i.स्थापिा कायय अिुभि से संबंधधत प्राधधकारी द्िारा जारी कायय आदेशों तथा पूणयता प्रमाणपि की प्रमाखणत प्रतत। Certified copy of work orders and completion certificates for work issued by the authority concerned to establish work experience.

ii.तिजी कंपतियों द्िारा कायों हेतु पूणयता प्रमाणपि के साथ टी.डी.एस. (स्रोत पर कटौती फकया र्या कर) प्रमाणपि भी देिा होर्ा।

Completion certificates for works issued by Private parties shall be supported by TDS (Tax Deducted at Source) certificates.

िोट: Note: समाि कार्य का आशर् “ मदृकुरण संयंि/ जि उपचार फफल्टर की आपतूत य, स्थापिा, परीक्षण तथा चािू करिा ”। Similar work shall mean works of :

“ Supplying, Installation, testing, commisioning of softening plant/water treatment filters.” ककए गए कार्ों का मूल्र्, कार्य के िास्तविक मूल्र् में 7% प्रनत िर्य की साधारण दर से बढ़ोत्तरी करिे पर ितयमाि लागत स्तर तक हो जािा चादहए, जजसकी गणिा कार्य समाप्त होिे की नतथि से बोली प्रस्तनुत के अंनतम ददि तक है। The value of executed works shall be brought to current costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated from the date of completion to last date of submission of bids.

उप संविदा और संयुक्त कायय के रूप में फकए र्ए कायय पािता/आकिि के योग्य िहीं होंरे्। Work executed as sub-contract & joint venture will not merit for eligibility/evaluation.

31 माचय (याति 31-03.2017) को समाप्त वपछिे तीि िर्ों में औसत िावर्यक वित्तीय कारोबार के कायय की अिुमातित िार्त के 30 % से कम िही होिा चादहए (याति ` 9.37 लाख )

Should have average annual financial turnover not less than 30 % of the estimated cost (i.e. ` 9.37 Lakhs) of the work during the last three years ending 31st March of preceding year i.e. 31-03-2017.

िावर्यक वित्तीय कारोबार तथा िाभ एि ंहाति दशायते तुिि पि की चाटयडय एकाउंटेंट द्िारा सत्यावपत प्रतत Certified copy from Chartered Accountant for the Annual financial turnover and balance sheet showing Profit & loss.

c. 31 माचय 2017 को समाप्त होिे िािे वपछिे पांच िर्ों के दौराि दो से अधधक िर्ों में कोई हाति िहीं होिी चादहए। Should not have incurred any loss in more than two years during the last five years ending 31st March 2017

d. कायय की अिुमातित िार्त के 40% की शोधि क्षमता अथायत ्` 12.50 लाख । Should have a solvency of 40% of the estimated cost of the work. i.e. ` 12.50 Lakhs.

e. आिेदक की बोिी िर्ािे की क्षमता तिविदा में ददए र्ए कायय की अिुमातित िार्त `` 31.24 Lakhs)से अधधक होिी चादहए। आिेदक/बोिीकताय को फॉमूयिााः (AxNx2)-B के आधार पर अपिी बोिी िर्ािे की क्षमता की र्णिा करके उसे घोवर्त करिा होर्ा और दस्तािेज के लिए तििेदि के साथ संिग्ि करिा होर्ा। The bidding capacity of the applicant should be

i. मौजूदा िचिबद्धताओं तथा चि रहे कायों का मूल्य दशायता वििरण और साथ ही प्रत्येक कायय को पूरा करि ेमें िर्ि ेिािे समय की सूची प्रस्तुत करिी होर्ी। Statement showing the value of

माि तिविदा दस्तािेज डाऊििोड करिे से ही तिविदाकार बोिी िर्ािे के लिए हकदार िही ं हो जाता। तिविदाकार द्िारा अपिोड फकये र्ये दस्तािेज बाद में विभार् द्िारा सत्यावपत फकये जाएंरे् । यदद िे अपेक्षािुसार िही ंपाए र्ए तो उन्हें अस्िीकार कर ददया जाएर्ा । Downloading of tender documents alone will not make a tenderer eligible for participating in the bidding. The documents uploaded by the tenderers will be subjected to verification subsequently by Department. If found not meeting the requirement, such offers will be rejected.

4. (अ) “तिविदाओं के साथ “िेिा अधधकारी, सैक, अहमदाबाद” के पक्ष में जारी फकसी अिुसूधचत बैंक के मांर् रसीद में जमा / लमयादी जमा रसीद के रूप में (या) अिुसूधचत बैंक द्िारा जारी बैंक प्रत्याभूतत के रूप में उपरोक्त पैरा 01 में तिधायररत मूल्य की बयािा रालश जमा संिग्ि होिी चादहए। बयािा रालश जमा तिविदाओं के प्राजप्त की तियत ततधथ से 180 ददिों तक िैद्य होिी चादहए। यदद ईएमडी को डीडी के रूप में प्रस्ततु की जाती है, तो तिविदाओं के िोििे के तुरंत बाद इन्हें भुिा लिया जाएर्ा और असफि तिविदाकरों को ईएमडी विभार् द्िारा चेक/इिेक्रतिक माध्यम से िापस की जाएर्ी” । (a) “Tenders should be accompanied with Earnest Money Deposit for value specified in Para 1 above, in the form of Deposit at Call receipt/ Term Deposit Receipt of any Scheduled Bank issued in favour of “Accounts Officer, SAC, Ahmedabad” (or) in the form of Bank guarantee issued by a scheduled bank. Earnest Money Deposit shall be valid for 180 days from the due date of receipt of tenders. In case EMD in the form of DD is furnished, the same will be encashed immediately on opening of tenders and refund of EMD for unsuccessful tenderers will be made through Cheque / electronically by the Department”.

(b) तिविदा िार्त/ ईएमडी में छूट का दािा करिे िािी एमएसएमई इकाई जजिा उद्योर् कें द्र (डीआईसी) िादी एिं ग्रामोद्योर् बोडय (केिीआईबी) / कॉयर बोडय / राष्ट्रीय िघु उद्योर् आयोर् (एिएसआईसी)/ हस्तलशल्प एिं हथकरघा तिदेशािय अथिा एमएसएमई मंिािय द्िारा वितिददयष्ट्ट फकसी अन्य तिकाय द्िारा जारी पंजीयि प्रमाण-पि र्ा एमएसएमई उद्योर् आधार ज्ञापि प्रस्ततु करें। ज्ञापि/ प्रमाण-पि तिविदा की अतंतम ततधथ/ विस्ताररत अंततम ततधथ तक िैध होिा चादहए। साथ ही इसमें ईएमडी/तिविदा शुल्क छूट प्राप्त करिे के लिए तिविदाकृत मदें भी शालमि होिी चादहए।

“The MSME units claiming exemption of Tender cost/EMD should submit MSME UDYOG ADHAR MEMORANDUM or registration certificate issued by District Industries Centre (DIC) / Khadi & Industries board (KVIB)/Coir board/National small industries commission (NSIC)/Directorate of Handicrafts and handlooms or any other body specified by Ministry of MSME. The memorandum / certificate shall be valid as on due date / extended due date of the tender.

5. तिविदाएं उपरोक्त पैरा 1 में उल्िेि की र्ईं तिधायररत ततधथ एिं समय पर समूह तिदेशक, निमायण एि ंअिुरक्षण समूह, सैक, अहमदाबाद” के कायायिय में िोिे जाएंरे्। Tenders will be opened at the Office of the “Group Director, Construction and Maintenance Group, SAC, Ahmedabad” on the stipulated date and time specified in Para 1 above.

6. (a) बयािा रालश जमा की मूि प्रतत को तिविदा िोििे के लिए तियत ददि और समय पर या उसके पहिे “समूह तिदेशक, तिमायण एि ंअिुरक्षण समूह, सैक, अहमदाबाद” को प्रस्ततु फकए जाए| यदद तिविदा िोििे के लिए तियत ददि और समय पर या इसके पहिे िैध बयािा रालश जमा प्राप्त िहीं होता है तो प्राप्त तिविदा अस्िीकार कर दी जायर्ी ।

(b) तिविदा कीमत/ईएमडी से छूट का दािा करिे िािी एमएसएमई इकाइयां उपयुयक्त पैरा 4 (बी) में उजल्िखित पंजीकरण प्रमाणपि र्ा एमएसएमई उद्योर् आधार ज्ञापि की सत्यावपत हाडय प्रतत प्रस्ततु करें। उपयुयक्त ज्ञापि/प्रमाणपि की हाडय कॉपी समूह तिदेशक, तिमायण एि ंअिुरक्षण समूह/प्रभार् सैक, अहमदाबाद


के कायायिय में देय ततधथ तथा तिविदा िोिे जािे के समय से पिूय प्रस्ततु की जाए। यदद हाडय कॉपी देय ततधथ तथा तिविदा िोिे जािे के समय से पूिय प्राप्त िहीं होती है तो तिविदा प्रस्ताि रद्द कर ददया जाएर्ा।

(a) Original instrument of EMD shall be submitted to the Office of the “Group Director, Construction

and Maintenance Group, SAC, Ahmedabad” on or before due date and time of opening of tender.

If valid EMD is not received on or before due date and time of opening of tender, the tender offer

shall be summarily rejected.

(b) The MSME units claiming exemption of Tender cost/EMD should submit attested hard

copy of MSME UDYOG ADHAR MEMORANDUM or registration certificate as indicated in

para 4 (b) above.

The hard copy of above memorandum/ certificate shall be submitted to the Office of the

Group Director, Construction and Maintenance Group, SAC, Ahmedabad on or before due

date and time of opening of tender. If hard copy is not received on or before due date and

time of opening of tender, the tender offer shall be summarily rejected.

7. तिविदा ििुिे की अंततम ततधथ को जजि तिविदाकारो िे िैध बयािा रालश जमा प्रस्ततु की है केिि उन्ही

की तकिीकी एि ंिाखणजययक बोिी िोिी जाएर्ी । तकिीकी एि ंिाखणजययक बोिी ििुिे के बाद आरे् की विस्ततृ संिीक्षा/मूल्याकंि फकया जाएर्ा। तकिीकी-िाखणजययक बोिी के मूल्यांकि के दौराि, तिविदाकारो द्िारा प्रस्ततु फकए र्ए दस्तािेजों की विस्तार से जााँच की जाएर्ी। यदद कोई तिविदा जो पािता मािदण्ड पूरा िही ंकरती है तो उसे इस चरण पर अस्िीकार कर ददया जाएर्ा और ऐसे प्रस्तािों पर आरे् विचार िही ंफकया जाएर्ा। इस चरण तकिीकी मूल्यांकि सलमतत (टी.ई.सी.) द्िारा तिविदाकार के फकए र्ए चुतिदंा कायों का तिरीक्षण करते हुए तिविदाकार की कायय क्षमता का पुिाः मूल्यांकि फकया जाएर्ा । मूल्यांकि मािदण्ड सदहत तकिीकी मूल्याकंि प्रारूप तिविदा दस्तािेज के साथ संिग्ि है। उन्हीं तिविदाकारों की मूल्य बोिी एक तिददयष्ट्ट ततधथ को (अहय तिविदाकारों को तियत सूचिा के साथ) िोिी जाएर्ी जो जााँच और तकिीकी मूल्यांकि के दौराि अहय पाई र्ईं है और अिुबंधों के अिसुार आरे् की प्रफिया की जाएर्ी। On the due date of opening, the Technical & commercial bid of those tenderers who furnished valid EMD only will be opened. On opening of Technical & commercial bid, further detailed scrutiny / evaluation will be carried out. During the evaluation of techno-commercial bids, the documents furnished by the tenderers will be scrutinized in detail. Any tender, found as not fulfilling the eligibility criteria will be rejected at this stage and such offers will not be considered for further processing. At this stage, the competency of the tenderers will be further evaluated by a Technical Evaluation Committee (TEC), including inspection of selected works carried out by tenderers. The Technical Evaluation format including the evaluation criteria is enclosed in the tender document. The price bid of only those tenderers who have been qualified during the scrutiny and technical evaluation will be opened separately on a specified date (with due intimation to the qualified bidders) and further processed, as per tender procedure/ stipulations.

िोटः यदद कोई विशेर् तिविदाकार जजसे इसी प्रकार के और महत्ि के फकसी कायय और मूल्यांकि के समाि मािदण्ड हेतु र्त एक िर्य में फकसी भी इसरो कें द्र द्िारा तकिीकी रूप से मूल्याफंकत फकया र्या है तो ऐसे बोिी िर्ािे िािे को पिु:मूयल्याफंकत िहीं फकया जाएर्ा और वपछिे मूल्याकंि के अंक ितयमाि तिविदा के लिए पािता तिधारण हेत ुलिए जाएरे् । Note: Any particular tenderer who has been technically evaluated by any of ISRO Centres in the past one year for any work of similar nature and magnitude and for same criteria of evaluation, such bidders will not be re-evaluated and the scores of the previous evaluation will be taken for the assessment of the eligibility for the present tender.


8. ठेकेदार जजसका प्रस्ताि स्िीकार फकया र्या है को, उसे आशय-पि/ कायय आदेश जारी करिे की ततधथ से 15 ददिों के अंदर प्रस्तावित रालश का 5% (पााँच प्रततशत) तिष्ट्पादि र्ारंटी के रूप में प्रस्ततु करिा होर्ा | प्रततभूतत, “लेखा अथधकारी, सैक, अहमदाबाद” के पक्ष में जमा फकसी अिुसूधचत बैंक द्िारा मांर् रसीद/लमयादी जमा रसीद के रूप में या तिधायररत प्रपि के अिुसार अिुसूधचत बैंक द्िारा जारी बैंक प्रततभूतत के रूप में होर्ी । यदद कोई ठेकेदार, बढ़ाई र्ई अिधध, यदद कोई हो, सदहत तिधायररत अिधध के अंदर कधथत तिष्ट्पादि प्रततभूतत जमा िही ंकरता है तो ठेकेदार द्िारा जमा की र्ई बयािा रालश जब्त कर िी जाएर्ी और ठेकेदार को त्रबिा कोई सूचिा ददए आशय-पि/कायय आदेश रद्द कर ददया जाएर्ा | तिविदा के साथ जमा की र्ई बयािा रालश उपरोक्त कधथत तिष्ट्पादि प्रततभूतत प्राप्त करिे के बाद ही िापस की जाएर्ी |

The contractor, whose offer is accepted, will be required to furnish performance guarantee of 5% (Five Percent) of the tendered amount within 15 days from the date of issue of letter of intent/ work order. This guarantee shall be in the form of Deposit at Call receipt/ Term Deposit Receipt of any Scheduled Bank issued in favour of “Accounts Officer, SAC, Ahmedabad” (or) in the form of Bank guarantee issued by a scheduled bank in accordance with the prescribed form. In case the contractor fails to deposit the said performance guarantee within the period specified including the extended period if any, the Earnest Money deposited by the contractor will be forfeited and letter of intent/ work order cancelled automatically without any notice to the contractor. The Earnest Money deposited along with tender shall be refunded only after receiving the aforesaid performance guarantee.

9. इच्छुक तिविदाकार समूह निदेशक, सी.एम.जी./ अभिर्ंता-एस.जी./ अभिर्तंा-एस.एफ./ अभिर्तंा-एस.ई./ अभिर्तंा-एस.डी. की पिूय अिुमतत से तिविदाए प्रस्ततु करिे के पिूय काययस्थि का तिरीक्षण कर सकते हैं।

Intending tenderers may inspect the site before submitting the tenders, with the prior permission of Group Director, CMG/ Engineer-SG / Engineer-SF/ Engineer-SE/ Engineer-SD

10. भारत के राष्ट्रपतत की ओर से तिविदा स्िीकारकताय प्राधधकारी न्यिूतम या कोई अन्य तिविदा स्िीकार करिे के लिए बाध्य िही ंहै और त्रबिा कोई कारण बताए प्राप्त फकसी या सभी तिविदाओं को अस्िीकार करिे का अधधकार रिता है। सभी तिविदाएं जजसमें कोई तिधायररत शतय पूरी िहीं की जाती है या तिविदाकार औपबधंधक छूट की कोई शतय रिता है तो उन्हें त्रबिा विचार फकए अस्िीकार कर ददया जाएर्ा ।

The tender accepting authority on behalf of President of India is not bound to accept the lowest or any other tender and reserves the authority to reject any or all the tenders received without assigning any reason. All tenders in which any of the prescribed condition is not fulfilled or any condition including that of conditional rebate is put forth by the tenderer shall be summarily rejected.

11. भारत के राष्ट्रपतत की ओर से तिविदा स्िीकारकताय प्राधधकारी कायय आदेश जारी करिे से पूिय कायय क्षेि में पररितयि/ कायय की मािा को कम करिे का अधधकार भी रिता है और तिविदाकार इस पर फकसी भी प्रकार दािा िही ंकर सकता । The tender accepting authority on behalf of President of India also reserves the right to alter the

scope/ or reduce quantum of work before issue of work order and the tenderer shall not have any claim what so ever on this account.

12. भारत के राष्ट्रपतत की ओर से तिविदा स्िीकारकताय प्राधधकारी सम्पूणय तिविदा या फकसी भार् को स्िीकार करिे का अधधकार रिता है और तिविदाकार प्रस्तावित दर पर कायय तिष्ट्पादि करिे के लिए बाध्य होर्ा । The tender accepting authority on behalf of President of India reserves the right of accepting the

whole or any part of the tender and the tenderer shall be bound to perform the same at the rate quoted.

13. तिविदा के संबधं में प्रत्यक्ष या अप्रत्यक्ष लसफाररश करिे पर सख्त प्रततबंध है और ठेकेदारों द्िारा लसफाररश का सहारा िेते हुए प्रस्ततु की र्ई तिविदाएं अस्िीकार कर दी जा सकती हैं ।

Canvassing directly or indirectly, in connection with tender is strictly prohibited and the tenders submitted by the contractors who resort to canvassing will be liable for rejection.


14. तिविदा स्िीकारकताय प्राधधकारी समय-समय पर सरकार की िीततयों के अिुसार प्रस्तािों के लिए प्राथलमकता देिे का विकल्प रिता है।

The tender accepting authority reserves the option to give preferences to the offers in accordance with the policies of the Government from time to time.

15. ठेकेदार को विभार् के उस केन्द्र विशरे्, जो ठेके को प्रदाि करिे और तिष्ट्पाददत करिे के लिए उत्तरदायी है, के प्रभार् में कायय करिे हेतु तिविदा देिे की अिुमतत िहीं दी जाएर्ी, जहााँ उसका तिकट संबधंी काययरत हो । उसे उि व्यजक्तयों के िाम बतािे होंरे् जो उसके साथ फकसी भी रूप में कायय कर रहें हैं या तदपुरातं उसके द्िारा तियकु्त फकए जाए और अतंररक्ष विभार् में फकसी राजपत्रित अधधकारी के तिकट सबंंधी है। ठेकेदार द्िारा इस शतय के फकसी उल्िघंि पर तिविदा को अस्िीकार या सवंिदा को रद कर ददया जाएर्ा । The contractor shall not be permitted to tender for works in the Group / Division of that particular

Centre of the Department responsible for award and execution of contracts for which his/her near relative is working. He/she shall also intimate the names of persons who are working with him in any capacity or are subsequently employed by him and who are near relatives to any Gazetted Officer in the Department of Space. Any breach of this condition by the contractor would render him liable for rejection of tender or cancellation of contract.

16. तिविदा, उपरोक्त पैरा 1 में तिददयष्ट्ट तिविदा प्राजप्त की तियत ततधथ से न्र्ूितम 120 ददिों की अिथध तक िैध होर्ी। यदद कोई तिविदाकार िैधता अिधध के अदंर प्रस्ताि िापस िेता है या तिविदा के फकसी भी तियम एिं शतय में संशोधि करता है जो विभार् द्िारा स्िीकायय िही ंहैं तो सरकार को फकसी अन्य अधधकार या तििारण के पूिायग्रह के त्रबिा बयािा रालश जमा का 50% (पचास प्रततशत) पूणयतया जब्त करिे की छूट है। साथ ही, तिविदाकार को कायय की पिु:तिविदा प्रफिया में भार् िेिे की अिुमतत िही ंदी जाएर्ी।

The tender should be valid for minimum period of 120 days from the due date of receipt of the tender specified in Para 1 above. If any tenderer withdraws the offer within the validity period or makes any modifications in the terms and conditions of the tender which are not acceptable to the Department, the Government shall without prejudice to any other right or remedy, be at liberty to forfeit 50% (Fifty Percent) of the Earnest Money Deposit absolutely. Further, the tenderer shall not be allowed to participate in the re-tendering process of the work.

17. तिविदा तय होिे पर, सफि तिविदाकार के साथ एक करार फकया जाएर्ा। On concluding the tender, an agreement shall be drawn with the successful tenderer.
