    The Ports and Yachting Directorate, Transport Malta notifies all bathers, mariners and owners of sea craft that the following arrangements will be made for Blue Lagoon in the channel between Comino and Cominotto for the period between 1st May, 2015 and 15th October, 2015

    For the benefit and safety of all bathers and mariners, Transport Malta urges all visitors and commercial vessels to adhere to these arrangements. Enforcement Officers will be constantly patrolling the area.

    Mariners are advised to keep a good lookout and navigate with caution and at slow speed in the Channel between Comino and Cominotto. They are also reminded that it is prohibited to secure/moor any vessel to any of the marker buoys, swimmers zone delineation markers and related gear belonging to Transport Malta.

    All positions are referred to WGS 84 DATUM.

    Local Notice to Mariners No. 21 of 2015

    Temporary Mooring of Fish Farm Cageat Bighi Point - Grand Harbour

    The Ports and Yachting Directorate, Transport Malta, notifies mariners that centered on the position below, with a 50m diameter, a fish farm cage will be moored at Bighi Point, Grand Harbour, as from Tuesday, 5th May, 2015, for two weeks.

    The cage will be placed in the following approximate position and also be moored to shore

    The cage will have two navigation lights flashing yellow one every 4 or 5 seconds on the outer side.

    All vessels and bathers are warned to keep well clear and maintain a safe distance from the cage. Mariners are to note the above and navigate with caution and slow speed.

    3.0 Ganijiet u Dmirijiet

    3.1 L-ganijiet enerali ta persuna fil-atra ta Kap ta Skola huma:

    In accordance with clause 3.1 (l) of the current Collective Agreement, nomenclatures importing the male gender include also the female gender

    1.0 General

    1.1 The Permanent Secretary, Ministry for Education and Employment, invites applications from qualified eligible educators with the requested service and experience in a licensed school for the post of Head of School within the Directorate for Educational Services (DES) to serve in Malta.

    1.2 The mission of the DES is to ensure the effective and efficient operation and delivery of services to the Colleges and schools within an established framework of decentralisation and autonomy.

    1.3 The functions of the DES are established by the Education Act (Cap. 327 of the Laws of Malta) which may be consulted on (https://education.gov.mt/Legislation.aspx).

    2.0 Terms and Conditions

    2.1 The salary for the post of Head of School is that of Salary Scale 6, which in 2015 is 22,934.02 per annum, rising by annual increments of 596.33 up to a maximum of 26,512.00.

    2.2 The post of Head of School belongs to the ranks of the national education team which implies the adoption of a high management mindset and approach.

    2.3 A Head of School shall receive an all inclusive applicable Education Management Allowance per annum to reflect school population weighting and to cover extra duties, extra attendances, including all duties connected with school councils, and expenses including part remuneration for telephone expenses as stipulated in the agreement between the Government of Malta and the MUT signed on 23rd August, 2010.

    3.0 Purpose and Duties

    3.1 The overall purpose of the post of Head of School is:

    3.4 A Head of School shall be supported, encouraged and guided by a process of induction and mentoring during the period of probation and at any other time when superiors may deem necessary. Participation in an induction process shall be an integral condition of employment for a Head of School and such an induction programme may be held outside school hours. The induction process generally spans the probation year.

    1.1 The Permanent Secretary, Ministry of Education and Employment, invites applications for the position of Trainee Counsellor in the Directorate for Educational Services (DES) within the Ministry for Education and Employment (MEDE).

    2.0 Terms and Conditions

    2.1 The salary for the position of Trainee Counsellor is Salary Scale 10, which in 2015 is 17,631.98 per annum, rising by annual increments of 407.67 up to a maximum of 20,078.00.

    2.2 The selected candidate will enter into a thirty-six (36) month assignment as Trainee Counsellor in the DES.     2.5 If the selected candidate is a Public Officer holding a substantive grade/indefinite status in the Malta Public Service and, during the assignment period, is appointed to a grade with a Salary Scale higher than Scale 10, he/she will be required to relinquish the duties of Trainee Counsellor and be transferred to duties pertinent to his/her new grade. However, if the substantive salary of a selected officer becomes higher than the maximum of Scale 10 through progression, he/she will be allowed to complete his/her stipulated term of assignment.

    3.0 Duties

    3.1 A Trainee Counsellor, who will be monitored by a counsellor/s, will be required to assist Counsellor/s in:

    carrying out helping skills and/or counselling sessions on an individual or group level as part of an integrated preventive and intervention service;

    working in close collaboration with the counsellor/s and guidance teachers;

    working in close collaboration with the College Education Psycho-Social team, School Management Teams, the Student Services Department (SSD) and other professionals employed with other government entities, and also with non-governmental agencies, thereby ensuring maximum utilisation of resources for the benefit of the students;

    planning and implementing interventions that enable students to overcome or prevent learning, social and behavioural difficulties;

    consulting regularly with the appropriate professionals in order to gain further knowledge, support and direction about particular situations children and young people are experiencing;

    supporting students, helping their families and fostering growth in the students self-esteem, individual responsibility, decision-taking and social skills;

    ensuring that records and logging systems are well kept regarding all interventions carried out with each student while ensuring confidentiality at all times in accordance with existing legal provisions;
