    risk and to learn the lessons rom things gone wrong.

    We believe that transparency is the best orm o

    accident prevention. Accidents and undesirable

    incidents are reported and ollowed up in a

    systematic manner in order to continue the building

    o a culture that promotes learning. Saety or

    people, the environment and material assets must be

    created and re-created every day.

    Specifction o provided inormtion

    The inormation in this chapter concerns the

    managed rig feet, i.e. rigs managed/operated by

    Prosae, and excludes the rigs on long-term bareboat

    charters.Injuryandsicknessabsencegureshave

    been calculated or the continuing operations,

    i.e. exclusive business division Floating Production

    which was spun o in May 2008.

    Systematic preventive and eective health, saety

    and environment (HSE) work is a high-priority line

    management responsibility in Prosae. Active and

    visible involvement by management is a key actor in

    achieving the companys goal o operating without

    accidents.

    Prosae expects all its managers to lead the way bysetting a good example and acilitating good working

    practicesandtheresourcesrequiredtooperate

    saely. Managers must show in practice that saety

    takes precedence over prots and schedules. Should

    a confict arise between operations and saety, the

    lattermustalwaysbegivenrstpriority.Nosafety

    rules may be broken and no short cuts may be taken

    tocompletejobsquickly.

    Cretin proprietr ttitudes

    We emphasise commitment and participation at

    all levels o the organisation in order to ensure that

    all employees perorm their work in a sae manner,

    contributing actively to reducing risk and taking

    action when undesirable conditions are observed.

    We want our company to be associated with a

    proactive HSE culture and with human relations

    characterised by respect, trust and concern or

    others. We demand that employees take the time

    needed to evaluate risk in their work and ensure that

    Reducing sickness absence is signicant to the well-

    being o the individual employee, and also has a

    positive nancial eect on the company and society

    as a whole.

    Prosae endeavours to oer its employees a good

    and sae working environment in physical and

    psychosocial terms. All employees should have a

    goodbalancebetweenworkrequirements,individual

    opportunity or control and participation, and

    support rom colleagues and managers.

    Itisourobjectivethatnobodyshouldsuerwork-

    relatedillnessesorstraininjuriesasaconsequence

    o working or Prosae.

    Sickness absence has been relatively low in recent

    years, but ended up at 3.6 per cent in 2008, as

    compared to 2.3 per cent in 2007. This increase is

    mainly due to a higher number o people on long-

    term sick leave in 2008.

    Occupational health and working environment

    SICKNESS aBSENCE 2004-2008 (PER CENT)

    We monitor all sickness absence closely, and seek

    occupational health guidance and intervention at an

    early stage during any work-related sickness absence.

    We also take steps to enable employees to return to

    work on light duties, either in the oce or on shorter

    vessel trips to re-assimilate the employees return to

    work.

    Special attention is paid to employees exposed to

    certain hazards such as high noise environments,

    exposure to chemicals and other conditions that

    may be harmul to health. We carry out regularoccupational health assessments or these risks.

    We believe that a good working environment and

    a close ollow-up o employees on sick-leave are

    prerequisitesforachievingthelowestpossible

    sickness absence rate.

    In2008,Prosaferecordedeightincidentsrequiring

    medical treatment. Three o the incidents were

    classiedasLostTimeInjuries(LTIs),whichmeans

    the employees were absent rom the next work shit

    becauseoftheinjury.Noneoftheincidentshadlong-

    termconsequences.

    TheLTIfrequencyiscalculatedbymultiplyingthe

    number o LTIs by 1 million and dividing this by the

    total number o man-hours worked. This resulted in

    anLTIfrequencyof3.3,anincreasefrom2.6in2007.

    Theinjuryfrequency,whichexpressesthenumberof

    personalinjuriespermillionworkinghours,was8.8,

    which is a slight increase rom 2007, when it was 7.7.

    Allinjuriesandseriousincidentsareunacceptable

    toProsafe,andtheyarethereforesubjectto

    extensive in-house investigation to identiy causes

    and introduce risk-reducing measures aimed

    at preventing recurrence. The ndings o these

    investigations are conveyed to the rest o the

    organisation to ensure transer o experience. These

    are important measures or reaching the companys

    goalofzeroinjuries.

    Continuous instiin set wreness

    Prosae wants to instil a zero mindset in its

    employees and sub-contractors. In order to achieve

    this, a number o management tools are included

    within the companys Integrated Management

    System:

    Safety

    - Vessel inductions or all personnel visiting our

    vessels.

    - Worksite monitoring to ensure that sae working

    practices and conditions are in place.

    - Saety tours to identiy risks to persons, detect

    nonconormities as regards health, saety and

    environmental protection standards, and to

    encourage all crew members to keep a high ocus

    on saety at all times.

    - Weekly accommodation inspections covering all

    aspects o accommodation and ood hygiene.

    - Permit to work audits to ensure that health,saety and environmental standards are

    maintained through compliance with the permit

    to work system.

    - Saety observation system cards to provide both

    positive and negative eedback to the shipboard

    management.

    Preventive work is important, and eorts to

    strengthen the organisations saety culture

    were urther intensied in 2008. Initiatives taken

    comprised eorts aimed at increasing crew

    involvement, and campaigns addressing trips, slipsandfalls,whichareamajorcauseofinjuries.

    Furthermore, we held two Saety Days, both attended

    by over 100 managers and employees. By bringing

    people together, they can share resources and best

    practices and develop stronger relationships to the

    benet o the company as a whole. By continuously

    instilling saety awareness, we will achieve a real

    and lasting shit in mindset that will result in an

    improved saety perormance.

    Exceent resuts re ttinbe

    Throughoperatingforlongperiodswithoutinjuries,

    some o our rig operations have demonstrated

    that excellent saety results are attainable. This

    demonstrates that the zero mindset is achievable,

    and provides motivation. We use best practices

    across the group as examples to ensure transer o

    experience within HSE training.

    Environmental management is at the core o our

    Integrated Management System. By integrating

    environmental considerations in our risk

    assessments, we endeavour to minimise the impact

    o our day-to-day operations on the environment.

    We produce Environmental Impact Assessments

    or each o the rigs that we manage/operate. The

    assessments take into account the mode o operation

    o the vessel together with generic geographical

    considerations. Local assessments are typically

    perormed with our clients who will usually be

    operating under the terms o an Operators Permit.

    Moreover, we cooperate actively with customers

    and suppliers to set in-house goals, make

    continuous improvements to our own routines and

    shape attitudes towards protecting the natural

    environment rom pollution by our operations. All

    accidental discharges and emissions are reported and

    followedupinthesamewayasinjuriesandmaterial

    damage.

    Reducin our ecooic ootprint

    We are actively seeking solutions to improve our

    environmental perormance and reduce emissions

    in order to urther reduce our impact upon the

    environment.

    Our rigs have International Air Pollution Prevention

    (IAPP) certicates, International Oil Pollution

    Prevention (IOPP) certicates and International

    Sewage Pollution Prevention (ISPP) certicates. These

    certicates are all issued under the International

    Convention or the Prevention o Pollution rom Ships

    (MARPOL)andaresubjecttoperiodicsurvey.

    We have traditionally measured oil spills and

    chemical spills to sea. Prosae had no accidental

    discharges to the natural environment in 2008, which

    is wholly in line with our target.

    In 2008, we calculated the emissions o CO2,CO,NOx,

    SO2, CH4 and VOC or the managed feet, based on

    the feets diesel consumption. Going orward, we will

    gradually implement new technology and reurbish

    equipmentinordertoreducetheseemissionsover

    time.

    Prosae includes environmental considerations when

    reurbishing and upgrading its rig feet. An example

    o this is the MSV Regalia, which is in the yard

    untilMay2009foramajorrefurbishmentandlife

    extensionproject.

    MSV Regalia has operated throughout her lie

    utilising dynamic positioning (DP) to maintain

    station.Inordertosatisfyredundancyrequirements

    or power and propulsion, her engines have reached

    a near unprecedented level o running hours, whichagainhasresultedinquitehighemissions.Rigsthat

    are maintaining station by moorings, such as the Safe

    Scandinavia,canoperateonapproximatelyaquarter

    oftherequiredpower/fuelrequirementsbecause

    theirbasepowerrequirementislimitedtothehotel

    services.

    During the yard stay, MSV Regalias engines will be

    reurbished in order to address the vessels emissions.

    We estimate that this will result in a reduction in

    NOxemissionsintherangeof40to50percent

    in uture operations. Moreover, we also expect a

    reduction in the emission o CO2, CO, SO2, CH4 and

    VOC. In addition, there will be a slight reduction in

    uel consumption and a greater reduction in Lub

    oil consumption. Once MSV Regalia commences

    operations ater the completed reurbishment

    project,wewillbeabletoprovidemeasured

    reductions o all emissions.

    Wste mnementEach rig has a waste management plan. The plan

    includes assessments o all potential waste products

    originatingonboardtogetherwiththerequirements

    or waste segregation or transportation ashore.

    Bst wter

    Ballast water management or our rigs is controlled

    within the connes o the International Maritime

    Organisation (IMO) regulation.

    Dischre o sewe

    The discharge o sewage is controlled within theconnes o IMO regulation. All vessels within the

    eethavebeensubjecttoInternationalSewage

    Pollution Prevention (ISPP) surveys and have been

    issued certication in accordance with MARPOL

    Annex IV by the relevant Flag, with the exception o

    MSV Regalia. The ISPP certication o MSV Regalia

    was deerred until completion o the reurbishment

    period.

    Documented processes, systems and reviews orm

    thebasisofthecompanysqualitysystems.Through

    ISO and International Saety Management (ISM)standards,wemaintainanup-to-datequality

    management system with an Integrated Saety and

    Environmental Management System.

    Thecompanysqualitymanagementsystemsare

    certiedtotheinternationalISO9001quality

    standard. Prosae was re-certied to the new

    process-oriented ISO 9001:2000 standard in 2005.

    Saety management systems or the rig feet are

    approved to the ISM code. Our accommodation rigs

    have been certied to the International Ship andPort Facility Security (ISPS) code. The company was

    not served enorcement notices by any regulatory

    authority during 2008.

    Prosaes rigs have International Air Pollution

    Prevention (IAPP) certicates, International

    Oil Pollution Prevention (IOPP) certicates and

    International Sewage Pollution Prevention (ISPP)

    certicates, all issued under MARPOL. These

    certicatesaresubjecttoperiodicsurveys.

    Safe Scandinavia was the rst foating

    accommodation unit ever to be awarded an

    Acknowledgment o Compliance (AoC) by Petroleum

    SafetyAuthorityNorway(PSA)in2007.TheAoC

    isrequiredforoperationsontheNorwegian

    Continental Shel, and refects that the rigs technical

    condition and the companys organisation and

    management systems are in compliance with

    relevantrequirementsinNorwegianshelflegislation.

    Quality assurance

    In connection with the reurbishment o MSV Regalia,

    Prosafewillcarryoutthenecessaryadjustments

    inordertomeetPSAsrequirements.Wewillinthe

    course o 2009 apply or an AoC or MSV Regalia.

    Suppier oow-up

    Prosae ensures that its contractors operate

    management systems compatible with those

    implemented by the company itsel. In addition,

    interacing o contractors and Prosaes activities

    and management systems is achieved through the

    development and agreement o specic interacedocumentation.

    Prosaes system or sub-contractor administration

    shall ensure:

    - Selection o sub-contractors based upon (amongst

    other considerations) an assessment o their

    health, saety and environmental policies,

    procedures and perormance commensurate with

    the risks associated with services to be provided.

    - Agreementoftheperformanceobjectivesand

    standards to be achieved, including those

    pertaining to health, saety, security and theenvironment.

    - Preparation o health, saety and environmental

    interace documentation detailing the roles,

    responsibilities and procedures to be ollowed or

    the duration o the contact.

    - Verication by Prosae that sub-contractor

    personnel are competent to undertake the work.

    - Methods or monitoring and assessing sub-

    contractor perormance against agreed health,

    safetyandenvironmentalperformanceobjectives

    and criteria.

    Sub-contractorsaresubjecttothesamestandardsas

    used by Prosae within its Integrated Management

    System.

    Mechanisms to ensure that dened standards are

    met, shall be as dened within any agreed interace

    documentation. In addition, through active and

    reactive monitoring and sub-contractor audits,

    Prosae will review and veriy that such standards

    andrequirementsaremet.

    audits

    Prosae measures achievement o continuous

    improvement through internal audits and external/

    third-party audits. We also use the audits as tools

    to ensure that our procedures and management

    systems are properly implemented and observed.

    A total o 26 audits were carried out in 2008,

    including ten by certication bodies and two bycustomers.Nomajornon-conformancesfromthe

    companysqualitysystemswereidentied.

    Prosae has established contingency plans to limit

    harm to people, the environment and material

    assets. These plans will also ensure that correct,

    in cooperation with our customers and third parties

    deal with a possible crisis.
