversary of its establishment, under the slogan “Together for Africa”. During these years we have attempted to work with all African governments supporting their socio-economic development efforts by providing capital flows and technical assistance know-how. This Forum comes as part of our efforts to help enhance private foreign direct investment from Gulf Countries which boast substantial capital stocks.

BADEA Board of Governors has approved the increase of BADEA’s capital by 50%, which will enable it meet the growing needs of beneficiary countries. BADEA will also implement its 7th Five-Year Plan (2015-2019), due to come into force by this January 2015, with an increase of US$ 1.4 billion of BADEA’s financial resources to contribute towards financing development projects in sub-Saharan African countries, especially in the area of private sector and Arab exports to African countries.

To conclude, I look forward for fruitful and positive discussions in these two days of the Forum, and hope that this gathering will materialize in closer cooperation between GCC and TANZANIA.

The Federation of GCC Chambers of Commerce and Industry: A Synopsis

The Federation of GCC Chambers of Commerce and Industry (FGCC Chambers) was established in October 14th, 1979 with the primary objective of supporting the six GCC national chamber members. It is a non-profit organization.

The magnitude of the support could be illustrated by the fact that there are now 41 local chambers which have membership of more than 800,000 businessmen.

The FGCC Chambers works hand in hand with the Arab Gulf Cooperation Council (GCC) and the governments in the region in achieving regional integration and in promoting the economic unification visions of the six Arab Gulf States.

The role and functions of FGCC Chambers are to represent the Gulf private sector at the GCC ministerial and technical committees, coordinate with the General Secretariat of the GCC on matters related to the Gulf private sector, organize events that involve cooperation between member chambers and the GCC General Secretariat and Gulf, Arab and international organizations, encourage foreign companies to invest in GCC states, support small and medium-sized enterprises and businessmen, publish directories, magazines, leaflets, and other publications, prepare training programs to improve the performance of the private sector, undertake studies and working papers that relate to the Gulf economy, mediate in the settlement of trade disputes, and propose laws and regulations related to the private sector to the concerned authorities.

Specifically, the aims of FGCC Chambers are: Enhance the private sector’s role in the achieving economic integration between GCC states; coordinate between member chambers and supporting them as the main representative of the business community; provide specialized high value services in the area of studies, information, training, issue of publications and directories, organizing events and exhibitions and other services; and intensify the integration of the Gulf private sector into the global economy.

In order to achieve these goals, the FGCC Federation has set up an effective organizational structure. The Federation is governed by a council composed of a chairman, first vice president, second vice president, and representatives of the six chambers.

BASIC INFORMATION ON BADEA Establishment

The Arab Bank for Economic Development in Africa (BADEA) is an independent international financial institution, enjoying full international legal status and autonomy in administrative and financial matters, and was established pursuant to a resolution of the 6th Arab Summit Conference at Algiers. BADEA began operations in March 1975. Its Headquarters is situated in Khartoum, Capital of the Republic of Sudqn.

BADEA has been established in support of the Afro-Arab cooperation in the economic, financial and the economic and technical areas. It also aims to incarnate the Afro-Arab solidarity based on equality, brotherhood and friendship.

The Uniqueness of BADEA

Unlike most financial institutions, BADEA provides support to Africa Sub-Saharan countries that are not members of the Bank. In other words, the member states (Arab countries), are not eligible for BADEA’s assistance. This highlights the pioneering role of Arab Countries in launching and scaling up South–South cooperation.

Forty four African Countries, which are not members of the League of Arab States, members of the African Union benefit from BADEA’s financing, public and private sector institutions, corporations or enterprises operating in African countries and owned by the government or the populations of these lands, African or joint Arab-African institutions involved in the process of development.

Lending Activities

The projects financed by the Bank are priority projects of the beneficiary countries and usually form part of their development plans. In some instances, these projects are of a regional character, benefiting several countries and helping in their economic integration. BADEA’s contribution to the financing of any given project can reach 60% of the total cost of the said project provided that the

amount of financing for the said project may not exceed US$ 20 million. However, for small projects with total cost not exceeding US$ 15 million, financing may be increased to 90% of the total cost of such projects; BADEA can grant two loans to a country in one year provided that the amount of such loans may not exceed $ 20.00 million.

BADEA also provides technical assistance in the form of non-refundable grants and provide finance for exports from Arab countries to African Countries eligible for BADEA’s assistance.

BADEA financial products have been enhanced and diversified to meet the economic needs of beneficiary countries. They have steadily promoted to fit the development mechanisms and its conducive atmosphere. Following are BADEA products:

- Financing development projects: The most important product in term of volume. Loans to finance projects are extended in concessionary terms that some projects are financed with a grant element exceeding 50%.

- Financing technical assistance operations: Grants intended to finance feasibility studies for development projects and institutional support operations.

- Financing Arab exports to African countries: A program launched in 1983.

- Promote Arab investments in African countries: BADEA has adopted several methods in this regard.

- Debt relief on Heavily Indebted Poor Countries: 28 countries has benefited from this initiative.

- Financing the Urgent Aid: A limited activity which has been forwarded to Sahelian countries that faced drought in 1987.

As provider of assistance under various forms since 1975, BADEA has been able to perform a series of achievements in the field of development in Africa sub-

Saharan region. This was accompanied by an increase in the number of projects approved each year, from about 12 projects in 1975 to 22 projects in 2014. The same applies for the technical assistance operations, which started with zero in 1975 to attain 29 in 2014. BADEA financing policy aimed to better respond to beneficiary countries’ priorities.

Since commencement of operations in 1975 up to end of December 2014, the total allocations of BADEA to all the African countries have grown to reach US $ 4.529,883 million and have been earmarked to finance 588 development projects, 620 technical assistance operations.

The projects selected by BADEA are those, which are technically, economically and environmentally viable and the country programmes are demand driven and are subject to the priority of the partner countries and fit within their medium and short-term development programmes.

Features for the year 2015

In 2015, BADEA capital has been increased by 50% to USD 1400, likewise the New Year shall witness the commencement of the implementation of our Seventh Five Year Plan (FYP) for the period 2015-2019, which has been approved by the Board of the Governors earlier in the year. The allocations for the stood at US$ 1,600 million; of which of an amount US$1100 million will be earmarked for the public sector project, US$ 450 million for the private sector projects and US$ 50 million for the technical assistance operations. Moreover, an amount ranging between US$ 150 and 250 million will be assigned annually throughout the five year of the plan for financing trade between Arab and African countries.

The afore-mentioned allocation for the Plan represents an increase of US$ 600 million compared to the Sixth FYP (2010-2014). In the first year of the plan, commitments of BADEA for public and private sector loan and technical assistance start at US$ 260 million and increase annually to reach US$ 350 million in 2019.

The guidelines for the allocation of resources within the Seventh Five – Year Plan are as follows:

• Infrastructure sector should have an allocation between 40-50% of the resource of the Plan;

• Agriculture and Rural development sector is to receive between 25-30% of the resource of the Plan;

• Human resource development and social sector (Health and Education) are to receive between 20-25% of the resource of the Plan;

BADEA shall continuo to provide public sector lending to beneficiary countries at concessional terms suitable for their situations and observe the developmental orientation of the institution. The policy for the public sector lending is to abstain from charging commitment and administrative charges other than the straight fixed US Dollar fixed interest rates.

The year 2015 shall witness implementing Private Sector Programme, for which USD 450 million is allocated during the five year of the Plan. This programme shall provide lending not based on sovereign and state guarantees. It shall start by providing lines of credit to intermediary financial institutions immediately and will look into lending to provide sector firms in due coutse.

Tanzania officially the United Republic of Tanzania (Swahili: Jamhuri ya Muungano wa Tanzania), is a country in East Africa in the African Great Lakes region. It is bordered by Kenya and Uganda to the north; Rwanda, Burundi, and the Democratic Republic of the Congo to the west; and Zambia, Malawi, and Mozambique to the south. The country’s eastern border is formed by the Indian Ocean. Kilimanjaro, Africa’s highest mountain, is in northeastern Tanzania.

The head of state is President Jakaya Mrisho Kikwete, elected in 2005. Since 1996, the official capital of Tanzania has been Dodoma, where the National Assembly and some government offices are located. Dar es Salaam remains Tanzania’s principal port and commercial city and is the main location of most government institutions.

Tanganyika and Zanzibar merged in 1964 to form the United Republic of Tanzania.
